kristen sze. the traffic nightmare in the east bay is not going away any time soon. it began when one semi stalled, got hit by a car and clipped by a second driver of the secondses dead. even now lanes are open. abc 7 morning's traffic anchor alexis smith, any word on a full re-opening night? >> no, they have not given us a solid timeline. they're working on it, that's gridlock on westbound 580 approaching eden canyon in the castro valley area. getting close to seven hours now we have had total total total the roadway. two lanes open as kristen mentioned, new as of 15 minutes ago. looks like they're making quite a bit of progress. it's a major project, having to offload the semis, get the cargo out of there. this is a long tedious process. again, the two right lanes are open. two left lanes are still closed. there's a look at the work

caltrans workers and chp doing doing. obviously they're not done yet. zoom in on the traffic maps, 13 mile backup to state route 84 in livermore. speeds, 2 miles an hour approaching dublin, getting into castro valley, you're at a solid crawl. dublin canyon road a parking lot as well. head north on canyon, using crow canyon road. backup on 24. lot of folks using that as an alterna alternate. south on 680 if headed to the south bay. no matter what way you go, i know it has been ads all mornin. our own amy hollyfield, you andr about four hours. what have you been hearing from drivers today? >> reporter: it was pretty brutal, alexis. let me show you first the situation from on the ground. you can see those two lanes are open now. that's helping the situation a little, but that big rig is still here. nowhere near getting it towed

out of here and they are taking his load and putting it another truck. they still hav we did go throughbackup. we captud. when we first pulled on to westbound 580 at 5:30 this morning, we had no idea by the got to the accident scene. those around us seemed to already know how bad it was as they put theirar into reverse and started driving the shoulder, trying to escape the gridlock. an hour later we bit, but the stop and go nature of the situation brought its own set of problems. we saw one big one. the drivers quickly surveyed the damage, decided the trucks looked fine and jumped back into their rigs. we felt pretty shocked when we hit the three hour mark. all we had to do was look to our right to find someone >> 4 hour 41 minutes. >> reporter: 4 hours and 41 minutes for him. little did we know we'd have another hour to go. as the morning progressed,

people started worrying about runn this man said he was below empty. >> i have two service dogs here. i'm almost out of gas. i'm freaking out. they haven't used the hours. >> reporter: one man sent a gle otwrt becaayuse s he was worried abou running out of gas. when we finally got to the scene, even the it took us four hours to g surprised. yeah. that's razy. people's concerns about their empty gas tanks. >>? you started your commute today with less than a half a tank or quarter tank, that can definitely happen. luckily with have freeway service patrol that can help he able to get to you, it may take in with hours, too. the chp dispatch. they said they haven't gotten any calls that anyone needed help and that ran out of gasf t. that's goodxt from the chp. spokesperson while the story was airing that you were just watching, he says they're estimating they'll get all of these lanes open in two hours.

their police tape and left minutes ago, thaw compleon-scen2 hours after the shooting took place. a hug between neighbors on cypress lane in campbell of a terrifying morning. >> so scary. >> reporter: kristen solder says her two young kids were asleep when her husband went to lock up the garage door before midnight last night. >> a right at her door, nose to nose. my husband slammed the door. i happened to run behind. we locked it. >> reporter: soon after, gunshots. when campbell police arrived in the neighborhood between the popular downtown area and prune yard, the man jumped into a side yard and fired his handgun several more times. shell casings were found everywhere, gut the man escaped at least for a short time. he jumped the creek area nexto to highway 17. campbell police put out a robo call neighbors to shelter in place. >> keep your doors and windows locked. >> we brought all the kids

upstair a upstairs, stood up, turned our light on, watched in the backyard. >> reporter: chp shut down southbound lanes of 17 and from the highway spotted the suspect on the ground near the los gatas creek. >> roll over on your stomach. keep your hands where we an see them. >> reporter: an hour and a half after the call, the man was arrested. amazingly, no one was hurt. >> the police are so amazingly brave. i have to give it up for those guys, what they walked into here. we were inside cowering inside our house and wu seamen walking do saw men walking down the streets with their flashlights out. i respect what the guys did for us last night. >> this is a very quiet neighborhood. you know, it's a weird thing for a wednesday night. >> reporter: campbell polices identified the suspect as 35-year-old daniel tanner, a transient. he faces several charges including being a felon in possession of a firearm. and shooting into an inhabited dwelling. reporting hive in campbell, matt keller, abc 7 news. >> matt, thank you. happening today, uc berkeley

and the city council filed a lawsuit saying undocumented immigrants brought to the u.s. as children should be allowed to stay in the u.s. it's the third lawsuit filed here in california. meanwhile, we're hearing different versions about what happened behind closed doors during a white house dinner between the president and two top democrats. senator chuck schumer and congresswoman nancy pelosi. there's confusion on whether they struck a deal on the border wall and daca. democrats say they reached an agreement to protect the d.r.e.a.m.ers in exchange for beefing up border security. but that does not include money from the president's border wall. now, this morning, the president took to twitter saying, "no deal was made on daca." moments later he said this. >> we're working on a plan for daca. the wall will come late and the wall is going to be built. it will be funded a little bit later. >> hours later in florida, president trump said daca recipients would not be offered citizenship. but congresswoman pelosi says her understanding is the president agreed to the d.r.e.a.m. act which does

new developments in the east bay. residents of alameda point can use water from their taps to shower and bathe again, but still not to drink. officials lifted the bathing restriction after samples came back negative for bacteria yesterday. homeowners are warned to let the water run for ten minutes to flush out the pipes. officials are waiting for more tests before they'll say the water is safe for drinking. east bay mud thinks the water was contaminated by a leak from an irrigation line fed by an oil well. an old well, that is. there are also new developments for your commute. no matter which bay area bridge you drive, it could soon cost you more. the state assembly approved a plan to raise bridge tolls by up to $3. the bill now heads to the senate. if approved and signed by the governor, the proposal l would be on the ballot in june or november next year. state senator jim bell tells our media partner "the mercury news" the toll increase is intended to
