officers fatally shot the man during a traffic stop. it's unclear whether that man opened fire as well. our media partner "the mercury news" reports this is the eighth officer involved shooting of the year in san jose. this morning a woman is warning others after a terrible fall down a cliff. >> the rock just crumbled. >> take a look at this. a drone caught the tumble on camera yesterday. the santa cruz county sheriff's department released this video and said it's a miracle she wasn't seriously hurt. it happened on labor day on seven mile beach between davenport and santa cruz. abc 7 news reporter katie marzullo spoke to the woman in a story you'll only see on abc 7 news. >> reporter: a drone pilot didn't realize until later that day what he had captured on video. a woman falling down a cliff to the rocks below. here she is two weeks later, teaching tae kwon do in san jose. >> i'm realizing how lucky i am.

>> reporter: ruri kobayakawa was at the beach with friends when she decided to climb the cliff. >> when i realized i wanted to come back down, that's when everything went bad. i was climbing down, where my right hand was, the rock just crumbled. from there i knew i was like, okay, i can't do anything. i remember falling. >> reporter: she hit her head at least once on the way down. >> laying on the ground, i remember slowly moving and realizing how much pain i was in. a wave actually came and splashed me with salt water. >> reporter: if she had landed in the water, she probably would have died. the santa cruz county sheriff's office posted the video on its facebook page as a warning to beachgoers. >> a stark reminder of the dangers that are out there when you're in mother nature and you're in an area that just isn't, you know, developed for people to climb on. >> reporter: ruri suffered only bumps and bruises but she knows her fall traumatized her dad. >> instead of taking care of me for a week, he could have been spending a week planning a funeral. i love climbing, i love being

active. regardless of my own enjoyment, my own athleticism, it doesn't matter when you're on a rock that's just not stable enough. >> reporter: ruri is studying to be an emt and plans to become a firefighter. katie marzullo, abc 7 news. police arrested two people for stealing checks as well as credit and debit cards from an assisted living facility. officers took a 29-year-old woman and a 30-year-old man into custody. both are residents of richmond. they're accused of fraudulently cashing stolen checks and using the stolen cards. investigators say bryant wore a nursing uniform when she burglarized several rooms at the nursing home. after intense back and forth, california lawmakers took a big step towards becoming a sanctuary state. the assembly voted on a bill to limit police cooperation with federal immigration authorities. the legislation was the latest effort by democratic lawmakers to create barriers to president trump's campaign pledge to step

up deportation efforts. >> if we realized on our sheriffs and jailers to dictate how we create a just and fair society for our community, we would be still fighting for the silv civil rights act. >> california will try to undermine the immigration laws of the united states of america. >> the state senate approved the bill. it now goes to the governor's desk. he is expected to sign it. a federal judge also granted chicago's request for a national injunction against the trump administration's plans to who would money from so-called sanctuary cities. new details in a police sex scandal. the oakland police department has no plans to further discipline officers accused in the oakland police sex scandal. the report acknowledges the judge's conclusion that the discipline was inadequate. oakland police say no other

officers will face discipline. they will instead undergo further training. an important deadline has passed for san francisco property owners who have to make their apartment buildings more earthquake safe. paperwork for the mandatory retrofit was due yesterday. abc 7 news reporter lonni rivera took a look at the last minute applications being filed with the city. >> reporter: there is lots of busy work as the retrofit staff files applications by property owners rushing to avoid this kind of devastation that happened in 1998 during the loma prieta earthquake. >> we had six or seven buildings that pan caked. as a consequence of learning that, the building code changed. >> reporter: this deadline is for tier 3 properties like this one in lower pacific heights. it has three stories and multiple units. >> an earthquake is no joke. safeguarding life is the most important issue. >> reporter: contractor george

max's company is keeping bist busy. he says it will take eight to 12 weeks to retrofit this building. >> because of the hollow space, this area is what we call a true soft story. >> reporter: since wednesday, the department of building inspection has seen a mad dash of applicants. the number of remaining noncompliant properties was 600 by late afternoon on friday. >> i certainly think that people in san francisco are very aware that this is a very high risk. >> reporter: the department of building inspection has listed this building here in the mission district as being noncompliant. that means inspectors may likely place a violation notice on the property this week. the notice will inform the public that the building is in violation of earthquake safety codes. the property owners will have 30 days to respond. those who are not compliant can't sell or lease their property until they finish the work. once permits are filed, building owners have two years to complete the actual construction. in san francisco, lonni rivera,

abc 7 news. a federal appeals court upheld a state law banning the sale of foie gras made by force feeding ducks and geese. the judges said a state law preventing sales was not preempted by the federal government's authority to regulate poultry products. the ruling will not take effect until the appeals process ends and a mandate is issued, so restaurants can still serve it for now. the group people for the ethical treatment of animals celebrated. its president said the champagne corks are popping. celebrity chef eric greenspan said the ruling was crazy. he said, let's ban assault rifles before we ban foie gras if we want to talk about cruelty. abc 7's dan noyes has been covering this story since 2003. residents are warned to be careful after a mountain lion was seen thursday night lurking around a residential neighborhood, the second sighting in as many days.

a home surveillance camera recorded the incident on sycamore court. happening today, the bay bridge will briefly close this morning as crews implode the largest of the last remaining supports for the old span. that's what it sounded like the last time caltrans imploded two bridge piers a couple of weeks ago. no cars will be allowed on the bay bridge for 30 minutes during the blasting period, which is expected to start around 9:30 this morning. an exact time depends on weather conditions. the bay bridge bike path is closed. b.a.r.t. will stop trains from crossing the transbay tube at the time of the implosion. meteorologist frances dinglasan is here. you're tracking kind of a cooldown in the forecast. >> yeah, there is a cooldown but it doesn't start until monday of next week. for now, you can enjoy the pleasant weather in store for us. it will be in the low 70s in san francisco and oakland today. i'll have more coming up.

gathering in the streets shortly after a former police officer, who is white, was acquitted for the fatal shooting of a black suspect, anthony smith. jason stockley was charged with first-degree murder after shooting smith five times following a high speed chase in 2011. stockley said he feared for his life, claiming he saw smith holding a gun. but prosecutors argued stockley planted that gun in smith's car. stockley telling the st. louis dispatch after the verdict that a burden has been lifted. >> hey hey, ho ho, these racist cops have got to go! >> reporter: but some have a different view. >> i believe black lives matter. but obviously our justice system does not believe that. like this is crazy, there was so much evidence. it's happened multiple times. people are fed up. >> reporter: for them, the case is a painful reminder of the fatal shooting of michael brown, the shooting of the unarmed black teenager sparking days of

unrest and violence in nearby ferguson when a st. louis grand jury decided not to indict officer darren wilson for brown's death. brown's father was among those protesting. >> i pray for my city, man. because my people tired of this. >> reporter: and smith's mother saying this after the verdict. >> i'm not going to stand here and say no justice, no peace. my soul is burning. my heart is broken. >> reporter: elizabeth hur, abc news, new york. one of hollywood's great character actors has died. harry dean stanton played dozens of well-known roles including a consult leader in "big love," an alcoholic father in "pretty in pink," and a surly crew member in "alien." actors and directors paid tribute to him on social media, saying he was as kind as he was talented.

dinglasan. we'll have a pleasant evening and even afternoon. doppler 7 shows a more compressed layer of clouds. just along the coast right now, not even into the bay. it has spilled into parts of santa rosa where there are low clouds and fog. temperatures are mainly in the 50s for everyone. 52 in novato. 57, san francisco. 58 degrees cooler in gilroy at 50. los gatos and brentwood already 60 degrees. there's a pretty view looking down towards san francisco. the lights on the bay bridge. so the warming trend continues today. it will be a little bit warmer compared to yesterday. but still nice and pleasant, near average temperatures this weekend, slightly below that. then get ready for a blustery and cooler monday as a dry cold front moves through. for today, here is how it plays out with our cloud animation. just some patchy low clouds along the peninsula coast later on this morning. then we'll see some high clouds, thin high clouds passing through

inland numbers reaching the mid- to upper 80s in a few spots at 86 degrees. around the bay, 78 degrees. at the coast, temperatures mainly in the mid-60s to upper 60s. sun sets at 7:15. we'll have a clear and beautiful night ahead. and an even nicer day, or rather, a nice day again tomorrow, but some cooling is on the way, chris. >> frances, thank you. this morning, british police have arrested an 18-year-old man in connection with the london subway attack. the attack came after a bomb exploded during rush hour on a crowded subway car. 29 people were injured. isis has claimed responsibility. and they say there are other devices hidden on the trains. abc news reporter ian panel has more. [ sirens ] >> reporter: in london, from every direction, first responders swarming to the scene of the rush hour attack. an all-out manhunt for those who planted the bomb on the packed subway car. the homemade explosive detonated

at 8:20 a.m., ruthlessly targeting passengers going to work, children to school. >> within three seconds of putting a bag down, the doors closing, i heard a loud explosion occur. >> i turned to the left and saw the fire surge to my side. >> reporter: then panic as people desperately tried to escape. >> a woman beneath me said, "i'm pregnant." there was layers and layers of people screaming. >> people were getting crushed, people were trampling each other, every man for themselves. >> reporter: on the platform, chaos, confusion. but towards the back of the train, hushed passengers move out single file across the tracks as emergency responders tend to the injured. >> i saw one woman being wheeled out on a stretcher. her legs were quite badly burned, rapid in plastic. her hair was charred.

in new york and los angeles. new this morning, state lawmakers have passed a bill to move primary elections from june to march, starting in 2020. the legislation applies to all primary elections for state, congressional, and presidential offices. "the l.a. times" reports primary election day would be the first tuesday in march. the bill's author says moving up the election would force presidential candidates to address california's issues early in the race. governor jerry brown has until october 15th to sign the bill into law. senator bernie sanders is coming to san francisco to support free college tuition. he'll be the guest of honor at city college of san francisco's ocean campus next friday. the community college is the first in the country to offer residents credit courses for free. ccsf officials say enrollment is up 18% this year. sanders endorsed the free tuition program before the last presidential election.
