good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday is, september 17th. let's start with a quick look at the weather with our meteorologist frances lawson who is in for lisa argin. >> good morning, we are still dealing with low clouds on the coast and in parts of the bay, but it is causing limited visibility conditions and fog in santa rosa about a mile and a fourth, and even less than a fourth mile visibility in petaluma. live shot for you. the winds are light right now. we'll deal with some low cloudsn by lunchtime and 1:00, sunny skies for everyone.

a mild evening tonight. temperatures will be similar to yesterday. a touch cooler in some locations, and toenight the sunset is at 7:14. tonight we'll have mostly clear skies before the clouds move in overnight making for some very clear conditions tomorrow and i'll have those details coming up. officials in florida have reopened roads to the florida keys. ie evacuev evacuees who live in the southern keys can now return home. most of the keys remain without power, including hard-hit areas between key west and marathon. residents need enough supplies to sustain themselves for several days. the keys are not open to tourists. and people in florida recover, the situation may be even more dire in the caribbean. paradise island is devastated, including the island of st. martin where it's been a struggle just to survive.

abc news reporter david wright has been surveying the damage. >> a flood of people desperate to leave st. martin. at the island's main airport, the terminal isn't safe, so the departure lounges, such as they are, are tents propped up in the parking lot country by country, with duct-taped flags and plywood signs. it will likely take months to restore water and power to much of the island. irma ripped off the roof of this power station and destroyed several of the island's water tanks, too. only this weekend did gas stations and banks open briefly. >> the government abandoned us, you understand? >> reporter: like many islands in the caribbean, st. martin relies on tourism. up to 90% of the economy is tourism-based, but look what hurricane irma has done. all of these buildings are

hotels and none of them will be opening any time soon. among the passengers boarding the cruise ship, hotel owners mike and faunette, the beach front bnb, the azure beachal lo. >> the hotel is destroyed, but we'll be demolishing and rebuilding it hopefully within a year. >> that was david wright reporting. meantime, rescue crews in the bay area who helped the response in florida after hurricane irma are now back home. [ applause ] >> abc 7 news was at oakland international airport last night where a round of applause greeted team members from task force 4. loved ones giving them hugs and kisses. that team assisted with westview and recovery in the florida keys, one of the areas hit hardest by the powerful hurricane. >> widespread searches and

focused searches on damaged buildings, boats that washed up on shore, checking to see there were novick ti victims in house boats and just doing checks on people that waited out the storm. >> they are scheduled to return at 11:00 this morning. more pets rescued from flood zones in houston will return to the bay area today. 30 cats and 30 dogs are en route to the hayward airport this afternoon. they will be taken to the spca and the marlin foundation in richmond. mad dog rescue organized the evacuation. they sent us these pictures this morning. the bay area has taken care of hundreds of pets after hurricanes harvey and irma. this morning a brechntwood family feels like they are being held hostage in their own home. they are being visited by birds by the dozens. the catch is these birds are

protected by state environmental laws. lonnie rivera shows us a situation that's turning into a serious health concern. >> reporter: at first glance, this brentwood family seems to be living a normal life in suburbia. but an unusual situation is impacting their everyday life. >> dead carcasses, the fish, the stench. >> there are eaglets that have nested in this tree since march. >> they make noise nonstop. just flying from there to our roof. >> reporter: they've been living on their property, and they found out they are protected by state law. their nests cannot be touched. >> this is a hazardous environment. nobody should be forced to live

in this type of situation. not just for me and my husband, but more so for my children. >> reporter: this sidewalk is where the kids walk to school. the problem has gotten so out of hand there is waste on the sidewalk, the fence and the tree trunk. >> the city is tellin me they're doing all they can and that there is nothing that can be done. >> reporter: brentwood's mayor is concerned about the potential health risk. >> this is where bureaucracy and logic don't mix. this is insane. >> reporter: mayor taylor says the city plans to contact state fish and wildlife officials. they hope to figure out a plan to handle the problem. >> not a band-aid approach, but we need to fix it. >> reporter: winter is right around the corner, so the birds will likely leave. but this family is worried about what they'll have to endure before these unwanted visitors finally decide to fly away. in brentwood, lonnie rivera, abc 7 news. this morning police are looking for a man who robbed a see's candy store in petaluma.

it happened at the south mcdowell boulevard location. friday night police say a robber pulled a gun from his backpack, demanded money and took off with an undisclosed amount. he is in his 50s, was wearing a blue button-down shirt, blue jeans, blue hat and a green backpack. the governor is expected to sign a bill into law that would make california a so-called sanctuary state. the assembly approved the bill friday, the senate filed suit early yesterday morning. the california values act, as it's called, limits low law enforcement cooperation with federal immigration agents and prohibits police and sheriff's officers from asking about immigration status. the california state sheriff's association says the bill will put communities at risk. california has an estimated 2.7 million undocumented immigrants. supporters of immigration reform are celebrating the

california values act, but they say it doesn't go far enough to protect d.r.e.a.m.ers living here in california. the deadline for the daca renewals is less than three weeks away. nbc news tiffany has that news from oakland. >> reporter: people carrying handmade signs with heartfelt emotion was being carried, even though this i the first attended state. some people are not satisfied. tanya kapler organized the rally. >> we're not going to allow the immigration police to come in. >> reporter: she has grown up fearing any interaction with authorities. she says the california values act gives her a sense of security. >> now knowing that this is a sanctuary state, you're not living in fear anymore. >> reporter: she was one of nine people to renew her daca papers at holy trinity church? san jose. this extends her work permit by another two years. she got a wonderful surprise

when she arrived. >> initially we knew we would be paying the $495, and when i got here, they told me that fee was waived. >> reporter: waived thanks tie grant in clara county. >> the fee for daca should not be an issue because there are funds available to cover that cost. >> reporter: there are 700 applicants in santa clara county. so far these charities have helped 16. additional workshops will be held in the coming weeks. >> just go do it. don't be afraid. >> reporter: the deadline to renew is october 5th. in oakland, tiffany wilson, abc 7 news. new this morning, many winners at the great resort casino and park went home empty handed this weekend. this is video from the casino last year. a network outage caused confusion friday night. slot and video poker machines could not cash out winnings

friday. franc frances will be along shortly with your full accuweather forecast. well, you can almost feel the thighs burning. abc 7 news was in san francisco watching cyclists try to climb petraeo hill. the hill was nearly vertical, as you can see, and cyclists put themselves in torture as part of the red hill bay climb. they went straight uphill between 18th and southern heights avenue. a cycle apparel company covered all the fees in order to promote females in cycling. they are honoring heroes who dade of the aids epidemic. hemophilia requires transfusions. when the aids epidemic hit, the

nation's half hemophiliacs died because of tainted blood supply. the memorial circle will also pay tribute to those who worked so tirelessly to fix that problem and make sure it never happens again. it was an extra special prom night for hundreds of teenagers in the east bay. the celebration was not put on by their school, but rather by the hospital treating them for serious and chronic illnesses. abc 7 news anchor eric thomas has the story. >> prom! >> reporter: it was everything you've come to expect from prom night. hanging out with friends, music and dancing and photos to help remember it all. it may look like the prom we've all experienced, but it's not. >> all of us have been through so much and i feel like we all understand what we go through in hospitals, and some of us haven't even been to prom. so we're all going to enjoy it. >> reporter: this is the third year that kaiser permanente has

put on their pediatric prom. this year 300 kids who were too sick to attend their school celebration were able to come here instead. >> i didn't go to my prom last year, i didn't have a birthday party last year, so i'm doing everything, prom and birthday all in one right now. >> for some of these kids, they're still going through chronic illness and a lot of hardship, so it's a timeout from some of that. >> reporter: more than 100 kaiser employees volunteered on their day off to help out. >> it uplifts everybody who works with these kids day in and day out. >> reporter: the theme of this year's pediatric prom, an evening in hollywood. >> for people who didn't get to go to prom, they get to come here if they feel good enough, and they get to have the experience. >> reporter: eric thomas, abc 7 news. >> the teenagers were also treated to food and soft drinks, professional hair and makeup styling and red carpet

treatment. happening today, a chance to get out and be active in san jose. the city's department of parks, recreation and neighborhood services will close 7 miles of city streets so you can walk, bike, skate and play. it's all part of the annual viva kaia you're watching last year's festival. there will be live music and food from 10:00 this morning to 4:00 this afternoon. satellite image showing us the low clouds once again along the coast and the north bay and the peninsula, but it is starting to clear out very early in some of the inland east bay locations. here's a live shot right now as we look out toward the bay bridge. the winds are starting to pick up so you can see ripples there along the bay. it's currently 59 in san francisco and a lot of areas are climbing into the 60s right now.

oakland 61, mountain view this time we're looking for mt. tam and we will see lots of blue sky this afternoon, i promise you. in san jose it's 51 where there has been fog this morning, napa 54, novato 55, fairfield in the 60s, concord and livermore in the 60s. san francisco 67 for the giants game, and look for 71 in oakland. san jose warming up to 79 degrees. and inland areas will hit the mid to low 80s today. look for 83 in fairfield, antioch 85. very comfortable as well in the north bay. lots of mid-70s through santa rosa, san rafael and napa. if you are heading to the coast, it will be a little breezy this afternoon. 10 to 20 miles an hour but mostly sunny.

we'll see cloudy conditions there along parts of the peninsula coast. santa cruz, 76 degrees this afternoon. for folks heading to the raiders game, you don't need your jacket. it will be mild at 70 degrees throughout the game. it starts at 1:05 for today. you just need the sunscreen. i want to show you the forecast animation starting tonight. we'll see a clear afternoon. by 5:00 this evening, we'll start to see some clouds move in through parts of the north bay and then the clouds will spread south overnight. tomorrow morning as you wake up, we could see some drizzle. the areas there with the green throughout parts of the peninsula coast, and we'll wake up to some cloudy skies. it could be a little bit slippery depending on where you're commuting tomorrow as well. notice how quickly the winds move through. the clouds will stick around throughout the south bay. so get ready for a blustery day tomorrow. today will be okay throughout the afternoon, but notice this evening winds will pick up, especially along the coast.

35 miles per hour wind, and then overnight it will continue to be breezy. look for windy to gusty conditions, especially near the coast and in some of the higher elevations. that means temperatures will continue to go down a little bit. for example, in san jose, our average high 1882. today we will drop for monday. we will be low to average for middle of the work week and we'll start to recover for next weekend. a beautiful sunny afternoon today. mid mid-80s at the bay, mid-70s at the coast. temperatures for everybody will be below average, dropping all the way into thursday. and fall begins on friday, and then it looks like we have another pleasant and warmer weekend ahead. >> some of the warmest temperatures, it looks like, after fall begins. >> well, i think today and then saturday kind of -- we've got the cold temperature sandwich in

noticeably missing from the list, though, is "game of thrones." and we can't forget the after-parties. >> the 2007 parties will be the largest we ever held. ready to celebrate tonight's winners after the big show. abc news, los angeles. what could have been a tragic truck ride for this koala bear turned out to be an amazing story with a happy ending. the driver heard a cry ten miles into his drive in southern australia. he stopped and found the koala in the wheel well. at first wildlife rescues were worried thinking nothing could survive such a trip without serious injury, but look there, the koala had just minor bumps and bruises, a little singed fur. he was released back into the wild after a few days of rest. still to come here on it returns to earth after being at the space station.

70s. and at the coast still cool, temperatures will be in the 60s. and this evening it will be mostly clear, but you'll notice those clouds creeping up along the coast. we have some blustery conditions heading our way tomorrow. i'll have all the details coming up. caroline. new developments in the london subway bombing. police say they've taken a 20-year-old man into custody, this after raids in an l.a. suburb. investigators searched for clues trying to find who planted that bomb that exploded during friday's morning rush hour. abc news reporter ian pinell has the story. >> reporter: overnight a second arrest made in the london train bombing, an attack that left 30 people injured during morning rush hour. a man was arrested just before midnight. in a fast-moving investigation, police earlier raided a home near london yesterday. >> police! come to the front door now!

>> reporter: officers swooping into this normally peaceful neighborhood just hours after an 18-year-old suspect was arrested, his identity yet to be revealed. neighbors in the area evacuated for their own safety. >> i was scared, to be honest. i ws really scared. >> reporter: significantly, that home just 12 miles away from parsons green, the site of the explosion. >> the threat level remains at critical. we urge the public to remain vigilant but not alarmed. >> reporter: investigators are calling the 18-year-old's arrest significant. >> he was arrested on being suspicious of the acts of terrorism. he's now been transferred to custody at a police station in london. >> reporter: the homemade device detonated parsons green contained tatp, according to officials. it's made from hydrogen peroxide commonly sold as hair bleach and other chemicals. this compound has been used in

terror attacks before from paris to brussels, including an ariana grande concert that killed 22. she says things need to changed after several terror attacks in britain this year. she plans to share her ideas at the united nations meeting this week. >> the question of the use of the internet by terrorists for terrorist planning but also using it for the spread of extremism. >> the prime minister says they're working with big companies like facebook and google to see how they can help fight terrorism. the white house is denying a report that the trump administration will not withdraw from the paris climate deal. in june president trump called the treaty unfair and promised to get a better deal. the "wall street journal" and a top news agency in paris reported the white house no longer wants to renegotiate.

however, the white house issued a statement in response saying, quote, there's been no change, and the u.s. will withdraw unless we can reenter on terms that are more favorable to our country. now to the frightening moments at a fair when a ride worker plunged from a ferris wheel. it happened while he was trying to save two children, and it was all caught on camera. abc news reporter erin bankert has the details. >> reporter: instead of a fun night at the fair, desperate screams for help. watch as this carnival worker loses his footing. then falls from this ferris wheel in front of terrified fair goers in north carolina. the tense moments caught on camera late friday night after pharoah fishfair officials say car started to tilt. you can see the car tilting at a near 90-degree angle. officials say an employee jumped

into action, climbing up the ride to adjust it back to normal, then the fall. fortunately the car flips back into place, but the two boys inside are left swinging. their mothers watching helplessly from the ground. until another employee finally frees the boys. >> i felt helpless and it was the scariest moment. >> reporter: overnight those mothers reliving the ordeal. >> that's your babies up there. you can't do anything to protect them. you're at the bottom just lifeless. >> i thought that something bad was going to happen, like one of us was going to pass. i'm not doing no more rides at the fair. a bumper car is the only thing i might do. new this morning, the spacex cargo spacecraft has completed its mission and is back on earth. the dragon left the

international space station after delivering more than 6,000 pounds of cargo. it landed in the pacific ocean around 7:15 this morning. the dragon brought back science experiments from outer space, including samples from human and animal research. the south bay turned into a mass of fur-wagging tails and barks. abc 7 news was at san jose's bark in the park. williams street park was the venue billed as the largest dog fair in the country. there was everything from wearing those glasses to conquering a teeter-totter. one man brought his dogs and kids to join the fun. >> there's tiny dogs, huge dogs, and they're having a blast. everywhere they turn, their eyes light up. >> money raised from bark in the park will benefit the local community and pet-focused organizations, including the humane society silicon valley.

also happening today, it's the last chance to enjoy this year's monterey jazz festival. this is the 60th annual event showcasing more than 500 artists across eight stages. the festival also features an international shopping bazaar. and it's family day today. the kids can play instruments and play in bounce houses. performance will start at noon at the monterey county fair and event center. the tickets are still available. still ahead on abc 7 mornings, if you think all phones look alike, you'll want to get a look at you see a lot of clouds there, but you can also see that antenna

former pitcher ryan vokelsong as he comes full circle and will retire his san francisco uniform. vogey ends his 12-year career where it all started in the year 2000. he had a major career with the giants and the pittsburgh pirates, playing each team twice. he was part of two championships with the giants, and in 2017, fans ren kurare encouraged to b their seats by 12:25. tickets to the game are still available of the. also happening tonight, the san francisco giants step up as role models for young athletes. it's the 22nd annual strike out violence day for students. they will focus on domestic

the interior inland areas near the mid-80s, antioch at 85, san jose at 79 degrees. now, here's what happens tonight. we'll start to see the clouds move in. the bay area will be clear by 5:00, so if you have plans to go out, you'll be fine, but clouds will increase overnight into tomorrow morning. the areas of light green, we should see some drizzle, some spotty isolated showers as well across parts of the peninsula coast, and notice the cold front moves through fairly quickly, but we'll still see cloudy conditions through the peninsula, east bay and parts of the south bay. the winds are really going to pick up as well. we'll be okay in the afternoon but you'll notice later on this evening, it will get gusty along the coast. at points 30 miles an hour, and then it will pick up again tomorrow where we'll see blustery conditions as well. the closer you are to the coast and the higher elevations, the stronger you'll feel the wind so the temperatures will be coming down. i also want to show you the tropical atlantic current conditions because we have a lot

of stuff going on right now. lee has moved to a tropical depression, so we're not concerned about that. unfortunately, tropical storm maria will increase to hurricane strengt strength and will follow irma's path, so we're concerned about that. it will be tracking north off the east coast through the next couple days, and the big concern here is strong rip currents and high surf and high surf all along the east coast, so that makes it a little bit dangerous. here's the accuweather 7-day forecast. we have a nice day ahead. nothing to worry about. lots of sunshine this afternoon. nice inland, mid-80s. even around the bay comfortable in the mid-70s, at the coast mid-60s. the cold front moves in tomorrow. we'll see breezy and cooler conditions. temperatures dropping. we'll be below average through the work week.
