mie nicco. >> let's go to mt. tam, you can see those 31 mile an hour gusts bouncing the camera as we look at a clean air mass san matteo bridge. waking up much cooler, mid to upper 50s at 7:00, we will be in the mid 60s from noon to 4:00 at the coast, 69 to 73 around the bay, 71 to 77 inland. things going to be just a touch warmer thanks to more sunshine today, but check out those temperatures at 7:00 this evening, back in the lower to upper 60s. we will take a look at our chance of rain coming up in the accuweather seven-day forecast. >> i will take you back to our traffic alert in san francisco. you can see we have a lot of flashing lights on eastbound 80 before you get to the bay bridge, just before you get to fourth street. a few of those vehicles are starting to leave but this is a very serious situation, chp had calls come in about 3:15, 3:20 this morning that a pedestrian

was walking on the interstate, a few minutes later we got alert that this person was hit and killed. we do have the two left lanes closed eastbound 80 just past fourth street. let's check in with amy hollyfield live at the scene with the latest. sounding like this lane closure will not last as long as we initially thought. >> reporter: that's right, alexis. they are about wrapped up here at the scene. look behind me and you will notice the car -- it has just gotten towed away since i turned my back. they are ready to open these lanes. this scene is cleared. what happened was it was an unusual scene for first responders, they had to deal with a body that was on top of the car. the car hit the pedestrian who was walking in the lanes and the body ended up on top of his car. they had to shut down all these lanes while they had to remove the body and tow that car out of here. this is the backup that you are looking at. not too bad, because it is so early in the morning, and they worked quickly to get this cleared. so this is the reverse commute,

this is eastbound toward oakland, this is headed toward the east bay, but it looks like this is all going to be cleared if you do head that way in the morning you are not going to have to worry about this. this happened at about 3:30 and here we are at 4:30, they've got this cleared out of here. so reporting live from san francisco, amy hollyfield, abc 7 news. traffic congestion of course a major issue in the bay area and now there are new numbers to back all of that up. >> abc 7 news reporter matt keller has more on the bay area setting a record that really no one wants. matt. >> reporter: congratulations to everyone out there, this is the fourth consecutive year in a row that the bay area has seen a record high for congestion. so what do you win? you get to spend an extra three and a half minutes of your life sitting in traffic every day. this all comes from a new report, i know it doesn't sound like much of a prize, but i will tell you why it may be a good thing later on. the metropolitan transportation commission revealed its yearly analysis of bay area congestion, the most congested commutes are

in the afternoon, number one, 280 interchange in san francisco, number two is interstate 80 from hercules to san francisco, that's the only one in the top ten congest td in both the morning and afternoon commutes. number three is where we are at, 101 from mountain view to san jose. the good news with all this traffic, you most likely have a job to go to. >> when you look at it in some kind of historical perspective, what really pops is that the time that drivers are spending in traffic with speeds of 35 miles an hour or less is up 80% since 2010, which was the bottom of the great recession. >> even though the afternoons are most congested the mtc says there has been a big shift to more traffic earlier in the morning, more people are on the road before 5:00 a.m. with the morning commute well under way by 6:00 a.m. matt keller, abc 7 news. we now know who bart police are looking for in a bizarre

robbery attempt involving this scary written note. bart police say the passenger received a note saying two guns were pointed at her. now they are releasing photos of the woman who is accused of writing this. abc 7 news reporter katie utehs has the latest. >> reporter: bart police say the woman in these surveillance camera shots tried to rob a fellow rider by passing a note. she claimed to have two guns but is seen here pulling a shopping can a rt. >> very unassuming. >> reporter: the threat on paper, there are two guns pointed at you now. if you want to live hand back your wallet and phone. passenger julie dragland rode from daly city to the east bay when the required behind her gave her the note. >> probably the most scared i have ever been. >> woman on board the train passed her, gave her a note i have two guns pointed at you give me your stuff. she pretended to have a seizure. >> so i started slumped over to the left and started shaking and people started to notice. >> reporter: the scene dragland caused around 4:30 saturday near

the civic center station scared the attempted robber. police say she got off the street at pal street. >> i've been at bart police for 19 years and i have never seen anything like this. >> bart police say 20 to 30 people were on board the train at the time of the attempted robbery and they are asking those people to come forward and act as witnesses. >> i've never seen a police officer on bart, ever. >> and you commute every day. >> every day for about three years. >> there's 46 stations, we don't have enough officers to be in every single station. we are increasing our staffing levels. >> reporter: detectives are now reviewing station surveillance footage for more evidence. katie utehs reporting, abc 7 news. it's 4:36. in the north bay a crash caused downed power lines and sparked a grass fire that forced the chp to close highway 116. that fire started around 5:40 yesterday afternoon near petaluma. according to the press democrat a car crashed into a fence and a utility pole causing the downed power lines.

the press democrat also reports the driver was arrested on suspicion of dui. highway 116 is still closed because of a planned closure, it will reopen at 5:00 this morning, no one was hurt and the fire burned about five acres. sonoma police are looking for a bank robber, this happened around 10:00 at the umpqua bank. he is described as a white man wearing a dark hoodie, dark pants and sunglasses, appears to be wearing a plaque and gray wig. a witness claims he saw the man taking some of his clothes off while leaving the area, it is not clear how much money he got away with. police arrested a suspect for running over two police officers with a car during an incident. he is identified as 57-year-old terry gordon of oakland. gordon arrested for attempted murder and evading police. this happened sunday night at a safe way parking lot. an officer and his partner chased the suspect to his car, he drove off with the officers hanging on. >> he hit that suv.

so what it is is as soon as he hit that suv he backed up and that's when the officer fell behind -- the other officer. he must have hit him because he was complaining about his knees, he couldn't get up. >> that officer was treated and released, his partner remains in the hospital with broken bones, san leandro police say both officers are expected to make a full recovery. representative jackie spears is taking a bite out of the golden gate dog walking rules by hitting it in the pockets. according to sf gate.com she proposed and amendment prohibiting funding to be used to implement and enforce the rules. this has been a 14 year tug of war. on one side dog enthusiasts who want less restrictions on the 80,000 acres of land from marin to san matteo counties, on the other side environmentalists who want to protect wildlife. >> now a traffic update from abc 7 mornings. >> if you are just joining us we started off with a major problem

in san francisco this morning, eastbound 80 just before you get to fourth street heading towards the bay bridge, look at this, this is really incredible, only seeing flares up up at this found, emergency responders have fully cleared from the scene. this was a fatal collision involving a pedestrian and car. they got this cleaned up very quickly, i'm not sure how the investigation got wrapped to quickly, either. initially they were saying 5:30 until those lanes would reopen, here we are at 4:39 and all lanes are back open, no residual delays. much improved news here for the morning commute. let's take a look at a manager problem last night in the south bay, this is in the los gatos area, serious rollover collision involving two vehicles on northbound highway 17, happened about 10:15. we are hearing just some minor injuries. check out that emergency response, all lanes were blocked for about an hour. they had to stop traffic northbound 17 just before the summit, even though this crash was well north of there.

by about 11:15 they got one lane open, at this point for the morning commute all lanes are back open, so no delays and, yeah, that was not a great commute if you were trying to head northbound late last night. let's check in with meteorologist mike nicco with a look at today's forecast. >> i thought we would talk about the saffir-simpson scale. it's based on storm surge and winds. when you get a category 1 you can see some of the leaves start to fall off the trees, as you get up around 74 miles per hour. as you get to a category 2 you start to lose some limbs, maybe some shingles start coming off the house, category 3 you start to break some windows, you can see the storm surge getting closer to those lower elevation houses, you start to break some of the trees off and by category 4 you can see we start to lose parts of the roof, we start to flood the houses and category 5 you could almost lose all the trees and the housing and that's probably what we're going to see out of dom inn can a whenever we get some of the video that is going to come out this morning

shooting. the sheriff's department said that the deputy was off duty at the time and left the handgun in the trunk of a rental car, the gun was not secured in a lockbox which is required by the sheriff's department. state and city law requires civilians and law enforcement to properly store their weapons. the gun was used in a crime spree that included the shooting death of a 23-year-old man. house minority leader nancy pelosi says she understands and respects the young immigrants who disrupted her event. >> abc 7 news was in san francisco yesterday as several dozen protesters shouted down pelosi as she tried to start a dialogue with them. pelosi was there to urge passage of the d.r.e.a.m. act. the demonstrators were instead calling for a comprehensive immigration reform. >> is it possible to pass a bill without some border security? well, we will have to see. we didn't agree to anything in that regard except to listen.
