effort earlier this morning. they believe two other kids are also trapped in that rubble. unclear, though, if those kids have survived. i am keeping my eye out for updates. back to you. >> jessica, thank you. an earthquake early warning system could save lives here in california but developers lack the funds. scientists at uc berkeley and usgs arearning system for the bay area and the state is developing a separate pilot program called shake alert. the proposal was cut this year but the program's funding is still up in the air. mexico and japan have fully implemented their early warning systems. in fact, people in mexico city had a 20-second warning before the 7.1 magnitude quake on tuesday. >> the motivations were big earthquakes that did damage and killed a lot of people and so the united states hasn't had that situation. >> the shake alert is scheduled for a limited public rollout next year. they plan to ttes places like schools and hospitals.

>> don't be alarmed next wednesday fema and the s.e.c. plan to test the nation's emergency alert system. that test interrupts radio, tv, and cable programs and will last about a minute. you can hear the words, this is the national test of the emergency alert system, it's only a test. it's scheduled to happen next yes11:20 a.m. if canceled a backup test is scheduled for october 4th. after the deadly asiana crash the only passenger claim is heading to trial. according to our media partners a santa clara dental surgeon claims she can no longer work because of her injuries. the trial begins tomorrow with jury selection. it's only to determine damages since asiana has admitted liability for the crash. all other known claims have been settled out of court. developing news out of berkeley this morning where parents are being warned about a suspicious man. the berkeley unified school district says someone tried to lure a middle schooler at a bus stop located at shattuck and durant avenues. the 12-year-old tells abc 7 news

the man drove a dark green minivan. she says he had a dark beard and was wearing a baseball cap. >> he was gesturing me to come to his car or in his car, and he blowing aswa kisses and waving. >> the suspect description is similar to that of a man involved in two incidents in 2015. in those case as man in the dar girls. berkeley police have not said if these cases are connected. alameda police are searching for a peeping tom and look at this video. it clearly captures him walking along the edge of a house near santa clara and grant streets and peering into windows. police posted this video on their facebook page yesterday. officials say he has been targeting homes for several days over the last week. isthbetwll aeen 11:00 p.m. and . if you have any idea who this is call alameda police. >> the city of palo alto is hoping to reduce the number of people driving solo in the downtown area.

ripped through puerto rico. nivingdeo showing the devastati that the storm has left behind. a totally different scene. it has knocked out power to the entire island. you can see a lot of destruction, trees knocked down, massive flooding. and today president trump just approved a disaster declaration in puerto rico trying to help those folks out. maria has killed ten people, it's a category 3 storm heading to the turks and caicos islands. in the south bay police need your help identifying a burglary suspect. the sunnyvale department of public safety posted video. if you recognize him you are asked to call the department. recent hate incidents are prompting tighter security at synagogues as members of the jewish faith observe the high t beginning of rosh hashanah last night. the temple has enhanced its security camera system.

a private security company has increased its presence. last month someone smashed the temple's window. police say someone left hate speech stickers at the synagogue in piedmont. san jose city council says google has embraced the hope a transit village would be fully innovative in the community. reports the councilman told a town hall meeting it would not be a campus isolated from its neighbors. they are making pgress in the early stages. many were concerned about the many pact of the new would have. >> this really is about all of us, the community, labor, and faith coming together to come up with our demands. and google to do right by the community. >> they want to present google with a list of priorities in a couple of months while it can be factored in.
