now from abc 7, live breaking news. two breaking local stories this morning on both sides of the bay bridge. first, a standoff on i-80 in emeryville. police shut down both sides of the highway as they negotiate with a suspect. and at the same time, a bus crashes on to a downtown san francisco sidewalk, sending four people to the hospital and creating another traffic mess. thanks for joining us today. we are going to start with that massive back-up on i-80. you see this live picture from sky 7. we just spoke with police, they tell us the actual standoff is over. but now they have to work to get cars moving again and that is going to take time. abc 7 news reporter is joining us live in emeryville.

>> reporter: reggie, i've never seen anything like this, westbound 80 a complete parking lot. chp just in the last minute trying to get these cars to turn around. we see garbage truck attempting to do that. we saw that happening at about a half mile from here at the powell street exit. now there is a concerted effort by the chp to get everyone turned around. we're going to flip around and show you the reason why. this is a police chase which ended here in the 9:00 hour at the approach to the mcarthur bays. police say the chase involved a possible homicide suspect in a black suv, out of solano county. the chase began, picked up near richmond and ended here after the chp deployed a spike strip to stop the car. that happened. there was a negotiation, and shots were fired. at this point we do not know the condition of that suspect. >> traffic's a nightmare for the

people on the freeway though. if you're stuck on 80, find the nearest exit and try to make it up to 580. take the road up to 580. that'll be the best advice i have. >> reporter: that was a city of emeryville employee giving advice to folks who were stuck on the freeway. trying to find the nearest exit ramp or just avoid the area altogether. let's come back here live and talk to, sir, tell me your name again. >> mitch. >> mitch. skinner. >> reporter: tell me, quickly, you were stuck in this. >> i was -- yeah, i was on the powell onramp and at first the freeway looked totally clear and i was excited at first because i didn't know what was happening, then i saw this black suv come screaming by with a bunch of police cars with lights behind him and i saw a shredded tire in the road. and so i guess that's when they stopped. because of that. and yeah, then i was just

sitting, waiting for a while, and i heard a bunch of gunshots, i was just sitting in my car. i didn't see it, but yeah, i stayed there. kind of. >> reporter: so you were trying to get to work? >> trying to avoid the traffic. >> reporter: in san francisco, east bay. >> menlo park. >> yeah. >> reporter: anyway, well, it looks like the freeway, at least folks may be turned around here in the next couple of minutes. >> yeah, i'm hoping. >> reporter: all right, hey, mitch thank you so much for your time. we do not know when the freeway will be opened -- reopened rather. and we see on the other side of the freeway, eastbound 80 is also a complete, complete parking lot as this standoff negotiation took place here this morning near the mcarthur maize. we're going to be following this story all day long on all of our platforms on abc 7, for now cornell bernard reporting live in emeryville, abc 7 news.

>> to see him standing right there on i-80 is really wild. such a strange morning. and that gridlock causing, of course, major delays for the commute. abc 7 traffic reporter alexis smith has been tracking this for hours. it is still not moving. >> it isn't, i'm going back out live to the emeryville camera. we're looking at the traffic now, this is a bird's eye view there, and yeah, people are out of their vehicles, they've been there for over two hours now. you can imagine the frustration is just huge at this point. if you look in the bottom right of the screen, you can see a couple of those vehicles that are turning around. they're starting to filter some of these vehicles that have been stuck for over two hours at this point down back off the off-ramp. so again, no lanes are getting by on the eastbound or westbound side of 80. and i want to show you just this ripple effect that is having all across the east bay. so that alert sign, the signal, the sig-alert is where you're seeing everything shut down, eastbound and westbound 80 at powell street. then zoom out, you get an idea

of just how bad it is on allof the area roadways. so two miles an hour there westbound 80 through berkeley. honestly, that's probably optimistic, i don't think you're going any miles per hour that the point. northbound 880 ja 0 jammed at westbound 580 you're a parking lot there, 12 miles an hour, if you stick to the left, might get through faster. and we've lost our sky 7 shot there. we have amy hollyfield who is live on the ashby overpass, amy, i imagine you've got pretty decent view of gridlock and honestly, just looked to me, just saw that for a split second, maybe they are releasing that eastbound side of traffic. >> reporter: it doesn't look very good from where we're standing, alexis. let me give you the advantage point, looks like a standstill. we can feel the exasperation just from our advantage point here as we watch people. you're looking at westbound 80. this is right before the powell street exit. the frontage road is even jammed. the freeway itself isn't moving

at all. we have seen people attempt u-turns or even drive in reverse on the shoulder. desperation as people try to get out of this mess. steve, if i could ask you to pan this way so we could show you the back-up behind all of this traffic. just not even moving. we really notice all the back-up of the big rigs. really gives you a sense of just how busy of a corridor this is. and how important this is to the business of this area. so this gives you an idea that business and life is at a complete standstill here, and there's just not a lot of movement for people who are even trying to wiggle their way out of this one. we've seen them attempt it. some have managed to go backwards on this frontage road, it appears that most people are stuck and are just having to deal with this. reporting live from emeryville, amy hollyfield, abc 7 news. >> okay, amy, thank you. and of course we'll continue to check in on the progress there

on i-80. i want to show you the other problem. this unusual bus crash. you see the sidewalk right here. and you see where the bus ended up on the sidewalk right in the middle of downtown san francisco, hurting a number of people. abc 7 news reporter jonathan bloom is live for us, jonathan. >> reporter: well if you've ever been here you know this is one of the busiest corridors in the morning commute, perhaps one of the busiest corridors in the entire bay area. it was here that this ac transit bus went out of control about a block away from here, careened on to the sidewalk and came to rest against a scaffolding that is being used to finish that building project up there. this is a corridor that is packed with construction and there are construction workers everywhere. many of them witnessed the accident, told us that there was a bus full of people when that bus actually clipped another ac transit bus and according to police, one other vehicle. a passenger car before coming on

to the sidewalk and knocked over a sign post, trampled a few hedges and hit that scaffolding where it finally came to rest. the passengers in that bus and we're told it was a very full bus, mainly exited out of those front two window emergency exits. the driver, according to a witness and again this is not something that police are able to confirm right now. according to a witness, the driver was not moving when that bus came to rest, may have even been unconscious, the driver in fact according toing to police was one of the people transported to the hospital. very scary moments for those witnesses as they saw that bus crashed and wondered if everyone was all right. >> i heard a lot crashing sound, and out of the corner of my eye i saw this bus here, it looked like it was about to flip over. and i ran over there to see what i could do to help. >> the bus traveled on to the sidewalk on fremont and did not make contact with any pedestrians. so far, we have four people

who've been transported to the hospital, and one of which is the driver of the bus that you see at rest behind me. >> reporter: video from sky 7 shows the area that police have cordoned off to investigate the cause of this bus crash as those four people remain at the hospital in conditions that police are not releasing at this point. that area is one of the gateways in and out of the city of san francisco. these two blocks of fremont street leading up to the ramps on and off the bay bridge. and these will be closed for a number of hours to come as police investigate this accident. take all of their measurements and gather all of the evidence they need to figure out exactly what happened. back out here live at the scene, you can see that bus not moving in part because police aren't sure if moving the bus would destabilize the scaffolding that workers need to access that building. they're going to process the scene carefully and commuters should expect a healthy dose of patience for the afternoon commute. in san francisco, jonathan bloom, abc 7 news.

>> such a strange sight to see in downtown san francisco, jonathan, thanks for the update. now we want to go back to alexis smith. she is seeing the delays. >> i want to head in on our traffic maps here to the downtown san francisco area. we're really not seeing a huge back-up at this point, but it is a sig-alert and again that westbound 80 off-ramp to fremont is fully closed. and as jonathan just mentioned, he said going to be several hours, official word from chp is about three hours and they said that right around 11:00 a.m. we're looking at about 2:00 p.m., likely, until they can get that back open. and of course, these are just estimates at this point. we don't know for sure. a little bit earlier this morning, this was really impacting traffic on the bay bridge coming into san francisco. at this point, i'm not seeing a huge back-up, of course we've made it to passed 11:00 a.m., it's not morning rush hour anymore. you can take the harrison off-ramp or of course you can use mass transit and one more good news bit of update here with b.a.r.t.

major delays with them this morning as well. those have cleared out. mass transit the way to go if you have to head into san francisco right now. use b.a.r.t. this morning. i want to take you back to emeryville, quickly reggie, we just noticed this and i did just get confirmation, eastbound 80 at powell has fully reopened. so some much-needed relief. of course this is counter-commute side, folks coming from the bay bridge from san francisco on eastbound 80 are now able to travel through the westbound side. looks like they have turned everyone around and shifted them off backwards down the off-ramp, and no lanes are open there yet. we're continuing to keep an eye on this fluid situation, of course this is all due to that standoff situation in emeryville, back to you. >> and you can still see that it is still pretty slow on the eastbound side as people are getting near where the standoff was happening. so just be aware of that. if you don't have to, don't go in this area. alex alexis, we appreciate the updates. now new developments this

midday on the oakland hills fire. the flames now 80% contained. and fire officials believe they have identified the area where the fire started. they tell abc 7 news they've isolated a construction zone where they think the flames started yesterday. at one point, it grew to 20d acres and as you can see was threatening dozens of homes. about 100 homeowners living in the former rock quarry to evacuate. this morning, investigators say they don't know yet what caused the fire, but it does look suspicious. firefighters will spend today monitoring the area for possible flair-ups since we are expecting warm weather. and to talk about that, our smgs joining us now, it is going to get toasty throughout the bay area. >> it is, reggie, we have good news, the red flag warning earlier this morning, that has been cancelled, while the fire threat was not as extreme as yesterday, it is heightened. widespread 70s and 80s and we're not even at the lunchtime hour. so the threat for fire danger is

good morning and welcome back. i'm alexis smith and live to our emeryville traffic camera here. just an update on the standoff situation on interstate 80 at powell in emeryville. we've been tracking this since just about 9:00 this morning. so eastbound traffic has been fully reopened. you can see that's moving on the bottom half of your screen, however, this is right around ashby. once you make it up to university, we still have the two right lanes closed due to flipped semi that happened around 7:00 this morning. if you look on the other side of the roadway, westbound 80 still fully closed. let a lot of those vehicles out of that area by turning them around and shifting them the wrong way down the onramp. still, no estimate on windows westbound lines will reopen. back to you. >> we have had enough, no more traffic incidents. thank you. now to what is happening in your morning money report. president trump's tax reform splan topping the report. it would nearly double the standard deduction to $12,000

for individuals and 24,000 for families. and it slashes state tax deductions for individuals. among other details, the repeal of the tax on multimillion dollar estates and a reduction in the corporate tax rate from 35% to 20% and that is something te president says that he is always wanted. president trump is heading to indiana to talk about the elements of the tax plan that have so far been finalized. still to come on abc 7, we are tracking some warm weather for just about all of

satellite, we've got a crystal clear picture. as the temperatures rise, the air quality is declining. so spare the air day is in effect, especially for the inland east bay, we will have poor air quality there later on this afternoon. look at these numbers we have currently right now, 78 in san francisco, that's eight degrees above our average high this time of the year. it's 82 in san jose, the same as you move inland towards danville. highs today, starting in the south bay, 92 in san jose, about 89, that number in sunnyvale.
