it does appear everyone got out okay. we've reached out for more info. prosecutors are no longer pursuing charges against an oakland police officer accused in a sex scandal. according to "the east bay times" the district attorney's office is dropping its case against the officer. he was one of the officers charged after alleged sexual encounters with jasmine when she was a minor. the city of oakland agreed to pay her about $1 million to settle a lawsuit and she has filed a similar suit and legal claims. >> police need your help in identifying a man they say secretly took a photo underneath a woman's dress at a local target store. take a look surveillance video of the man inside the store on september 17th. investigators reviewed this video and confirmed the man

followed the victim all around the store. they say he ran up behind her and took a photo under her dress. officers were unable to find him. >> tesla is reportedly gearing up for a big expansion. the company leased two huge office buildings in fremont. both buildings total roughly 230,000 square feet. now that can potentially house 1,000 or more employees. according to the article there's a significant amount of construction taking place in and outside those buildings. >> this morning new information about the crisis in puerto rico. the shocking numbers of the long-term relief. long-term relief. >> and we have ♪ ♪ hi! leaving a career to follow a calling takes courage.

it has been two weeks since hurricane maria ravaged puerto rico. >> only 9% of the island's 3.4 million residents have electricity. so many still without. the energy crisis also causing huge problems on the roads with no traffic lights. puerto rico's biggest intersections are gridlocked. the governor doesn't expect power to be fully restored until march. elon musk is offering to solve the power problem for the long haul by way of solar energy grids. the governor accepted musk's offer late last night via tweet.

>> i'm seeing a lot of tweets about this. fema inexplicably removing stats from its website according to our media partner at the mercury news. reporting half of all residents had access to drinking water and 5% had electricity. suddenly that info was scrubbed from the site that all updates should be coordinated with local authorities. 14,000 fema workers on the ground in puerto rico and the virgin islands. all airports, federally maintained ports are open and more than 30 miles of roadway have been cleared. a personal cell phone belonging to the president's chief of staff was breached possibly as far back as politico reports john kelly turned his phone in to the white house i.t. department after he said it wasn't working and the software wasn't updating correctly. they found the phone had been breached. news of the incident has sparked security concerns hackers could

events. tiffany wilson is live with more details. tiffany? >> reporter: good morning, jessica and reggie. well, fleet week festivities are in full force today. you can better see the "uss ess essex" behind me. the annual parade of ships that kicks off at 11:00 when the first ship sails under the golden gate bridge and continues along the waterfront. the parade will last about an hour. then the air show will begin with the headliners the blue angels roaring and soaring in the skies above. they will take off from the oakland airport and defy gravity and perform heart-stopping precision maneuvers this year the bay area including fremont - native navy lieutenant damon cruz. >> to be part of this team, i'm taking great pride in that. >> reporter: police anticipate big crowds this weekend and they are stepping up deployment.

>> a dog walker took this photo not far from where the woman's body was found. as you can see someone wrote love you always in the sand. police requested that photo. they can't say yet if the message is related. a woman is alive this morning thanks to rescuers in the north bay. they pulled her out of the water under the fresh air bridge and these pictures are courtesy of marin's chp. the bridge is on the sonoma/solano county line. the woman was in the water two hours holding on to a bridge pylon. no word how she ended up in the water. california will be a sanctuary state come january 1st. governor brown has signed legislation preventing police from asking people about their immigration status or from helping in enforcement actions. the law forbids jails from holding immigrants for any reason if they're cleared for release by local law enforcement. the bill does not prohibit federal agents from enforcing immigration laws in california. the oakland police department is accused of

violating the sanctuary city policy when federal agents raid add home in august. our media partner the east bay times report oakland police provided traffic control for the raid. the privacy advisory commissioner says the department provided false information to the public by initially claiming the raid was part of a human trafficking investigation. two people detained by federal agents during that raid at a west observing home, one man arrested. a civil immigration case filed against the man who was arrested. san francisco's district attorney has cleared six police officers of wrongdoing in three officer involved shooting cases, two of them ended up being fatal. one involved a man killed after he opened fire on a police officer last october. nicholas mcwerder shot kevin downs in the head during a confrontation at lakeside plaza. officer downs is still recovering. >> watch out! watch out! >> and this is video from a second case. a robbery suspect firing at

officers in may in bayview hunter's point. one officer shot back but missed. a carjacking suspect in 2014 that encounter came after a high-speed chase that ended in the city. happening today a group of protesters will set off on a two-week march from san francisco to sacramento. and they're demanding police accountability in the shooting deaths of several people including alex nieto and mario woods. demonstrators want officers in each shooting to be charged with murder. the march will begin at san francisco's hall of justice at 2:00 p.m. it's expected to go until october 19th, and it will end at attorney general's office in sacramento. the 2017 winner of the nobel peace prize is the international campaign to abolish nuclear weapons. the geneva-based group won for its work to draw attention to the humanitarian consequences of nuclear weapons and its groundbreaking effort to achieve a treaty-based ban. when asked by journalists

just look how that area will be transformed. the mission rock project would be built on 28 acres of what is now just parking lots across from at&t park. now this still needs to be approved by a lot of people. the board of supervisors, the port commission, the bay conservati conservation, and the state lands commission. we're going to have some rough surf along our coastline, and that means strong rip currents are a big threat the next 24 hours. we have beach hazard statement in effect. waves from four to five feet high, could get as high as eight feet. once again strong rip currents are a big risk if you are heading to the coast later on today because it will feel like summer almost out there. right now it's cool in spots, 42 in santa rosa. 54 in mountain view and 50 in livermore. you need the jacket right now but look what happens in the afternoon. those temperatures quickly turn around. our numbers go above normal for this time of the year.
