we do want to give you the latest on the fire still burning in the north bay. some good news the nuns fire is now 40% contained. the tubbs fire is 60% contained. >> cal fire expects full containment by friday. several schools reopened for the

first time since the fires and some mandatory evacuations have been lifted in three more areas that includes calistoga. the number of people killed statewide is at 40. good morning just after 5:00 a.m. on this monday, october 16. >> we want to check in with lisa argen for the latest on the forecast. hopefully that will help firefighters today. >> yes, good morning, reggie and jessica. even though the winds are still offshore they're light. as we get going this morning you'll notice we are looking at poor air quality. this is going to change around a little bit and have less in the way of good air quality. you'll notice that it's not bad in the early hours. 49 in sunnyvale. it is 62 in san francisco. 46 in sebastopol hazy skies, patchy smoke with temperatures just as warm as we were yesterday.

temperatures in the 80s at the coast as well. alexis? >> okay. taking a look at the south bay we're off to a quiet start there. no incidents to report at this point. we had a couple to start off this morning. we're looking really good. 101 and 880 slowly starting to see the volumes increase and our drive times starting to fill in. tracy to dublin. starting to get a little stop and go there, 41 minutes for you. we do have reports of a disabled semi near andrade and 101 to cupertino wide open at just 15 minutes. >> alexis, thank you. they may have turned the corner but the work for firefighters isn't done yet. one of the areas they are still watching this morning, sonoma valley. reporter amy hollyfield live in ken wood this morning. amy? >> reporter: good morning, reggie. there's a lot of smoke coming out of mt. hood and it's lingering over kenwood here. we can still smell it in the air. it's a strong smell this

morning. the residents still here are the ones watching the situation. we met a man who refuses to evacuate. he says he has lived here long enough to know it is not time, in his opinion, to go. >> you never let your eye off it. we've had very little sleep for the past week. >> they can tell us to leave but i'm not going to leave until i see flames coming down that hill. >> as everyone knows a shift in the wind can always change things. as of right now we do not see the flames or the orange glow, so it does look like the fire here in the sonoma fire has laid down overnight. live in kenwood, amy hollyfield. >> okay, amy, thank you. that is certainly some good news at least for now.

meanwhile this morning many calistoga residents are home or headed back there soon. a steady line of cars poured into the city after officials lifted the evacuation from the tubbs fire at 2:00 yesterday afternoon. the fire still an ominous site. the hope is the danger is over the hope is the danger is over now. right now the tubbs fire is 60% contained after burning more than 44,000 acres. >> napa county opening its own local assistance center to help people impacted by the fires. >> the center will offer federal, state, and local assistance. resources including financial help. it will be at the napa county health and human services building a conference center on napa valley corporate drive. it will be open from 9:00 until 7:00 through friday and from 10:00 to 5:00 on saturday and sunday.

pg&e says since the fire started sunday 115,000 customers have lost electric power. more than 92% have now been restored. about 22,000 customers are still without power in the wildfire regions. gas service has impacted about 42,000 customers. 17,000 remain without gas and once crews have given permission to go to an area pg&e can start the assessment and repair process. all marin county public schools open today. eight districts in south and west sonoma county, san francisco state university and cal state east bay and concord. more schools will reopen throughout the week and for an up-to-date list of your school go to abc7news.com or check out the abc 7 news app. >> an assistance center will be

open. these people stood in line for two hours sunday to get help from local, state, and federal agencies. there is, of course, no limit on how long it will take to rebuild. >> everyone's situation is different. >> the assistance center can help with everything from replacing a driver's license to child care. it's open for at least the next two weeks. on our abc 7 news app and at abc7news.com. >> and that update from san jose two people there including a child barely managed to escape a garage fire in san jose and firefighters arrived just after midnight to this. find that go garage engulfed in flames and extending inside into the home on sonata way and serenade way.

vehicles caught on fire. a quick check found no one was actually inside the home at the time. the occupants actually were able to get out just before that fire started raging. firefighters knocked down the flames in about 30 minutes. an adult and child displaced are able to stay with family in the area. the cause of the fire is under investigation. good morning to you. starting out with mild temperatures here in the city. this is due to yesterday's warmth and today another day with an offshore flow but a light offshore flow. and that's going to allow for winds to cooperate somewhat. 48 up in napa. as you look at the upper elevation winds you'll notice they are out of the north, wind gusts up to 16 in the oakland hills. this is down from where they've been the past couple of days. we're looking at 80 in the city as well as half moon bay.

we'll have variable amounts of smoke throughout the sky today, a spare the air alert. let's skip ahead into thursday. we've been advertising this rain throughout the afternoon and evening hours. it takes us into your friday morning commute. here in the north bay how much rain. check it out from a quarter of an inch up at clover dale perhaps 0.2. this is certainly good news. much of the north bay will be picking up measurable precip and the rest of the bay area a couple hundredths. looking forward to that. and alexis has the update on the road closures in the north bay. >> up to 101 in santa rosa. mendocino, river road. those ramps are not going to be accessible here.

>> reporter: you can see the nuns fire burning right now and there's pretty big flames up there from cal fire. they say the fire is progressing to the north, spreading at a moderate rate. the fire is driven by steep slopes and dry fuel. we saw this fire on friday. it had not yet crested the ridge on friday and now you can see where those flames are this morning. we're about 13 miles away from calistoga. that's where the tubbs fire is burning. families were able to go back home there in calistoga. signs welcomed them back. the whole town was evacuated. families returned from shelters with donated water and food. not everything is back open. we have the wineries here closed and employees don't know when they'll work again. >> it's been only a week. it seems like it's been a month of this. it's just every day has been full of emotion. >> reporter: some places are still threatened. yesterday's fire still burning in the hills overlooking highway

at ukiah high school. and take a look at this map. the city of santa rosa says if you live in this part you need to boil your water including the area east of mendocino avenue north of chanate road and south of mark west springs road. of mark west springs road. a boil water notice is on. you need to boil your water. >> let's move to lake now. firefighters there say they have made significant progress battling the sulfur fire. all evacuation orders lifted, and crews are continuing damage assessments. about 150 structures were destroyed there. law enforcement, though, is still patrolling fire areas 24 hours a day just in case of any hours a day just in case of any looting.

weather. i is going to improve. today another warm day, the warmest day of the week with an offshore flow, and that's going to bring temperatures to where we were yesterday. the wide perspective, those two systems linking together and bringing us the welcome rain by the end of the week. it's 51 in oakland. 57 for you in haywood. 61, though, in the city. air quality improving day-to-day. today you'll notice it's poor in the north bay. the inland, east bay and the santa clara valley. as we get that wind shift and that onshore push tomorrow, it begins to improve. it will be pretty much where we feel like it should be for later october. here's a look at the wind profile where the fires are burning. you'll notice that the winds are calm. by tonight we're still looking at the calm winds and a bit more of an onshore component. winds won't go above more than 5 miles an hour between today and tomorrow and then it's tomorrow when we get that wind shift.

that's good news. looking at temperatures today very warm. it'll be dry out there. cooler tomorrow as the sea breeze returns and we look at the chance of showers on thursday and friday. 80 today in oakland. 84 in palo alto and the accuweather seven-day forecast cooling back looking forward to the rain, highs in the 60s midweek. alexis, another slowdown this morning. >> yeah, we do. a problem in the east bay so westbound 80 looking extra heavy through the el cerrito area coming in from richmond down to 16 miles an hour there. i did check with waze since we have no problems reported by chp. it sounds like a vehicle is blocking the left center lane around central avenue. that backup continues to grow. hopefully we'll get some crews on the scene but things are filling in. we're start to go see the slowdown. they should be flipping those on any minute and stop and go traffic the rest of the way into san francisco.

48,000 acres. cal fire reports increased containment on the fires in lake and mendocino counties. the tubbs fire is 60% contained for the atlas fire. containment in napa county is growing, it is threatening a popular winery. >> and matt keller is live at the winery in oakville where the flames are inching closer and closer. hi, matt. >> reporter: good morning, jessica and reggie. we're here on highway 29, the winery is right behind me. it is burning right now, progressing to the north spreading at a moderate rate. the fire is being driven by steep slopes and dry fuel according to cal fire. more than 48,000 acres burned. still a lot of evacuations in place and road closures. wineries like robert mundavy is closed. >> it's very emotional. there are so many emotions right now. everyone there is so concerned.

the e-mails have been flying with co-workers and our bosses checking on us making sure everyone is safe. >> reporter: she's on the schedule for today but is not sure if she's going to actually work. there's a long list of evacuations and road closures. some have been lifted but firefighters warn conditions are subject to change at a moment's notice. watch out for electrical wires on the ground, always assume that they're live. i'm sure when we see daylight we'll see aircraft doing water drops to stop the spread of the flames. right now they look like they're unabated. matt keller, abc 7 news. matt, thank you. in sonoma county evacuees are back home this morning. good news means evacuation boundaries and road closures have changed. crews are working to remove brush and debris from the roads. the county of sonoma website has an updated list. we have it as well,

abc7news.com. breaking news pg&e working to clear downed power lines in napa. this is not fire related. it's after a crash, a car crashed into a power pole there, and it happened just after midnight. look at this picture here on california boulevard between stadium avenue and industrial way. police say a big rig was trying to avoid the wires as it backed away from the area of the crash and then even more wires got stuck on top of the big rig and were pulled down. because of those wildfires in the north bay pg&e is providing help in the napa area. they were able to get there pretty quickly and luckily no one was seriously hurt. the area is still blocked off. >> the nuns fire in sonoma county stands at over 48,600 acres burned at 40% containment. much of the area under mandatory evacuation. and that includes the community of kenwood. mike and jeff are staying at least until the wind shifts and

blows the fire down mt. hood. they lost two barns and a garage last week when the winds helped turn sonoma valley into a raging inferno. we're learning more about two of the 22 people killed by the fire in sonoma county. 82-year-old dr. car men colleen mcreynolds had practiced medicine in santa rosa for many years. sheriff's deputies say she made it into her car but couldn't escape from her burning garage. and you're now looking at a picture of 71-year-old daniel southard killed when the fire struck one week ago. his son derrick describes his dad as being, quote, my best friend. he says he'll miss his dad every day. a man has been cited for flying a drone over the petaluma airport which is one of the bases cal fire helicopters are flying out of to help fight those fires. 24-year-old nester rodriguez said he did not know it was illegal to fly over the airport. he was issued a citation to appear in court for impeding emergency personnel.

police say the drone held up the firefighting operations for about ten minutes and endangered lives. fire officials say on top of fighting fires they're also fighting rumors that undocumented immigrants will be rounded up at evacuation shelters. again, that's only a rumor. that is not true. officials say spanish speaking fire victims are not getting the help they need for fear of being deported. they also say it's possible the missing persons' list is a lot longer than it should be because people are afraid to speak up. >> they are humans affected by the fire. some are traveling farther away from this area to the coast, sleeping in their cars with their children. we need them to utilize these evacuation centers, not be afraid. >> officials say if you go to an assistance center or evacuation shelter you will get help no questions asked. >> cal fire thanking all its fire partners that came during the greatest time of need, some

from very far away. this photo on twitter shows 17 states plus help from australia offered mutual aid to assist in the firefighting efforts. in total cal fire says 266 fire engines and 79 fire crews came to california to help put out the flames. as evacuations are lifted, evacuees should be important of safety precautions when coming back home. >> you really want to be careful, wear sturdy shoes as you step over any possible debris. be mindful of hazardous chemicals as a result of plastic and metals that have burned. and before turning your propane tanks back on, inspect them for any visible damage. failure to do so could start another fire. >> if you lost power, don't turn your electricity back on unless all your appliances are turned off first and you've thoroughly inspected your home and meter for any fire damage. wear gloves and safety glasses when throwing out spoiled food and when sorting through your personal items. make sure you clean and sanitize anything that has come in

contact with ash. good monday morning to you. we're starting out with temperatures warmer than we were yesterday morning. and that's due to the warm day we had. we're retaining some of that heat. it's 61 in the city. 46, though, in novato, mid-50s from san jose. 53 in mount view. air quality gets better each day. today a quick warm-up because we still have that offshore push. no sea breeze today and that will allow for the poor air quality to sort of meander around the bay area from the north bay to the east bay and parts of the south bay especially because the winds are on the light side. a warm afternoon with another 80-degree day in san francisco at the coast as well as oakland. 81 in hayward. mid-80s in concord. this is about ten degrees above average in the south bay. as we get into your tuesday look the sea breeze returns. we're back into the 60s here. 70s around the bay and temperatures will be coming down into their inland east bay by wednesday. so by that time we'll be

anticipating a wet weather system that will bring not only rain to the north bay but to the entire bay area and bringing the temperatures down uniformly into temperatures down uniformly into the 60s. and in terms of amounts, it's light but still the greater amounts will be up here, a tenth of an inch in santa rosa. so that will be some good news. 30s, 40s, and 50s tonight with hazy conditions once again. alexis has a look at some problems in the east bay. >> a couple of them now on westbound 80. if you are coming through the san pablo area from highway 4, unfortunately, now another trouble spot. the first one at san pablo road. and then you're seeing a lot of heavy traffic past that. i do still believe we have a disabled vehicle blocking near central avenue.

right now upper elevation winds out of the north. this offshore flow indicating another warm day for us with 10 to 20-mile-an-hour wind gusts from atlas peak to the oakland hills. these will continue to get less throughout the afternoon. it will not help us out in terms of cooling or humidity. the humidity will be very low again and that's due to the high temperatures and the dry air out there that will be status quo. 84 for fremont and palo alto. we're expecting rain in the north bay. how much? as much as a quarter of an inch here in clover dale. perhaps as much as that around the tubbs fire in santa rosa. and look at the nuns fire, maybe over a tenth of an inch. certainly very good news and the rest of the bay area not as much but maybe a couple hundredths from livermore to mountain view. the seven-day forecast. cooling off just slightly. a sea breeze returns tomorrow taking us through wednesday with the pretty comfortable winds.
