bay area tonight bringing much-needed rain. >> the rain, first hit the north bay, and then spread south. >> in santa rosa, it poured earlier this evening, helping firefighters on the front lines. taking a live look at the golden gate bridge camera, you can see the roadway is wet tonight. >> for more about the rain, here's meteorologist sandhya patel. >> moisture where it's needed the most. i'm happy to report that it is raining in the fire zones, and it's coming down pretty good. we're seeing pockets of moderate rain from you kia to clear lake. you'll notice here, around

kelseyville, gady lane, we're getting pockets of moderate rain. and santa rosa, calistoga, silverado trail, st. helena, lighter rainfall. heading into the east bay, richmond parkway, richmond san pablo, you're getting wet. the showers will intensify as you take a look at the storm system here. it's still coming in. there's cold air associated with it, that's going to push the storm through. on the storm impact scale, this is a level one. a light system through early tomorrow morning, light to moderate rain, wind gusts 20 to 30 miles an hour. minor debris floes are possible. take a look at the winds, they are getting right now to 38 in novato, 30 in napa, coming out of the southwest. so the winds will continue. and the rain will only intensify as the night goes on. i'll be back with an hour-by-hour look taking you into the morning commute coming up. three neighborhoods hardest

hit by the north bay fires will reopen tomorrow. starting at 10:00 a.m., residents will be allowed back into coffee park, orchard mobile home park and journey's end mobile home park all devastated by the wildfires. tonight hundreds of people packed the santa rosa high school to demand answers for the fire's cause. >> residents learned a few hours ago they can pass through the road closures behind me starting at 10:00 tomorrow morning and see for the first 250i78 all of this. tonight's community meeting started with a standing ovation for the first responders. but the evening turned emotional. and at times angry fast. >> why was there no notice at the start of the fire that it was coming. >> i'm surprised they didn't lose more lives, quite frankly. there wa no notice to get out. >> reporter: city, county and state leaders fielded questions

from evacuees who were hurting. they had lost loved ones, homes, just about everything. >> i wish we could have got everyone out. i wish we could have. that's something that we're going to have to live with. just like you. >> reporter: the fire chief explained the fire started in napa. but with 70-mile-an-hour winds, in just four hours, the fire reached santa rosa, and destroyed 2,800 homes. some did get official alerts, while others did not. they escaped with very little. >> nothing. our dog, our son, the clothes on our backs. >> reporter: the family's coffee park apartment is destroyed. they didn't have representer's insurance. >> as a father, just worried about trying to provide a roof over them. just the simple necessities of having a home again. >> reporter: limited reentry into coffee park, orchard and journey's end mobile home parks will require an i.d., permits and safety gear. in santa rosa, lisa amen ga le

shan, abc 7 news. disturbing allegations coming out of the north bay fire zone involving fema aid and identity theft. michael finney spoke to the santa rosa resident who tried to get aid for her veterinary practice destroyed by wildfire. dr. lamar was speechless when fema dold her somebody had already used her social security number to apply. >> really, on top of everything else, i'm sure that nobody needs that, ever. but in this situation, it's even more devastating. i am now a victim of identity theft as well as the wildfires. >> victimized, and she's not the only one faced with the issue. >> across the united states, we have over 4 million people who have registered for help. we're aware of this latest scandal going on right now. we're trying to fix it as we speak. >> fema says no money will be going to scammers. any aid given is deposited directly into a register survivor's bank account.

you can bring your issues directly to "7 on your side's" michael finney. he's been in the north bay answering questions about the fire and aftermath all this week. tomorrow he'll be at the clear lake senior community center. to another part of the bay now. people forced out by fire in the santa cruz mountains, started heading home today. katie marzullo is live in los gatos with the story. >> reporter: 35% containment, cal fire told me tonight the crews have indirect fire lines in place. they're just waiting for the inaccessible fire, the fire they can't reach, to burn up though those lines. that, plus this wet weather means these people get to go home. the last time frank looked over his deck, he saw flames, right before he and his family evacuated. now there are just faint wisps of smoke, and they're home up packing their cars. >> i wasn't too concerned about the house, because we did take most of the memorabilia and the

things that mattered to us. i knew we were safe. >> reporter: the neighborhood was evacuated overnight tuesday after the bear fire broke out. >> the first day was terrifying, absolutely terrifying. >> reporter: while four structured were destroyed near boulder creek, she is grateful she had a house to come home to. >> we're just going to get clothes and go back to our friend's house. >> reporter: frank is also relieved his home survived the fire. and the experience has motivated him to be better prepared. >> all those things that they tell you to do, 100 feet of clearance, you know, no firewood stacked against the side of your house. >> reporter: plans he will start working on right away. san francisco police officer is in intensive care after a hit-and-run. officer tanko was patrolling on his bicycle yesterday when a driver hit him. deion lynn is at sfo general with the latest.

>> reporter: kristen, officer tanko is surrounded by his family, friends and fellow officers here at the hospital tonight, and they tell me he's an incredible fighter. >> he's a good man. he didn't deserve what happened to him. i'll be forever in his debt for what he's done for me. >> reporter: the news of officer tanko hits home especially hard for those who trained with him on mission street. >> we've been training for years. yeah, he was a very good person. >> reporter: head trainer credits him with changing his life. >> elia was able to use his influence to help me in a situation that could have made it to where i wouldn't be able to do what i'm doing now. >> reporter: officer le within tanko's life changed forever wednesday. police say that's when the suspect maurice johnson ran him down in a stolen suv.

johnson, who already has a long rap sheet, now faces a number of new charges, including attempted murder. william scott described the five-year veteran of the force as a survivor, and respected by his brothers in blue. >> as tragic and horrific as this is, it brought us together. he exemplifies what the san francisco police department is about. >> reporter: his family is asking for privacy tonight, and for your positivity, energy and love. in san francisco, abc 7 news. >> the suspect, 50-year-old maurice johnson, is expected in court tomorrow. a san lorenzo man died after he was run over during a carjacking. te alameda county sheriff's office described him as james figueroa a jr. he was trying to stop someone from stealing his vehicle this morning. you can see where this happened.

a man is in custody after officers said he choked a k9 during his arrest. deputies spotted the suspect thomas williams in front of his home yesterday. he ran inside, officers followed. they said williams fought back. they sent in crash, their k-9. williams started choking the dog. police rushed in and were able to handcuff williams. crash will be okay after a few days off. williams faces several felonies. in a surprise visit to the white house briefing room, the white house chief of staff addressed the recent controversy over gold star families. he lashed out at the congresswoman who listened in as the president spoke with the widow of one fallen soldier. abc news reporter maggie ruly has the story. >> reporter: general john kelly compelled to address what he

sees as an unfair attack on the president over calling the families of fallen soldiers. >> when i talked to president trump about how to do it, my first recommendation was, he not do it. i said to him, sir, there's nothing you can do to lighten the burden on these families. >> reporter: kelly, a retired four-star general and a father, lost his own son, robert, who was killed in 2010 after stepping on a land mine in afghanistan. >> president obama, who was my commander in chief when i was on active duty, did not call my family. that was not a criticism. >> reporter: but kelly spared no criticism for democratic congresswoman frederica wilson who listened on the speakerphone in a telephone call between president trump and the widow of a soldier killed in niger. >> he kept referring to him, as your guy. he never called his name. >> it stuns me that a member of congress would have listened in on that conversation. absolutely stuns me. >> reporter: according to the

"washington post," wilson's relationship to the johnson family goes back decades. long before she became a congresswoman. yet kelly never addressed trump's role in this controversy. that he was the one who ignited the firestorm when he turned a question about johnson and the three other fallen soldiers in niger into a political swing at his predecessors. >> the traditional way, if you look at president obama and other presidents, most of them didn't make calls. >> reporter: abc news, new york. back here, a snafu over the naming of san francisco's justin herman plaza. the commission recorded a 4-3 vote to remove the name, but they later realized that one of the commissioners who had spoken passionately in favor of renaming was not actually present for the vote. so they now have to wait until november to take another vote. >> oops. try, try again, right? i can't believe it, a lot of rainfall in the bay area. >> yeah, in san francisco,

mount shasta. yeah, we've got snow. definitely early in the season. this is the first storm of the season. and it's producing mixed precipitation in the sierra nevada. it will switch over to all snow going into the overnight hours. winter weather advisory up now until 11:00 a.m. tomorrow. watch out for slippery roads. they're expecting three to six inches of snow about 6,000 feet. snow may fall as low as 5,000 feet. wind gusts over 65 miles an hour means you want to take chains. we're getting much-needed rain. mount tam .10 of an inch. north bay getting much-needed rain. lake county, .35. in fairfield, .02. we're still counting. winds gusting to 41 miles an hour at napa. do watch out for the winds. they could topple trees while you're sleeping. 50s and 60s right now in terms of our temperatures.
