good monday morning, i'm kendis gibson. >> and i'm erielle reshef in for diane macedo. here's some of our top stories this monday morning. officials say a man inspired by isis was planning to detonate a weapon of mass destruction at a miami mall, but they believe solano acted alone. details, ahead. a tampa neighborhood is living in fear after three people were killed in the past two weeks, apparently at random. residents held a vigil last night. the most recent murder occurred while extra police were there in that area. the sentencing hearing for army sergeant bowe bergdahl begins today. bergdahl pleaded guilty by endangering his fellow soldiers by leaving his post in afghanistan eight years ago before being.captured by the taliban. he faces life in prison. a retired army captain is set to receive the medal of honor for saving the lives of 60 personnel in a mission so secret it remained classified for

decades. even his wife didn't know about it. those are some of our top stories on this monday, october 23rd. from abc news, this is "world news now." our top story this half hour is a terrifying alleged plot against a south florida shopping mall. >> officials say the suspect was inspired by isis, but working alone. he was caught by undercover fbi agents and informants. we get the latest right now from abc's adrienne bankert. >> reporter: the fbi arresting an alleged bomber in an undercover sting operation first reported by "the miami herald." 53-year-old vicente solano in federal custody after allegedly planning to blow up a huge shopping center with what authorities call a weapon of mass destruction. he had reportedly targeted the dolphin mall just west of miami.

authorities say solano acted alone, planning on detonating a fake bomb obtained from undercover agents, later talking with a confident informant who contacted the joint terrorism task force about the attack plans. authors say there's evidence online that solano made pro-islamic state videos, but no indication he was directed by terrorists. dolphin mall confirms there is an ongoing fbi investigation but they'll not comment on this case. sources telling us that solano never had access to real explosives. adrienne bankert, abc news, new york. and also in florida someone appears to be terrorizing one tampa neighborhood. there have been three murders in less than two weeks in seminole heights and there's no apparent connection between the victims. the most recent victim was only there by mistake. he'd caught the wrong bus. police are warning residents not to walk alone at night. but last night, people came out to show solidarity and express their grief for the two men and a woman who have been killed.

you see the scenes there in tampa. and an ohio city is in mourning after the shooting death of a police officer. 31-year-old justin leo was killed over the weekend in girard, just outside of youngstown, ohio. his funeral will be later this week. authorities say officer leo was shot while responding to a domestic call about an armed man who had been drinking all day. his partner shot and killed the suspect. president trump is making it clear to remembers that a failure to pass his tax cut package will be a failure at the poll ex next year. he urged lawmakers to approve the budget approved last week by the senate so they can move on to tax reform. the overhaul promises to slash the corporate tax rate while offering relief to the middle class. the president wants the bill on his desk by thanksgiving. senate majority leader mitch mcconnell has acknowledged he's not sure where the president stands with the bipartisan legislation on health care. after mixed signals from the white house, mcconnell says he's

claimed the life of 22-year-old ben gentleman minimum mitchell on october 9th. then monica's body was found on october 13th. and anthony was shot on october 19th after he got off on the wrong bus stop. we met his family as they brought flowers and balloons to the spot where he died. >> it's a shame that i won't be able to see him anymore or talk to him anymore. >> reporter: residents now being told that when they leave their homes, not to walk alone. neighbors marching together over the weekend letting the killer know he's outnumbered. >> we're in this for the long haul. we're going to find this person. >> reporter: this memorial set up for the second victim, monica hoffa. police are urging everyone in this video to stay vigilant and to keep their porch lights out, even handing out light bulbs in 134 cases. if you're going to walk at night, don't do so alone. the chief says anyone seen alone

will be stopped and questioned. victor oquendo, tampa. south of there, a man accused of plotting to blow up a miami-area mall will make his first court appearance today. officials say vicente solano was acting alone but inspired by isis. he allegedly planned to detonate what authorities call a weapon of mass destruction. they say he acquired a fake device from undercover fbi agents. solano reportedly made pro-isis videos. a warning for lawmakers are from president trump if they fail to pass tax cuts. he says they will pay the price in next year's elections. he urged lawmakers to approve the bill passed by the senate. it would clear the way for tax reform promising to slash the corporate tax rate and offering relief to the middle class. the the president is hoping to sign this by thanksgiving. senate majority leader mcconnell says he's waiting for guidance from president trump as congress struggles to find common ground on health care. the president has sent mixed signals about a bipartisan bill that would extend the insurance payments that he has blocked.

here's abc's david wright. >> reporter: in florida, a tearful good-bye. sergeant la david johnson's pregnant widow, dressed in white kissed his casket, also white. the couple's two young children there as well. sergeant johnson was one of four u.s. soldiers killed in niger october 4th by militants who pledged loyalty to isis. >> so at this point, we have conflicting stories. we want to be able to get the full, accurate story and get it right. >> reporter: republican lawmakers on key committees that oversee the military say they're not being given a clear picture of what happened in niger. >> we don't know exactly where we're at in the world militarily and what we're doing. i didn't know there were 1,000 troops in niger. >> reporter: a senior ted abc the risk was so low they did not use armored vehicles and did not have a drone overhead. months before this attack, the africa command warned congress of increasing threats and
