morning. the east bay hills camera, grab the sunglasses and some sunscreen if you're going to be out and about today for any length of time. temperatures will run in the mid 50s to even some mid 60s by 7:00, once the sun comes up at 7:27 look how quickly we warm, 77 at the coast, 79 around the bay, 80 inland. 77 at the coast, mid to upper 80s, record highs possible and then 69 to 78 at 7:00, still going to be delightful if you have plans to be outside during the evening hours. usually this time of year you have to take a coat with you if you're going to watch the kids play sports in the evening. tran ses, still going good on the roads? >> you can say the traffic is delightful as well. nothing like yesterday. you can see that with this drive time it is a little slowest bound 580 but this is formal. tracy to dublin 41 minutes, not like the hour long plus like yesterday. westbound 4 good as way and check out the bay bridge toll plaza just a little bit of a wait for some of the cash paying lanes. also it's a nice ride across the

golden gate bridge, no accidents in the north bay and into san francisco and on the pens l.a. if you're taking mass transit good way to go as well, no delays reported on bart, ace or cal train. the faa investigating a second incident at sfo involving an air canada crew. >> matt keller is live at the airport with more on what happened. hi, matt. >> reporter: good morning, jessica. another incident from air canada, this one happened on sunday night and unlike that one in july this was not a close call, our, the faa is taking this very seriously. >> air canada 781, go around. >> still there. >> reporter: that's air traffic control trying to make a change for the landing of an air canada flight from montreal. air traffic control repeated the instructions five times and without a response a supervisor ended up using a flashing red light to alert the crew to go

around, the air canada jet landed safely just before 9:30. never having acknowledged the orders. >> air canada 781, tower. >> [ inaudible ]. >> >> that's pretty evident. >> i think it's pretty convincing that there was a problem with the radios of one sort or another, whether they had accidentally switched it to another frequency, whether or not something had gone >> reporter: -- told abc 7 news upon landing the crew was informed the tower had attempted unsuccessfully to contact the aircra aircraft. air canada was involved in another incident back in july. at that time an air canada plane came within 53 feet of crash landing, the pilot mistook the taxi way for the runway. happening today the father of kate steinle the woman killed on san francisco's pier 14 two years ago is expected to return to the stand. jim steinle was the first

witness called to testify in the trial. he was with the 32-year-old when she was shot. josé garcia zarate is accused of killing steinle. the gun was stolen from a car belonging to a ranger four days before. the ranger is expected to testify in the upcoming days. when napa county evacuees can return home. yesterday the sheriffs lifted orders for dry creek road from oakville grade to the sonoma county line, all of wall road and the area near the 2700 block of atlas peak road northeast of napa. more than 800 solano county workers will go on strike. according to the workers union one example happened during the north bay wildfires. workers say preparation plans were completely inadequate and combined with understaffing at solano county departments it was impossible for them to assist needy residents. some county departments have up to 10% of their positions

unfilled. new details this morning about a lawsuit to prevent the trump administration from ending health insurance subsidies. >> the judge hearing the case says he's unlikely to support the lawsuit. it was filed by 18 states including california. u.s. district judge vince chabria suggested the plaintiffs have not proved they are in danger of imminent harm if the subsidies end. he stated california has come up with a solution that is going to result in better healthcare for a lot of people without saying what it is. happening today in sacramento more health news, a rally for single payer healthca healthcare. the california nurses association and the campaign for the healthy california act demonstrate in support of state bill 562, that vote would guarantee health coverage to all californians and eliminate premiums, deductibles and out-of-pocket health costs. there are high costs estimated to be $400 billion. also happening today san

francisco may call for president trump's impeachment. a rally is scheduled at city hall at noon in support of a resolution to dismiss the president from office. and there will be many billionaires attending the rally as well including an environmental activist, tom stier, who has recently launched a $10 million ad campaign to impeach the president. a mysterious box or i should say mysterious boxes, multiple ones, popping up on the san jose state university campus. >> police say this is all part of a security system they are installin installing. >> reporter: when a crime or anything suspicious happening campus police at san jose state are there to respond but they can't be everywhere and at night that makes some students uneasy. >> i have my keys out with pepper spray and a whistle. >> reporter: the university just installed ten gunshot detection

devices throughout campus, they use artificial intelligence to recognize gunshots and pinpoint the location. >> if there was a running gun battle or somethig along those lines we would get notified immediately as opposed to waiting for someone to call in and say, well, i think it was in this location. >> reporter: the school is in the heart of downtown and shootings have occurred nearby. police say a certain crime did not prompt the security undergrade they want to be proactive. an area of concern has been the parking garages, some worry about theft and sexual assault. >> it's dark and nobody is ever walking around and as a woman just walking around by myself, i mean, there's people following me, there's people cat calling on the street. >> reporter: the university is in the process of putting up surveillance cameras in all the garages. they plan to install license plate readers as well. >> cameras help us multiply our force, not only that, it's a great tool for us forensically. so if something happens we can go back and look at film. >> it makes me nervous that they

need them but i think it's helpful that they have them just in case. >> reporter: most of the safety tools are expected to go online early next year. it is 5:08. happening today the senate expected to vote on a hurricane relief back j for puerto rico. that will provide $36.5 billion in disaster relief funding and gives nearly $19 billion to fema and $16 billion to a federal flood insurance program. it rejects more funding that directly helps hurricane victims in texas and florida. a new study says climate change is costing the u.s. billions. the government accountability office is a federal watchdog group, they released a report yesterday saying the u.s. has spent about $350 billion on disaster assistance over the last decade. that doesn't include this year's hurricanes and wildfires. the report says right now the government doesn't have a strategic plan to absorb the growing costs. we're going to have one of

forecast. cal fire says it expects the north bay wildfires to be fully contained by friday so this is a view of santa rosa from drone view 7 yesterday, the fire that caused this damage in the fountaingrove area is 94% contained. abc 7 news received per anything from cal fire to fly over that area. crews are making progress on a wildfire in the santa cruz mountains, the bear fire is 85% contained, it has burned 391 acres. all evacuation orders were lifted yesterday, nine firefighters suffered injuries, many due to the steep terrain. happening today, we will learn about the results of an audit of the santa clara county register of voters. >> an assembly called for the audit in march. a wrong ballot being sent to a school district, a missing opposition ballot on a san jose measure in 2014 and numerous issues involving vote by mail blts that were either wrongly counted or sent to ineligible

voters. develop news in livermore, the woman shot by police over the weekend due in court today. police identified the suspect at carolyn rye bolt, they say two officers ordered her out of a stolen car saturday night. they say she drove toward them, that's when the officers shot her. rye bolt was taken to the hospital, she is expected to recover and two officers are on administrative leave. a new study from uc berkeley finds a spike in gun violence in california after gun shows in nevada. researchers looked at the number of gun deaths and injuries in california before and after gun shows in california and nevada. there was not a spike in gun violence in california after gun shows in this state, but communities here in california that is close to the nevada border saw a 70% increase in gun violence after gun shows in nevada. the study suggests travel to less restrictive states like nevada may threaten the

effectiveness of firearm laws in california. and the torch relay for the 2018 winter olympic games is already under way. at a ceremony in ancient olympia greece, the birthplace of the olympics an actress lit the torch. the torch relay an invitation to join in the celebrations around the 2018 olympic winter games. and to be inspired by its message, which this time around is passion pyeongchang south korea will host the games. despite tensions between the u.s. and north korea organizers insist there is no fear for the olympic games. we are talking about the summer games here because summer never ends apparently in the bay area this year. i don't know what's going on. >> yeah, it's that time of the year and this is possibly summer's last stand. i mean, it's hard to get into the 90s after the calendar flips

jessica and reggie. yes, it is expected to be another very emotional day here at the trial as kate steinle's dad takes the stand again. he was the first witness called by the prosecution yesterday and he held back tears as he described his final seconds with his daughter after she was shot while they walked along pier 14 two years ago. during opening statements the prosecutor picked up the gun and said josé garcia zarate pointed it at steinle and shot her. garcia zarate's defense attorney contends it was an accidental shooting with a very sensitive gun. >> that's my comment, it can dischar discharge, you know, by catching it on your holster, dropping it, stepping on it. i mean, there are countless incidents that have occurred with it. >> reporter: the gun was stolen from a car belonging to a federal ranger four days before steinle's death. there is no evidence proving garcia zarate stole it. the main issue the jury must decide is whether or not garcia

zarate intended to pull the trigger. the trial is expected to resume around 10:00 this morning. live in san francisco, tiffany wilson, abc 7 news. chilling new surveillance video of a man accused of killing two people and hurting two others in lake county. it shows the suspect alan ashmore walking through a convenience store with a rifle. he grabs a two liter bottle of soda from the fridge and as he walks out he shoots at the clerk and misses. officials say the clerk who is licensed to carry and conceal a firearm grabbed his gun and shot at the suspect hitting his car. ashmore was on the run after officials found two homicide victims and two others including a chp officer injured. ashmore recently surrendered. the faa investigating a second incident at sfo involving an air canada crew. air traffic control gave air canada permission to land, minutes later a controller told the pilot six times to execute a go around, that's a maneuver where the pilot aborts the

landing and circles around the airport. the pilot didn't respond to that and didn't say anything when they shined the light into the cockpit. he said he had radio problems and landed the plane. in july an air canada pilot mistook a crowded taxi way at sfo as a runway and came within 59 feet of hitting another plane. a jetblue plane made a safe emergency landing in new york after a bird strike and we want to show you video of the plane landing last night at jfk international. the plane hit some birds shortly after take i can't you have from boston's logan international, it was on a flight to las vegas. it was going to go back to boston but they were actually forced to land in new york because of the weather. a jetblue spokeswoman said the plane was diverted out of an abundance of caution and those 144 passengers on board will get a new aircraft to go to their destination. jetblue did not say whether or not that plane was damaged. the top u.s. general says

four american special operation forces died in niger amid a complex situation and difficult fire fight. general joseph dunford says the american people deserve to know what happened in an ambush earlier this month. it was a low risk reconnaissance mission that came into attack by 50 militants, the team waited before calling for help. >> one hour after taking fire the team requested support. my judgment would be that that unit thought they could handle the situation without additional support. >> an unarmed drone got there within minutes of the call, 30 minutes later a french military aircraft moved in and two hours later french planes got there. dunford admits there are questions whether the u.s. had adequate equipment for the operation and whether there was a failure of planning. pro prototypes for a border wall are almost finished. the government is spending $20 million for eight concrete and steel mockups near san diego.

they are set to be ready for testing by the end of next month. $2 billion is needed to begin construction which democrats and some republicans say congress will never approve. auction had cats have filed paperwork to put a statewide rent control initiative on the november ballot. the measure would repeal a law that blocks rent control from any housing built after 1995. existing law also prevents cities and counties from changing or strengthening rent control laws. strong opposition from apartment developers and landlords helped kill a billing that would have repealed that rent law last year. i keep watching this temperature at half-moon bay where it's 31 degrees warmer than this time yesterday. we've got double digits warmer temperatures in oakland and napa, in the novato, right now at half-moon bay at the airport it's still 81 degrees. you can see what the winds are doing as they come off the hills and mountains and they come press as they descend into the

bay. 74 in oakland, berkeley 79, richmond 74, where it's less windy, look at that, 59 right now in union city. we've got a 20 degree spread from union city to berkeley. let's take a look at what's going on elsewhere. 68 in san francisco, san carlos mountain view 63, san jose dress for 61. look at all these 50s in our east bay neighborhoods pleasanton at 54, concord a 58, 68 in napa right now, novato 66 and pacifica 72 degrees. here is where you might want to go to beat the heat today, santa cruz where it's going to be 92 degrees, at least on the sand, in the water it will be in the mid 50s to upper 50s once again. find shade at times if you are out exercising, you feel yourself getting a little warm. sunshine all day around the bay and it will be warm pretty much all day at the beaches, especially if we're already starting in the 70s and 80s. let's take a look at san francisco, incredible temperatures for the city by the bay because when you're

protected by -- on three sides by water you tushlly don't get this warm but there will be no breeze coming off that water. 76 at noon, 81 at 2:00, 85 at 4:00, still 79 at 6:00 and those temperatures are pretty close to what we'll get inland east bay. 81 at noon, 86 at 2:00 to 90 at 4:00 and still 86 at 6:00. if you're like me you have to open up the windows and let the house warm up a little bit today after these cool nights we have had. mike, we are going to take a look at traffic around the bay area and it's been pretty yie et. better news especially on highway 4, that sig alert has been canceled. past discovery bay at middle river bridge traffic is recovering. westbound 4 is sluggish, near 30 miles an hour antioch as you make your way into pittsburg. the other slow spot goes to westbound 205 out of tracy, a crawl and picks up speed after you make your way out of the altamonte pass. the drive time along that stretch 49 minutes from tracy to dublin.
