the sun is not up yet. we're looking pretty good. inside the robin williams tunnel. it's pretty dark, even the street lamps are out on the southbound side. just be aware of that. and first reports of an accident involving three or four vehicles. just before highway 242 and seeing significant slowing into the concord area. >> big heads-up happening now. the faa rolling out new security measures for passengers coming into the u.s. >> airlines worldwide will be asking more questions about your trip and what's in your bag. amy hollyfield live with more on these restrictions. amy? >> reporter: good morning, reggie. there's a flight arriving here from abu dhabi at 7:30 this morning, one at 6:00 from tel aviv. it will be interesting to talk to those passengers and ask if anything is different, what security was like at the

airports today because today is the day that the u.s. is implementing new restrictions. the airlines are supposed to implement new security guidelines. this impacts international flights coming into the u.s. the enhanced passenger screening will mean you will be asked more questions along the lines of who packed your bags? where are you going? it is up to each airline to decide actually how to implement this new system. some airlines are advising passengers to arrive even earlier for their u.s.-bound flights now that this questioning will be taking place. this was ordered by the u.s. government about three months ago. at first the government planned to ban laptops for fear they could be used as explosives. that idea was scrapped but this is the replacement and today is the day that it must go into effect. reporting live at sfo, amy hollyfield, abc 7 news. amy, thank you. happening today the b.a.r.t. board of directors will discuss

a proof of payment system to try to stop fare cheats. the proposed ordinance has been revised to reduce fines that allow two civil citations in a one-year period. b.a.r.t. says police officers will be trained to follow specific protocol and proof of payment inspections on body cameras. the fines are about $75 for adults, some people may qualify for community service instead of a fine. brand-new this morning from our live desk, amid tense fights over free speech at college campuses all across the country, the university of california is now getting ready to do something about it. you'll remember these tense confrontations on the cal campus earlier this year. now the "l.a. times" reports the uc system will launch a national free speech center. uc president janet napolitano says, quote, there have been more serious issues about the first amendment on campuses

today than perhaps at any time since the free speech movement and that would be back in the 1960s. it will be based at the washington, d.c., center. jessica, thank you. a former director of fema helping those recover wildfires. james witt says it could take years. >> the devastation was incredible. all i could think of was how many lives were lost but also how many lives were destroyed. >> he says his organization will help to fill voids left by federal, state, and local agencies. witt led fema under president clinton. a new assistance center to help fire victims remove rubble. for many it's a difficult task. >> it's just an awful feeling we have to accept because the whole community is suffering the same way as we are.

>> initial removal costs will be picked up but if homeowners' policies cover debris removal they will be billed for it. it's a dangerous job to begin with but we're learning that a fire crew battling a destructive wildfire also had to dodge bullets. the mendocino county sheriff's ffice says earlier this month a cal fire crew parked on a man's property to establish a fire line. they then heard a man yelling and gunshots. 73-year-old john heron face as firearm charge. deputies say at the time of the incident he called to report intruders but said he fired his gun. the trial of a man charged with the murder of kate steinle enters day four. surveillance showed a man tossing a gun into the bay and leaving the scene at pier 14 just after steinle's shooting. prosecutors say the man is jose ines garcia-zarate. the officer who arrested him took the stand saying when he

saw him, the suspect looked like a deer in the headlights. he was quickly arrested. the san francisco public defender's office is filing challenges in every criminal case bail is set. it's to abolish the cash bail system. the public defender says his office has filed 282 challenges in just the last 15 days. that is 14 times the amount filed in the same period. this week the chief justice says the state should rely on risk assessments to decide whether defendants should be released before jail. a mom said she was held captive for 22 days. >> we're hearing the 911 call from the day she disappeared. >> reporter: for the first time we're hearing the 911 call made nearly a year ago moments after discovering his wife sherry had vanished from their northern

on how much people can contribute to their retirement accounts. and the flip from just two days ago when the president tweeted definitively there will be no change to your 401(k). current law allows you to contribute up to $18,000 a year tax free until you are ready to use it at retirement. the change republicans have floated would lower that contribution cap to only $2,400 a year. republicans argue it would force americans to put money into retirement plans that are taxed immediately. helping them pay for some of those tax cuts. democrats opposed to the idea and the tax plan. >> 80% of the gop's tax cuts go to the wealthiest 1% at the expense of children and working families. >> reporter: the full plan is expected to be revealed next week and republicans are hopeful they'll be able to pass it with a majority vote by thanksgiving. president trump hoping to sign it by the end of the year. serena marshall, abc news, washington. it's 5:15 now.

initiatives that help law enforcement and the communities they serve understand each other better and they're hoping this pledge is a step in that direction. this pledge will be signed later this morning. 49ers and unions from san jose, oakland, new york, and many others across the nation say they want to create a more understanding and safer america. pushing for the ban of armor piercing bullets, silencers like bump stocks and allow the conversion of semiautomatic weapons to turn into automatic weapons. the pledge looks to advocate for more mental health services, improve police and community relations and to engage in a constructive dialogue around issues critical to improving the health and welfare of all our residents. >> we're talking about moving the ball down the field, about having the issues and mental health. that's going to bring the community and law enforcement together.

>> this is just the beginning. the police unions say they're going to work to secure other unions across the country and the 49ers have pledged $500,000 towards this campaign and is inviting other franchises to sign this pledge. reporting live at levi's stadium, matt keller, abc 7 news. the chp is investigating a four-car accident involving a tow truck. at one point the tow truck and one of the cars caught fire. one person rushed to the hospital with major injuries. the chp also says one person was taken into custody but did not give a reason for that arrest. we're going to bring you an update as soon as we get more info. police are investigating a hit-and-run crash. the victim an 80-year-old man. police found him bleeding from the head shortly before 11:00 last night. he was taken to the hospital with serious injuries. right now police are trying to figure out what kind of car may

have hit the victim. at this time they say they have no witnesses or video evidence. happening today a consumer group plans to ask the public utilities commission to help people affected by the north bay wildfires. >> the reform network wants power companies to stop billing homes that were destroyed or badly damaged. they want to prevent companies from cutting off service for late payments. an effort to promote the urgent need for local businesses to rebound after the fires. many people don't know that just seven of napa's nearly 500 wineries were damaged or lost in the fires. this is usually the height of tourist season. right now tourism has declined and businesses are struggling. a sonoma county day of remembrance will be held for fire victims and to honor first responders. "the press democrat" reports during the event a firefighter memorial bell will toll for the 23 victims that died in sonoma county. the event will be held at bailey field from 11:00 a.m. to 12:30

p.m. 5:34 now. now to that abc news exclusive. actress ashley judd in her first tv interview. in many ways her allegation helped ignite a firestorm and more than 65 women have come forward. the 49-year-old spoke one-on-one with diane sawyer. >> well, first of all, i'm blessed to be here and i know that so thank you, and i didn't expect that i would feel tearful but it's been an absolutely tremendously moving two and a half or three weeks. >> she says before she decided to speak out it was frightening, not clear if anyone would believe the women or if anyone would care. judd says it was her parents who finally helped her decide to tell her story. you can watch her interview on "good morning america" at 7:00 right after abc 7 mornings. attorney gloria allred is demanding harvey weinstein's company create a substantial fund to pay out settlements to

alleged victims of the producer. yesterday another actress came forward with an allegation of sexual assault against weinstein. she says weinstein raped her in her hotel room in 2008. she is one of at least half a dozen women to allege they were sexually assaulted by him. some 50 other actresses claim they were harassed by weinstein. three san francisco public schools have high levels of lead in the water according to tests by the school district. they include two elementary schools, west portal and malcolm x as well as san francisco international high school. in all 72 schools were tested. the district says the source of lead is drinking fixtures which are being replaced. you can go to the website abc7news.com for a full list of schools that have and have not been tested. representatives from three major tech companies headed to capitol hill next week to testify in the ongoing probe into russian interference in the 2016 election. high-ranking officials from google, facebook, and twitter will appear before the senate intelligence committee. the chairman says the witnesses will address social media's

monthly active user numbers by mistakenly including a segment of users from third-party applications. and they went on to explain basically they had bad data. the problem dates back to 2014. they've done well lately. stock has been up today. twitter has about 330 million users globally. back to you. >> who can forget this image of patient being evacuated from a north bay hospital as the flames were behind them. the major challenge that hospital now faces. some new bragging rights for uc berkeley

it is 5:43. kaiser permanente hospital is back open after being closed because of the tubbs fire. we had this live on the air. amy hollyfield showing us as patients were evacuated as flames were behind them. they reopened after a thorough cleaning. now the concern is keeping doctors at the hospital and also recruiting future doctors. that concern is about housing. many lived in the fountaingrove neighborhood near the hospital and are living in temporary housing.

>> it's a real fear. a long commute isn't viable anymore. >> santa rosa memorial hospital is meeting with stakeholders to discuss rebuilding after 152 of their people lost homes. cleanup alone could go to 2018. so far no one has left the hospital. witnesses are telling us what they saw during a shooting outside an air bnb home in a quiet san francisco neighborhood. it was the result of a party on october 14th that got out of hand. >> woman says she and her neighbors are still shaken. >> last night supervisor hillary ronan informed them the property owner who lives overseas has been banned from rental sites, that air bnb promises to pay for the property damage. as for the shooting police say they have made no arrests.
