arriving. it will be interesting to ask the passengers what it was like at those airports today. was it any different because today is the day new screening procedures are now in place for u.s.-bound flights. that's because of new that's because of new guidelines. they could inspect your personal electronic devices. delta airlines says it is telling drivers to arrive three hours before their international flights to get through the new screening. the trump administration at first planned to ban laptops on flights on some mideast airlines. they've introduced these new guidelines. today is the first day that they will be in effect. reporting live at sfo, amy hollyfield, abc 7 news. amy, thank you. the b.a.r.t. board of directors will talk about adopting a system to stop fare cheats to

reduce fines and allow two civil citations in a one-year period before a citation is issued. they will be trained to follow specific protocol. the fines would be $75 for adults. some may qualify for community service instead after fine. a former director of fema is helping recover from the devastating wildfires. james lee witt says it could take years to rebuild. >> the devastation was incredible. all i could think of was how many lives were lost but also how many lives were destroyed. >> he toured the fire zone on tuesday and says his organization rebuild north bay will aim to fill voids left by federal, state, and local agencies. he led fema under president clinton. helping fire victims remove rubble and for many it is a difficult task.

authorities say the man was operatng heavy machinery when it rolled 200 feet down an embankment crushing the operator. that man is in critical condition. this is the second helicopter rescue just this week. sky 7 flew over the same area tuesday. another man died. okay. right now from our live desk i just learned some new details on the white house plan to declare the opioid crisis a national health emergency. it does not come with money and it's very different than a national emergency which trump initially hinted at but this will give states more flexibility in how they use money to treat the crisis and the crisis is killing 100 people a day nationwide. the last time a national public health emergency was called was back in 2009 in response to the h1n1 influenza virus.

>> jessica, thank you. 6:15. republican tax writers on capitol hill are still considering changes to 401(k)s down playing president trump's pledge not to touch retirement accounts. tweaks to the current system are possible in the tax plan. on monday the president tweeted there will be no change to your 401(k), but top republicans say there could be limits on how much people can contribute to their retirement accounts. current law you can invest $18,000 a year. that would be lowered to only $2,400 a year. democrats are opposing the plan. >> 80% of the gop tax cuts go to the wealthiest 1% at the expense of children and working families. >> the full plan expected to be revealed next week. republicans hope to pass the tax plan using a simple majority and have it signed by the end of the

cooler rain for next weekend. in the south bay where for a third day we'll tie or set a record in san jose. let's head up to the peninsula. so quite a spread there from milbrae. low to mid-80s downtown, south san francisco, sausalito. near 90 for the rest of the north bay. kind of a narrow margin to 87 in castro valley. head up into the hills. in our east bay valleys. let's take a look at the lows tonight. some 40s in the north bay and the deepest valleys at 49. the rest of us in the low to upper 50s. another last stand, if you will, for the chance at record warmth.

nasa giving us a first look at the burn scar left by the wildfires in the north bay and throughout northern california. this is a thermal image taken by a nasa satellite. you can see the areas in red is vegetation. burned out are in dark gray. this image covers an area of nearly 1,500 square miles. new at 6:00 a.m. rents are rising in mountain view, but they are falling in oakland. apartment rental website analyzed active listings. a one-bedroom was up 15.6% year over year, just over $3,100. in oakland rent is down 12.7% with a one-bedroom going for an average of san fran spran is tcisco is the expensive. >> it's crazy mountain view is

it's bumper to bumper. expect delays getting into san francisco. it's about 20 minutes now from the tolls into the city itself. here we go with an accident partially blocking a lane of traffic here westbound 80 near san pablo. traffic is now stacked up solid for at least a 35-minute drive in towards the east shore freeway. guys? >> thank you, sue. new this morning on the peninsula the chp investigating a four-car crash involving a tow truck in redwood city. this is southbound 101 near wood side. at one point the tow truck and one of the cars caught fire. one person was rushed to the hospital with major injuries. the chp says one person was also taken into custody but didn't give us a reason for the arrest. we're going to bring you an update as soon as we get more information. >> police are investigating a hit-and-run crash. the victim an 80-year-old man. police found him bleeding at gregory lane shortly before 11:00 last night.

police brutality. others from across the nation say they want to create a more understanding and safer america. they're signing the pledge and encouraging other teams and unions to sign it as well. the pledge includes several issues including working with lawmakers to ban bump stocks that allow the conversion of semiautomatic weapons into automatic weapons like the ones used in the las vegas mass shooting. they want to advocate for more police and community relations. the 49ers pledged $500,000 to this campaign. the signing is scheduled to take place at 11:45 this morning here at levi's stadium. reporting live matt keller, abc 7 news. matt, thank you. happening today a consumer group plans to ask the california public utilities commission to help people affected by the north bay wildfires. >> the utility reform network wants power companies to stop billing homes destroyed or badly damaged. it's also asking to prevent companies from cutting off service for late payments. happening today the napa valley wine train hosting mayors from the area in an effort to

promote the urgent need for local businesses to rebound after the fires. many people don't know just seven of napa's nearly 500 wineries were damaged or lost in the fires. officials say this is usually the height of tourist season. right now tourism has declined and businesses are struggling. a sonoma county day of remembrance will be held saturday for fire victims and to honor our first responders. "the press democrat" reports during the event a firefighter memorial bell will toll for the 23 victims who died in sonoma county. the event will be held at bailey field from 11:00 a.m. to 12:30 p.m. now we'll turn to that abc news exclusive. actress ashley judd in her first tv interview since going public with her claims against harvey weinstein. >> in many ways her allegations helped ignite the firestorm and more than 65 women have come forward. the 49-year-old spoke one-on-one with diane sawyer. >> and what i would say to harvey is i love you and i understand that you are sick and

suffering, and there is help for a guy like you, too. it's entirely up to you to get that help. >> she says before she decided to speak out it was frightening, not clear if anyone would believe the women or if anyone would care. judd says it was her parents who finally helped her decide to tell her story. you can watch her full interview on "good morning america" at 7:00. well, attorney gloria allred is demanding the harvey weinstein company create a substantial -- a substantial fund to pay out settlements to alleged victims of the film mogul. another actress came forward with an allegation of sexual assault against weinstein. natasha malta says weinstein raped her in a hotel room in 2008. she's one of half a dozen to allege they were sexually assaulted by him. some 50 other actresses claimed they were harassed by weinstein. developing news in san jose, police searching for two suspects wanted in connection with a deadly shooting and a statewide brothel ring. police released surveillance video of the men they're looking for, linking them to a homicide in san jose last month as well

as sexual assaults and robberies in milpitas, fremont and south san francisco. they say the crime scenes were all brothels. news that a brothel was operating in a san jose neighborhood didn't come as a surprise to the people who live there. >> i've heard from neighbors that there are hookers working in some of the apartments. i was disappointed that the apartment didn't do a better job screening residents and people who rented those units. >> police arrested three other suspects last week in southern california. investigators believe there could be more robbery or assault victims and they're asking them to come forward. three san francisco public schools have high levels of lead in the water. they include two elementary schools, west portal and malcolm x as well as san francisco international high school. in all 72 schools were tested. the district says the source of lead is in the drinking fixtures. those are being replaced. you can go to our website abc7news.com for a full list of schools that have and have not been tested. witnesses are telling what's

they saw during a shoot-out outside of an air bnb home in a quiet san francisco neighborhood. it was the result of a party on october 14th that got out of hand, a party hosted by renters of the home. a woman who lives next door says she and her neighbors are still shaken after having witnessed a gun battle. >> i did not see what my neighbors saw which was two young men with handguns firing back in that direction. >> last night supervisor hillary ronan informed the community the property owner who lives overseas has been banned from short-term rental sites and also air bnb promises to pay for all property damages. as for the shooting, police say they've made no arrests and are still investigating. in the south bay the vta stepped up testing along the ten-mile b.a.r.t. extension. here is video of trains being tested between free month and san jose. officials say the public will see and hear multicar trains traveling on that extension. testing will happen every day of the week except for sunday. that silicon valley service is expected to start some time next

will mean i will be asked more questions along the lines of who packed your bags, where are you going? it is up to each airline to decide how to implement the new system. it's the israeli model used to engage travelers to see if anyone is nervous or uncomfortable. we asked people about it who just flew in from israel. >> it's not much differen >> they told me what they were looking for. they were looking for explosives. so, oh, okay, which is nice. sometimes they rifle through my stuff, what are you looking for in there? so that was the difference that i saw. >> reporter: the u.s. government originally planned to ban laptops on some mideast airlines. they scrapped that idea. this is in place instead. this was issued about three months ago. but it goes into effect today. some airlines such as delta is advising international travelers that they need to get to the airport three hours before their flight just in case this does

add extra time to the security process. the passengers we spoke to say it looked like everything was running smoothly and did not take extra time. amy hollyfield, abc 7 news. kaiser permanente hospital in santa rosa is now back open more than two weeks after being closed because of the tubbs fire. amy hollyfield was with the crew that day when we caught this image, patients being evacuated with flames behind them. the medical center reopened after a thorough cleaning. now there's a new concern and that is keeping their staff and recruiting doctors and nurses and other folks who work there in the future. more than 200 kaiser employees lost their homes. many lived in the fountaingrove neighborhood near the hospital and are now living in temporary housing. >> it's a very real fear. there comes a point when a long commute just isn't really viable anymore. >> santa rosa memorial hospital is actively meeting with stakeholders to discuss rebuilding after 152 of their

people lost their homes. it will be a long process. cleanup alone could go into 2018, and so far -- so far, i should say, no one has left the hospital but it will be tough. >> it will be really hard. happening today the government is set to release tens of thousands of classified documents about the assassination of president john f. kennedy nearly 54 years ago. a law passed in 1992 called for the records to be made available after 25 years if the president allows it. president trump tweeted that the long-anticipated release will take place today. abc news correspondent says experts think some of the secret files have to do with an assassin, lee harvey oswald, and what he was doing in the weeks prior to the shooting. >> reporter: he visited both the cuban and russian embassy in the city. why wouldn't they want these documents released? it could be what did the agents, the spies, the diplomats know? did anyone down in mexico know that oswald wanted to kill kennedy? >> the national archives says the most explosive documents

have likely already been released. and now on to your morning money report, we are all used to seeing walgreens and rite aid stores right across the street from each other. that may be about to change. >> walgreens says it will close 600 stores starting next year. that announcement comes a month after regulators gave them the go-ahead to acquire half of rite aid's 2,000 stores. most of the closures will be rite aid stores within one mile of a walgreens. the company hasn't announced which stores will close. >> it's going to cost you more to mail a package with u.p.s. the company is raising rates by nearly 5% starting on christmas eve. the hike is because online retailers like amazon are posing challenges to traditional shipping companies. rival fedex announced a similar rate hike starting next year. >> ibm is doubling the amount of time employees get if they're new parents. moms and dads can now take 12 weeks. they have until one year after their child is born to take advantage of that. ibm also unveiled benefits for traveling mothers and financial assistance for adoption or

will taper saturday morning, move up into the high country and become snow. we could get amounts a quarter to an inch. it's possible. that's the potential. of course we'll tweet that as we get closer. the big story here is the change saturday. we take the 90s out of the forecast and we take the 80s out of the forecast for sunday through halloween tuesday and into wednesday. hi, sue. good morning, mike. good morning, everyone. go to the golden gate bridge where traffic is flowing nicely. we have four lanes in the southbound direction, two lanes in the northbound direction. if you're coming through the robin williams tunnel, you'll probably notice it's dark. it's really dark. the lights southbound are off inside the tunnel as are the street lamps coming south out of the tunnel. heads-up there you may want to use your brights and as the sun comes up that won't be much of a problem anymore. all right, we go to hayward where the whipple off ramp is now closed. they had an overturned vehicle off into a ditch, the tow truck is there. they had to temporarily close the off ramp from northbound 880 that should be reopening in the

next couple of minutes. slow traffic in both directions on 880 through the hayward area. an earlier accident near san pablo cleared out of lanes. slow southbound all the way from hercules, you're looking at about a 45-minute drive into the mcarthur maze this hour. >> sue, thank you. it is breast cancer awareness month and take a look. the warriors honored survivors last night. these incredible women got to sit courtside for the team's shoot around and got a visit from kevin durant and they loved every minute as he signed their shirts. the warriors say they all got signed cards as well inviting them back for another game in january. all right, kellogg's is making new boxes after a complaint that the artwork is racially insensitive. >> here is a look at it. you can decide for yourself. it shows cartoon corn pops at a mall and you see that one pop is a different color. so someone on twitter asked kellogg's why the only brown corn pop is depicted as a janitor. he says it's teaching racism to kids.
