good friday morning, everyone. i'm kendis gibson. >> i'm diane macedo. here are some of the top stories we're following this morning on "world news now." thousands of jfk files have been released, but some of those documents are still sealed in the interest of national security. the batch of records on the kennedy assassination reveal an extensive and broad investigation but no bombshells. we have a full report up next. a delta airlines flight from atlanta to amsterdam forced to make an emergency landing in newfoundland. a pilot declared an emergency right after saying one of the plane's engines had failed. there were no injuries. the reckless driving case against tiger woods comes to an end today. woods had five drugs in his system when he was found asleep at the wheel in may. and after an eight-home-run thriller in game two, the

shrouded in secrecy at the request of the investigation community. >> they detail lee harvey oswald's travels and communist sympathizers, but no big bombshells. abc's brian clark has more. >> reporter: president trump declassifying nearly 3,000 documents surrounding the kennedy assassination. yet holding back others for further review because of national security concerns. those still-secret records under review for the next six months. november 22nd, 1963, president kennedy and the first lady arrived in dallas on a day that would forever change america. the first couple riding through dealey plaza in the back seat of a convertible. the top down, the president an open target for assassin lee harvey oswald. >> president kennedy has been shot in dallas, texas. >> reporter: a nation in shock, finding it hard to believe that a lone gunman had killed the leader of the free world. then two days later on live television. >> there is lee oswald.

the opioid crisis will be an official public health emergency, president trump invoked the memory of his brother fred who suffered from an addiction to alcohol and encouraged his younger brother not to drink. >> to this day i've never had a drink. i learned because of fred. i learned. and that's what i think is so important. this is an idea i had, where if we can teach young people not to take drugs, just not to take them. >> reporter: the president's public health declaration means patients in rural areas can reach doctors and obtain prescriptions to treat addiction by phone or internet. and it lifts bureaucratic red tape for treatment centers in all 50 states. back in august, the president made headlines for calling the opioid crisis a national emergency. >> it is an emergency. it's a national emergency. >> reporter: but at that time, he didn't sign a declaration to make the national emergency designation official. that would have made additional new federal funds that are usually reserved for disasters like hurricanes or tornados.

some democrats are arguing that the public health declaration isn't enough. >> what i would say to the president on that is "show me the money." >> reporter: the white house says they intend to work with congress to allocate additional funding to help battle the opioid crisis because as it stands right now, the public health emergency declaration does not carry with it additional funds. it would, however, allow the government to reindicate some grant money. it would allow the government to >> one more note from washington, the house is turning its attention to tax cuts. now that a republican-backed budget has narrowly passed. 20 republicans voted against the resolution, along with every democrat on capitol hill. but now that it's approved, lawmakers can start hammering out the details of a $1.5 trillion tax cut. several tough issues must be decided, including possible changes to 401(k) retirement plans. republicans want to introduce their tax cut bill by next wednesday.

secretary of state jim mattis is sending a strong message overnight to visit korea's dmz. he got a brief look into north korea before receiving a briefing from u.s. military commanders. mattis said his visit reaffirms the u.s. iron-clad commitment to the south korean people and accused the kim jong un regime of denying freedom in pursuit of nuclear weapons and echoed the secretary of state saying the goal is a nuclear-free korea. lawmakers are calling for an investigation into how a small power company was awarded a $3 million contract to restore power in puerto rico. with nearly three quarters of the island still in the dark nearly a month later, the contract has come under increasing controversy. gio benitez has details. >> reporter: new questions about the montana company hired to restore power in puerto rico, landing the $300 million contract with just two full-time employees at the time, they are bringing on subcontractors and dozens of workers. >> we're here ready to light up puerto rico. >> reporter: there's new

controversy after a twitter dispute between that small company and the mayor of san juan. the mayor asking questions about whether they were up for the job. tweeting if whitefish energy feels that asking for transparency is misplaced, what are they afraid we will find? that montana company fired back with what appeared to be a threat. we have 44 linemen rebuilding power lines in your city and 40 more men just arrived. do you want us to send them back or keep working? the company is now apologizing. three quarters of the island is still without power. the governor of puerto rico says if there are problems, they will look into the company and how they got the contract. president trump's interior secretary, ryan zinke, is from the same hometown. but zinke claims he had no role. >> we will push forward. if there is wrongdoing, you know, in this process or in any process, there will be hell to pay. >> reporter: and the interior secretary does know the ceo from
