what's going on outside. there are some changes starting to show up. they're going to be mainly at the coast. you can see the cloudiness there, the fog encompassing the golden gate bridge, also, so caution there as it may get slippery. some of that moisture in the air clings to the bridge. so that's about the big story for this morning. 52 to 59 in your 12-hour day planner. the coast stays in the 60s while we go 75 to 81 around the bay. still warm inland. 80 to 87. a delightful evening, 71 to 75 at 7:00. that's for the bay and the inland. the coast will be at 59. we'll talk more about that cooling trend and the rain on the way coming up. here's sue. to san jose for an outside look at our traffic cameras 101. the headlights past the 880 overcrossing. across town to 280 at the 17/880 overcrossing here. traffic is flowing nicely for an eight-minute drive up to cupertino. we do have a couple problem

spots. to san rafael. it's northbound 101. the reverse commute direction, two lanes remain blocked here just past central san rafael and to millbrae, a new accident. details near millbrae avenue in the slow lane. >> sue, thank you. thousands of students will be heading back to school this morning after the devastating north bay fires. >> more than a dozen schools are reopening. many students and staff, of course, personally affected by the fires. abc 7 news reporter amy hollyfield live at piner high school. >> reporter: hi, good morning. 80 students here lost their homes, and so did four staff members. this is one of 13 schools in santa rosa that will be reopening today. a good sign that the city is getting back on its feet. here is a look, also, at the rebuilding process going on across the city at a community meeting last night. residents are wondering what happens next. they were told that the army corps of engineers will start removing fire debris from about

5,000 properties. so it's in charge of that and it says during that process it will monitor the air quality 24/7 during this cleanup. >> we'll be monitoring at schools as well as on the site to ensure those contaminants not being spread. >> reporter: but first the epa will go to work, start removing hazardous waste from the coffey park neighborhood that will start today. back here at school counselors will be on hand to help any students who are dealing with the trauma from these fires. reporting live in santa rosa, amy hollyfield, abc 7 news. >> amy, thank you. we turn to breaking news in san jose, a fire burning a popular fast food restaurant. >> abc 7 news reporter matt keller just arrived. matt, what can you tell us? >> reporter: good morning, natasha and reggie. we're on croply avenue at north capital avenue. this is a kfc that went up in flames this morning. it happened at about 4:30, and firefighters called out two

alarms. so a lot of firefighters here on the scene. you have two ladder trucks up in the air. but no water coming from them. they're all fighting this from the ground. they're fighting it from outside of this building. you can see that a lot of smoke is still coming up. they knocked down the flames. but now they're trying to get make sure they get the flames that are burning inside the building and up in the roof area here at this kfc. they blocked off croply avenue in both directions off north capital avenue. we're near 680, a mile and a half away from the great mall here in san jose. they'll be out here for a while as they work on the fire. firefighters bringing down one of the ladder trucks so it appears they're not going to be fighting this from the sky but will be working from the ground with those chainsaws and digging into that roof and into the attic here and trying to get these flames out as this fire broke out in the middle of the night here in san jose. of course we're going to follow

this and bring you the latest here on abc 7 mornings. back to you. matt, thank you. we do have more breaking news. bay area congresswoman jackie speier sharing her story, her me too story, amid the harvey weinstein scandal. a lot of victims of sexual abuse and harassment as well speaking out on social media using their platform on social media to ebbs pose their stories including high-profile women like speier. in a tweet this morning she says she was attacked as a congressional staffer, and she remembers the fear and shame. and take a listen here. a warning, though, it is tough to hear. >> i was working as a congressional staffer. the chief of staff held my face, kissed me, and stuck his tongue in my mouth. so i know what it's like to keep these things hidden deep down

inside. >> and speier has been sending out a series of tweets this morning, one of them here says many of us have a me too story because congress has been a hostile work place for far too long. it must stop. it is time for #metoo congress. >> it still has legs. thank you so much, jessica. students are being exposed to lead in water. at the temporary site of glenn view elementary, they are four times. others are burckhalter, fruitvale, thornhill elementary and american indian charter high school. >> now that president trump declared the opioid crisis a health emergency. local authorities are work to go get prescription drugs out of the wrong hands.

>> reporter: this firefighter has had three surgeries since april. >> after the first operation, i had some heavy duty narcotics, opioids. i found out about august that a teenaged boy who had been in my house had stolen some of them. >> reporter: he immediately installed a lock box. >> to find out that i was contributing to somebody's harm, that really hurt. >> reporter: he no longer needs his medication so he'll be taking advantage of national prescription drug takeback day. >> prescription drugs can be just as bad as illegal drugs. and a lot of people at home have prescription drugs, unused or expired. >> reporter: the district attorney's office has partnered with the drug enforcement adminitration for the annual event from 10:00 a.m. until 2:00 p.m. saturday people can take their pills to almost any law enforcement agency or fire station for free and safe disposal so they don't end up in the water supply or the wrong hands. dr. jerry calway is certified in

addiction medicine. he knows the dangers of drug abuse. >> i've had 14 deaths from people mixing things. they don't wake up. >> reporter: president trump declared a health emergency. it allows agencies to redirect resources. in san jose, katie marzullo, abc 7 news. it's 5:08 now. supporters have the go-ahead to collect signatures for a ballot initiative to split california into three separate states. the effort is being funded by tech billionaire tim draper. he says parts of the state get ignored in sacramento. the flee-way split goes like this. northern california would include the bay area all the way to the oregon border, southern california would begin in fresno and cover most of the southern part of the state. and then a new california would begin in los angeles county and cover most of the coastal areas. even if the measure is passed, congress would have the final word. >> have to add a few stars to the flag then, wouldn't we? good morning.

24-hour temperature change. most of us cooler. most significantly in san francisco and oakland, five degrees cooler so you should notice that when you step outside. low to mid-50s, out towards livermore. mid to upper 50s highway 4. also in concord at 59. lafayette, 54 right now. let's take a look at other neighborhoods. 60 right now in mountain view, san jose. up in the hills, los gatos, 72. 67 in pacifica. 47 in napa. 50 novato. 57 in san francisco. here's a look at santa cruz, an area you may want to go to today. a little foggy this morning. afternoon sunshine. we're going to have that dangerous surf starting at 2:00 this evening through 9:00 tomorrow evening or this afternoon through tomorrow evening. nearly tranquil on the bay but the last day we'll have light winds on the bay. exercising, a warm afternoon. a look at hourly temperatures. we'll start with san francisco, average highs 69. by 10:00 we're at 66. 71, nice during the lunch hour. 76 at 2:00 and 4:00. 70 at 6:00. and about 65 at 8:00. so you may need a light jacket

they have just banned the sale of it altogether. they say marijuana has a destructive impact on local communities. they voted 4-1 to prohibit cannabis growing and sales. they say the dispensaries will be fazed out. cities and counties still have the option of prohibiting sales. investigators have released new surveillance video in the search of a suspected serial killer in tampa. >> a person of interest in the case. here are the details. >> reporter: in this morning's "gma first look" new video police are hoping will help them stop a serial killer, a person of interest seen running from the scene of benjamin mitchell's murder seconds after he was killed. >> i've come up with four reasons why this person is running. one, they may be late for dinner, two, they're out

exercising, three, they heard gunshots, and, number four, they just murdered benjamin mitchell. >> reporter: mitchell killed near his home, monica hoffa and anthony naiboa killed over the next few days. this is the spot benjamin was gunned down. police say they have a lot more to go through. and coming up at 7:00 a.m. more details on the community on edge as police search for a killer. with your "gma first look" abc news, florida. a woman missing since 1975 has been found alive 42 years later. the sheriff's office in new york says flora stevens was using last name harris when detectives tracked her down at an assisted living facility near boston. they say her husband dropped her off for a doctor's appointment in new york in '75 and when he returned to pick her up she wasn't there. she suffers from dementia so has not been able to shed light on where she's been the last four

decades. the united auto workers union filed an official complaint against tesla. that complaint claims unfair labor practices at the palo alto-base alto-based plant. they fired about 400 employees from its plant in fremont including associates, team leaders, and supervisors n. a statement they say performance reviews can result in promotions and employee departures t. denies taking action based on an effort to unionize the plant. a hearing on unionization is set for next month. a fire beneath one of muni's historic street cars startled commuters during rush hour. muni says the street car itself never caught fire. what you see there are flames from a motorized skateboard. the rider fell off and the board rolled underneath the street car. nobody got hurt. muni took the car out of service so it could be checked for any damage. a new program hoping to make san francisco streets safer by placing grim statistics.

circular signs like this one mark the numbers of injuries or accidents at that intersection. posters at nearby shops explain and direct you to a site. the goal is to eliminate traffic deaths by 2024. some new details on nasa's plan to build a new housing campus in mountain view. nasa is accepting proposals to build nearly 2,000 rental units at moffitt field. nasa says at least 10% will be tagged for affordable housing. first rental reference will go to people who work or go to school within the nasa property there. the project area is now open for interested developers. construction expected to be completed by 2028. well, today is a tribute day at oracle arena, the warriors will honor their 1975 championship team's head coach. >> that's right. as part of the festivities the ws will be giving away this attles bobble head. we have a look at the attles'

millbrae. only upper 60s and hazy sunshine along the coast. significantly cooler there. hazy sunshine up around santa rosa, 89. napa at about 86. and our inland east bay neighborhoods upper 80s with unheu unhealthy air quality. all right, here we go. next friday into saturday you can see the rain coming in, raining possibly all day friday, heaviest friday night into saturday morning and then tapering saturday afternoon. we could get possibly up to an inch, an inch and a half in some of our higher elevations. a half inch in our lower elevations t. could be our first significant storm. before that we're going to see temperatures tumble this weekend. by the time we get to halloween, we're in the 60s and 70s. sue? thanks, mike. to the san mateo bridge where traffic is getting busier on the flat section, the causeway from hayward over to foster city. you're looking at about a 17-minute drive as you make your way across the span.

good news, we have a cleared accident north 101. it was blocking two lanes just past central san rafael. chp and tow truck got that out of there rapidly so traffic is flowing nicely through the area there, back to millbrae it's apparently just north of millbrae avenue. a car partially blocking the slow lane and it has a tire stuck underneath it. we have redwood city police on the scene there and traffic is getting by okay. hopefully they'll push that out of lanes shortly. we'll be back to check on that and the bay bridge. it's 5:20 now. a car-pooling system in place at cupertino high school. according to our media partner, the city of cupertino and the fremont union high school district are teaming up with a mobile app called pogo. parents can create and manage car-pools for school pickups and drop-offs as well as after school activities. they hope it will ease traffic congestion around the school. the blue and green bikes you see all over san francisco and the east bay are now in the south bay, too. abc 7 news was in san pedro

with apparently a tire stuck underneath it. a tow truck is on the way. >> sue, thank you. firefighters on the scene of a fire burning a fast food restaurant. >> matt keller with new video shortly after it first broke out. good morning, matt. >> reporter: good morning, natasha and reggie. take a look at what's happening now. things have calmed down since i saw you hatch an hour ago. firefighters are inside working on getting the fire out in the ceiling and attic space. check out the video from earlier this morning. big flames on cropley avenue here in san jose. firefighters were putting water on it and getting chainsaws into the building trying to make sure they got all the wood down that they could to get the fire out from within the building. i talked with the captain here

of the fire department and he told me that this is unusual because it started in the dining area of the restaurant not the kitchen area. so he told me they would have to investigate and try to figure out how this was started. he says it is a possibility that there could be some electrical causes but also the possibility causes but also the possibility this could be arson as well. the flames were not able to spread to others so they were able to knock it down before it was able to spread. and they will be out here for a long time. cropley avenue is blocked off right now so you will have to find another way around. >> matt, thank you. four people in custody after

police say one of them impersonated a police officer. they used something that sounded like a police siren. now the man said someone got out of the car and put a hood on. that's when the man drove off and called police. the suspect car was later stopped for an unrelated traffic violation. the driver was arrested for impersonating a police officer. another man was arrested for contributing to the delinquency of a minor. new this morning, the president going after san francisco billionaire tom steyer on twitter known for being a huge fund-raiser and activist for the democratic party and has been spending millions of dollars running ads calling for the president's impeachment. the president tweeted a short time ago saying, quote, unhinged tom steyer who has been fighting me and my make america great

agenda from beginning, never wins elections. steyer was the founder of one california bank and i want to show you this. a tweet was sent out a short time ago. i've been checking tom steyer's account. no response yet this morning. >> the santa cruz sheriff's department will release information about a possible arrest in the bear fire. >> the sentinel reports the sheriff's office is preparing to arrest the person believed to have started it. cal fire says first responders immediately knew it was suspicious. the agency announced the bear fire is fully contained and burned under 400 acres near the town of boulder creek. >> the fires burning in napa and sonoma. the latest report has the nuns fire at 94% contained. the atlas fire 98% contained. the tubbs fire which burned at santa rosa, 95% contained.

in southern california crews are battling a 350-acre wildfire. take a look at the flames there. the "l.a. times" reporting an 18-year-old motorcyclist crashed into a tree and that is what sparked the fire yesterday afternoon in the cleveland national forest. this is northeast of san diego. the motorcyclist had only minor injuries. there are a handful of homes now evacuated. >> all the fires happening in napa and all around, there's so much going on. how fast that went through. we're not being dumb. we don't want to be over panicked at the same time. >> right now the fire is only 15% contained. testimony is set to resume on monday in the trial after man charged with the murder of kate steinle. the federal park ranger whose stolen gun killed her woychowski said he felt it was safe to leave it in his suv.

defense attorneys claim the gun went off accidentally after suspect jose ines garcia zarate found it wrapped in cloth. prosecutors say garcia zarate fired the weapon on purpose. this morning a father is in jail facing several charges after his 8-year-old son brought a loaded gun to school. san ramone police arrested anthony o'donnell at his home. an 8-year-old brought the gun to twin creeks elementary in his backpack and showed it to a friend. that classmate told a parent. the parent told police. neighbors are understandably very surprised. the boy's friends are >> i don't think i'll play with him. >> i'm not sure why they did that. i think it's a bad thing because they could have hurt somebody. >> the father of five is charged with child endanger many and allowing a firearm to be accessible to a child.

bail is set at $140,000. b.a.r.t. says it's time to play hardball with fare evaders. last night the board of directors voted to start a proof of payment system. that means riders will be required to show tickets to fare inspectors or police. it's an attempt to cut into the estimated $25 million the agency says it loses every year to people cheating the system. one example of the problem automated cameras at the embarcadero station caught 600 people sneaking in to b.a.r.t. free on just one day. 5:37 now and happening today the golden gate bridge district board is set to vote on reconstruction of the $11 million sausalito ferry terminal. a committee voted yesterday to approve construction. a full board will discuss today. as the plan stands now reconstruction would include a rail along the gangway passengers walk to board and widened to 12 feet, more than twice its current width. tomorrow morning cal train is slated to bring down two more

piers. no cars will be allowed on the bay bridge for about 30 minutes during the blasting people which is expected to start around 9:30 in the morning. one last implosion is scheduled in two weeks to bring down the final three piers. we'll start with spare the air. inland east bay and the santa clara valley poor air quality today. let's go inland. you can see temperatures in the low to mid-50s but mid to upper 50s concord to highway 4. around the bay anywhere from 53 in oakland to 61 at much cooler up north. 47 in napa. good morning, pacifica. you're at 64. a look at the bay bridge toll plaza. it's going to be foggy near the coast this morning. caution there. cool this morning but warm this afternoon. and our last fairly calm day if you're going to be on the water. let's take a look at the state. 98 only in palm springs. 88 in l.a. today.

a new report says many of the cars in the new express lanes in contra costa county should not be there. the metropolitan transportation commission says 40% of the people driving in the new lanes, 40%, do not have a fastrak. officials say they will be notified by mail but not penalized for now. the lanes opened three weeks ago. they say overall the lanes are working as expected. tickets go on sale for next month's benefit concert at at&t park to help north bay wildfire victims. it will feature metallica, dave matthews and oakland hip-hop artist gez. tickets go on sale at 10:00 for the november 9th concert and prices range from $50 to $200. tickets can be purchased on ticketmaster's website or band together bay area.org.

of the medical center. two women and their two dogs were rescued this week after being lost at sea for more than five months. jennifer appel and tasha fuiava were overjoyed to see "uss ashland" on wednesday. the women had set sail from honolulu in the spring bound for tahiti but their engine broke. they used their marine radio to call for help every day but no ships were close to them. a taiwanese fishing boat heard their distress call southeast of japan. over the last five months the women survived three massive storms and two shark attacks. >> both of them we actually thought it was lights out, and they were horrific. >> the women had water purifiers on their boat and a whole year's worth of food, so they -- you can't fault them, they were prepared. >> i don't fault them at all. i think they're incredible. i don't know if i would have
