>> announcer: this is an abc news special report. now reporting, george stephanopoulos. good morning, we're coming on the air right now because abc news learned that special counsel robert mueller has filed his first charges in the russia investigation, first charges filed against paul manafort. president trump's former campaign chair, you see him right there last year during the campaign. served as campaign chair for three months. want to get the latest from pierre thomas in washington. pierre. >> reporter: that's right, george. official washington was holding its breath but sources with direct knowledge tell abc news that former trump campaign chairman paul manafort and one of his associates rick gates have been told to surrender to federal authorities today. this would be the first fruits of special counsel bob mueller's five-month investigation into

whether anyone from the trump campaign colluded with the rugs in the 2016 presidential election. george, we believe that this is tied to whether his financial dealings were somehow tied to russians, not directly related to the collusion issue but we are waiting to find out what the specific charges are. >> we know he had business relations with russians for many years before he and rick gates joined the campaign. want to bring in jon karl. jon, this may explain some of the tweet storms from president trump over the last few days. this is big. this was a man who was president trump's campaign manager back in 2016 and rick gates was an instrumental deputy in the campaign as well. >> reporter: this is a big deal. he was the chairman of the campaign, george, somebody instrumental in trump clinching the republican nomination, ran the republican convention for then nominee donald trump, candidate donald trump, rick gates is somebody who stayed on the trump campaign even after manafort was fired over the summer and also was with the

trump transition team and the trump inauguration team so this cuts very close, although the charges themselves may be reeled to manafort's business dealings and not anything to do with the campaign. very close to the president. >> no question about that. remember, if we go back to the timing last year during the campaign manafort left the campaign just days after several of these business dealings were revealed including payments that he may have gotten from the ukraine. >> reporter: yes, and at the time, i was told by senior officials on the campaign that was very much part of the reason that manafort was fired, not the only reason but a big part of why manafort was fired because of that cloud. but, george, this is a bigs is s

it would not necessarily have anything to do or wouldn't in their view have anything to do with the trump campaign or with the president himself. >> that's clearly what they would say but, you know, one of the things we've learned with all of these investigation, all these special counsel investigations they start in one place often end up someplace very different. >> reporter: no question and you are starting at a place that is incredibly close to the president of the united states. this was the chairman of his campaign. and rick gate, not as major a figure in the campaign, but a prominent figure in the trump campaign who stayed even after manafort was fired. >> i want to bring back pierre thomas for more. we know special counsel mueller, again, we don't know all the details of these charges specifically right now but know he's hired a team that includes experts in money laundering. >> reporter: these are experts in money laundering, white collar crime, people who have experience in taking down members of the mafia, organized crime and, george, let's give a little bit of perspective here. manafort has been in the

crosshairs for months. back in august the fbi conducted a raid at his residence in alexandria and showed up, inside of his apartment with a s.w.a.t. team, tactical team to collect the evidence. it was a clear sign that he was someone that they had intense interest in and that this was serious business. >> and, pierre, on his own manafort is a pretty big person, a chairman as jon karl said of donald trump's campaign but the question would be after this indictment, do they use that pressure to get him to talk about other activities in the campaign to get him to talk about the president? >> reporter: again, this, we believe, is timed to financial dealings. you are required under federal law if you're acting as a foreign -- agent for a foreign government to notify federal officials of your activity. we know that manafort amended some of his records to indicate some work he had done. those cases aren't typically always prosecuted but in this case with the stakes being this high the man has been under

the golden gate bridge. you can see the fog that mike has been talking about but now down on the roads. all. we have an accident reported in san jose. a couple lanes blocked near blossom hill. we'll get an update when we come back. it's 5:07. developing news out of san jose. authorities had to break up this sideshow on hosteter road overnight. police say hundreds of people were involved and an officer was hurt when he was hit by a vehicle. they say he's going to be okay. several different agencies responded to the scene including morgan hill, chp and the santa clara sheriff. multiple people were taken into custody. happening today week two in the trial of a man accused of killing kate steinle. >> amy hollyfield live at the hall of justice in san francisco. amy? >> reporter: hi, good morning, reggie. week two of a closely watched case. this case got national attention when it happened. a jury is trying to figure out

if jose ines garcia zarate should be convicted of second-degree murder. if he intentionally fired a gun at kate steinle two years ago. she was strolling along san francisco's embarcadero with her father when she was shot and killed. the jury last heard from the park ranger whose gun was used in the shooting. john woychowski testified that his gun was in his backpack in his car in san francisco and that he felt safe leaving it there while he had dinner with his family. when he came back the car window was smashed and the backpack had been stolen. the defense says garcia zarate found the gun under a bench and accidentally fired it. the gun was later found in the bay by divers from the police department. if convicted garcia zarate to face 15 years to life in prison. again, today is the first day of week two in this trial.

>> thank you, amy. the search is on for the gunman who shot and killed a man in contra costa county. a man was shot multiple times walking in a residential area on wild drive in discovery bay. police say a group of men and one woman in their late teens or early 20s went through the neighborhood in two cars. a disturbance over speeding may have led to a confrontation with one of the drivers. >> from what i heard the gentleman had thrown a cup of ice at him and said slow down but they happened to make a round around the block and came back and shot him. >> the sheriff's department now looking for a newer gray dodge challenger or ford mustang and a red mitsubishi eclipse. police are reviewing video of the shooting. another bombshell in the harvey weinstein scandal. southwest airlines is treating passengers in flight whether they want to listen or

the red carpet. it's a robin roberts' exclusive. scientists at stanford will study the brain of las vegas mass shooting gunman stephen paddock. he killed 58 people and wounded more than 500 others on october 1st. "the new york times" reports that the stanford team will analyze his brain tissue for signs of disease or trauma. the medical examiner found no signs of his brain being abnormal. the inmate who escaped a west virginia jail by disguising himself as a civilian is back in himself as a civilian is back in custody. he managed to ditch his orange jumpsuit for khakis and a pullover. >> this is either an inside job or it's just out and out incompetence.

>> u.s. marshals tracked him down. he was in jail for a carjacking and police pursuit. >> general motors has agreed to pay orange county nearly $14 million. those practices include concealing serious safety defects to avoid costly recalls and part replacements. gm failed to disclose defects including power steering, air bag and brake problems. those led to the deaths of people. new details about hilltop mall now. these renderings. the new owners say over the next 18 months the shopping center could have a whole new look. they're changing the name to shops at hilton.

in the middle of the devastation. >> and we have an update now, the tubbs, nuns, and pocket fires are all 98% contained this morning and cal fire expects full containment some time this week. new developments in the arrest of this man and a woman accused of looting in santa rosa. this happened on saturday night. police say the man gave police a fake name. they discovered his real name is jonathan leon lee connor. he and christina marsh stole a flat screen tv at the overlook apartments and led police on a high-speed chase. connor is now facing charges of identity theft. cell phone thefts and fights nearly shut down california's great america over the weekend during the theme park's halloween haunt. saturday night about 20,000 people crowded into the park. an officer told one victim as many as 50 phones stolen. ten extra officers were called in to help.

we learned this morning he was being asked to surrender to federal authorities in connection to the russia collusion probe. campaign member rick gates both asked to surrender. asked to surrender. this is a special counsel investigation into russia and the trump team in the election. >> oakland a's catcher bruce maxwell is out of an arizona jail this morning after being accused of pointing a gun at a woman trying to deliver food to his home. >> any word on your arrest last night? >> maxwell was released on $10,000 bond and ordered to stay away from all weapons and undergo alcohol testing. police have not said what caused him to pull the weapon. he became the first and only mlb player to kneel during the national anthem. a spokesperson says that the

team is disappointed to learn of the allegations and is gathering information from the proper authorities before making any further comment. this morning investigators trying to determine the cause of a house fire in san francisco that left a person dead broke out about 4:00 yesterday morning. on molimo drive. the victim was trying to escape from the front of the house. a neighbor shared this video with abc 7 news. firefighters were able to rescue a second person from the rear of the home that person is in the hospital. betsy devos is considering only partially forgiving federal lans for students defrauded by for-profit colleges. the associated press reports they confirm the changes being discussed now and such a change would abandon the obama administration's policy of erasing the debt and leave students with loans that they must pay for without receiving the education they were promised. klay thompson's shooting skills will do a lot of good for the north bay fire victims.
