the golden gate bridge, road work there. we just got word from chp that this accident near grant line on the altamonte pass has been cleared, just a little slowed traffic approaching. i checked your ace train number 1 left on time is headed towards lay tlop on time. that's a great alternate if you don't feel like driving 580 this month. developing news out of antioch now where police are investigating a deadly shooting. this happened around 8:00 last night on pepper tree way, a few blocks south of antioch high school. one person was killed. police have not released any information about a possible suspect. this is your heads up officiallies, you may want to fill up your tank today. >> california's new gas tax starts tomorrow and prices at the pump are supposed to jump by double digits. abc 7 news reporter amy hollyfield live in concord this morning. >> reporter: good morning. we've been telling people here at this gas station how smart they are to fill up today but they didn't even know what was

happening. they are just here today because they need gas. starting tomorrow gas is going to cost more. our gas tax goes into effect tomorrow, it's 12 cents more a gallon, 20 cents morton diesel. this is california's new gas tax. the drivers we have talked to today about it are less than thrilled. >> that's crazy. that sucks. i mean, i guess it's good for our roads, i guess, but isn't there enough tax money that goes into the roads? yeah, that's ridiculous. >> reporter: this is to pay for our roads. the tax is expected to bring in $52 billion over the next ten years to pay for road improvements. electric vehicles don't have to pay this tax, but you do have to pay $100 a year to go toward road maintenance. again, starting tomorrow, 12 cents more a gallon, fill up today if you can. reporting live in concord, amy

hollyfield, abc 7 news. bart's new fare inspection program will cost the agency $740,000 a year. >> it's police chief does not think it will be effective at least at first. that's according to sfgate.com. a $75 fine starts on january 1st. six inspectors were fired to go person to person asking for proof of payment. keep in mind there are 46 stations and 420,000 passengers every day. carlos rojas says it doesn't add up but changes are likely. the goal is to recoup the $25 million bart -- dollars that bart claims it loses every single year to evaders. this morning president trump is working to distance himself from former campaign leaders. it comes after that double indictment of paul manafort and rick gates and a third person pleaded guilty in what's pointing to the first evidence that members of the trump campaign directly coordinated with russians to collect dirt on opponents. abc news reporter janai norman

explains. >> reporter: former trump campaign chairman paul manafort and one time deputy campaign manager rick gates both charged in a sweeping 12-count indictment of conspiracy against the united states, money laundering and failing to register as agents for a foreign government. both former campaign leaders pled not guilty to the charges unrelated to the air tift working on the trump campaign, but the biggest break in the investigation led by special counsel robert moouller --ulleu- revelation that george papadopoulos worked with suspected russian agents and denied it to the fbi. >> george papadopoulos is an oil and energy consultant, excellent guy. >> reporter: papadopoulos seen a few seats from donald trump at a national security meeting pleaded guilty earlier this month to lying to the fbi and has been secretly cooperating. according to the fbi in april

2016 russians told papadopoulos they had dirt on hillary clinton and thousands of e-mails long before they were made public. the day after that meeting donald trump gave his first foreign policy speech with an emphasis on russia. >> i believe an easing of tensions, improved relations with russia from a position of strength only is possible, absolutely possible. >> according to court filings papadopoulos reported to four senior campaign managers or policy advisers as he worked to set up a meeting between then candidate donald trump and russian president vladimir putin. janai norman, abc news, washington. happening today execs from facebook, google and twitter will testify before congress on russia's use of the social media platforms to the 2016 election. facebook will tell the judiciary committee that 126 million of its users may have seen content produced and circulated by russian operatives. that is a lot more than previously disclosed.

this is a robber caught in the act. police say that's 21-year-old lawrence carter who yanked a necklace from a victim's neck. he faces multiple count including robbery, elderly abuse and assault with a deadly weapon. they are urging other possible victims to come forward. voters may have the final say over california's sanctuary state law. supporters of a ballot initiative to overturn it can begin collecting signatures. the law limits the ability of state and local police to work with federal immigration authorities. the initiative's backers say it undermines the federal government and protects criminals. they have until january 3rd to collect 336,000 valid signatures for the initiative to appear on the ballot next november. let's take a look at the temperatures around san francisco. 51 in west portal, castro, mission, 53, sunny side 52, we have also got 53 the bayview, ferry building about 54 degrees. look at the golden gate, it is

an emergency radio beacon aboard their sailboat but it was never activated. one of them says that they didn't activate it because they never felt like they were truly in distress. there are also questions about a tropical storm the women say they encountered, there is no record of any severe weather along their course. abc 7 news has obtained exclusive video of an employee at staples explaining why she's wearing dark makeup that many people say looks like black face. a customer took this picture friday at the staples in pleasant hill. in video you will see only on abc 7 news she explains her motive behind that potentially offensive costume. >> what is your costume supposed to be? >> i'm a beauty shop customer. >> a beauty shop customer. >> yeah, you know, getting -- >> why is your face black. >> pardon? >> why is your face black? >> this is a charcoal mask. >> okay. looks -- >> have you seen them? >> no, it looks like black face to me. >> oh, no. no. no. >> oh, no, no, no rk, is right.

normal halloween after a very scary month. in santa rosa, cornell bernard, abc 7 news. the installation of new security cameras at dlos park in san francisco is under way. the cameras started to go up in the recently renovated park in the last week or so, it's part of an effort by the city to reduce crime following a shooting in august that injured three people. officials also hope the cameras will help reduce graffiti. ironically one of the poles with the camera on it had been tagged recently, as you can see. the city spent $250,000 on those cameras. happening today the san francisco public utilities commission will outline their strategy as the city prepares for the start of the rainy season. they're going to be at flood prone areas including 17th and full some streets at 10:30 this morning where barricades go up every year to prevent flooding. the strategy called rain ready sf is a combination of planned infrastructure improvements, coordinated city services and innovative programs. that will provide residents and businesses with the resources

they need to reduce the risk of flooding. going to take a look at that halloween weather forecast. >> a couple things to think about before the rain gets here, because of the breezy conditions yesterday a lot of leaves fell so what you can do around your house, make sure you clear those leaves from the drains and gutters, check your tires and wipers and brakes for that matter and please slow down as the storm is coming in friday and lasting through possibly monday now. notice the winds, much lighter today, less than 10 miles per hour. in fact, 5 miles per hour or less. there's still a slight bit of a sea breeze so temperatures won't get out of control yet but we will see a lot more 70s down in the south bay, inland east bay, north bay and about 64 to 68 around the bay, 59 along the coast, 62 in san francisco. let's take a look at what's going to happen tonight, cloud cover, you can see it right around the bay into the north bay, temperatures running from 42 in santa rosa to 52 in san francisco. most will be in the mid to upper 40s. storm impact scale friday

through monday morning, rain occasional downpours, half inch to an inch of rain for most of us. turn your irrigation systems off now. in fact, the evaporation rate in fact, the evaporation rate this time of year is almost negligib negligible. a lot of light rain, patchy and drizzle friday morning for the commute, not much in the way of steady rain except from lake and mendocino county during the day. during the overnight hours through saturday morning we get steadier rain, by saturday evening it's out of here. most of sunday morning is quiet and then you can see by noon all the way through about 6:00 that's when another push of steady rain comes on through. we'll take a look at those rainfall amounts next in my forecast. let's take a look at the accuweather seven-day forecast right now. we will get to possibly 70 inland today, tomorrow and thursday with 60s elsewhere. 50s and 60s friday and that will pretty much about the case as temperatures stay below average with that wet pattern. hi, suh.

truck near grant line trying to clear out an accident that is out of lanes pushed to the center divide but you are seeing throw traffic speeds of 35 miles an hour now, it's about a 35 minute drive from tracy into dublin pleasanton at this hour. take a look at this, you're about to see what happens when the winds are too strong to land a plane. this is a slight from germany trying to land in austria. caught in that cross wind on the approach and the wing drops and hits the runway hard. the plane performed a go around here but eventually it was forced to return to germany where it came from. aside from rattled nerves, though, no one was hurt on this flight. >> next at 5:00 a.m. the man suspected of setting a big wildfire in the south bay is due in court. >> not only accused of arson, we will explain the other charge he is facing. we are tracking breaking news, a stabbing at a san francisco safe way overnight, we have new detailing just coming in. in. thousands of dollars
