29-year-old sayfullo saipov drove a truck rented from home depot down a bike path. the suspect traveled roughly three-quarters of a mile down the west side highway. finally stopping at chamber street just blocks away from the trade center memorial. >> police shot and then arrested the suspect. he was an uber driver from uzbekistan. >> we are hearing from his former neighbor. >> reporter: in today's "gma first look" the details in the new york terror attack. he arrived from uzbekistan in 2010 with a special visa. his former neighbor says he's not surprised to learn of his involvement saying there was always something odd about him. >> they lived here two to three years. his wife, a newborn, two young children. i believe there was a mother-in-law involved because i saw an older muslim woman there. the man drove a white van with

new jersey plates and he wasn't very friendly. he just came in and out of his apartment to his van. no chance for contact or a hi or anything. it was like he didn't want anyone to know him or see that he was here. i couldn't put my finger on it, but there was something very spectacular about him. >> and coming up at 7:00 brian ross with breaking new details with your "gma first look" abc news, new york. well, there's a feeling the attack in new york city could have happened anywhere and that is raising concern here in the bay area. yesterday san francisco police issued a reminder urging people to report any suspicious activity n. a statement sfpd says it is monitoring the incident in new york and that, quote, there are no known threats to san francisco at this time. >> keep up to date by downloading the abc 7 news app. we've sent a push alert around 1:00 yesterday afternoon shortly after news of the attack broke. you can download the app for free in our app store.

and we are staying on top that have breaking news from the castro district in san francisco. a police officer and a suspect shot, and i want to show you where it happened. it happened at 18th and castro. and as a result there are now street closures that would be market street to 19th street and castro street to eureka street. amy hollyfield is live at the scene. amy? >> reporter: hi, jessica. i just heard from police that they are going to be here for a while. look behind me at the crime scene. they're going to wait until sun rise. they want their crime scene investigators to take video of this area, and they need sun light to do that. so you are looking down diamond street from market. i'm standing on market which is open but this section of diamond is closed. they're investigating an officer involved shooting that happened just after midnight in the area of 18th and diamond here in the castro. police tell us it appears that the officers were just looking

into an unusual situation when they were attacked. >> the officers assigned to the castro neighborhood were flagged down regarding a suspicious vehicle in 18th streets. as the officers approached the vehicle to investigate, there was an exchange of gunfire between the suspect and at least one officer. >> reporter: it looks like several shots were fired based on the number of evidence markers we see out here on the street. the officer and the suspect were both taken to the hospital. police have not said what their condition is this morning or what the possible motive could have been in this attack. reporting live in san francisco, amy hollyfield, abc 7 news. >> amy, thank you. homeless people living in berkeley will soon have to move. b.a.r.t. owns the land where the encampment is located near martin luther wing way. b.a.r.t. citing safety, sanitation and complaints tried to evict everyone who lived there. people in the yellow section moved out last week.

pablo dam road. a significant backup here. chp has issued a sig alert. only the left lane is getting by and san pablo avenue would be your alternate. it is shut down as well so you want to get to mcbride to access the freeway that also brings you in after the scene of the accident. we'll be following this most of the morning for you. san francisco approved a new development project that could alleviate some of housing crisis. according to "the examiner" the plan is to build pier 70. the agreement calls for more than 1,000 new housing units, 1.75 million feet of office space and nearly 500,000 square feet of retail space. prices for about a third of the housing units will cater to low to moderate income households. the project is expected to take 11 years to complete. it's 5:09.

santa clara officials want your input on a proposal for a new animal shelter. the county is considering a plan on highland avenue in san martin that would replace the shelter on murphy avenue. it would have upgraded adoption center, modern technology and a barn. you can share your thoughts on the matter tonight at the south county office building on highland avenue. that meeting starts at 7:00. in alameda county you will not be getting plastic bags at restaurants anymore. the new regulation will be extended to all businesses selling prepared food and drink. before it only applied to grocery, drug, liquor and retail stores. if the eating establishments don't follow the rule they could face a fine up to $1,000. her unjust arrest made headlines. now this utah nurse has reached a settlement. what she plans to do with the money. a miracle for a family who lost their home to the wildfire. the story behind this photo they found blowing in the wind. >> we want to you have a better day so here is a

new this morning only a few moments ago the president tweeted about yesterday's terror attack in new york and in particular how the suspect came into the u.s. he's been sending out several tweets but i want to call your attention to this particular tweet. it says the terrorists came into our country through what is called the diversity visa lottery program, a chuck schumer beauty. i want merit based.

abc news has been reporting the suspect in the new york attack came to the united states seven years ago from uzbekistan under this particular program. we'll stay on top of the story. we have new developments out of utah. a salt lake city nurse reached a $500,000 settlement after the controversial arrest. you probably remember seeing the video when it first went viral in july. she was arrested because she wouldn't let him draw blood from an unconscious patient. he dragged her outside, handcuffed her and forced her into a police car. the officer was fired after this incident. the nurse says she will use the settlement to fund a program that helps people access police body camera footage. a parent who took a teacher hostage has died after being shot by police. this happened at a school in riverside yesterday. officers say the father of a first grade student punched someone in the face. he held a 70-year-old teacher

hostage. a s.w.a.t. team responded and school was evacuated. six hours later officers set off flash bang grenades and shot the man. the teacher was not hurt. house republicans now plan to release their final version of a tax reform bill tomorrow. it was supposed to be released today but differences over key provisions delayed the self-imposed deadline by one day. lawmakers worked late into the night despite president trump's claim, the nearly $6 million plan for the biggest tax cut ever. the head of the epa says he's going to replace the panels that advise him of science and public health issues with new members holding, according to him, more diverse views. scott pruitt says many were potentially biased because they received federal grants. environmentalists worry that pruitt is now going to select advisers with ties to the fossil fuel and chemistry. >> all fires are now fully

contained and fire victims can focus on recovery. a family in santa rosa says they believe in miracles this morning. they lost their home but managed to regain their past. abc 7 news reporter wayne freedman explains how this happened. >> reporter: 3635 mocha drive in coffey park. it looks like hell roared through here, doesn't it? the owners think it's a blessing. >> i believe god is saying the ashes will not win. >> reporter: suzy, like so many other fire victims, went looking for an apartment to rent. they did so with joy in their hearts thanks in part to a neighbor whose house did not burn, though the flames came very close. >> so this picture was literally standing here looking there. >> reporter: ashes fell from the sky like snow, she said, covering her lawn. among them this photograph after couple holding their newborn baby. she picked up the picture, put it on facebook. figured it must belong to someone. >> i knew that it had come from

yesterday to our media partner, the bay area news group. pg&e blames downed trees and heavy winds for damaging power lines and other equipment. the utility company says the information in the report is preliminary and that there has been no determination of the cause of the fires. this morning workers are scrambling to clean up the worst of the fire zones. sonoma county officials are concerned about the rain in the forecast later this week. they fear toxic ash will contaminate the local streams. >> sue, where do we stand now? better news. here is a live cal trans shot of this fatal accident, 80 westbound. the top of the screen says eastbound. that's just where the camera is but the accident is westbound at san pablo dam road. three lanes have now reopened. there's only the right lane that remains shut down. you can see those three lanes getting by right here. so traffic should ease up just a bit. there's no estimated time of opening for that far right lane.

here is our next storm. if i didn't put that low there you wouldn't be able to see. you don't see much of a counterclockwise spin. what it's doing is it's dropping down on the jet stream into a trough or a bowl of faster moving winds that will spin it up and as it intensifies it will grab some moisture. so we start to see that moisture making it into our neighborhoods in the form of some light rain up in the north bay, drizzle for the rest of us thursday night once the sun sets. by friday morning scattered rain, more like drizzle. and then the steadier rain moves in at 7:00 and then all the way through the overnight hours into 8:00 saturday morning. that will be a healthy rain. most of saturday afternoon, evening, overnight, quiet. sunday at noon, all the way through about 9:00 monday morning our second push of wet weather. here we are waking up friday morning, a couple hundredths of an inch. the rest of us a tenth to a quarter of an inch by 7:00

celebrating halloween. new york is on high alert after the city's deadliest terror attack since 9/11. a driver plowed into almost two dozen people killing eight of them. and we're tracking a big change in our weather. it looks like the rain mike has been warning about will hit us sooner than we ex pebted. coming up on 5:30, thank you for joining us. an update in just a moment. first, sue hall, you've been tracking the sig alert in the east bay. only the right lane remains blocked. this is a sig alert. we had a fatal accident. you can see the caltrans camera. three left lanes are open, much better news. it's looking like from highway 4 into the mcarthur maze an hour drive. so it's a significant delay of at least 25 to 30 minutes to get past the scene. the san pablo dam on ramp is also shut down to highway 80 so you'll need to take mcbride to get past the scene there. they are waiting for the coroner

mill down the west side highway, finally stopping at chamber street. abc news reporter stephanie ramos is live for us in new york city with the latest. good morning, stephanie. >> reporter: good morning. we're just about a block away from where that horrific attack took place or ended. it's hard to see but over my right shoulder the truck driven by that suspect is where it stops just past that yellow tape where it all ended. police are still here on the scene investigating trying to figure out how this all happened, but that's where that car stopped after running people over along the west side highway's bypass. it's a very popular path for new yorkers and tourists making it an ideal location for a would-be terrorist. the terror began around 3:00 in the afternoon on halloween in lower manhattan. police say 29-year-old sayfullo saipov, an uzbekistan immigrant who had been living in paterson,

new jersey, deliberately drove a rented home depot truck targeting people and running them over. >> multiple casualties. this is a mass casualty situation here. >> reporter: his truck eventually colliding with a school bus, injuring the two adults and two kids onboard before finally coming to a stop just blocks away from the world trade center memorial. the fbi and the nypd are urging the public to share any videos or images that could help in the investigation. like this video that shows the driver limping, holding what turned out to be two fake guns. witnesses telling abc news he shouted allah akbar before being shot by an officer. and we're learning more information about the suspect. uber confirms that the suspect was a driver for the company and passed all background checks. we're learning law enforcement telling us after looking at preliminary evidence they don't

two cars traveling fast westbound on tree boulevard just after 9:00 last night. the cars somehow collided into each other. in addition to the person killed, two other people were hurt and taken to the hospital. that crash closed all lanes between bancroft and dhcherry le for several hours. executives will be back in the hot seat on capitol hill to continue their testimony into russia's involvement in the 2016 presidential election. they will be asked about their respective companies' abilities to keep bad actors from taking advantage of their platforms through ads and regular posts. facebook says the misinformation reached 126 million users, more than 131,000 tweets linked to the kremlin were found on twitter. and 1,000 videos uploaded on google's youtube. executives admit their limitations. >> happening today ground will be broken on a new ferry terminal in richmond located at

in sunnyvale a suspect and police dog are dead after officers responded to a stabbing incident. the initial call was for a stabbing on east wettle drive right near the bay shore freeway. sunnyvale officers located the suspect at the scene just after 1:00 yesterday afternoon and say he was armed and uncooperative. at one point he stabbed a police dog. officers shot the man and he died at the hospital. a female staffing victim was hospitalized. she is expected to survive. the police dog died of its wounds. >> california's new gas tax is now in effect and you're going to feel the impact even if you
