aren't easy. >> the wind blew today, it scared me, because the wind was blowing so fast that night. >> reporter: 70-mile-an-hour winds blew the fire from napa to santa rosa that october night. emotions can run high when the weather changes these days, and the coming rain just makes things harder. >> there's not really much to sift through. with you anything you may find when we got down into the ash, a lot of it was really muddy and made it hard to do anything. >> reporter: they're stacking and bringing the few things they have into the catcher tonight. tomorrow, they're m hotel. new at 11:00, crews are making progress, drying to reduce the flood risk along coyote creek.

city workers on a one-day strike. cornell bernard has details. >> reporter: oakland major libby shaft began her state of the city address with a performance by lion dancers. >> more funding sources for protected, affordable housing. that is what oakland needs. >> reporter: the mayor says the creation of a citizens police commission will bring more accountability to the opd. >> over the last five years, we have reduced police misconduct claims by 58%. >> reporter: shaft says the violent crime rate has been on a four-year decline. >> even one death, one injury is too many. >> reporter: the police chief ann kirkpatrick says the opd needs more cops. >> we are in need of about 45 officers just to be up to our complement level.

outside. the medical examiner ruled the death a homicide. police are not releasing any details about the victim or how the person died. a vigil was held tonight to remember the eight people killed in the new york city truck attack. maggie ruly has the story. >> reporter: new yorkers determined to take back their city. >> new york is stronger than something like this. >> reporter: walk down the same route that just two days earlier had been turned into a path of destruction. this video shows some of the victims of that attack just before terror struck. a group of friends from argentina smiling. around the same time, across the river in new jersey, prosecutoring say 29-year-old sayfullo saipov was getting ready to rent a truck from home depot. he confessed he used that truck to kill as many people as possible in the name of isis. saipov moved to the u.s. from uzbekistan in 2010 and was living in patterson, new jersey with his wife and three children. one neighbor took this photo in

front of saipov's building october 22. you see a home depot rental truck. saipov used it to do a dry run of his attack. >> same truck, same model. >> reporter: now questions of a greater threat. saipov has helped more than 23 other uzbeks come to the u.s. >> one of the things investigators will look at after this incident is whether there is any type of network or cell operating in this country from uzbekistan. >> reporter: today, the city started putting up concrete barricades. 57 are set to go up and will block the entrance behind me, trying to prevent a repeat of tuesday's terror attack. new at 11:00, a warning from stanford, after a woman said she was grabbed on campus. the university public safety department says the female student reported that a man grained her waist and wrist as she walked near the lake just before 1:00 this morning.

she was able to pull away and call police. officers are still searching for the grabber. happening now, excited fans are waiting for apple stores to open nine hours from now so they can get the new iphone 10 and they're lining up. thought she would never see him again. tuesday, a good samaritan found him burned and starving. vets tracked down the owner, thanks to a microshchip. she's planning to take her back home with her to colorado. marijuana for pets is not legal, but a group in berkeley hopes to change that. berkeley humane, along with wholistic natural pound pet store hosted a discussion how pet owners are using pot to treat dogs and cats that are aging or sick. veterinarians cannot prescribe it. for 11 minutes today, president trump could not send a tweet and tonight we know why. around 4:00 this afternoon, the president's twitter account looked like this. it said his account does not exist. after 11 minutes, his full page returned. twitter said a twitter customer support employee disabled the

driving, use caution, allow extra time. if you're taking the ferry across the bay, dark skies are expected. and if you're walking, watch out for slippery spots. it's going to be slick in some areas. temperatures right now in the 40s, all the way to the 60s. san francisco has been holding at 60 degrees, pretty mild with a south wind. the view is stunning tonight. it will look a little more blurred tomorrow morning. scattered light rain arrives in the morning. the time changes early sunday morning, so you gain that hour of sleep. hour by hour we go. 5:00 a.m. friday, looking at some scattered light showers. once again, this continues at 6:00 a.m., 7:00 a.m., 8:00 a.m., around 10:30, you're still looking at scattered shower activity. so not everyone is getting the rain. you might be wondering where is the rain if you're in the south bay, and the rain is falling in the north bay. it's just going to be very scattered initially. make sure you have your umbrella with you. then we head into the evening

commute. wet roadways will continue, with pockets of moderate rain developing friday night. as the system moves through around 11:00 p.m. to the wee hours of saturday morning, most of the rain comes through the bay area. it will be heavy at times. saturday around 5:00 a.m. 7:00 a.m. starts to east up in the north bay. the rest of the bay area, 10:00 a.m. it's pushing out of the santa cruz mountains. by 1:30, it's long gone. so most of your saturday afternoon, evening and pretty much your sunday is going to be fine if you have outdoor activities. rainfall totals, between 0.1 to half an inch. san jose and the santa cruz mountains, may not get a whole lot. first thing tomorrow morning, upper forts to the low 50s. you will have to worry about layers, because it will be a lot cooler tomorrow afternoon. mid 50s to the mid 60s. and those showers will continue to contract live doppler 7 any

time you want. a winter storm warning 12:00 tomorrow afternoon until 11:00 p.m. saturday. you'll have to carry the chains. be prepared for winter driving conditions, as winds and snow will make it rough traveling up there. up to 20 inches expected at the highest elevations. if you're heading to tahoe, here's your specific forecast. snow and rain friday, mixed precip saturday. temperatures tumbling. chance of some showers on sunday and then you will notice that the snow tapers. fall back sunday morning, turn the clocks back one hour before saturday night. saturday night, the sun sets at 6:08. accuweather seven-day forecast, a level one system friday into saturday. you will see some light to moderate rain. you get a break. sunday's system is going way to the north. so i'm keeping it a slight chance in the north bay, but likelihood that you won't see much rain or anything at all. monday and tuesday is dry. a third system comes in,
