tax brackets from seven to four. it also would permanently reduce the country's corporate tax rate from 35% to 20%. a poll finds 50% of americans are opposing the plan. 33% support it. and 17% are undecided. isis is now claiming responsibility for tuesday's incident. last night a vigil was held to remember the victims. >> reporter: new yorkers determined to take back their city. >> new york is stronger than something like this. >> reporter: walk down the same route that two days earlier had been turned into a path of destruction. this video shows some of the victims of that attack just before terror struck a. group of friends from argentina smiling. around the same time across the river in new jersey prosecutors say 29-year-old sayfullo saipov was getting ready to rent a

truck from home depot. he's now confessed he used that truck to try to kill as many people as possible in the name of isis. saipov moved to the u.s. from uzbekistan in 2010 and was currently living in paterson, new jersey, with his wife and three children. one neighbor took this photo in front of saipov's building on october 22. in it you see a home depot rental truck. he used it to do a dry run. saipov has helped more than 23 other uzbeks come to the u.s. including two others linked to terror ties. >> whether there is any type of network or cell that's operating in this country and on a related note crews are installing barriers at almost 60 intersections that cross the manhattan bike path where tuesday's terror attack occurred. the concrete blocks are intended

to prevent vehicles from driving onto the path. police will also add smaller barricades at other points along the pathway. abc news will have much more on a special edition of "20/20." diane sawyer and "20/20" have spent more than a year investigating how isis targets and recruits young people. happening today president trump leaves on his first official visit to asia. the trip will take him to five countries including japan, south korea, and china. the president will be looking for support and pressuring north korea to curtail its nuclear program and attending an economic summit in vietnam. all new this morning president trump is finally responding after his twitter account was deactivated by a rogue employee. the president sent out this tweet just before 4:00 a.m. saying, quote, my twitter account was taken down for 11 minutes by a rogue employee. i guess the word must finally be getting out and having an impact. the real donald trump twitter account looked like this for 11 minutes yesterday afternoon.

it said his account didn't exist. the full page eventually returned, though. san francisco-based twitter says a customer support employee who was leaving the company disabled the account. twitter promises a full internal review. the san francisco police commission is expected to decide whether to arm officers with tasers. the issue has been brought up several times before. it's failed each time. activist groups said they're concerned the taz tasers would be used against minorities and the homeless. advocates say it will give officers a less lethal option. a warning from stanford after a woman says she was grabbed on campus. the university says a female student report that had a man grabbed her waist and wrist as she was walking just before 1:00 yesterday morning. she was able to pull away and call police. officers searched for the suspect but couldn't find him. berkeley police are asking for your help in finding three people they say were responsible for attacks at an anti-marxist

rally. suspects who punched, kick, and struck people with improvised weapons. police arrested more than a dozen people at that august 27th rally. we're getting our first account this morning of just how much hazardous waste was left behind by the north bay fires. the environmental protection agency says it's collected more than 8,300 containers so far of household hazardous waste from napa and sonoma counties including paint, batteries, propane tanks, pesticides, and even ammunition. the epa has hired runs of contract workers to go on to private property and collect the waste. tomorrow some seafood lovers may be able to eat local crab for dinner. saturday is opening day for recreational crabbing season off the california coast. it could prevent boats from sitting out in the ocean. officials say bay area dungeness crab are safe to eat. there were problems in previous

it's 4:43 in the morning. thanks for waking up with us. you can see that sheen on the roadway on the embarcadero in san francisco. we do have scattered showers this morning and meteorologist mike nicco tracking that all for us. we'll get to him in a moment. a fire at a propane company in georgia erupted overnight causing tanks to explode with enough force to actually shake the ground. a nearby resident caught one of the explosions on her cell phone. that burst of light in the distance when a tank is blowing up. a brief evacuation of nearby homes and businesses. nobody got hurt despite flying shrapnel from the bursting tanks. this all happened in the city of douglasville which is about 25 miles outside of atlanta. firefighters believe the fire likely started in a delivery truck on site and then spread to the building because it was parked so close. authorities in los angeles and new york have opened new

investigations into harvey weinstein. the new york investigation involves allegations by an actress who accuses weinstein of raping her two times in 2010. she says the first one happened after he gave her a ride home from a party, and the second attack happened three months later. l.a. police are investigating allegations about weinstein that occurred in 2015. the department is investigating a report by an italian actress who says he raped her in 2013. we've been telling but thefts of laptops. police arrested three teenagers for a string of these at starbucks and other businesses in alameda. some of the suspects were caught on surveillance video. all three teens are just 17 years old. one is from alameda. the other two from oakland. police say they're still actively investigating the thefts and they expect to make more arrests. amazon's online business continues to grow and now looking to hire hundreds of holiday workers here in the nbc bay area. jonathan bloom attend add job fair in richmond packed with

>> just about everywhere in the east bay. walnut creek is starting to get wet as we look south on 680. i'll show you the radar. let's set the table. gray today. scattered light rain. steadier rain and mild tonight. tracking another storm for next week. here's a look at our temperatures today. 59 at half moon bay. about 61 to 64 for the rest of us. and tonight's temperatures will be from the mid-40s in santa rosa, 46 there to about 55 in antioch. 53 in san jose, concord, and san francisco. here's a look at live doppler 7. you can see the sunol grade and antioch pass. 680 starting to get wet, the dublin grade, also. watch out. things will get slick right there. it starts to taper as you head up north. you can see around the richmond/san rafael bridge a little wet there. the east bay freeway, 4, and when it comes in contact with 680. up around the north bay just some light rain right now. no flooding concern right there. in fact, the extra humidity and

extra rain will help tamp things out if there's anything left. the heart of the storm is still well up to the north. we're waiting for that part to come in. right now we have a juicy southerly flow. that's why we're going to have rain this morning, becoming more scattered as we head towards noon just because the air is going to be so humid and every time it bumps into one of our mountains that could lift it enough to create a scattered shower and even some sprinkles. as we head to the evening commute, you can see the green tapers a little bit and then we'll turn our attention to the north because this is where the second storm comes in. some steadier rain developing by 10:00. you can see it in the heart of the bay when we wake up at 8:00 tomorrow morning. and then it exits the south bay at about 2:00. so if you live in oakland, your kid has a soccer game at about 1:00, the rain should be ending. the field, if it's turf, you'll be find. if it's grass, it may be a little wet. i think they'll probably still play. notice by sunday things are starting to dry out. that next system sunday night into monday just kind of falls apart. we'll take a look at wednesday's storm. it's going to be one light on the impact scale.
