we'll tape they are down to scattered at noon. we'll taper it even more to scattered sprinkles at 4:00. 59 to 64. and more widespread rain develops at 7:00. 57 to 60. so make sure you have patience this morning and an umbrella during the evening hours. here's sue with that traffic alert. >> we do have a traffic alert. it looks like traffic in walnut creek is slow and go. first the good news, this earlier accident westbound 580 to eastbound 80 in the maze as you can see traffic is moving nicely. this is a sig alert southbound spencer. a couple of cars got into it. one of them overturned. no estimated time of opening. this is the third accident on the waldo grade this morning. the other two have cleared but it is slick out there. i don't think we can emphasize enough. a look at our 3d shot with the slow and go.

this is a virtual look at the exact road conditions and volume on the roadways. heads up there. we'll check back in a few minutes. >> thank you, sue. this morning the change in the weather is bringing back scary memories for north bay fire victims. abc 7 news caught up with one family in sonoma county. well, this is what their house used to look like, a two-story beautiful home and this is what it looks like now. they and 19 other fire victims are staying at koa campground for now and things are not easy. >> the wind blew today and it scared me because the wind was blowing so fast that night. >> 70-mile-an-hour winds blew the fire from napa to santa rosa that october night. emotions can run high when the weather changes. the family is spending the night in their camper. today they say they're going to be moving to a hotel. an update on the cleanup from the north bay fires. the epa says it has finished

with cleanup at one-third of destroyed homes. >> there is a whole lot to clean up. paint, pesticides, bleach, propane tanks, and even ammunition. the epa says that contract workers have picked up more than 8,300 containers from over 7,000 properties. after the hazardous waste collection is complete contractors will use heavy equipment to clear debris and foundations from burned home sites. menlo park fire district is grieving the loss of three teens killed in a car crash. >> the fire district identified the victims. they died on halloween night. ricardo torres, andrew gonzales, both only 19 years old, also killed 18-year-old matthew cruz. torres and gonzales were both part of the fire explorer program. cruz's dad works for the district. they say the three friends shared an extremely deep bond and there are the photos of them. they were out for a ride tuesday night when their car careened down an embankment in san mateo county. sky 7 over that remote stretch of road. authorities didn't get a call about the crash until the next morning. cruz's family says they knew

something was wrong when the boys didn't return after going out to look at a car gonzales was interested in buying. developing news now in the kate steinle murder trial. the prosecution has rested its case. yesterday san francisco's medical examiner said the bullet that killed steinle at pier 14 hit her in the back damaging her spine and abdominal aorta. jose garcia zarate is on trial for second-degree murder in her death. prosecutors are trying to prove that he fired the gun on purpose whether or not he deliberately targeted steinle. the mayor of oakland says creating more affordable housing is the goal for 2018. abc 7 news was at the islamic cultural center where mayor libby schaaf gave her state of the city address. she began with a performance by lion dancers. oakland is a great place to live but many have been priced out of the market. >> more funding sources for protected, affordable housing. that is what oakland needs.

>> the mayor says the creation of a citizens police commission will bring more accountability to the opd. outside the cultural center city workers held a one-day strike. the union wants a new contract from the city. it says they hope the mayor was listening. >> major artery into golden gate park could soon see traffic cut in half. considering a plan now to create a so-called neighbor way at the 8th avenue entrance. cars will be diverted onto nearby streets. this is a rendering of what the intersection would look like. the plan will make the intersection safer. so far neighbors are mixed about this. some are worried about the increased traffic on side streets. if you have about $1,000, a lot of time, and don't mind potentially getting wet you're probably if line for the iphone x this morning. >> this is the first day the new iphone goes on sale. some people have been there for days. matt keller is live for us. >> how is everybody doing out there, matt?

hoping republicans can make a lot of headway while he's away on his trip for 11 days. he's promising to sign the plan into law by christmas. president trump's first official trip to be asia, tension surrounding north korea's missile and nuclear weapons program. president trump hopes republicans back home make strides on tax reform. the number of tax brackets cut from seven to four, doubles the standard deduction for married couples and offers big potential breaks for the rich like repealing the estate tax and a win for business by slashing corporate taxes from 35% to 20%. american families could do more with changes to popular tax breaks like getting rid of the student loan interest deduction, cutting the mortgage interest deduction in half. >> they're doing tax giveaways

livermore. a drying trend in the north bay along the peninsula and into the santa cruz mountains as this first slug of moisture moves off to the east. and that's going to be the steadiest moisture through the daylight hours. no delays right now at sfo. about 0.03 when it came through there. scattered sprinkles to a pocket of light rain. steadier rain, mild temperatures tonight and sunday's storm fizzles. it's going to be wet again wednesday. a look at today's storm and you can see by 7:00 we're still tracking some green out there. it becomes scattered light rain by noon and notice the green becomes less numerous by 4:00. that's why i'm thinking we'll turn over more to sprinkles. it's going to pick up between the 9:00 and 10:00 hours along the peninsula, the coast and the north bay and then this fills in along the cold front and sits on along the cold front and sits on top of us. a little bit of sunshine starts to develop from north to south

as we head towards the latest sunset this year as we set our clocks back saturday night and gain that extra hour of sleep. by 4:00 this afternoon you can see measurable rain everywhere but napa and possibly the peninsula and then during the overnight hours is when everybody starts to get the rain. a third of an inch around the bay. up to half an inch in the north bay. relatively dry and then that next storm light on the storm impact scale wednesday. >> slick roads. we have slow traffic up and over the altamont pass which is fairly typical. about 55 minutes from tracy into dublin and pleasanton. an overturn with a sig alert over the waldo grade. several lanes of the right lanes are blocked here near spencer. we'll zoom in and show you the traffic volume on our 3d map slow and go from sausalito up and over to the robin williams tunnel and the santa cruz

slow and go this morning back past summit road up and over your drive to san jose. we'll check on this and more when we come back in a few. >> thank you, sue. speaking of the wet roads, making it harder to get around because this is the first significant rain we're seeing this season. >> abc 7 news reporter amy hollyfield live for us in the north bay from kentfield. how is it looking there, amy? >> reporter: hi, natasha. it looks like this one snuck in while everybody was asleep. when we got here we saw evidence of rain. you can see it is wet here. we got here about 4:30 and we haven't seen rain since. so i'm wondering if maybe the north bay is done for this morning. we did experience some while we were driving here. look at what we shot in berkeley at about 3:45 on highway 24. it was coming down pretty good. we rolled video on it. wow, here it is. here is the rain mike has been telling us about all week. just as quickly as we stumbled into it we were out of it. by the time we got to emeryville, no more rain.

little pockets here and there is what we'll experience. that was our experience this morning. maybe we are done until the evening. all quiet here in the north bay. reporting live in kentwood, amy hollyfield -- kentfield, excuse me, abc 7 news. as the rain moves in get a minute-by-minute forecast inside the new abc 7 news accuweather app. search accuweather in your app store and download it. crews are making progress on trying to reduce flooding risk in san jose. abc 7 news was on rock springs drive where workers are building a five foot tall flood barrier and three foot tall wall. you'll probably remember thousands of people were evacuated from their homes in february when run-off from anderson reservoir caused the creek to overflow its banks. the aim is to finish this work by the end of december. more female members of congress are coming forward this morning with new allegations of sexual harassment on capitol

hill. in a brand-new story released by the associated press this morning former california senator barbara boxer, former palm springs congresswoman mary bono and current congresswoman linda sanchez say they have endured suggestive and lewd comments. all refused to identify the men but did say some of those men are still serving in congress. last weekend a twitter and youtube post jackie forward. isis is claiming responsibility for tuesday's terror attack in new york city. details are emerging about the suspect, 29-year-old sayfullo saipov. one neighbor took this photo in front of saipov's building on october 22nd. you can see a home depot rental truck. prosecutors say saipov use it had to do a dry run. eight people were killed when they were mowed down by a truck on a bike path. questions of greater threat.

saipov has helped other uzbeks come to the u.s. including two men accused of terror ties. >> one of the things investigators will look at after this incident is whether there is any type of network or cell that's operating in this country from uzbekistan. >> police have started putting up dozens of barricades to prevent a repeat of tuesday's terror attack. and crews are installing barriers at almost 60 intersections that cross the manhattan bike path where tuesday's terror attack happened. the concrete blocks are supposed to prevent vehicles from driving onto the path. police will add smaller barricades at other points along the pathway. abc news will have much more on the new york city terror attack tonight in a special edition of "20/20." diane sawyer and "20/20" have spent more than a year investigating how isis targets and recruits young people. that's at 10:00 p.m. called isis in america. new this morning president trump is finally responding after a twitter employee deactivated his account. the president sent out this tweet saying, quote, my twitter

account was taken down by 11 minutes by a rogue employee. i guess the word must finally be getting out and having an impact. people trying to follow the real donald trump account saw this. the page said his account did not exist. san francisco-based twitter says a customer support employee who was leaving the company did this on their final day. twitter is promising a full internal review. on to developing news now gilroy police need your help to find a teenager who has been missing for nearly a week. please take a look at your screen. this is 16-year-old jade garza. she went missing last saturday night. the gilroy high school student has not been seen since. if you have any information on where she may be, please call either gilroy or hollister police. happening today the san francisco police commission expected to decide whether to arm officers with tasers. that issue has been brought up several times before. each time it's failed. activist groups say they are concerned the tasers would be used disproportionately against minorities and people who are homeless.

advocates say tasers would reduce the number of police shootings by giving officers a less lethal option. there is a meeting at 5:00 p.m. berkeley police are asking for your help in finding three people they say were responsible for attacks at an anti-marxist rally. they've released photos of suspects who punched, kicked, and struck people with improvised weapons. they arrested more than a dozen people at the rally. tomorrow seafood lovers may be able to eat dungeness crap. the weather and sea conditions could prevent sports boats from setting out in the ocean. bay area crab is safe to eat. high levels of domoic acid been found between ft. bragg and crescent city. even if you're not getting wet right now, the fact that it's more humid outside and the

clouds out there mean it's warmer, up to 13 degrees warmer in some neighborhoods. take a look at what's going on around san francisco where we're 53 right now in the financial district and that is the cool spot. 57 in lake merced, bayview, ocean beach, and the ferry building at 58. mission, castro and glenn park at 56 degrees. we're in the mid to upper 50s everywhere this morning. definitely milder out there. here is a look at some of the rain in livermore and pleasanton down through the sunol grade keeping things slick there. the same thing alamo, lafayette, walnut creek, pleasant hill to concord, out highway 4 still wet and this is all heading to the north. if you take 12 to fairfield you have more rain coming your way. here's a look at 101 and 880 in san jose. not much going on down here. you'll get your rain but it will take until probably tomorrow morning to get some significant rain. slick spots on the road. mass transit, use caution. wet, mainly cloudy this afternoon and nothing too extreme.

now the sierra at noon is when the winter storm warning begins and it goes through saturday at 11:00 in the evening so down to 6,000 feet up to a foot of snow, up to two feet in the higher elevations and gusty winds at 45 miles an hour so take the chains and expect delays. hi, sue. we have some good news/bad news on the roads this morning. the bad news it's slick out there. slow and go up and over the altamont pass, fairly typical. your nimitz freeway. we have better news in sausalito. that accident that was a sig alert for an hour or so with two lanes blocked there has been cleared but the damage is done, traffic is now slowing back to marin city. you can see by our 3d map it's to the richardson bay bridge there, slow and go. it should be recovering. and we go to the santa cruz mountains with an earlier accident clear. this was near big moody curve that one's gone but we now in the backup have another one. this one is near summit drive. it is also northbound and apparently both lanes are

thieves decided they could not wait to get their hands on the new iphone x. >> three huskey men robbed a u.p.s. truck at the apple store yesterday. you can see where the store is on this map. officials say the thieves made off with 313 phones, that's worth more than $370,000. each was cataloged with a description and catalog number. there's so much documentation that a sergeant assigned to the case says it was the fastest -- fattest police report he's ever seen. the good news is people who planned to pick up their preordered phones will still get their devices. the thieves, though, are still on the loose. now here's your morning money report. 53 days until christmas, and it looks like some holiday shopping deals are arriving early this year. >> something i've noticed, they're pushing it hard already, so the big question, should you buy now or wait for better deals later? abc's rebecca jarvis has tips for us. she says amazon is leading the charge with 23 deals before

company officials say it's an effort to right size and become profitable. a popular blog and sister sites have been shut down. >> this is sad news. sfist.com posted news for san francisco. the announcement came from the company's ceo. it comes a week after the website's new york staff voted to unionize. in a letter it says reaching a decision was not easy but the company has not made enough progress to support the efforts and expense to keep the company running. happening today the queen of music will get her star on the hollywood walk of fame. selena will be honored during a special ceremony. her sister is going to be accepting the star on the grammy winner's behalf. and that honor comes more than 20 years after selena's former employee shot her to death in 1995 in texas. the mayor of los angeles will proclaim today, november 3, selena day. it is 6:49. there is some wet weather out

there and mike nicco tracking that for us. >> and delays where it's not wet. it was wet earlier at sfo, about 0.03 of an inch. delays up to 1 hour and 30 minutes because of left over clouds. oakland nearly a tenth of an inch. no delays there. so gray today with some scattered light rain. tonight a steadier rain and mild temperatures again and tracking the storm for next week. here is a look at a few isolated drips up around santa rosa right on the burn fire scar. it's not going to cause any flooding, but it will help tamper down anything that's still around. things are clearing out around benicia, crockett, martinez as storms the last four hours. they started out over the ocean, rolled across west to east. now it's stalling just a little bit in the inland east bay neighborhoods and stretching down into the diablo range. that's our best chance of steady rain until we get to the evening hours. you can see it becoming scattered by noon and then isolated by 4:00.
