good morning bay area. let's get up and get going. this is "abc 7 mornings." it's saturday, november 4th, good morning and thanks so much for joining us. i'm chris nguyen. meteorologist lisa argen is tracking live doppler 7 for us. >> good morning, chris. heavy rain on the east bay and the peninsula. it's 1 on our storm impact scale. you can see some lighter rain towards fairfield and cordelia. but back towards the south and east here from walnut creek, 680, san leandro, looking at heavy rain. more rain across the bay, 280, san mateo, foster city. and right along the coast here from half moon bay, highway 1, atascadero.

there is the front that is offshore. 1 on the storm impact scale, from a tenth to a third of an inch throughout the rest of the morning hours. coastal mountains could see more than that. current temperatures range from low 50s in santa rosa, to 59 in mountain view. we're looking at some breezy winds, higher elevation. a rainy morning. the rain will end by later on this morning. then partly cloudy skies with upper 50s to near 60 today. but that is not it for the rain. we get a few dry days and it's back with us come wednesday night and perhaps through friday, chris. >> lisa, thank you. the final vote is in. starting in december of next year, san francisco police officers will be armed with tasers. >> the motion passes 4-3. >> shame! >> boo! >> tense moments at city hall last night. members of the san francisco police commission cast their final vote after a heated debate that lasted nearly seven hours. abc 7 reporter katie utehs has the details.

>> reporter: public comment on the issue of outfitting san francisco police with tasers quickly boiled over. >> watch out, behind them, behind them. >> reporter: the police commission president stopped the meeting. protesters rallied for an hour. the hearing continued on another floor. they then filtered in speakers. >> i don't need to hear people swearing at me and questioning my blackness and my gayness or anything else. i know who i am and i know what i must do. i just need to hear the information and make a decision. >> reporter: the budget analysis puts the implementation of tasers at a cost of $8 million, including outfitting units with defibrillators to counter the effects of taser electricity. >> there's a definitive risk for sudden death. there could be some tight

policies that we put forth to try to mitigate some of those risks. >> i would like to ask those of you who are thinking about endorsing tasers to please try it on yourself before you make that decision. >> reporter: african-americans and latinos are much more likely to be tased, a researcher testified. chief william scott acknowledged this as he promised strong oversight and transparency in his bid for tasers. >> deescalation is and always be our objective. >> reporter: katie utehs, abc 7 news. law enforcement across the state are searching for an abducted baby and his father who could be headed to the bay area. the chp says jeffrey gomes took 2-month-old jefferson gomes after an argument with the baby's mother. they were near los angeles and headed north on interstate 5. jeffrey gomes is considered armed and dangerous. he was last seen in a white chevy truck towing a 28-foot trailer. the license plate number is 02390p1. time now, 6:03.

this morning a san jose man is in jail accused of taking pictures and video of an underage girl on a city bus. there's more to the story. abc 7 news reporter katie marzullo has the latest from san jose. >> reporter: a 16-year-old girl told authorities a man was taking pictures and video of her on a bus in san jose. the sheriff's office investigated and identified 70-year-old florencio hernandez-palmo as the suspect. the sheriff's office says on at least one occasion when the girl got off the bus, hernandez-palmo followed her and kept recording. they arrested him at a bus stop. >> the whole situation is gross, it's creepy, it's unfortunate. it's sad, really. hopefully the guy will get some kind of mental help. >> reporter: the sheriff's office believes hernandez-palmo has been recording girls for three years. they're asking other potential victims to come forward. >> i would send a message, be more cautious as a parent. i mean, anything can happen.

>> reporter: we talked with the suspect's landlords. they were shocked to learn of his arrest. off-camera they told us hernandez-palmo and his wife have rented a room in their house for five years. they called them good, hard working people. in san jose, katie marzullo, abc 7 news. dozens of people are back in their homes this morning after a fire in san francisco's chinatown. it started just before 6:00 last night at mason and washington across from the san francisco cable car museum. 30 people were evacuated. a child went to the emergency room to be evaluated. no one else was hurt. the former twitter employee who temporarily disabled president trump's personal twitter account could face criminal charges. the still-unidentified person who was contracting for twitter may have violated the computer fraud and abuse act. experts say that person had the power to tweet something that could start a war or compromise national security. if charged and found guilty, the

person responsible could face up to ten years in prison. happening today, nationwide protests against president trump. the group refuse fascism has organized rallies in 22 cities. there's one in san francisco today at union square. protesters will rally starting at 3:00 p.m., then march at 4:00. according to the facebook event page, more than 350 people say they plan to attend. expect wet and snowy roads if you're driving through the sierra this weekend. this is the view from caltrans on interstate 80 at castle peak. truckers must carry trains between placer county and the nevada state line. snow fell all day yesterday and more than a foot is expected on donner summit by tonight. in another sign the weather is cooling down, the little ice rink at south shore center in alameda opened to skaters yesterday. you can hit the ice daily through january 15th. ice rinks open in walnut creek next week.

and in san jose the week after that. recreational crab season gets under way today. the chance of rain and high winds threaten to keep sport boats in their docks until next week. at least two sport fishing companies tell abc 7 news they're going out this morning. both are sold out. so far there are no warnings for bay area waters about levels of domoic acid, the toxin that impacted the last two dungeness seasons. >> we've done all the testing down here and our crabs are all clean, safe, beautiful. i hear they're big. i hear they're nice big crabs, heavy. sounds like there's going to be, you know, two- or three-pound crabs. it sounds like real nice crab. we're really excited. >> the catch during the sports season is limited to ten crabs per fisherman. they cannot be sold. commercial crab season begins on november 15th. time now is 6:07. a little rain isn't stopping them from doing their thing. >> no, not at all.

coming down pretty good in the east bay, hayward and fremont right now. it has yet to push through the south half of the bay, right now from sutro you can see the clouds out there in the distance. so it may have woken you up this morning at 3:00 a.m. in the north ba56y. in livermore. we'll see slightly lower amounts in the south bay as it weakens and pushes south. i'll have your full forecast next. >> lisa, thank you. also ahead, as more accusations build against kevin spacey, netflix is taking a stand when it comes to his hit show. plus it's a home that has some film buffs seeing double. it survived the north bay fires.

netflix is cutting all ties with actor kevin spacey. the company says it will no longer be involved with any further production of spacey's hit show "house of cards." the show is set to end after next season. and this means spacey will not be a part of it on netflix. at least eight people involved with "house of cards" have accused spacey of sexual harassment on the set. netflix has also stopped post-production of the spacey film "gore." jed york and other nfl owners will be called for depositions in colin kaepernick's solution case. they will have to turn over cellphone records and e-mails. other owners include dallas cowboys' jerry jones and new england patriots' robert kraft.

they were chosen based on their public statements about kaepernick or sideline protests. kaepernick filed a grievance saying owners are colluding to keep him out of the league. dozens of temporary homes will soon be available to fire victims in sonoma county. fire destroyed an estimated 5,000 homes there. the board of supervisors approved a plan to lease 80 rv spaces at the sonoma county fairgrounds and create another 120. fema will provide the temporary homes. anyone affected by the fire can apply for disaster relief at the local assistance center in the "press democrat" building. a house featured in the movie that made lindsay lohan famous survived the north bay wildfires. it is still standing after a tenacious effort by firefighters and the owners. abc 7 news reporter leslie brinkley has the story. >> reporter: the nuns fire came perilously close to stagland family vineyards, a sprawling 62-acre wine estate. they were protected by

air-drops, a huge fire break behind their company, and private fire companies provided by their insurance company. they came out of it all unscathed. no damage, including their beloved home, the one featured the "parent trap" movie. >> we didn't defend it for the nostalgic reason of the movie. we defended it for our home and our children. that's our harvest table. >> reporter: she showed us around the pool where lindsay lohan portrayed twins annie and hallie. here's the porch with a stunning view of the vineyards below. no smoke, no fire. the "parent trap" house is a private residence that's not part of the tours or tastings here at stagland family vineyard. it's a bit of napa valley pop culture that's standing strong. >> people are coming back to the valley for tours and tastings. >> reporter: out of town

visitors say they were thinking of canceling their trip here and are glad they didn't. >> it's a wonderful time to come and visit. and it's an important time to come and visit. and so we decided to make the trip. >> you're trying to really understand exactly what, you know, to expect. but it's really nice to be able to see that everything has rebounded so well. >> reporter: many wineries are donating some of their proceeds to relief efforts. >> 19% of all monies raised through the sonoma and napa county relief funds is going to support mental health, brain health. >> reporter: that includes counseling for parents and children in schools here. right now napa wineries are toasting the firefighters and the change in the weather as they celebrate the places that were saved from the fire. i'm leslie brinkley, abc 7 news. san jose residents are being told that they will get earlier warnings if creeks threaten to flood their homes.

homes were flooded in september after the coyote creek flooded. abc 7's david louie has more. >> reporter: crews are clearing did he bring from coyote creek. a new action plan has been approved to provide residents earlier warnings of rising floodwaters. no one wants to see a repeat of last february's disaster when residents had to be evacuated when caught by surprise. they never had time to move their vehicles. >> because of those floods, we've been able to kind of take action and prepare a plan for ourselves and what we need to do is maintain that commitment day in and day out. >> reporter: a major step forward is joint meetings of the san jose city council and valley water district board. the new plan they approved sends out alerts by cellphone and key emergency teams will do periodic drills to test their response to flood warnings and watches. >> the idea is that every year we would have at least one exercise, one drill, one sit-down discussion, what needs to change, did it work last

time, did what we say work in preparedness, response, and everything else. >> reporter: 41 families made homeless by february's coyote creek flood remain in temporary housing. the reason is high rent, which some victims cannot afford. many of the displaced want to stay close to their kids' schools and to friends and family. >> while people have been wanting to move back in the areas that they were in, perhaps looking at different parts of the city or perhaps even relocating to another city, may be the only viable option, or looking at another housing type. >> reporter: san jose is in the process of applying for $5.4 million in state funding to help with disaster relief. in san jose, david louie, abc 7 news. >> announcer: now your accuweather forecast with lisa argen. >> good morning to you. we have a slow moving cold front that pushed through the bay area, the north bay, i should say, at 3:00 a.m. live doppler 7 shows the heavy remember returns from around hayward, southwest ward right on

through half moon bay. as it continues to push to the south and east, you'll get some rain in the south bay but not as much as we had in the north bay, anywhere from a third of an inch so far. but range now from vallejo through walnut creek. you can see the yellows here, that indicates some more moderate downpours around san mateo, some good rain across the bay year, 92 and right on through redwood city. and just kind of sitting here slowly inching its way through woodside, and not yet really in mountain view, just a little bit of drizzle. to the south bay, you can see how it shuts off here, light rain in fremont, nothing happening from san jose through milpitas and east of the foothills here. back west ward it's holding together along the coast. atascadero, you'll get into some light rain in the south bay.

we're just talking a couple of hundredths. you can see that we've got more showers offshore. in the mountains, upper 30s from lake tahoe, light drizzle here, not snow yet. but we are expecting the snow and some heavy iier mounts with foot expected in the evening hours. 60 in san jose. we're looking live outside right now, san francisco with scattered showers throughout the morning hours. second half of the day, partly cloudy. tomorrow looks dry as well. looking at the time change tonight, gaining that extra hour of sleep. your hour by hour forecast shows the front clearly defined here. and it weakens as it continues to push south through the 8:00 hour. you can see some showers still around the peninsula. then by the time it gets to the south bay, 10:00, 11:00, not much left of it. we'll begin to see some clearing from north to south as well. still a little light rain in the north bay, but amounts will range from a few hundredths in the south bay to a third to a

quarter inch in san francisco through the midday hour. in terms of the snow, through 11:00 tonight up to two feet higher elevations, wind gusts from 40 miles an hour to 100 miles an hour along the highest peaks. some pretty dangerous conditions there. and the snow anywhere from about a half a foot around tahoe city to a foot in kirkwood. so we've got another chance of rain coming our way, wednesday night into thursday. this could bring in a little bit more moisture. we'll watch it for you. right now it's a 1 on our storm impact scale. we'll look at this system exiting throughout the afternoon. 61 in concord today, upper 50s at the coast. a dry afternoon, dry several days as we warm up to near 70. download the accuweather app and keep track of the rain in your neighborhood and get excited for more rain by the end of the week. >> already excited for that extra hour of sleep too. >> i know, love this time of year. >> lisa, thanks. ahead, a huge scene in hollywood, the honor that many

up with hoodline. thousands of screaming fans helped honor selena when she received her star on the hollywood walk of fame. she was shot to death in 1995 by the founder of her fan club. veronica miracle from our sister station in los angeles brings us to the scene. ♪ >> reporter: on the hollywood walk of fame, an unusually massive crowd for special unveiling. don't expect anything less for superstar selena. >> she means everything to me. she's one of the biggest role models of my life. >> reporter: she was just 23 when murdered, a life cut short more than two decades ago by the president of her own fan club. standing in line for hours just to get a glimpse of the ceremony, fans like 4-year-old sammy, who is wearing her favorite selena outfit.

live. hi, lisa. >> hi, chris, good morning to you. the rain is in a narrow band along the east bay and highway 1. the rain has turned lighter from concord into san ramon, 680 and dublin. hayward, you've been getting your head wet. not so much in fremont. redwood city, it's been a little damp for you, sandhill road. palo alto, south of there, the rain line is dry. from atascadero, until late morning or very early this afternoon, just a couple of hundredths to 2/10ths left for you. in san francisco we're looking at our exploratorium camera. 50s with upper 50s later today. we're getting to some sunshine.

not only a dry second half of the day, a dry second half of the weekend, but look what happens by mid-week. we're bringing in more rain. it could be healthier amounts. i'll have the details coming up. >> lisa, thank you. president trump is in japan today, next he'll travel to south korea where tensions in the north are high. the big question, will his visit inspire confidence among america's allies or make a grave situation even worse? abc news reporter lana zak has the latest in washington. >> reporter: this is the longest foreign trip for president trump so far. the 12-day tour takes himself through china, japan, south korea, and the philippines. >> we'll meet with leaders of countries that have been friends and have become very good friends of mine. we have great trade relationships other than the fact that we are right now being taken advantage of. but i think they'll start changing them pretty quickly. >> reporter: throughout the trip mr. trump is expected to discuss

economic policy and play a bit of golf and he faces international criticism for meeting with the president of the philippines. who is accused of killing thousands in his war against drugs. the most critical issue is continued tensions with north korea. >> north korea threatens not just our allies, south korea and japan, and the united states. north korea is a threat to the entire world. >> reporter: back in august, u.s. intelligence confirmed that north korea had successfully miniaturized nuclear warheads. representing a potentially serious increase to its military capabilities. the president responded then with language his administration said would deliver a clear message to north korean president kim jong un. > north korea best not make any more threats to the united states. they will be met with fire and fury like the world has never seen. >> reporter: it's that type of language that has some foreign policy experts concerned. as north korea's closest ally china has a significant role to

play in containing the north korean threat, president trump will no doubt be asking beijing to help exert their influence. here's where it becomes more complicated. he also has a second agenda item, to try and renegotiate trade deals to the benefit of the united states. reporting from the white house, lana zak, abc news. a former army sergeant who walked away from his post in afghanistan will not serve jail time. president trump called the decision a complete and total disgrace. abc news reporter maggie rule has more. >> reporter: an emotional army sergeant bowe bergdahl learns he will not face any time in jail. >> sergeant bergdahl has looked forward to today for a long time. >> reporter: president trump, quick to tweet, the decision on sergeant bergdahl is a complete and total disgrace to our country and to our military. the president has long been critical of bergdahl. the 31-year-old faced up to life in prison after admitting to walking off his base in afghanistan in 2009, eventually

getting captured and held by the taliban for five years. two soldiers were seriously wounded while searching for him. >> he's a traitor, a no-good traitor who should have been executed. bing, bong, he's gone. >> reporter: bergdahl's lawyers countered that his captivity was punishment enough and claim that the president's comments made a fair trial impossible. >> president trump's unprincipled effort to stoke a lynch mob atmosphere while seeking our nation's highest office has cast a dark cloud over the case. >> reporter: while the judge ruled that the trial was fair and would go forward, he did say that the president's comments would be taken into account as mitigation evidence during his decision. bergdahl is released on a dishonorable discharge. given a reduction in rank and must forfeit $1,000 of pay for ten months. but this case is not over yet. the defense says they plan to appeal the dishonorable discharge decision. abc news, new york.

police will be on high alert at the new york city marathon tomorrow. the chief said international and domestic terrorists are concerned after the attack that killed eight people earlier this week. and this morning we're learning more about what the suspect did right before the attack. abc news reporter has the latest. >> reporter: authorities tracking down sayfullo saipov's contacts. they're tracking others saipov had contact with, as authorities in afghanistan have investigated saipov's mother. authorized in uzbekistan have investigated saipov's entire family. his mother passed out in shock after hearing what her son had done. his sister begging president trump not to sentence saipov to death, saying someone had poisoned his mind.

with the famed new york city marathon nearing, officials say there's no specific threat but remain concerned about international terrorists and domestic extremists terribpoten targeting the event. the governor's office announcing enhanced security after this week's attack. >> we'll increase the number of observation teams and counter sniper teams. there will be a substantial number of heavy weapons teams. now to a major development in the harvey weinstein case. the new york police department says it has enough evidence to make an arrest. but will they, and how soon? abc news reporter lindsey davis has more. >> reporter: new york city police say they have enough evidence to arrest producer harvey weinstein for rape. they say they don't know if it's enough to bring a case to trial. >> we have an actual case here. >> reporter: the case stems from an investigation into claims that weinstein assaulted "boardwalk empire" actress paz

de la huerta upon two occasions in 2010. >> we need an arrest warrant. that requires a court order. we want to get our evidence first. >> reporter: the actress alleges in one instance weinstein drove her home from a party and once inside her apartment, forced himself on her. weinstein's representative has said any allegations of nonconsensual sex are unequivocally denied by mr. weinstein. also possible criminal investigations into actor kevin spacey in london. british police are looking into an assault in 2008 at the famed old vic theater while spacey was artistic director. it comes after new allegations from the set of his hit show "house of cards." >> and this chamber chooses to debate me? >> reporter: eight new accusers spoke anonymously to cnn, saying spacey's behavior included nonconsensual touching and crude comments, creating a toxic environment for young men on the set of "house of cards." no comment from spacey on the latest accusations. lindsey davis, abc news, new york.

notice the yellows right here. this past hour, and how it begins to just turn green, and then fall apart throughout the 9:00 hour. and so that's why, as it sinks south, it's not really holding together. you won't see too much south of fremont and sunnyvale, los gatos. we have another one on the way perhaps, wednesday into thursday. so from this morning to this afternoon, anywhere from a quarter to a third of an inch from the north bay and about just over a tenth in hayward, maybe fremont, and a couple of hundredths through redwood city. san jose not getting too much. this is a snow maker in the mountains, anywhere from 6 to 12 inches at 6,000 feet, up to two feet in higher elevations. they would like to get some of the resorts open by thanksgiving. this system, it's a decent one. the one behind it will also bring in more snow with 15 inches at donner, maybe 11 inches at kirkwood, 5 inches tahoe city. the next system looks wetter,
