good morning bay area. let's get up and get going. this is "abc 7 mornings." it's saturday, november 4th. good morning and thanks so much for joining us. i'm chris nguyen. let's start with meteorologist lisa argen, tracking the conditions where you live. hi, lisa. >> hey, chris. you may have slept through it, the rain, that is, if you live in the north bay. here's a loop of the last three hours, you can see it progressing from the east bay to the south bay. the north bay at 3:00 a.m. if we take you to 580, livermore and pleasanton, union city and fremont finally getting wet. milpitas, you've been dry most of the morning. and palo alto. this rain will continue to sink south around san jose.

there's not going to be much of it. as it sinks to the south and east, it will weaken this weather front. 1 on the storm impact scale. the coastal hills could see a third to 4/10ths. 50s throughout much of the morning hours. by the afternoon, cloudy and peeks of sun. a cool day today. we're looking at the rain ending, though. we'll talk about more rain in the seven-day outlook in a few minutes, chris. >> lisa, thank you. the final vote is in. starting in december of next year, san francisco police officers will be armed with tasers. >> the motion passes 4-3. >> shame! >> boo! >> tense moments at city hall last night. members of the san francisco police commission cast their final vote after a heated debate that lasted nearly seven hours. abc 7 reporter katie utehs has the details.

>> reporter: public comment on the issue of outfitting san francisco police with tasers quickly boiled over. >> watch out, behind them, behind them. >> reporter: the police commission president stopped the meeting. protesters rallied for an hour. the hearing continued on another floor. they then filtered in speakers. >> i don't need to hear people swearing at me and questioning my blackness and my gayness or anything else. i know who i am and i know what i must do. i just need to hear the information and make a decision. >> reporter: the budget analysis puts the implementation of tasers at a cost of $8 million, including outfitting units with defibrillators to counter the effects of taser electricity. >> there's a definitive risk for sudden death. there could be some tight policies that we put forth to try to mitigate some of those risks. >> i would like to ask those of you who are thinking about

endorsing tasers to please try it on yourself before you make that decision. >> reporter: african-americans and latinos are much more likely to be tased, a researcher testified. chief william scott acknowledged this as he promised strong oversight and transparency in his bid for tasers. >> deescalation is and always be our objective. >> reporter: katie utehs, abc 7 news. law enforcement across the state are searching for an abducted baby and his father who could be headed to the bay area. the chp says jeffrey gomes took 2-month-old jefferson gomes after an argument with the baby's mother. they were near los angeles and headed north on interstate 5. jeffrey gomes is considered armed and dangerous. he was last seen in a white chevy truck towing a 28-foot trailer. the license plate number is 02390p1. this morning a san jose man is in jail accused of taking pictures and video of an

underage girl on a city bus. there's more to the story. abc 7 news reporter katie marzullo has the latest from san jose. >> reporter: a 16-year-old girl told authorities a man was taking pictures and video of her on a bus in san jose. the sheriff's office investigated and identified 70-year-old florencio hernandez-palmo as the suspect. the sheriff's office says on at least one occasion when the girl got off the bus, hernandez-palmo followed her and kept recording. they arrested him at a bus stop. >> the whole situation is gross, it's creepy, it's unfortunate. it's sad, really. hopefully the guy will get some kind of mental help. >> reporter: the sheriff's office believes hernandez-palmo has been recording girls for three years. they're asking other potential victims to come forward. >> i would send a message, be more cautious as a parent. i mean, anything can happen. >> reporter: we talked with the suspect's landlords. they were shocked to learn of his arrest.

off-camera they told us hernandez-palmo and his wife have rented a room in their house for five years. they called them good, hard working people. in san jose, katie marzullo, abc 7 news. dozens of people are back in their homes this morning after a fire in san francisco's chinatown. it started just before 6:00 last night at mason and washington just across from the san francisco cable car museum. 30 people were evacuated. a child went to the emergency room for an evaluation. no one else was hurt. the former twitter employee who temporarily disabled president trump's personal twitter account could face criminal charges. the still-unidentified person who was contracting for twitter may have violated the computer fraud and abuse act. experts say that person had the power to tweet something that could start a war or compromise national security. if charged and found guilty, the person responsible could face up to ten years in prison.

happening today, nationwide protests against the president. the group refuse fascism has organized rallies in 22 cities. there's one in san francisco today at union square. protesters will rally at 3:00 p.m. and march at 4:00. abc news is learning more about the nfl owners who will be deposed in colin kaepernick's collusion case. our sister network espn reports those owners are being asked to turn over correspondence about kaepernick. abc news reporter ron claiborne has the details. >> reporter: this morning, former 49ers quarterback colin kaepernick, alleging that some of the nfl's most powerful owners colluded to keep him out of football. the owners are asked to hand

over cellphone records and e-mails. kaepernick has filed a grievance against the nfl and all 32 team owners, according to documents obtained by abc news. kaepernick's lawyer claims multiple nfl head coaches and general managers stated that they wanted to sign mr. kaepernick, only to mysteriously go silent. kaepernick drew national attention last year for kneeling during the national anthem prior to games to protest social injustice against african-americans. the laundry list of owners being deposed includes dallas cowboys owner jerry jones, new england patriots owner robert kraft, and muse ton texans owner bob mcnair. >> colin kaepernick is not going to be a perfect fit for every time. but the fact that he's a fit for no teams is really stunning. >> reporter: roger goodell shot down suggestions that kaepernick was being blackballed by the league. >> obviously everyone is aware

of the fact of his protests last year. that's something that individual clubs will either weigh or not weigh. >> reporter: ron claiborne, abc news, new york. you can expect wet and snowy roads if you're driving through the sierra this weekend. here is the view from caltrans at castle peak a few minutes ago. truckers must carry trains between placer county and the nevada state line. more than a foot of snow is expected on donner summit by tonight. in another sign the weather is cooling down, the little ice rink at south shore center in alameda opened to skaters yesterday. you can hit the ice daily through january 15th. ice rinks open in walnut creek next week. recreational crab season gets under way today. the chance of rain and high winds threaten to keep sport boats in their docks until next week. at least two sport fishing companies tell abc 7 news they're going out this morning. both are sold out. so far there are no warnings for bay area waters about levels of

new developments in hollywood's widening sexual misconduct scandal. the new york police department says it's gathering evidence for a potential rape charge against harvey weinstein. there are also reports scotland yard is investigating kevin spacey's alleged sexual assault of a man back in 2008. this as netflix has cut ties with spacey, telling abc news that future production of "house of cards" will not involve him, moving forward. abc news reporter eva pilgrim has the details. >> reporter: new this morning, possible charges looming for former hollywood power producer harvey weinstein. >> we have an actual case here. >> reporter: new york city police now saying they're gathering evidence to potentially arrest weinstein for rape. but they don't know if it's enough to bring the case to trial. >> in order to arrest mr. weinstein, we would need an arrest warrant. that requires a court order. so we want to get our evidence first. >> reporter: the case stemming

from an investigation into claims that weinstein assaulted "boardwalk empire" actress paz de la huerta. she says he drove her home from a party and forced himself on her. >> it's often seen as enough corroboration to make an arrest. >> reporter: weinstein's representative maintains, "any allegations of nonconsensual sex are unequivocally denied by mr. weinstein." police in london are now reportedly looking into allegations actor kevin spacey sexually assaulted a man in 2008. "the guardian" newspaper reporting the alleged assault happened at the famed old vic theater while spacey was artistic director. this facebook post from a mexican actor says the star routinely preyed on young actors there. meanwhile, allegations from the

set of spacey's hit show "house of cards" are mounting. eight new accusers speaking anonymously to cnn saying spacey made crude comments and inappropriately touched them, creating a toxic environment for some young men on the set of the show. eva pilgrim, abc news, new york. more caltrain riders may soon be able to safely leave their bikes at the station. transit officials have adopted a new bicycle parking plan to reduce the number of bikes on trains. the new plan adds more bike parking spots to stations along the corridor. right now 93% of bicyclists bring their bikes on board. the new plan would free up space to accommodate more riders. dozens of temporary homes will soon be available to fire victims in sonoma county. fire destroyed an estimated 5,000 homes there. the board of supervisors approved a plan to lease 80 rv spaces at the sonoma county fairgrounds and create another 120.

fema will provide the temporary homes. anyone can apply for disaster relief in the "press democrat" building. a house featured in the movie that made lindsay lohan famous survived the north bay wildfires. it is still standing after a tenacious effort by firefighters and the owners. abc 7 news reporter leslie brinkley has the story. >> reporter: the nuns fire came perilously close to stagland family vineyards, a sprawling 62-acre wine estate. they were protected by air-drops, a huge fire break behind their property, and private fire companies provided by their insurance company. they came out of it all unscathed. no damage, including their beloved home, the one featured the "parent trap" movie. >> we didn't defend it for the nostalgic reason of the movie. we defended it for our home and our children. that's our harvest table. >> reporter: she showed us around the pool where lindsay lohan portrayed twins annie and hallie.

here's the porch with a stunning view of the vineyards below. no smoke, no fire. the "parent trap" house is a private residence that's not part of the tours or tastings here at stagland family vineyard. it's a bit of napa valley pop culture that's standing strong. >> people are coming back to the valley for tours and tastings. >> reporter: out of town visitors say they were thinking of canceling their trip here and are glad they didn't. >> it's a wonderful time to come and visit. and it's an important time to come and visit. and so we decided to make the trip. >> you're trying to really understand exactly what, you know, to expect. but it's really nice to be able to see that everything has rebounded so well. >> reporter: many wineries are donating some of their proceeds to relief efforts. >> 19% of all monies raised through the sonoma and napa county relief funds is going to support mental health, brain

health. >> reporter: that includes counseling for parents and children in schools here. right now napa wineries are toasting the firefighters and the change in the weather as they celebrate the places that were saved from the fire. i'm leslie brinkley, abc 7 news. good saturday morning. it's been over five hours since this front moved through sonoma county, and it's still over the east bay and south bay. it's a slow mover and a narrow band of moderate rain is what we've seen when it pushes through the area. some of you haven't seen anything at all yet in the south bay. you may have slept through it in the north bay and san francisco. here is a look at dublin, pleasanton. union city and fremont finally getting rain, down around newark as well. across the bay and peninsula as well. sunnyvale, even san jose, sunshine this morning, maybe a

little drizzle. sandhill road, palo alto, some showers and also along the coast, highway 1 near atascadero, in between that and davenport. this will continue to push into the mountains from a quarter inch to 4/10ths in higher elevations, less than that for the rest of us. south bay, maybe a tentative h inch if you're lucky. it's raining all morning long from lake tahoe, south lake. it should change over to snow in the next couple of hours. a soggy walnut creek this morning. 55 in the cities, 54 on the coast. a dramatic shot from our roof camera here with the flag blowing. it's going to be a cool afternoon out there with some limited sun towards the later afternoon hours. 58 in concord as well as 56 in livermore, 55 in napa. so lake tahoe, it looks kind of warm and it is at 37, 38

degrees. we should get some snow here. tahoe city and perhaps kirkwood up to a foot of snow. then there's another opportunity wednesday into thursday. so scattered showers ending this morning. partly cloudy this afternoon. we get that extra hour of sleep tonight, 2:00 a.m. we switch our clocks back one hour. here is our computer animation of our forecast analysis. by 8:30, it's still hung up over the east bay. by 9:00, finally pushing through the south bay. the next couple of hours through 11:00, some showers, santa clara, into the south bay and the santa cruz mountains, then it exits. we'll get some clearing here. rainfall amounts so far have been about a third of an inch in some of the heftier locations. hayward, a good amount as well. oakland, a tenth of an inch. maybe 6/100ths in mountain view. winter storm warning through 11:00 p.m. tonight. not a great idea to go up there today. snowfall amounts, it hasn't been snowing yet but it should later

obviously, north korea. we'll be enlisting the help of a lot of people and countries. >> reporter: the threat of north korea looms large. but the russia investigation back home also has the potential to overshadow what's being called his most important foreign trip yet. this morning, the trump administration faces lingering questions about this march 2016 campaign meeting where accordig to court filings, foreign policy adviser george papadopoulos told the group, including president trump, and now attorney general jeff sessions, he had connections with russia that could help arrange a meeting between trump and vladimir putin. >> i don't remember much about that meeting. it was a very unimportant meeting. it took place a long time -- i don't remember much about it. >> reporter: despite the president telling me shortly after election day. did you or anyone in your campaign have any contact with russia? >> no. >> reporter: now he says this. >> all i can tell you is this.

they've tracked down sayfullo saipov's last known contact, questioning the man who spoke to the terror suspect on the phone moments before his murderous truck attack. abc news has learned authorities in saipov's native have questioned saipov's entire family. saipov's mother passed out in shock after hearing what her son had done. three survivors of the ramming embracing as they remembered the five classmates mowed down, seen here celebrated the 30th anniversary of their high school graduation just hours before their deaths. new york city still reeling but resilient as runners take their marks this marathon weekend. ariel rashav, abc 7 news. new details on wildfire cleanup in sonoma county. people who lost their homes have deadlines to meet for debris removal. fire victims planning to sign up for the government sponsored cleanup program must do so by monday, november 13th. others planning to use private contractors must submit an application and work plan by november 22nd. officials estimate 4,000 homeowners still need to register. today, a fundraiser for fire victims in mendocino county. the fun-filled night includes a dinner, silent auction, dance, and music. tickets cost $25 at the door. the event is at the redwood empire fairgrounds in ukiah from 4:00 to 10:00 tonight. nearly a thousand volunteers have signed up to restore oak trees in the fire ravaged north bay. they're working a project led by the california native plant society to collect acorns from surviving trees. organizers say the timing is good this year as oaks produced an unusually large amount of acorns and they can help bring back life to the fire zone. ahead on "abc 7 mornings," the snow is back in the sierra,

good saturday morning, everyone. this is a six-hour time lapse. you can see the progression of the rate out of the north bay, still hung up in the east bay, pushing through the south bay. we have the rain shadow effect not expecting much in san jose. closer here in the east bay, some moderate rain from dublin back southwestward through hayward and union city, you've had a decent amount here. fremont getting your head wet, milpitas a little light rain. as it moves into san jose and cupertino, it dries up and false apart. atascadero, light rain, davenport. greater amounts on the coast. in the sierra nevada, still rain at the lower elevations, about 5,000 feet, 5,500 feet. upper elevations have picked up a couple of inches of snow. mt. tam had it coming down pretty good at 3:00 a.m. this

morning. leftover, a layer of clouds. a pretty picture, 59 in mountain view and san josé with 54 along the coast. the rain is pushing through the peninsula, the southern part of the peninsula, around stanford, mountain view. numbers on the mild side, 52 santa rosa, 57 by the delta, 56 in livermore. san jose, you've got some sunshine, not much in the way of rainfall. but this is how it goes around here with the mountains, just kind of holding it back. a few sprinkles for you, maybe. scattered showers through the morning hours for mainly the south bay, the peninsula, and parts of the east bay. partly cloudy this afternoon. that extra hour of sleep tonight. here is our forecast animation of how the front pushes through the rest of the morning and how it just limps along, falls apart by 11:00. in the mountains it will hold together. that's why we're looking at the winter storm warning through

11:00. a third of an inch in neighborhoods to the north. through the next couple of hours, a few hundredths from redwood city. tonight, should still be snowing in the mountains through late tonight with up to two feet in the highest elevations, that's some good news, because the ground is so warm, a lot of this just melting. as we get towards tonight, 15 inches, not bad in donner. we'll get some dry days, cool days with sunshine. and then by wednesday night into thursday and friday, this system looks to bring in more rain and more mountain snow. so we'll keep you posted on the timing on that. but today, a cool afternoon with 59 in san rafael and richmond, 60 palo alto, 61 in morgan hills. download our accuweather app, it's handy to have to navigate the radar and look at the cool temperatures today. after, oh, the next hour to two hours, we'll see a little bit of moisture still with us. then dry weather through mid-week. and then the rain moves in in the north bay looks like wednesday night.
