the east. blocking a lane of traffic there, lane number two. expect delays if you're heading westbound out of the fairfield area. we'll be back with a look at your drive times in a couple of minutes. here at the live desk i am following updates on that deadly church shooting in texas that left 26 people dead. and just this morning the wilson county sheriff said 12 to 15 of those victim are children. the sheriff also revealed moments ago the gunman's in-laws occasionally attended service at that same church, although he did say they were not there at the time of the shooting. authorities are now investigating the motive of the 26-year-old gunman devin kelley. they searched his home outside san antonio overnight. abc news senior justice correspondent pierre thomas explains how kelley could have bought the rifle that was used. >> in theory, he should have been banned from buying a gun. sources tell nbc news his

conviction may not have been entered into the fbi national database for gun background checks. if that's true, authorities will want to know why. >> kelley was found dead inside a vehicle shortly after the attack. it's unclear if he died from a self-inflicted wound or if he was shot by someone who confronted him. meanwhile this morning president trump addressed the shooting overnight. during a press conference with the japanese prime minister president trump said guns are not the issue. >> we have a lot of mental health problems in our country, as do other countries. but this isn't a guns situation. we could go into it but it's a little bit soon to go into it. >> the president also called it a very, very sad event calling it a mental health problem at the highest level. parishioners here are reacting saying their prayers alone are not enough. just listen to what people at

this happened. matt keller live for us at the sheriff's office in redwood city. matt? >> reporter: good morning, reggie and natasha. two major concerns. one, how these weapons were stolen and, two, how these weapons are going to be used in the future. this happened in the tenderloin in san francisco on friday night. broken glass shows where the unmarked san mateo county sheriff sergeant's car was broken into. a shotgun, rifle, and 500 rounds of ammo taken along with a bulletproof vest and a jacket with fbi written on the back. it's not clear where in the car the guns and ammo were left. state senator jerry hill passed legislation in 2016 requiring both citizens and police officers to store and secure handguns in cars but not long guns or rifles. >> if you're going to secure handguns and you're a law enforcement official, you have to secure every one of your weapons because they all can kill and that's the problem.

>> reporter: this gun and ammo theft is one of six since 2015 including the weapon used to kill 32-year-old kate steinle on pier 14. the fbi confirms in this case the sergeant serves on its joint terrorism task force but the weapons and ammo stolen were not fbi issue. reporting live in redwood city, matt keller, abc news. thank you so much, matt. at least one person has died following a car accident on the lakeville highway. it involves at least six cars. the collision happened just west of sears point in the southbound lanes around 9:00 last night. as sue was tracking for us earlier this morning another car crashed through the road closure. all lanes, though, did open about 90 minutes ago. it's 6:05 now. we are expecting to hear more information about a walnut creek teacher accused of having improper contact with a child. you can see it on the map. he was arrested on friday and parents in two east bay cities received letters after the arrest. he has worked in walnut creek since 2015.

he served as a substitute teacher in martinez public schools in 2013 and 2014. some north bay fire victims may be allowed to return to their property later this week. the epa now testing debris at journey's end mobile home park for hazardous chemicals like asbestos. results expected back on wednesday. if they come back clean residents can return that same day. if they come back positive the epa will have to develop a cleanup plan and that means residents will have to wait even longer. >> there's virtually no place to go. do we move to another state? we don't want to do that. >> what's going to happen to us? none of us know. we just don't know. we don't know if we'll have a home, a park. >> yeah, they're in a really tough place because that park got red tagged on friday. now fema claims it has manufactured housing on standby. right now they say there's just nowhere that they have to put it. new at 6:00, san francisco

police officers are issuing fewer traffic tickets. according to "the examiner" thousands fewer traffic tickets in recent years. and this is despite a push to ticket dangerous drivers for violations like speeding. "the examiner" says they are issuing citations for things like expired registration stickers and fix it tickets. all told, dropped by nearly 30,000 from the same time in 2015. that's according to public records. >> the bay area's newest transit system is looking to expand beyond the north bay. the plan that could have trains heading east. and at the live desk, one of the men who stopped the texas church shooter is speaking overnight to abc news. i'll have his new reaction next. it's 6:07 in the morning. because of the time change, look, we already have a bit of a look, we already have a bit of a sun rise dev

this morning we are hearing from one of the heroes in texas after the church shooting that killed 26 people. johnnie langendorff says he and another man chased the alleged begunman because he wanted to keep others from being hurt, too. he appears on "good morning america" to talk about how he was able to keep calm while trying to stop the suspect. >> this is one of those things. act now, ask questions later kind of deal. i didn't -- it wasn't something i needed to freak out about. the situation was under control. as long as i'm behind the wheel i'm perfectly fine. >> langendorff says he's happy so many people are pitching in from all over the state of texas to help out those affected families and frankly from all over the country. reggie? thank you, jessica.

anthony weiner has to surrender to serve a 21-month prison sentence for sexting with a 15-year-old girl a. judge sentenced the disgraced new york congressman and was fined $10,000 and has to undergo internet monitoring after he gets out of prison. he will not have contact with his victim and must enroll in a sex offender treatment program. it's unclear when kentucky senator rand paul is going to return to washington. the republican lawmaker is recovering right now from an attack by his former neighbor. paul suffered five broken ribs and bruises to both his lungs in the friday attack in kentucky. 59-year-old named rene boucher, a former anesthesiologist faces assault charges. a spokesperson for paul says three ribs were partially or completely cracked, and that is what caused injury to his lungs. the senator's recovery could take months. and as for what caused this, a motive is unclear. police in pacifica are trying to find vandals who keyed

the warm spot will be san francisco at about 48 degrees. storm impact scale for wednesday night into thursday is 1. it's a light storm about a tenth of an inch to half inch in the north bay. maybe more than that. we'll keep tweaking as we get closer. most of the day wednesday will be dry. there may be some sprinkles, a stray shower here and there. you can see the light to moderate rain moving into the north bay at 7:00. we lose the moderate rain as it moves into the heart of the bay by 11:00. it will exit the south bay as we head through the morning commute. during the evening commute friday north of the san mateo bridge it may be slick and it will stay that way through 7:00. as we head throughout the overnight hours and into the morning you can see all of us get some rain. my accuweather seven-day forecast. what you're going to see a one for wednesday, thursday, and a one in the north bay friday. sue? taking a look at a couple problem spots. we're going to go back to fairfield now, westbound 80 just before highway 12.

morning, we are following the newest developments from texas on that deadly church shooting. it left 26 people dead and this morning the wilson county sheriff, unfortunately, revealed 12 to 15 of those victims were children. i do want to show you exactly where the shooting hammed and here is a map of texas. just nearby san antonio is where we find abc news reporter danya bacchus. danya? >> reporter: good morning, jessica. first baptist church of sutherland springs behind me is an active crime scene as investigators continue to search for a motive for this shooting. a small texas town now mourning 26 of their neighbors gunned down yesterday in the deadliest church shooting in modern u.s. history. it began shortly after 11:20 sunday morning. a gunman walked into first baptist church in sutherland springs, texas, and opened fire on the congregation.

the tragedy prompting a massive response from first responders as well as residents of this small town. >> the second we knew what was going on we just ran over there to help. >> reporter: officials say the suspected gunman, devin kelley, walked into the church with an ar-15 style weapon and started shooting. kelley was in the air force but was convicted in 2012 of child abuse. he served one year before being released in 2013. his bad conduct discharge and conviction should have prevented him from passing the background check required to purchase the gun. the youngest victim just 5 years old. the oldest, 72. among the dead, the pastor's 14-year-old daughter annabelle renne pomeroy. local resident johnnie langendorff said kelley exchanged gunfire with another man as he left the church. >> and the gentleman with the rifle came to my truck as the shooter took off and said that we had to get him, and so that's what i did.

>> reporter: both men chased the suspect as he left the scene. a short time later kelley crashed his car and was found dead from a gunshot wound. >> at this time we don't know if it was a self-inflicted gunshot wound or if he was shot by our local resident. >> reporter: texas governor greg abbott says he doesn't think this was a random act of violence and there was a particular reason the church was targeted, but he would not elaborate. jessica? >> danya, thank you. i do want to get everyone caught up on the latest what we know about accused gunman devin kelley. he was stationed at holloman air force base in new mexico from 2010 until he was discharged in 2014. he was court-martialed for domestic violence against his wife and his child in 2012. kelley was sentenced to 12 months' confinement and given a bad conduct discharge and he was licensed as a security guard and worked and lived in new braunfels, texas, north of sutherland springs. a facebook profile under

new seismic standards. they want to transfer to an expanded hospital in oakland. it would leave berkeley with no emergency room. >> it's a terrible idea. i think it's important for berkeley to have a hospital both for babies being born, elderly people who are sick and everyone else in between. >> we're not going to let the east bay become a hospital desert. >> sutter intends to keep many doctors offices and other services in berkeley. it also says changes in patient care and technology have reduced the need to admit people to hospitals. just in, target says take a break from all of that holiday shopping. the giant retail chain says it is going to close some hours, at least, for the thanksgiving holiday. target says it will open from 5k p.m. on thanksgiving and midnight only to open up against the next day at 6:00 in the morning which is way different than last year when the store stayed open straight through the entire night.
