now at 6:00, wet roads at the bay bridge toll plaza. we saw downpours across the bay area overnight and more showers are on the way. 6:00 a.m. good morning to you. it is thursday, november 9. alexis smith on maternity leave. frances is here with us. >> and we are working her hard. >> we are. we saved the rain for her, mike, right? >> just like old times, isn't it? >> i know. >> yeah, let's talk more about rain. you might want to download our app if you haven't yet. we do have scattered showers. before you head outside you may want to take a look at the app and see exactly where the showers are and where they're heading. the greatest concentration in alameda and contra costa county in the east bay and they are continuing to roll off towards the east but more developing over the water and those will roll in. that's why we have to be prepared for on and off wet weather today. a look at, again, the bay bridge toll plaza where we had puddles earlier.

the cars have thinned those out. temperatures today, let's talk about them, 54 to 57, very mild this morning. widespread showers. scattered showers, noon through 4:00. and then by 7:00 the chance will taper a little bit and move into the north bay, 55 to 59 degrees. all right, here she is with all your traffic needs. >> there's a lot of traffic out there and i'll start off with a live shot. we've been tracking 101 in san rafael this past hour. it has been cleared but you can see the backup remains, southbound traffic jammed from lucas valley just towards lincoln and also i want to show you another live shot, and i have to head back to my computer, run over here. i've been keeping track of so many accidents that i have not actually put the right one on the screen. i'm sorry about that, folks. here is a live look and right now we'll head to the traffic maps of where all the accidents are and westbound 4 at mcewen, the crash has been slowing things down out of martinez,

traffic is jammed there. also an earlier crash southbound 280 near 92. luckily no major injuries and northbound 87 another hot spot at 280 in san jose because of an accident. 101 might be a better alternate there. still tracking breaking news here at the live desk. look at this video a short time ago, a home on fire in gilroy this morning. this is broadway near church. if you're familiar with the area. fire reported around 2:00 this morning although it's really been taking firefighters quite some time to get everything squared away there. in fact, at last check firefighters were still working on protecting some of those nearby homes. they were worried some of the flames could spread. unclear if anyone was inside the home at the time when the fire began. our team still working on getting more information for you. i will let you know as soon as

we have that update. back to you. >> thank you, jessica. a $25,000 reward is being offered for the capture of two inmates still on the run. >> they escaped from the courthouse. tiffany wilson is live outside of that courthouse. good morning, tiffany. >> reporter: good morning, natasha. this morning authorities know how the two men escaped but they still don't know where they are and that is why they're asking for the public's help and offering a five figure reward to encourage someone to come forward. monday morning they used a smuggled handcuff key to get out of their restraints and then they ran through an emergency exit to a waiting getaway car. two accomplices have been arrested but the manhunt is still on. the santa clara county sheriff says the $25,000 reward is a powerful incentive. >> it has been successful in the past. it's funny, sometimes money is a motivator to get people to call where maybe they wouldn't have called in the past. it just gives them that extra

nudge. >> reporter: the men face long prison sentences for armed robbery. they're accused of stealing more than $64,000 worth of cell phones from a verizon store in sunnyvale. authorities say they are dangerous. if you see them or know where they are, call police. again, you could get $25,000 if your tip leads to their capture. live in palo alto, tiffany wilson, abc 7 news. thank you, tiffany. happening today a new round of tests will look for lead in the drinking water at observing's public schools. this follows lead being found during another series of tests in august and that prompted the replace many of some faucets. about 70 schools have been tested. we have a list of all the results and you can find more at abc7news.com. some new details in a discrimination lawsuit against san francisco state university a. federal judge plans to drop it. he ruled a group of jewish students failed to show intent. the lawsuit claimed the school knowingly fostered discrimination and a hostile environment for jewish students.

the judge will, however, allow the students to amend the suit but the case must be, quote, lean and clear. the murder trial of the man accused of killing kate steinle continues this morning. a firearms expert testified that firing a single shot is most likely an indication of an unintentional discharge. the reason the expert said that is someone with a motive or intention typically ends up firing multiple shots. only one shot was fired from the gun used to kill kate steinle. the suspect says it was an accident. >> particularly when you have someone who is untrained, when you see a single shot, and as is the case here you have a long-distance shot and a ricochet. >> the expert was brought in by the defense and paid $250 an hour to testify. kate steinle was strolling along san francisco's pier 14 with her father. she was shot two years ago. senator dianne feinstein and her democratic colleagues introduced a bill yesterday to

take action on assault weapons. the assault weapons ban of 2017 prohibits assault weapons, high capacity ammunition magazines and bump stocks. feinstein says more than 700 people have died in mass shootings over the last 30 years. we have new information about a criminal organization targeting wildfire victims. fema benefits belonging to thousands of wildfire victims. one veterinarian was among the first to realize she was not only a victim of the fire but also of fraud. her north town animal hospital in santa rosa burned to the ground in the wildfire and when she filed for disaster aid, she was told someone used her social security number to claim her benefits. that put her claim and the animal hospital at risk. >> the uncertainty and the unknowing is very difficult. it's like where is the practice going to end up being? where is the fema money going to end up going? is there anything else? >> with thousands of fire victims caught in the same scam, 7 on your side asked fema to help them get on track for aid.

now fema says it's locked thousands of fraudulent claims and promise to contact the real victims so they can file soon. new at 6:00, a new move to further protect pedestrians in san francisco. according to "the examiner" mayor ed lee has created a vision zero rapid response team following pressure over pedestrian deaths. you may remember vision zero's goal is to eliminate pedestrian deaths within the city. now whenever there's an accident team members will go to the scene and identify immediate improvements needed. san francisco's castro district has some new artwork. how does honoring late supervisor harvey milk. one-on-one with joe biden. what the former vice president is revealing to

one of the many industries hit hard by the north bay fires, cannabis. damage to marijuana crops has

now topped $60 million. the california growers association says the fires hit at the worst possible time. growers were in the middle of the harvest season and were preparing for the recreational marijuana boom with legal sales opening on january 1st. growers were expected to start replanting again in the spring after our rainy season. trip adviser will identify hotels where sexual assaults have occurred. this comes after some intense public backlash. so take a look. you'll see the warning at the top of the screen in red here. and that will stay up for three months unless another incident is reported. the decision to remove it will be made by an employee committee. this change is being made after a report by the milwaukee journal. a woman said trip adviser repeatedly deleted her post. she was trying to warn others she was raped by a security guard in 2010. trip adviser apologized saying previous policy only allowed family friendly language. >> your pg&e bill could be going up again. a judge recommended they be allowed to raise electric rates. now you'll only pay about 5

cents more per bill. that rate hike would raise $200 million to fund pg&e's planned closure of the diablo canyon nuclear power plant that is scheduled to close by 2025. the rate hike still needs to be approved by the california public utilities commission. just in this morning, this is a brand-new revealing interview with former vice president joe biden. he opened up to oprah in an exclusive one-on-one about his decision not to run in 2016. biden's candid responses sound more and more like someone who may still want to run. >> i have a regret that i am not president because i think there's so much opportunity. i think america is so incredibly well positioned. >> next week wyden's book goes on sale. it's about balancing his son's death, politics, and family. his interview with oprah airs

temperatures 50 to 55 degrees. there's green on the afternoon map and green on the lows map. that means we're not getting out of this moist flow anytime soon. so even though we're transitioning from steadier rain to scattered showers, the chances will linger through tomorrow evening. alameda, observing, foothill boulevard all the way up to 580 and 13. just down the road where 580 and 280 come together and head through the dublin grade to san ramone, you have some wet weather there. look for more slick spots and you can see just scattered showers just about everywhere. more lining up off the coast. what we're looking at from 7:00 until the end of the commute and up to noon, everything will transition more to the north bay. and that's where we'll have the best chance. there could be a random shower elsewhere. as we head to 7:00 still in the north bay our best chance for widespread showers and then overnight look at this. we have one more chunk of energy that comes through and brings us all a chance to get wet during

the morning commute tomorrow. so another tough commute. the evening commute will be easier. the morning commute will be tougher than the evening commute tomorrow. and then the monday morning commute is going to be tough once again. another chance of showers rolls in sunday night. all right, frances. >> all right, mike. emergency crews heading yet to another overturned crash. this is in the south bay, southbound 280. we'll keep you posted on that. there's a new accident reported in millbrae and another in oakland north 880 at davis. so lots of accidents keep popping up. here's a live shot at the bay bridge toll plaza where we see the normal backup which is backed up into the maze right now so a good 20-minute wait right there. south 101 still recovering through san rafael because of an earlier multicar crash. traffic is backed up. and check out all the slow rides because of earlier accidents as well westbound 4 antioch to hercules, 56 minutes because of an injury crash in martinez. northbound 87 still slow because of an accident at 280.

doppler 7 now showing that green, the rain moving out of the bay area. but overnight light showers. as you head out the door you'll notice slick roads from the north bay to the south bay and some roads that just aren't moving at all. >> we have a team to get you through. welcome to thursday, november 9th. alexis on maternity leave. frances is holding down the fort. >> trying to. >> are we seeing most of that rain out of here? >> the steadier rain. a chance of scattered showers and raining in many areas. let's take you down to the santa cruz mountains where some areas have had 1 to 2 inches of rain. some is spilling out in places like milpitas and over to santa clara. expect ponding there and you can see heading to novato, marin, san rafael and petaluma, another round of wet weather about to hit 101. 65 minutes, that's how much -- or how many minutes the delays are averaging at sfo right now. it's a very mild southerly flow.

54 to 57. scattered showers the rest of the day. 60 to 65. the chance will taper by 7:00. our best chance in the north bay, 55 to 59. more on the chances of showers in the forecast coming up. here's frances. a new accident in the east bay, 580 to seminary. didn't even have time to make a map. a few hot spots in the north bay. 87 to 280 a crash that's been there for a while. traffic is very slow on northbound 87. also, there was an injury overturn crash reported southbound 280. but what's actually slowing is the northbound direction and here's a live shot. you can see traffic there slowing. 17 right now a little slick through the santa cruz mountains. so be extra careful on your drive to work. thanks, frances. we haven't had to deal with this much rain in a while, so be ready for that slow commute. amy hollyfield live for us

in san rafael. >> reporter: the chp is bouncing from call to call. we heard about a fender-bender at lincoln and 101. they got it cleared out of the way. they're clearing them pretty quickly. there was a fatal accident overnight and that caused big problems. a big rig crashed and then caught fire. one person died on northbound 101 at san pedro. they had to close all of the northbound lanes all night long and even some of the southbound lanes. it all reopened at 3:30 this morning so your commute should be okay. it looks good from our vantage point. right now traffic is moving here on highway 101 especially southbound into the city. that's always good to see. we're getting a break in the rain right now but we got a lot of rain last night so the roads are wet this morning so the chp is asking everyone to drive carefully. don't wake up and assume the situation is the same as it was all week. a little different out there today.

be sure and ajult. reporting live, amy hollyfield, abc 7 news. new this morning in the east bay a car into a home in san leandro. police say the car plowed right into the kids' bedroom. somehow everyone is okay. this is on the corner of 150th avenue. police say right now it does not appear the driver was impaired. they think the crash could have been due to wet roads or perhaps the car equipment failed. in the north bay a great sign of progress following last month's devastating fires that wiped out entire neighborhoods. >> the office of emergency services post this had drone video on facebook yesterday and you can see the first home in santa rosa's coffey park neighborhood to be cleared of fire debris. the post says the homeowners signed their right of entry form which allows crews into their private property. the deadline for owners to turn in right of entry is less than a week away. about 1,000 homes were destroyed by the tubbs fire. >> metallica, dave matthews and

imbalance and adding who can blame a country for taking advantage of another country? i do want to talk to you about a tweet sent out this morning by president trump. he said just seconds ago that in the coming months and the years ahead, quote, i look forward to building an even stronger relationship between the united pstates and china. so that just came out a few seconds ago. back to you. >> thanks for bringing that to us. happening today funeral services will be held for three young friends killed in a car crash on halloween night. those who knew them say ricardo torres being andrew gonzales, and matthew cruz shared a deep bond. torres and gonzales were both part of the menlo park fire district explorer program. cruz's father works for the district. they died after their car crashed off skyline boulevard on october 31st. funeral services will begin at 1:30 at the church of the nativity in menlo park. happening today the state board of education will consider rejecting new textbooks that do

not detail the sexual orientation of historical figures. a coalition for lgbt rights groups proposed history and social science textbooks for middle schools. the textbooks are the first to be considered for approval following the passage of the 2011 fair education act that calls on public schools to include more lessons about the lgbt community. new this morning oakland school leaders say they need to cut $15 million from budget to rebuild its financial reserves. according to our media partner the bay area news group the district is falling short of meeting state mandates. in july the school board cut $22.5 million from the more than half a billion budget. the board voted to decide where it will make cuts at next month's meeting. and from our live desk this morning some alarming failures in airport security. new loopholes in checkpoints have been uncovered by the department of homeland security

and just ahead of the busy holiday travel season. abc news reporter janai norman is live with more details. janai? >> reporter: jessica, this is a startling report that some congress members are calling disturbing. inspectors finding security checkpoint measures failed more than half the time. from laptop bombs and terrorist threats remain high and now inspectors finding vulnerabilities in the tsa screening meant to thwart those dangers. >> vulnerabilities every member at the briefing found disturbing. >> reporter: looked at checkpoints finding that screeners, their equipment, or their procedures failed more than half the time in detecting items smuggled through. that's better than two years ago. when abc news asked if the new failure rate was as high as 80%, a source familiar said you're in the ballpark. >> this agency you run is broken

badly. >> reporter: one congressman questioned whether critical fund that go could close the security gaps was being siphoned away from the tsa. >> we have the technology and resources to do it. we're not doing it because of funding. >> reporter: the same week a man breached security at an airport in miami and a man out of a phoenix airport made it past security and onto a plane with a ticket with someone else's name on it. so far eight recommendations have been made aimed at improving checkpoint security. reporting live from washington, janai norman, abc 7 news. on and off showers, that's what we're going to have over the next couple of days. and you can see what's going on with our storm impact scale today through tomorrow. those scattered showers up to a third of an inch. and some light breezes. that's going to be the case. so the damaging breezes we could have had are already out of here. we'll get the greatest amount of rain in the north bay. the rest of us less than a tenth of an inch of rain. a look at the peninsula.

on 280, san carlos and belmont, hallmark drive, dealing with wet weather. pulling away from the east bay and moving across the hills and into the san ramone valley another shower that does extend back to berkeley. let's take a look at our temperatures on the peninsula. 57 to about 60 degrees right now. and we're pretty much in the upper 50s to near 60. cooler in santa rosa at 53. a look at san jose, 280 at 17, .04 of an inch of rain there. conditions more so this morning than this afternoon. mass transit, showers possible all through the day and small craft advisories so it's going to be a little tricky on the water today. 65 in sacramento to about 47 in tahoe where you can see it is snowing right now and another chance of snow coming monday. hi, frances. >> good morning, everyone. give yourself extra time. there are so many accidents and you want to avoid being one of them. some problems on westbound 580. lake shore avenue.

traffic westbound approaching the scene. eastbound 580 is a bigger accident but eastbound 580 not so many folks heading that way so traffic is light in both directions and that one at seminary also a few hot spots in the south bay. northbound 87 at 280, an earlier accident blocking lanes. traffic is jammed. 9 miles per hour, a crawl. also southbound 280 at meridian. a crash there. what's affected is northbound 280, traffic is slow. and also another accident reported northbound 101 in millbrae. traffic is recovering a little bit. the yellow there still but it was red. 280 better. at 92 it's been cleared. avoid being one of those fender benders and we've had quite a few overturn crashes as well. hi, everyone. i want to show you that breaking news coming in to our newsroom now. this is a live look from sky 7 at san jose where we do have

download it now. welcome back. i want to show you that really bizarre chase that happened on the southern california freeway this morning involved this large rv. it happened in san diego. highway patrol was actually chasing the rvt. all started in pacific beach. the rv has arkansas plates and they actually put down spike strips. do you see that wheel there? at one point the rv was going along the freeway with sparks flying because it was without tires. the driver pulled over, refused to get out, though, and at one point chp had their guns drawn, surrounding that rv. eventually all ended peacefully. the driver and a passenger, a female, were both arrested. back to you. a $25,000 reward now being hovered for the capture of two escaped jail inmates. they ran from court in palo alto on monday. both face long sentences in an armed robbery case.

santa clara county deputies think they smug nld a handcuff key to unlock restraints. two people have been arrested, accused of helping them. in new york city trying to determine if a 3-year-old boy's death was caused by a food allergy. they say little elijah was fed a grilled cheese sand waj by an adult at the pre-k even though they knew he had a severe allergy to dairy. he was taken to the emergency room where he died. the preschool has been closed while the health department investigates what happened. kevin spacey is being edited out of an upcoming movie ready to hit theaters. christopher plummer will replace spacey in the film called "all the money in the world." it's still set for release on december 22nd. spacey faces new accusations of sexual harassment. a woman came forward claiming last year the actor groped her 18-year-old son in massachusetts. the california naacp is taking its support of former
