good morning, east bay. let's get up and get going. >> this is abc 7 mornings. 5:00 a.m. on the dot. thanks for being up with us, tuesday, november 14th. >> we have a lot to talk about this morning including the fact that it is going to be quite wet tomorrow. >> yes. >> so you need to start getting prepared now. what time are we talking about? >> tomorrow afternoon through the evening hours. right now we're dealing with leftover moisture from the storm that just came through, it was light but it left enough that all these shades of gray you see, that is fog. i just checked our san rafael camera, it hasn't reached down there, but less than a mile in napa, quarter mile all the way up to petaluma. as far as everywhere else we're starting to clear out as you can see with sutro tower. 12-hour day planner 50 to 54 degrees, 40s up in the north bay. we will see increasing sunshine, 61 to 63 at noon, 51 to 63 at

noon and cooler by 7:00, 52 to 56 degrees. bay bridge toll plaza let's get an update. no metering lights at all yet, but we do have a couple of cars stacked up to pay cash, otherwise it's a good commute for you. if you can carpool we always see these carpoolers whizzing on by when everybody else is stacked up so it's always a great idea. not for everybody, but if you can. we are seeing some slowing out of tracy into livermore up and over the altamonte pass. we have this accident still blocking the slow lane north 17 near the summit that's for your commute coming from the coast up into san jose. a little bit of slow traffic there and we will check back once that tow gets on the scene to see when it's cleared out. people in the biggest city in the bay area will once again fight today for rent control changes. >> if sounds familiar san jose already lowered rent increases last year, some renters as you can see protesting that what happened last year didn't go far enough. abc 7 news reporter matt keller is live in san jose this

morning. matt. >> reporter: good morning. reggie and natasha. this is going to be a heated meeting today. you can expect a lot of pressure being put on the city council today from both sides. supporters of proposals in favor of renters marched in front of city hall, they want stricter limits on annual rent increases, about half of all apartment units in san jose are covered by rent control with about 140,000 people living in them. >> san jose tenants are suffering, people can't afford to live here, people are right now there's people in the hospital because they are so nervous about being evicted from their apartments for no reasons. >> reporter: several landlords have written letters to the city saying maintenance costs and under market rents puts too much pressure on small business owners and could create unsafe housing. council is considers two options one would keep the limit

increase toss to 5% a year, the other omgs would tie rent increases to inflation, ranges 2 to 8%, landlords would be able to bank increases, both options allow landlords to pass on building improvement and maintenance costs to tenants. regular council meeting starts at 1:30 today. happening today we are expecting more details about a lawsuit from the parents of a ten-year-old boy. you might remember he flew out of a water slide in dublin. we will show you the video in a moment. the family released these photos of the boy's injuries. he was hurt on the opening day of the wave water park in may. video from our media partners at the bay area news group shows the boy and you will see it there getting thrown off of the slide. the city of dublin issued a response yesterday, it says in part that the city continues to express its sympathy and concern. as to the legal action threatened the city and its legal representatives have attempted to reach an amicable

settlement with the lawyer, however, the family lawyer has refused to provide information about the family's injuries that would be necessary to resolve the claim. the san francisco police officers association just announced a benefit event for the officer critically hurt in a hit and run. officers lined an overpass along highway 101 yesterday in support of officer lewentangle. he has been struggling to recover since october when he was run down by a suspect's suv during a police operation in the city. the benefit is in two weeks on wednesday november 29th. it will be in the polk hall at the bill graham civic auditorium at 5:30. tickets are $40 and will be available at the door. if you've received gas in gilroy in the past week listen up. police found a credit card skimmer attached to a pump at a valero station near first street and hecker pass highway. authorities believe the skimmer was there for a week, maybe

longer. check your bank statement and make sure that you aren't a victim of fraud. california congresswoman jackie spear will testify about preventing sexual harassment in congress. today's hearing is scheduled to start at 7:00 before the committee on house administration. congresswoman spear will introduce the me, too. congress act. it will require more transparency while providing better support for victims and whistleblowers. this stems from allegations against harvey weinstein and later against republican candidate roy moore. president trump is on his way back to the u.s. after his trip to asia and apparently he's planning something big. what that is, i have no idea, but this is what the president tweeted around 10:30 our time last night. i will be making a major statement from the white house upon my return to d.c. time and date to be set. intriguing. make sure you have the abc 7 news app, we will keep you updated on what that eventually means. another day, another bombshell accusation against roy

moore. a fifth woman is leveling a charge against the alabama senate candidate claiming he sexual assaulted her when she was just 16 years old. abc's lana zak is live in washington, d.c. with more on this latest allegation, the call for moore to step down and his defiant stand. >> reporter: good morning to you, jessica. an increasing number of people are coming forward in support of the women and their accusations and now some new reports in both al.com and "the new yorker" say that many local residents were aware of moore's quote predatory disposition long before these allegations came out. republicans are abandoning alabama senate candidate roy moore as another woman comes forward to say moore sexual assaulted her when she was just 16. >> i tried fighting him off while yelling at him to stop, but instead of stopping he began squeezing my neck, attempting to

force my head on to his crotch. >> beverley young nelson says moore was a regular in the restaurant where she worked and offered to give her a ride home but instead drove her behind the restaurant where she claims he became sexually aggressive. she fought him off but says moore warned her to keep silent. this is the fifth woman to come out against moore. he denies the allegations. >> i don't even know the woman, i don't know anything about her, i don't even know where the restaurant is or was. >> reporter: but now even the leader of the senate says moore needs to go. >> i believe the women. >> reporter: and moore says there is nothing that is going to force him out of this election. now just about a month away, but the chairman of the republican congressional -- or the republican senator y'all committee says he believes that the senate should vote to expel him. reporting from washington.

state freshman tim pizza, on monday the district attorney charging 12 more fraternity brothers after a variety of charges after the fbi recovered deleted video from the night the boy died. >> missing from the evidence was what really happened in that dark basement that night. >> reporter: in all 26 brothers now charged, many facing allegations from reckless endangerment to manslaughter. police say the students led them to believe a security camera in the fraternity's basement was not working and instead allegedly deleted the video. prosecutors say the now recovered video shows the brothers given piazza 18 drinks in less than 90 minutes. coming up at 7:00 dan abrams and sonny haasen weigh in live with your gma first look, i'm kendis gibson. it's 5:15 this deadly bus crash in california's central valley is the result of a drowsy driver that's according to a newly released driver. the crash on highway 99 last

interchange. now, if you want all that kind of winter feel without the actual pain of driving in it there are plenty of ice rinks around the bay area. we've put together a list of all of them including when they open and close and you can find that at abc7news.com. today a good day to head to the outdoor ice skating rink, tomorrow with the storms on our way not so much. >> you really don't want to do that tomorrow unless you can do it before maybe 4:00 or 7:00, depending on where you live. hi, i have been, here is a look at san jose, 101 and 880, we had lingering light showers but it looks like this area is dry, but it could be a little wet as you get closer to the higher elevations on either side. rest assured you will need the sunglasses this afternoon. it will be brighter, drier and a cool afternoon. a moderate to light storm wednesday and thursday and a light to possibly moderate storm sunday and monday. monday's storm starting to pick up in intensity just like tomorrow's storm did, so it's something we're going to keep an eye on.

for now let's focus in time by hour by hour timeline on tomorrow's storm. we wake up tomorrow morning all of us cloudy, a little light rain up in the north bay and that's where it's going to be. there may be drizzle elsewhere, but for the most part the light rain is in the north bay during the morning commute and all the way up it until noon when it turns over to moderate showers and even that red, you see that as we go to 4:00, that's some bursts of downpours that will move through the north bay and head into the bay at 4:00, now it will start moving into the south bay by 7:00 but that means the downpours are falling at that point everywhere else during the evening commute. so tomorrow's evening commute, oh, boy, it is going to be tough. by the time we get to thursday there will be leftover moisture on the roads, a few scattered showers and then by after 9:00 the better chance of scattered showers will be mainly across the north bay. let's take a look at the rainfall amounts. this is what i was alluding to yesterday and one of the reasons why i was going to bump it up to a two. more than an inch, possibly two inches up in the north bay.

plus we have got windy conditions tomorrow with gusts up do 50 miles per hour possible. this will taper to a one on our storm impact scale for thursday, we will get sunshine friday, increasing clouds saturday and then sunday night into monday that's when the next storm comes in. hi, sue. good morning. we just had that story on chain controls in the sierra, i just checked with the chp. no chain requirements at this hour on either 80 or 50 or highway 89. so that will change probably in the future. i will be following that for you. tracy to livermore we are looking at slow traffic up and over the altamonte pass, still a lane of traffic blocked there as you can see the northbound 17 side of the summit and that will slow you from your drive to the coast up and over towards san jose. tow truck is on scene, one lane of traffic blocked there. east shore freeway from highway 4 to the maze on 80 westbound, your bay bridge backup not so bad and also in your drive to the airport from san francisco

downtown under ten minutes. we will check back at the metering lights at the bay bridge and see if those have been turned on yet coming up. global warming forcing animals to adapt to survive. california are necessarying earlier in response to rising temperatures. researchers at uc berkeley looked at hundreds of species in the state. they found birds are moving north where it's cooler. birds are breeding 5 to 12 days earlier than their predecessors did a century ago. that allows birds to lay eggs at a temperature two degrees lower than if they laid eggs at the regular point in the season. a florida man is fighting to keep his emotional support squirrel and he's facing possible eviction as a result. >> ryan boy land suffers from anxiety after a car accident and he says that he showed condo management a doctor's note saying that he needs his support animal. well, the condo is disputing this. ryan des cued brutus last year after hurricane matthew.

the storm tomorrow is what we are going to focus in on. we've talked about how much rain, when it's going to hit now let's talk about the gusty winds from 1:00 tomorrow afternoon through 3:00 thursday morning. we could have southerly winds blowing up to 50 miles per hour so some tree limbs could come down, power outages not as likely, but there may be one or government something we will keep an eye on. and the second thing you need to know is the bay bridge metering lights have been turned on. check that out. you are filling in rapidly with the carpool lanes getting by nicely. we also have an accident in the santa cruz mountains near the summit. we will check on that in just a couple minutes. number three, breaking news from the live desk, police in tampa, florida, are searching for a killer right now, a fourth victim in the same area where three other people were killed last month. they do believe it may be related and it is the work of a serial killer. more tails coming up at 5:30. number four, people in san

jose will once again fight for rent control changes. tenant advocates are urging the city council to limit increases for rent controlled apartments to inflation levels. today's council meeting starts at 1:30. looks like a second gun store will not be coming to san carlos at least for now. a record number of people turned out to the city council meeting last night. it voted to approve a more for yum for 45 days and that can be techs ended for up to two years. in just about 90 minutes attorney general jeff sessions will be back on capitol hill to testify before the house judiciary committee. democrats want to know what he knew about the trump campaign's facts with russia last year. if you are out and about in san francisco today keep an eye out for actor paul rudd, michael douglas and michelle pfeiffer. city streets are doubling as a set for the sequel to ant man. >> it's pretty exciting. he really likes to chew that gum. >> he has to take the stress out. >> i get it.

delays into marin county at this point. slow traffic, yes, we do have the typical slowing up and over the altamonte summit, ace train a great alternate, they are running on time so far this morning. this seasons in the santa cruz mountains, you can see a long line of traffic, one lane remains blocked northbound near the summit, they are getting a tow truck there, it's stuck in traffic. yes, your northbound drive from the coast up and over into san jose is slow and go this morning. we will check back with the bay bridge where we might possibly have an accident approaching the toll plaza. that in a few. the prospect of a second gun store in san carlos brought out record crowds to a city council meeting last night. >> looks like some people got their way. a new gun store will not be coming to the city anytime soon. amy hollyfield live for us in san carlos. amy. >> reporter: good morning, reggie. you can see the signs in this storefront promising a november opening and jobs. they signed a ten-year lease and

have spent $125,000 on this store but it won't be opening anytime soon. the san carlos city council voted 4-1 to keep it from opening for now. more than 100 people spoke at last night's meeting before the vote, many with recent mass shootings on their minds. a representative from the store also spoke. >> we opened in 1971, we started as a company selling rods and reels out of one store in long beach, we opened a second store in 1975 in ra seed da, we have over 500 employees while providing 401(k), healthcare and vacation benefits. >> i feel for them but this is part of the process, you know, under california law no business has a right to operate in a community. it's a privilege the community bestows through licensing and permitting. it's a risk that you always run into. >> reporter: a representative for turners outdoorsmen did not want to comment after the vote.

the store was planning to open on industrial boulevard next to highway 101. this is a 45-day moratorium on gun shops giving san carlos time to talk about whether they want to pass regulation against stores that sell guns. amy hollyfield, abc 7 news. we are staying on top of breaking news here at the live desk. there is a search under way in tampa, florida, for a suspected serial killer after someone was found dead in the same area where three others were recently killed and police say the gunman shot this morning's victim from behind. i was able to listen in on a press conference with tampa officials, it wrapped up only a few minutes ago and listen to just how frustrating this is for the mayor there. >> we need to catch this killer before we have to notify one more family that one of their loved ones is dead. not in our town. not in this neighborhood.

not now. and we're going to stay on this until we catch this guy. >> police have looking for a particular person, they were able to finally get a description this morning there and they are telling the entire neighborhood to be on watch this morning, telling people to stay inside of their homes. they're also going door to door knocking on every single door. i will keep my eye on the story and have updates throughout the morning. happening today, more lawsuits are expected to be filed against pg&e by victims of the north bay wildfires. one of them includes former san francisco mayor frank jordan. these lawsuits claim pg&e ignored safety regulations and didn't properly maintain their lines which may have contributed to starting the fires. pg&e has already refuted those claims. jordan's weekend home in santa rosa was destroyed in the tubbs fire. more than 120 people have already filed 15 separate lawsuits against pg&e over the fires. in a statement pg&e says, quote, our primary focus has been and continues to be the safety and

well being of our customers and communities that have been affected by these wildfires. firefighters are trying to determine what caused a pile of mulch to catch fire in san jose. flames could be seen from i-880 where the fire burned at green earth management on kings row and industrial avenue. crews say with big miles of mulch like this the cause is often spontaneous combustion. pleasanton police are searching for robbers to pepper sprayed jewelry store employees. witnesses say nine masked thieves smashed glass cases and grabbed jewelry inside the diamond ring company. san jose officials will decide if the 16 dispensaries in their city can start selling and delivering recreational marijuana to people 21 and older. this isn't about face by the council which banned recreational sales in the city just as california voters legalized them with proposition 64. the city's chamber of commerce also on board with recreational sales saying the industry generates an estimated $105

million in annual revenue. the city's approval is only the first step. dispensary owners would still have to get a state license before they can start selling recreational marijuana january 1st. happening today santa clara county supervisors are set to approve funding for six affordable housing projects. one of them is a 64 unit apartment building on a vacant lot in san jose. the money is coming from a $950 million bond measure. the county wants to use the money to build more than 3,000 affordable housing units. new details this morning about the heart break that accompanied the 49ers win on under is. we are hearing from head coach kyle shanahan after marquise goodwin lost his son hours before the game. his wife delivered a stillborn baby boy on sunday. the wide receiver shared this photo after the game capturing the magnitude of the couple's loss with that tiny hand. morgan tells people magazine at 19 weeks pregnant she experienced complications and went into preterm labor. coach shanahan says the decision

to play was goodwin's. >> my experience over stuff like that is you can't judge someone or really anticipate how anyone is going to act, you just try to support them. >> the couple used fertility treatments following a miscarriage in 2013. morgan says she and marquise want a big family an intend to try again. missouri's attorney general launching an investigation into google for potential violations of the state's consumer protection and antitrust laws. josh holly has issued a subpoena for information about what google does with the user information it collects. he's also looking into allegations google takes information from competitors' websites. holly is running for the u.s. senate. he denies that his political bid has anything to do with this investigation. plans to build a google village in downtown san jose seem to be progressing smoothly. according to the mercury news the city of san jose and google may agree on basic terms and prices by the end of this year. the deal involves 16 government owned properties.

as the live desk happening today attorney general jeff sessions will testify before the house judiciary committee, it's part of an oversight hearing on the department of justice and it comes after it was revealed that sessions was told two aids had meetings with russia officials. sessions has claimed he was unaware of any such contacts.

an important health alert about high blood pressure. the american heart association is changing its guidelines and under the new guidelines almost half of all adults could be living with what is called the silent killer. the change affects men and women. abc's dr. jennifer ashton is talk being it on "good morning america." >> this is medical news that could potentially affect half the country. new guidelines, the old guidelines if you had a number of 140 over 90 you were classified as having hypertension, now that number has dropped to 130 over 80, reflecting the fact that we know damage can occur at those lower numbers. so again, very important for people to know these numbers and it will affect a lot more people, it will double the number of women under the age of
