>> yeah, that's tomorrow. it's going to be a real nightmare for the commute tomorrow evening and possibly tomorrow or thursday morning. right now the nightmare is the fog. half mile visibility at santa rosa, eighth of a mile or less in petaluma, that's where you can barely see your hand in front of your face, quarter into i will in novato and napa. this will be around the for the next three hours. that's where the bulk of the fog is right now. let's take a look at your 12-hour day planner. what you're going to see are temperatures in the 40s in the north bay, for the rest of us we're dealing with temperatures that are running in the low to mid 50s. as far as the clouds, there is a lot of it this morning but we will see more sunshine by noon, 61 to 63, by 4:00 it's mostly sunny, 58 at the coast, 62 to 63 around the bay and inland. grab a coat this evening, 52 to 56. what's going on with the morning commute. a couple problems cropping up. francisco, northbound 280 near 19th slow traffic is starting to

build with a lane of traffic blocked and a new accident reported coming off of the richmond san rafael bridge westbound 580 two lanes are blocked there and you can see the slow traffic building causing some delays as you make your way from richmond to san quentin. we can check on two stents in the santa cruz mountains. people in the bay area will fight for rent control changes. >> san jose just lowered rent increases last year and some renters say it didn't go far enough. matt keller live in san jose this morning. er in. >> reporter: the city clerk's office reports they've received more than 1,000 letters against new rent control rules. there are a lot of people on the ore side of this issue as well. they were out in front of city hall protesting, they were in support of proposals in favor of renters, they want stricter

limits on annual rent increases. >> folks are already struggling to pay the rent where it is right now, piling into homes, ending up on the street. we got a text about somebody whose rent is increased in january and she's having an anxiety attack, she has a young child, lives with her mother she doesn't know what to do. >> reporter: about half of all apartment units in san jose are covered by rent control with 140,000 people living in them. landlords call some of the rent control requirements unfair and say they are hurtful to small business owners. council is considering two options one would keep the rent increases to 5% a year and the other option would be tying the rent increases to inflation, the range is about 2 to 8%, landlords would be able to bank increases, both options allow landlords to pass on building improvement and maintenance costs to ten napts. the regular council meeting starts at 1:30. matt keller.

happening today we are expecting more details about a lawsuit from the parents of a ten-year-old boy. this is the kid who flew out of a water slide in dublin. the family has just released these photos of the boy's injuries, he was hurt on the opening day of the wave water park in may. here is the video from our media partners at the bay area news group. watch this as he flies right out of the tube. the city of dublin issued a response yesterday, it says in part, the city of dublin continues to express its sympathy and concern. as to the legal action threatened, the city and it's legal representatives from attempted to reach an amicable settlement with the family, however, the family lawyer has refused to provide information about the family's injuries that would be necessary to resolve the claim. it's 6:03. the san francisco police officers association just announced a benefit event for an officer critically hurt in a hit and run. officers lined an overpass in support of officer elia lewin-tankel. he was being transported to a brain trauma center in the south

bay. he has been struggling to recover since october when he was run down by a driver trying to get away from police. the benefit is on wednesday november 29th. it will be at polk hall at the bill graham civic auditorium at 5:30 p.m. tickets are $40 and will be available at the door. if you've gotten gas in gilroy in the past week listen up. police found a credit card skimmer attached to a pump at a valero station near first street and hecker pass highway. authorities believe the skimmer was there for a week, maybe even longer, they are now asking anyone who purchased gas at that station to check their bank statements and make sure that you aren't a victim of fraud. this morning there is now another bombshell accusation against roy moore and a fifth woman is leveling charges. she claims the alabama senate candidate sexual assaulted her when she was only 16 years old. abc's lana zack is live in washington, d.c. with more on this latest allegation and the growing call for moore to step

down. lana. >> reporter: good morning to you, jessica. more people are coming forward in support of the women and their allegations, but few people, if any, particularly none here in washington, are coming forward in support of candidate roy moore. republicans are abandoning alabama senate candidate roy moore as another woman comes forward to say moore sexual assaulted her when she was just 16. >> i tried fighting him off while yelling at him to stop, but instead of stopping he began squeezing my neck, attempting to force my head on to his crotch. >> reporter: beverley young nelson says moore was a regular in the restaurant where she worked and offered to give her a ride home but instead drove her behind the restaurant where she claims he became sexually aggressive. she fought him off but says moore warned her to keep silent. this is the fifth woman to come out against moore, he denies the allegations. >> i don't even know the woman,

i don't know anything about her, i don't even know where the restaurant is or was. >> reporter: but now even the leader of the senate says moore needs to go. >> i believe the women. >> reporter: and moore also said that there is no way he is dropping out of this race. now less than a month beforehand, but the head of the senate and the senate -- one of the senate committees here in washington say that if moore is elected they think that he should be voted by all of the senators here to be expelled. reporting live from washington, lana zak, abc 7 news. president trump is on his way back to the u.s. after his trip to asia and apparently he is planning something big. the president tweeted this morning around 10:30 or rather tweeted last night around 10:30 saying i will be making a major statement from the white house upon my return to d.c. time and date to be set. make sure you have the abc 7 news app we will keep you updated on what he actually means. happening today congresswoman jackie spear will take action to stop sexual assaults, how she plans to help

let's take a look at the temperatures on the peninsula. we're coolest in daly city at 50, 51 foster city. menlo park 49, i didn't see you, sorry, you are the coolest and san bruno the warmest at 54. low to mid 50s around the bay, 49 los gatos, san ramone, 43 in napa, 46 santa rosa. some of the fog and low clouds penetrating the sky over san francisco. we are going to have less humid conditions this afternoon, becoming sunny at our beaches and relaxing breezes around the bay. san francisco's temperatures by noon we are at 59, 60 at 2:00 for our warm spot and a quick look at our storm inn packet scale, i did raise it to a two, we will talk more about that coming up. a bunch of accidents. let to an update for the santa cruz mountains first. we had two separate accidents in the northbound direction, the

remember when there is weather where you live share your photos on social media you may see them right here on abc 7 mornings. california congresswoman jackie spear will testify about preventing sexual harassment in congress. today's hearing is scheduled to start at 7:00 a.m. this morning before the committee on house administration. congresswoman spear plans to introduce the me too congress act. it will require more transparency while providing better support for victims and whistle blowers. this stems from allegations against hollywood producer harvey wine steed and later against republican senate candidate roy moore. this could be good news if you love crab for christmas, the season off the sonoma coast is going to start on time for the first time in three years. according to the press democrat crabbers will be able to put their gear in the water at 6:01 this morning. they can start pulling full pots and landed crab at a minute past midnight. this meaning fresh crab could be in local markets by the end of the week.

store there were boxes of it up on top of the shelves just waiting for next week. >> 'tis the season. nine days to thanksgiving. >> next thursday. it's almost here. so is our next storm. right now we're dealing with residuals from our storm yesterday. didn't leave a lot of moisture behind but what it did, look at this, fog encroaching upon san rafael, look at everybody slowing down as they should as they approach south on 101. grab the sunglasses you will need them later on, the fog will linger through the morning commute but brighter, drier and cool afternoon, moderate to light storm wednesday through thursday, possibly a light to moderate storm sunday and monday. monday's storm looking a lot stronger. let's go back to the storm impact scale because it's our first moderate storm of the season, that means drenching rains. that means puddles, hydro flange, strong winds, around 40 to 50 miles per hour. 4:00 tomorrow morning light rain

up in the north bay during the morning commute and that's where it stays all the way through the morning but it intensifies. look at the yellow starting to develop, moderate rain. by 4:00 look at the red starting to develop, some downpours as it moves into the heart of the bay, the heart of the bay is getting just pounded tomorrow during the evening commute, the south bay will get it right as the evening commute ends at 7:00 and then we wake up thursday morning, we transition over to just some scattered showers for the rest of thursday. look at these rainfall amounts, almost everybody more than an inch, possibly two inches in the north bay mountains. we may have to shave a little bit off the south bay numbers, this model is not picking up on the rain shield like it normally would. so a two tomorrow, a one % thursday, nothing friday and and sunday is a one, i'm starting to hedge monday could be a two also. what an active pattern. we will go to the richmond san rafael bridge, backed up at the toll plaza. that's only half of the story. on the western side of the span over towards san quentin we have reports of not one but two

accidents, one has been pushed off to the side, chp is there, the second one is still out there blocking a lane. you can see the damage is done. not only are we backed up behind the toll plaza but also on the span as well. might want to consider highway 37 although that's not a terrific alternate because that tends to slow this time of the morning as well. an earlier accident near milpitas is cleared out of lanes off to the right hand shoulder, north 680 before scott creek but expect delays back to highway 237. in hayward south 880 near ten son we had an earlier accident but slow traffic southbound from 238 past 92 all the way down towards union city there as well. update on your santa cruz mountain accident coming up in just a few minutes. right now a major update coming in on the case of three ucla basketball players accused of shoplifting while on a trip to china. it actually looks like they may be on their way home and it's according to this brand-new article by the "wall street

here, northbound 17 over the summit that accident finally cleared out of lanes. up towards daley city northbound 280 near 19th we had an overturned that's been pushed off to the side of the road involving an suv and mini cooper but expect delays back from broad more, we will check that accident on the richmond san rafael bridge when we come back. the prospect of a second gun store in san carlos brought record crowds to a city council meeting. >> that new gun store won't be coming to the city anytime soon. amy hollyfield live in san carlos. >> reporter: the city council voted 4 to 1 not to allow the gun store to open right now. look at this video from last night's meeting so you can see how packed it was. the city council had more than 100 people who spoke last night. many of them with recent mass shootings on their minds. turners outdoorsman is the chain store that was going to open here, a representative from the company also spoke at the meeting. >> this location would provide

right now there is a huge search under way for a suspected serial killer. this morning a 60-year-old man was found dead in the same area where three others were recently killed. police say the gunman shot this morning's victim from behind as he was crossing the street to meet someone. those three other victims last month were all alone and had gotten off a bus when they were gunned down. tampa police say they can't be sure this is the work of the same person, but they are acting as if it is, so and police are searching the entire neighborhood this morning knocking on every single door. i will keep my eye on the story and let you know if we get an update within the next half hour. it is 6:33. happening today more lawsuits are expected to be filed against pg&e by victims of the north bay wildfires, one of them includes former san francisco mayor frank jordan. these lawsuits claim pg&e ignored safety regulations and didn't properly maintain their lines which may have contributed ppg&e has already refuted these claims. jordan's weekend home in santa

rosa was destroyed in the tubbs fire. more than 120 people have already filed 15 separate lawsuits against pg&e over the fires. in a statement pg&e said, quote, our primary focus has been and continues to be the safety and well being of the customers and communities that have been affected by the wildfires. pleasanton police are searching for robbers who pepper sprayed jewelry store employees, this happened at the stoneridge shopping center. witnesses say nine thieves in masked smashed glass cases and grabbed jewelry inside the diamond ring company. hi, everyone. here at the live decks i want to show you this. right now we are waiting for jeff sessions, attorney general jeff sessions to testify before the house judiciary committee. he is expected to be inside this room in just a few moments. right now things are just starting to get going. he will be testifying as part of an oversight hearing on the department of justice. and this comes after it was revealed that sessions was told

two aides had meetings with russian officials. he claimed, though, he was unaware of any such contacts and the hearing is expected to start in about half an hour on capitol hill so i will let you know when he gets there. mean while sessions is considering a special counsel to investigate ties between hillary clinton and russia and this all stems from the sale of uranium to russia while clinton was secretary of state. republicans claim moscow tried to donate to the clinton foundation to persuade her to support the deal. the justice department is also examining the fbi's investigation of clinton's use of a private e-mail server. happening today san jose officials will decide if the 16 'tis pens reese in their city can start selling and delivering recreational marijuana to people 21 and up. it's an about face by the council which banned recreational sales in the city just as california voters legalized them with proposition 64. the city's chamber of commerce also in favor of recreational pot sales, saying the local

industry generates an estimated $105 million in annual revenue. the city's approval just the first step, dispensary owners have to still get a state license before they can start selling recreational marijuana on january 1st. happening today santa clara county supervisors set to approve funding for six affordable housing projects, one will be at this vacant lot in san jose, it will be at 64 unit apartment building eventually. the money is coming from a $950 million bond measure that voters approved last year. the county wants to use that money to build more than 3,000 affordable housing units. new details this morning about the heart break that accompanied the 49ers win on sunday. we are hearing from head coach kyle shanahan after marquise goodwin lost his son hours before the game. his wife morgan delivered a stillborn baby boy on sunday. the wide receiver shared this photo after the game capturing the mall tud of the couple's loss with a tiny hand. morgan tells people magazine at 19 weeks pregnant she experienced cli igs can as and went into preterm labor.

owned properties. the google village will be able to accommodate up to 20,000 workers. formal agreements are not answered until sometime next year. let's take a look at what's going on with our temperatures and what we're going to see around san francisco. it's 49 in west portal we are up to 9 to 11 degrees cooler in some neighborhoods, financial district and sunny side about 50, we've got 53 in petro hill to 57 in ocean beach. we have 52 richmond, san leandro 51, 54 san jose. 40s up north where the who go is so thick as you head towards american canyon, walnut creek foggy at 47. fog hasn't quite reached the golden gate but you can definitely see it off in the distance, it is clear there right now. roads, they were damp early but look like they're getting drier now that most of us are driving on them. cool to mild mass transit light breezes. let's take a look at your school day forecast, there may be a

little drizzle in some of those clouds coming out of the north bay but for the most part it's dry this morning with temperatures in the mid 40s to mid 50s. we will end up 60 to 65, tahoe is 49 today but look at this starting tomorrow at 10:00 a.m. to friday at 4:00 a.m., 10 to 18 inches at 6,000 feet, above 8,000 feet we could foot to three feet of snow. it's going to be a little dangerous traveling up there so be careful. we will keep an eye on it. back at home we have a couple issues, i would avoid the richmond san rafael bridge if you can, this is a look at the toll plaza where traffic is stacking up to pay your tolls, but that's only half of the story. we had an earlier accident on the western side towards san quentin that has been cleared just now out of lanes but look at that solid red line across the span. so avoid that if you can. you might want to try highway 37, we're checking that commute for you. we do see slow traffic approaching where you have two lanes down to one and slowing

fight for rent control changes. san jose just lowered rent increases last year, some renters protested yesterday saying it didn't go far enough. abc 7 news reporter matt keller is live in san jose this morning. good morning, matt. >> reporter: this is going to be a very heated council meeting today. you can expect both sides to put a lot of pressure on the council members over this issu supporters of proposals in favor of renters marched in front of city hall yesterday, they want stricter limits on annual rent increases, city estimates about 140,000 people live in rent controlled units in san jose. landlords say maintenance costs and undermarket rents put too much pressure on small business owners and could create unsafe housing. council is considering two options today, one keeping the current increases to 5% the other tying represent increases to inflation, regular council meeting starts at 1:30 today. matt keller, abc 7 news. police are looking for a hit and run driver who killed a woman in south san francisco,

promise -- oh, the seagull no extra cost for that. brighter drier and a cool afternoon. moderate to light storm tomorrow and thursday, a light to possibly moderate storm sunday into monday. for tomorrow we did bump it up to a two because of the drenching rains that could cause ponding on the roadways and strong winds that will at the least take a lot of these beautiful leaves off our trees and could cause some limbs to come down and maybe some power outages, that's the remote end of t 4:00 tomorrow morning light rain in the north bay and that's where it stays all through the morning commute while the rest deal with scattered drizzle. by the time we get to noon it becomes moderate orange and look at the reds by 4:00 those are the heavy downpours and that will take over the entire bay during the evening commute. past 7:00 it moving into the south bay, that's why we're going to get significant rainfall amounts. for thursday we will transition over to scattered showers, mainly across the north bay in the afternoon hours.

rainfall amounts about three-quarters of an inch in the south bay to nearly two inches in the north bay which means some burn scars there may be minor debris flows off those, right now there is not a flood watch but there is a wind advisory tomorrow starting at 1:00 in the afternoon to about 3:00 thursday morning, that's when the winds will be fastest you can see the cars merging from the fog in san rafael, this southbound 101 past lucas valley road. just to the north we had a car accident in lane number two, the second lane from the left, they were doing a traffic break near the southbound traffic scales to get that cleared out. so it does look relatively light as it emerges out of the fox but that's because it is backed up prior to that accident and we will check on that drive but you expect slow traffic out of novato. a couple updates for you, the richmond san rafael bridge starting to improve, we had an earlier couple of accidents on the westbound side, you can see the traffic stacking up now from the toll plaza for about a 35 minute drive. highway 37 still not a great
