live where you live, this is abc 7 news. >> tracking our next storm. a live look from our sutro tower camera in san francisco showing blue skies and layer of fog right now. by this time tomorrow, that fog is likely to change to storm clouds. thanks for joining us, i'm kristen sze. abc 7 weather team is monitoring the forecast hour by hour. much of the bay area could see rain very soon. let's get to meteorologist mike nicco. >> we'll start with the storm impact scale, hi kristen, hi, aesh everybody, to get you prepared for what's coming our way mainly tomorrow. the storm as we bumped up to a 2.

rainfall amounts from a half inch to inch and a quarter, maybe up to 3 inches in the north bay mountains. wind gusts of 40 to 50 miles per hour. let me get you up to date on what has happened this morning. flash flood issued by the national weather service for the bush scar areas of the north bay. we could get up to half an inch per hour. that will cause debris flows, mudslides and flash flooding as the debris will clog storm drains and won't awe lllow them drain properly. 1:00 tomorrow through 3:00 a.m. thursday morning, we could have difficult driving on east/west bridges, southerly winds guest up to 50 miles per hour. there's a small probability we could have power outages. more likely we're going to have a lot of beautiful leaves out there now changing colors fall to the ground and make it even slicker outside. we'll have an hour by hour look at what to expect with the rain coming un, kristen. >> mike, thank you. following breaking news in tehama county. we want to get to that and r remind you, you can get more on

the go with the abc 7 accuweather app. following breaking news it ehama county. at least three people are dead it 234 in a shooting that spans five scenes including an elementary school. happened in rancho tehama near corning. this map shows you where it is relative to san francisco. three people are dead. no confirmation if any of them are children. officials say some students at an elementary school were hurt. a local hospital says it has four patients from the shooting. three students. and one adult. a nearby coffee shop owner talked with abc 7 news about what she heard. >> i could hear numerous gunshots and children screaming from the school or screaming in that direction, so there were people hurt because i could hear the screaming from my location. >> one witness says she heard 90 to 100 shots fired. the sheriff's office says at least 100 officers are combing through several scenes. law enforcement killed the suspected gunman.

it's unclear if he's being included in the three dead so far. and we will continue to follow this breaking news story and send out updates on the abc 7 news app. new at 11:00, a crash on highway 12 in sonoma county killed one person, and sent two people including a child to the hospital. chp officials say two vehicles collided head-on near agua caliente road around 7:45 this morning. this video slows major damage to the front of a sedan and pickup truck. the truck driver tried to illegally pass traffic over double yellow lines. first responders at the scene are assessing the damage. highway 12 is closed in both directions right now. and we have no word on when it will re-open. a battle is shaping up at san jose city hall today over your housing costs. the city council could change the rules on rent control as landlords and affordable housing applicants prepare to square off. abc 7 news reporter matt keller has the story from city hall. >> reporter: the housing battle

in san jose is reaching a boiling point. >> fight, fight, fight! >> reporter: the city council is expected to vote on a new apartment rent ordinance today. about half of all apartment u t units in san jose are covered by rent control, 140,000 people living if them. when the city put in place the apartment rent ordinance in 1979 it limited landlords to an 8% annual increase. last year the city council voted to reduce it to 5%. today they're expected to vote on whether to keep it at 5% or attach it to the consumer price index. with limits on the top and bottom numbers. both options allow landlords to pass on building improvement and maintenance costs to tenants. council member peralez wants the annual increase tied to inflation because incomes are not keeping up. >> follow that based on the economy, saying if people aren't generating more revenue or aren't getting raises then we also should not impose higher rents. >> reporter: landlords have been vocal writing more than 1 is,000 letters to the city urging less

restrictions. some of the represent control requireme bla rent control are unfair. says this legislation will do the opposite of what low-income housing advocates want to achieve. >> we're going to make it so hard for mom and pop busine businessowners to do business in the san jose, they're going to be driven to sell property to big land developers then there's no rent control on brand new buildings. >> reporter: city council will discuss a snunumber of issues related to rent control including the number of tenants allowed to live inside an apartment and whether or not to bring duplexes under rent control restrictions. reporting live in san jose, matt keller, abc 7 news. >> matt, thank you. today san jose officials will also decide it their city's 16 dispensaries can start selling and delivering recreational marijuana to people 21 and older. it's an about face by the city council which had banned recreational sales locally as california voters passed

proposition 64 to legalize recreational marijuana. that takes effect january 1st. san jose city council estimates getting onboard with the industry, would generate $105 million in annual revenue. new details now on a proposal to ban new cannabis stores in san francisco. state senator released a statement this morning urging city supervisors to vote no. the statement says in part qu"t san francisco board of supervisors is getting dangerously close to destroying the first new blue collar industry to come to san francisco in decades and the industry that is legal, highly inno slati innovative and strong source of good paying jobs." the board is expected to vote on a measure that only allows dispensaries to sell recreational pot when it comes legal if january. he says this measure would create a monopoly in the business. happening now, more lawsuits expected to be filed against pg&e by victims of the north bay wildfires. one includes former san francisco mayor frank jordan.

details will be announced any month n moment new in a news conference in if burlingame. more than 120 people have file 15 separate lawsuits against pg&e. the utility refutes claims it ignored safety regulations and didn't properly maintain their lines which may have contributed to starting the fires. this statement, "our primary focus has been and continues to be the safety and wellbeing of their customers and communities that have been affected by these wildfires." also happening now the parents of a 10-year-old boy flew off of a water slide if dubldu in dublin are holding a news conference with information about the lawsuit against the city. the family released these photos of the boy's injuries. he was hurt on opening day of the wave water park back in may. video from our media partners at the bay area news group shows the boy getting thrown off the slide. the city of dublin issued a response yesterday. it says in part "the city of dublin continues to express its

sympathy and concern as to the legal action threatened, the city and its legal representatives have attempted to reach an amicable settlement with the family. however, the family lawyer has refused to provide any information about the family's injuries that would be necessary to resolve the claim." new developments in the russia investigation, attorney general jeff sessions is being questioned on capitol hill today. this morning, sessions denies he misled congress in previous hearings. the house judiciary committee is digging into the attorney general's knowledge of trump campaign contacts with russia. after he testified last month that he wasn't aware of any. that testimony was undermined by revelations from the guilty plea of a former trump campaign adviser. >> i will not accept and reject accusations that i have ever lied. >> a letter from the justice department suggests sessions authorized the department to consider a special counsel to look into allegations regarding hillary clinton. this despite pledging to recuse himself from such an investigation during his

confirmation hearing back in january. new this morning, peninsula congresswoman jackie speier says she knows of two current members of congress who have engaged in sexual harassment. she did not say who. speier spoke to a hearing on sexual harassment on capitol hill. >> tease harasser propositions such as are you going to be a good girl, to perpetrators exposing their genitals, to victims having their private parts grabbed on the house floor, all they ask in return as staff members is to be able to work in a hostile-free work environment. if the employee makes it this far, they then have to go -- they want the system fixed. >> and the perpetrators held accou accountable is what she said. last month she shared her own story of harassment. she was working as a congressional staffer in her mid 20s. she also plans to introduce the me too congress act which will require more transparency while providing better support for victims. new details on alabama

senate candidate roy moore. house speaker paul ryan says moore should step aside saying the sexual misconduct accusations against the republican are credible. ryan is the latest republican leader trying to push the senate candidate out of the race after a fifth woman came forward yesterday saying moore assaulted her web she was 16. moore denies any misconduct. taking sides at stanford. the controversial speaker heading to campus today that has some students crying foul. and a former astronaut takes his mission to the east bay. the message he's sharing to inspire college hopefuls.

happening now in the south bay, a search is under way for a man who vanished 48 hours ago. he suffers from alzheimer's disease. the 66-year-old walked away from his home in milpitas sunday morning. he was last seen near carney drive, wearing a green colored shirt, sweat pants and house slippers. he may have become disoriented. he needs his medication for various medical conditions. a controversial author is scheduled to speak at stanford. at least two dozen student groups signed a letter in opposition to robert spencer's speech. they consider him an anti-muslim propagandist and islam-o-phobe. some students are also upset student fees were used to book spencer. the college republicans organized today's event. members say they invited spencer

to, quote, add a sorely needed perspective to an important conversation about international security, end quote. new at 11:00, a retired nasa astronaut landed in the east bay today to encourage underrepresented students to reach for the stars, attend the university of california school, and pursue a career in science. abc 7 news reporter amy hollyfield has the story from pittsburg. >> reporter: retired nasa astronaut jose hernandez is delivering the message to high school seniors today that there's a space for everyone, even in the uc system and they should definitely apply. >> i think they're motivated. i think the key here is just exposure. >> reporter: his audience was made up of seniors from antioch and pittsburg high schools who might need advice on financial aid or support on how to find academic advisers. most of the kids will be first generation college students. >> something i want to achieve, especially being one of the first people to go to college in my family, i feel it would bring

with a lot of joy not only to me but my team, representing all the latinos. >> reporter: they want to emphasize the point you don't have to go straight from high school. there's a viable path into the uc system from community college. they brought in jose hernandez to prove the point that just because you get rejected doesn't mean you give up. >> nasa rejected me not once, not twice, not three or four times. it was 11 times. it wasn't until the 12th time that nasa selected me as an astrona astronaut. >> reporter: he's also pushing the importance of science and technology, of course. hernandez went to space in 2009, making him a hero to some of these kids. >> i was so excited because, like, i want to go into aerospace engineering so i feel like i'm going to get a lot from him. >> reporter: hernandez is a first generation college graduate and also a uc graduate. he's living proof for these kids, if you shoot for the stars, you just might land among them. in pittsburg, amy

nicco. >> hi there, on the eve of our first atmospheric river event of the season. no two storms are alike. let me explain something. i brought the storm impact scale back in case you were with us at the beginning of the show. let me go through it in more detail. this storm is going to have level 3 to possibly level 4 rains, that's how much rain we're going to have. all the wiother elements we put into this, winds, surf, possibility of damage, possibility of flooding outside of the burn scars, very low. so that's why we're keeping it at a 2 right now. don't be surprised if you get pounded with some rain tomorrow into tomorrow night and through thursday morning. right now just high clouds and some sunshine out there. in fact, it will be party cloudy, a cool afternoon, temperatures in the 60s. gray again with light rain in the north bay tonight. two moderate storms.

yeah, the one that's coming in over the weekend, i updated also. so 60 at half moon bay. to 361 to about 65 for the rest of us this afternoon. you'll need those sunglasses. let's break it down with the accuweather 12 hour day planner. 61 to 63 with hazy sunshine out there. as you can see from our east bay hills camera. 4:00, high clouds and sunshine. 58 to about 64. need a jacket if you're heading out this evening. the clouds are too thin. we'll drop down to 50 to 54. they won't blanket us until they get thicker at 12:00, 49 to 52. in fact, lows tomorrow art mid 40s to low 50s in most neighborhoods. san francisco, about a 53 degrees. let's jump right into this. we got energy acoming down from the north, moisture coming in from the south. guess where they meet? right on our front doorstep. so here we are tomorrow morning. looking pretty quiet out there. now as we head throughout the morning, most of the rain is going to stay and going to be light up in the north bay. notice some yellows start to mix in around noon.

it's still well into the north bay. now as we head toward 4:00, it starts accelerating to the heart of the bay. notice some reds are starting to show up, those are the downpours we're talking about. 7:00, it's raining cats and dogs. all around the bay area, the north bay. by the time we get to midnight, it starts finally moving into the south bay. probably more like 10:00 to midnight. notice at 4:00 in the morning, the storm slowing down a little bit, still stuck in the south bay. for the rest of the day we'll deal with scattered showers. let me show you what's going to happen with our rainfall potential. this is the lighter of most of the models. it's cranking out an inch and a quarter in san jose to nearly thr3 inches in santa rosa. going to have to see how much moisture gets trapped into this system to see how much rain we're going to get. that's the best guess right now. of course, we could get 1 to 3 feet from pass levels to the resort levels up in the sierra. their first dumping of snow also. here's my accuweather seven-day forecast. the storm weakens to a 1 thursday with scattered showers. friday and saturday are nice.

then sunday we ramp up with rain in the afternoon in the north bay. the rest of us get rain sunday night into monday. that storm is also a 2 now, moderate. but don't be fooled tomorrow. the storm is going to rain a lot on us. it's just not a 3 because it's not going to bring all those other issues with it. >> right. all right. thank you, mike. >> you bet. now to your morning money report. the best places to raise your kids. a new report finds three of the top ten cities are in the east bay. san ramon is at the top of the list. pleasanton is number 4. livermore comes in at number 6. the only other nearby city is davis at number 7. the national council for home safety and security released the findings. bases rankings on number of factors including graduation rates, household income, climate, crime and recreational opportunities for kids. good news for local crabbers and their bottom line. commercial crabbing season off the sonoma county coast started on time today. for the first time in three years. according to the "press democrat" crabbers were able to
