pler 7. the strongers storm of the season moving our direction right now. it ranks number 3 on the scale. we can expect rainfall in the totals of 1 to 2 inches. wind will be gusting 40 to 50 miles per hour, especially in the higher elevations. a flash flood watch will be in effect until 4:00 tomorrow afternoon to 3:00 a.m. thursday for all of the north bay. because of the the rain, wind and potential dangers in the burned areas. here's a look at those areas to the fires we had last month. by 2:00 in the morning we'll see moderate rainfall pushing in. and then by about 1:00 p.m., we'll see it much more widespread across the north bay, down into sonoma county approaching san francisco. by 3:00 in the afternoon the entire bay area will be receiving heavy rain. right now meteorologist tuesday

medical will shoe us why we expect so much rain with this storm. >> an atmospheric river, a ban of mixture roughly a 250 mile span. what it carries is heavy ran and strong winds. the strong wind transports a lot of moisture in a short amount of time. we'll take you to 15,000 feet in the atmosphere, think of it as a highway in the sky where storms travel. what you're looking at is moisture in the atmosphere. you get to that thin ribbon of moisture oh ridge nating from the hawaiian island. that moisture aimed at the bay area tomorrow night, that's why we're expecting very heavy rainfall with this strong storm system tomorrow afternoon and evening. spencer will be back to talk about the time, he'll go hour by hour to show you how much rain to expect where you live.

nightmares and is recovering from his injuries. they have now filed a lawsuit against dub minute. the contractor and the state of texas asking for $2.5 million in punitive damages so this doesn't happen again. dublin said back in may that the inspectors gave them the green light on the slight the day before the accident. >> we learned there is no federal regulation for water parks across the united states. every state has a different set of regulations. >> i think there are major problems with the slide. its designed in manufacturing and constructing. >> an adjacent slide has been closed sin the accident. the city of dub minute released a statement saying they're attempting to reach an amicable settlement with the family. >> that's a false statement. >> whitewater has attempted to engage in the process to try to

resolve the case. we've been rebuffed on all of our attempts. >> reporter: the richmond bay contractor and ceo company told me by phone they hope this gets resolved because it's a great facility. the family disagrees. >> we will not be attending or going to any water park ever again. >> i'm leslie brinkley. abc 7 news. police say a dangerous man escaped from a psychic hospital in hawaii and today he might be in san jose. 59-year-old randle sato left the hospital on sunday. officials at the airport say they are aware of the situation in san jose. sato was found not murder by reason of insanity. san frncisco supervisors continue to debate on a knew recreation marijuana business

the sexual harassment scandal scorching entertainment industry. abc 7 news reporter carolyn tyler is in the newsroom with the story. >> san matteo democrat jackie spear has been working on this issue for years. her office has been swamped with calls about harassment on capitol hill. >> they want the system fixed

and the perpetrators held accountable. >> california congresswoman told lawmakers their own colleagues are among the perpetrators. >> in fact there are two members of congress, republican and democrat right now -- >> she did not name names but spear painted a picture of what she calls egregious or sometimes illegal behavior that current and former staffers are reporting on capitol hill. >> these propositions such as are you beginning to be a good girl, to perpetrators exposing their genitals. >> last month spear shared her own experience of an unwanted encounter when she was a young legislative aid. she started think congress /* -- congress. >> this member asked a staffer to bring them over some

materials so their residence and the young staffer is a young woman, went there and was greeted with a member in a towel, it was a male, who then invited her in. at that point he decided to expose himself. >> spears calling on lawmakers to require yearly mandatory sexual harassment training for congressional members and staff. institute a climate survey every two years to gauge the scope of the problem. and conform the complaint resolution process which the congresswoman feels protect the abusers not the accuse ersz. >> all day ask and return as staff members to be able to work in a hostile free environment. >> the senate has already approved mandatory harassment training. house speaker paul ryan says his chamber will now follow suit. in the newsroom, carolin tyler.

abc 7 news. in four weeks alabama will go to the polls to select a new u.s. senator. but growing alleges by sexual abuse has thrown everyone into disarray. >> i am have no reason to doubt these young women. >> number one, these allegations are credible. if he cares about the values and the people he claim toos care about then he should step aside. >> several senators are suggesting if moore wins the election he could be expelled from the senate. in the meantime allegations of sexual assault has let to a new federal lawsuit against uber. abc 7 news anchor christian sze with the details. >> this is the lawsuit filed by the city. it is seeking class action suit on behalf of all women who have been sexually harassed or

assaulted by uber drivers. twitter is full of tweets sharing their experiences using the #me too. posts of videos of their harassment in cars. this man was arrested for driving a drunk person to a motel where he allegedly sexually assaulted here. uber has done everything possible to continue to do back ground checks on drivers and failed to monitor any drivers for conduct after their hired. in addition to tougher driver screening procedures the plaintiffs also want uber to install cameras inside itself cars and be open about sexual assault and harassment involving drivers. uber's response is short, we are in the process of reviewing it.

level three on our storm impact scale. widespread rainfall totals of 1 to 2 inches. the strongest gust of wind will be up in the hills. moving along here forecast innovation talking us to 6:00 tomorrow morning. we'll see the first areas of light rain moving into the north bay as far as south as santa rosa. it won't be until mid-morning until midday we'll see that first wave of really strong heavy downpours moving into the forth bay. 3:00 tomorrow afternoon all of the north bay will be getting a wave of moderate heavy rain. the orange and red represent the heaviest rain. this will be a steady soaking rain even before the afternoon. the north bay is going to be soaked there will be slippery spots on the road ways. by 6:00 most of the central

parts of bay area will be getting steady rainfall down over into san francisco, richmond, berkeley, out to vallejo, and concord. later in the evening between 6:30 to 9:30 tomorrow night all the bay area will be getting a drenching with strong winds. the driving conditions will be miserable. the heavy rain will reach the south bay late tomorrow night through the overnight hours into thursday morning. not only with the wednesday commute be rough but the thursday morning will be a challenging one as well. early morning hours on thursday the stronger storm breaking up a bit. by noon on thursday we expect rainfall totals to be around almost 2 inches here in san francisco, across the by the way oakland. 2.25. 2.5 expected at napa and richmond. let's not forget about the wind
