flooding concerns for our recent burn areas in the north bay. some of the steadier rains across the north bay, pockets the rest of us. pockets of rain at noon, steadiest and again at 4:00. heavier in the north bay. temperatures in the low to mid-50s now will hang out in the low to mid-60s from noon to 4:00. sue? >> all right. the bay bridge toll plaza. no metering lights yet. right side and left side lanes. car-poolers and the fast tracks are getting through nicely. 45 to 50-minute drive. let's take a look at highway 80 from hercules into the mcarthur maze less than 20 minutes. that's good. your bay bridge backup nine

minutes to get into san francisco. and from san francisco to sfo if you're traveling, a nice ten-minute breezy drive for you. not a problem. from the live desk this morning, authorities trying to determine what drove a man to shoot and kill four people in a rural northern california town. and we're now getting our very first look here at the suspect. according to abc news authorities identify him as kevin neal. and they say he hit seven different places in a 45-minute rampage in corning and tehama county. police ended up killing him. but i want you to know there are some people associated with this shoot er we don't know whee they're at. we don't know where that will lead us. after a morning filled with bullets and assault on skol and fatal gunfire.

>> all i'm told it's a semiautomatic rifle. >> what we heard ten rounds initially. >> i told my son it sounded like a bruce willis action movie. >> reporter: by the time the police chase pass this had woman who identified herself as sharon, the 45-minute ordeal was almost over. it began in a neighborhood where the suspect shot two neighbors and then progressed to a school where more shots from fired. brian rodgers heard the first of them and called the sheriff. >> we heard the kids screa >> we were here at the shop and heard 60-something high-powered rifle rounds about a month ago coming from the bobcat area. the sheriff told them there was nothing they could do until something happened. just like this. >> reporter: it ended

fuselage of bullets. >> i'm upset people do such horrific things to innocent little children. >> reporter: worth noting there is video of the suspect attacking the school. the sheriff's department has not released it yet. also the question why did the suspect have a weapon when he had a restraining order placed against him. the sheriff's office is looking into that as well. wayne freedman, abc 7 news. we are tracking developing news out of richmond where police are searching for the suspect in a deadly shooting. the gunman opened fire around 7:30 last night. four people were shot. one died. >> police arrest add man they say carried a machete into a classroom.

witnesses say he had this on campus. officers say they tased miller in september after he threatened a park ranger with another knife. students walked out of a controversial speaker's appearance at stanford. conservative author robert spencer has written extensively in opposition of islam. about $6,000 was spent on extra security. minutes after spencer started to speak the room cleared out. >> bigotry isn't welcome on this campus. we can't set a precedent for giving people who are espousing hatred to have a platform on this campus. >> are >> brewer hall was nearly empty. supporters weren't allowed in. organizers insist spencer was invited to create dialogue. the young republicans sponsored the event. >> we're working on your

55 in san francisco and santa rosa. you can see our wind gusts really picking up during the afternoon hours and gusting all the way through the overnight hours. at about 2:00 all the way to about 1:00 that's when our winds will hit 35 to 45 miles per hour and that's why we're looking at the possibility of some downed trees and some power outages from this storm. when we come back we'll take an hour by hour look at when the rain gets to your neighborhood and some of the numbers are approaching three inches. i'll show you that, also. here's sue. a look at the east shore commute if your travels take you from hercules, highway 4 in to berkeley and the mcarthur maze. you're at a solid stream. traffic is flowing nicely. you're looking at about a 20-minute drive from highway 4 all the way into the mcarthur maze.

park was opened for business. >> reporter: in this morning's "gma first look" the terrifying moment a 10-year-old boy went flying off a california water slide is now prompting a lawsuit. >> i watched him tumble on the ground at a very rapid speed. it was frightening. >> reporter: the boy's family is suing the city of dublin, the slide manufacturers, and several others for $2.5 million accusing them of negligence and intentional inflex of emotional distress. an inspection outlined numerous conditions including dangerously sharp edges and cracks in its structure. the family believes they were not resolved prior to the opening. >> when you take your kid to a park, you expect it will be a safe place. >> reporter: the city of dublin tells nbc news the flied was tested and approved by the manufacturer and state of california safety regulators. we'll have more on the lawsuit at 7:00 a.m. with your "gma first look" abc news, new york.

5:14 now. tesla is respond to going to a lawsuit. >> a suit filed on behalf of a former worker claims he was fired not long after he complained of racial harassment. in a response entitled hotbed of misinformation, tesla said the employee was not fired. he was employed by a temp agency and his six-month contract ran out. tesla says it is absolutely against any form of discrimination and it was investigated thoroughly. tesla is also say that go the lawyer who took the employee's case has a track record of extorting money for meritless claims and that the company would much rather, quote, pay ten times the settlement amount of legal fees that allowed this abuse of the legal system. go to abc7news.com for the company's full response. it is not ending for tesla because luxury electric startup fisker is claiming it has developed a car battery that can charge in one minute and run for

500 miles. tes tesla's cars take about 30 minutes to charge and run for 335 miles. fisker says its technology will not be ready until at least 2023. the car is slated to be emotion and will set you back $130,000. it's a real mixed bag for pot advocates in the bay area. we'll start with the bad news. san francisco supervisors voted to hold off on their debate over recreational sales. they're going to take it up again after thanksgiving. now that's a problem because the board needed to vote on a temporary measure yesterday to be ready for sales on january 1st. so it looks like there's going to be a delay. now in san jose the city council voted unanimously to let 16 existing medical machine shops sell pot to recreational customers. marin county supervisors quickly passed delivery only licensing for medical marijuana. papa john's is sort of apologizing for blaming sluggish pizza sales on nfl players kneeling during the national

anthem. two weeks ago the ceo john snyder said nfl leadership has hurt pizza sales and that caught a lot of backlash n. a statement released last night the company tweeted we sincerely apologize to anyone who thought the comment was divisive. papa john's also says the company supports the players' movement to create a new platform for change and that it is open to ideas from all except neo-nazis, it clarified. >> usually that's assumed. >> they're being very specific. >> the 25 green and gold public toilets across san francisco could be replaced next year. the new toilets and kiosks are made by the same french company but have a more contemporary twist. so here it is. no more curved edges. the restrooms will be triangular shaped and made of gray metal. they will be turned into digital billboards.

there will be flight delays. i'll let you know. rain in the north bay today. pockets elsewhere. windy, rain with downpours tonight, and our next storm is sunday, monday, and tuesday and it's looking stronger, too. you could see the pockets of rain all the way from the altamont pass up to discovery bay through walnut creek, back towards oakland, san francisco, down the peninsula all the way to about wood side and look at that, more pockets of wet weather developing. it looks like only the south bay could get away without seeing much in the way of some rain this morning. as we head into the latter parts of the morning, notice it stays up in the north bay and it gathers strength. it comes in by 4:00 hot. look at those reds in there. and from 4:00 to 7:00 it will stay hot in the north bay and move into the rest of the bay. during the evening commute, yeah, conditions are going to fall apart rather rapidly. you can see by midnight a wave develops and we have rounds of downpours roll through the heart of the bay moving into the south bay just in time for the morning

illegal convictions. it comes week after a rights group propose add ballot measure they say would go much further than that creating a public defender style legal service for citizens facing issues ranging from eviction to child custody cases. the fcc is set to vote on a broadcast standard that will dramatically change tv as we know it called next generation tv. supporters say it will provide high-definition pictures, better sound and video on demand. it will also let broadcasters harvest data about what individual viewers watch so advertisers can target ads specifically to those viewers. it's basically the same thing that happens right now online. consumer groups are calling for a delay in the vote saying more is needed on the possible impact on viewers' privacy. up next the seven things you need to know as you start your day. >> the debate over rent control went well into the night. >> and at least one person is not happy that blake shelton is people's sexiest man alive.

desk according to abc news, authorities have identified the shooter in yesterday's shooting rampage in tehema county. this morning authorities are still trying to figure out his motive. he hit seven places in 45 minutes killing four people. number five, authorities are looking for a psychiatric patient who escaped a state hospital in hawaii and made his way to the bay area. investigators say that randall saito chartered a plane from honolulu on sunday and flew to maui and san jose airport. three ucla basketball players detained in china for shoplifting are now back in california this morning. the news conference scheduled in l.a. at 11:00 a.m. commercial dungeness crab season is under way t. could be in your local market by the end of the week. rain and high wind could slow down the haul, though. one of the most polarizing topics of the day, "people" magazine's 2017 sexiest man alive. >> and it goes to country music

learning that this escaped killer landed here on sunday. police say he is dangerous and should not be approached. take a look at his photo. he is 59 years old. his name is randall saito. he's 6 feet tool, 220 pounds, has black hair and brown eyes. he was committed in 1981 after being acquitted by reason of insanity for the murder of a woman who had been shot and stabbed multiple times. honolulu police say saito took a taxi to honolulu after escaping from a state hospital on sunday morning. a dispatcher with the cab company described his demeanor. >> so polite, nice, and to interact the way he did, how do you tell? how do you protect your driver for 22 minutes in a car with this guy? >> reporter: in 1993 a court denied saito's request for conditional release saying he continued to suffer from sexual saidism and mnecrophilia.

the attorney general has issued a $500,000 bench warrant for his arrest. if you see him call 911. reporting live, matt keller, abc 7 news. matt, we will stay on the lookout for him. b.a.r.t. police need your help finding a imagine behind a bigoted and belligerent attack caught on camera. it happened monday night. witnesses say the man you see there in the long sleeved shirt was yelling racial slurs at another passenger and then slapped and punched him. by the time b.a.r.t. police got there the suspect was gone. police are asking for help tracking down the suspect. city leaders rejected a proposal to maintain the 5% cap on rent increases for apartments built before '79 that covers about half of san jose's rental market. tenant groups wanted to link increases to the consumer price index to keep renters from being squeezed out of the south bay. san jose's police department changing use of force policy.

incidents will be classified in four different categories depending on what level of force is used and any injuries that result. more serious incidents will be investigated higher up the command chain. the aim is to identify any red flags and determine if the internal affairs unit needs to get involved. i am still monitoring tensions with north korea from our live desk. this morning we've learned china is sending a senior diplomat to visit the north and will serve as an envoy of president xi jinping. you'll remember just last week president trump visited china and asked the chinese president for help to fix the problem of north korea's nuclear program and, according to president trump last week, the chinese promised to impose more sanctions on china. we'll have to wait and see if that actually happens. china is north korea's main trading partner. on a related note another quick story from our live desk. three ucla basketball players that were detained in china on

that is awesome. something awesome is the amount of rain we're going to get and this storm continues to crank up. our first motorcycle river event of the rain season. here's a look at walnut creek where it looks drier now. light to moderate monday, tuesday and wednesday. 63 to 68, mid to upper 60s for the rest of us. tonight we'll be pretty mild. 57 in palo alto and san jose. the moisture is already here. when it hits that will spark those downpours. hour by hour. 7:00, steady rain in the north bay. where it stays until noon. and then the energy starts to come in and you can see the
