live doppler 7 tracking a storm bearing down on the bay area right now. we are expecting wind, rain, and the potential for flooding. >> we are covered in green this morning on that radar and your morning commute will be damp. we've seen rain at the bay bridge toll plaza. your evening commute will be worse. and then, i hate to be the bearer of bad news, but i'm just going to pass it off to mike because he's saying that tomorrow morning you will have to watch out for. >> the storm has slowed down a little bit and it's going to stall over the bay during the overnight hours. a lot of the heavy rain will fall while we're sleeping and we'll wake up to it tomorrow morning. until then it's the north bay we have most of our attention on for the rest of this afternoon and early evening. storm impact is a three, the first of the season. one to two. two to four in the hills. the biggest concern for flooding in the burn scar areas.

the left lane is blocked. you can see the red poking through. it is starting to back up there. we'll follow this one for you and give you an alternate route. >> sue, thank you. neighbors in the north bay fire zone are nervously watching the first big storm of the season move in. >> there are big concerns about flooding and people are being warned about potential evacuations. amy hollyfield is live for us in santa rosa. amy? >> reporter: good morning, reggie. more than 1,000 homes here in the fountaingrove neighborhood in santa rosa have been warned there could be flooding and mud slides because of this storm. look at the crews trying to beat the storm. they were removing plastic pipes that melted during the fires and replacing them with metal pipes. sinkholes could develop and mud slides could happen on the burned hillsides. fire officials say they are on high alert. >> a lot of steps, measures are in place.

the government remove debris. "the press democrat" reports 79% of fire victims did file the paperwork for the federal program by monday's deadline. those who did not will have to pay for a private contractor to remove the debris. hi, everyone. new developments in the shooting rampage in tehama county that killed four people. this morning authorities tell abc news that it was this man identified as kevin janson neal. this picture was release add short time ago. police say he hit seven different places in 45 minutes all across tehama county including an elementary school. this morning his mother tells the associated press her son had been having difficulty for days with some neighbors. our sister station was able to speak to another family member. that person did not want to go

on camera. they told our colleagues he was smart but troubled and family members apologized to the victims saying they feel horrible for everybody involved. police say a gunman opened fire at a home near park side and view drive around 7:30 last night. four people were shot. one died. investigators have not released details about the suspect or a motive. students walked out of a controversial speaker's appearance at stanford. you can see them there leaving. robert spencer has written extensively in opposition of islam. about $6,000 spent on extra security. minutes after spencer started to speak, the room cleared out. >> racism isn't welcome, bigotry isn't welcome on this campus. we can't set a precedent for giving people who are espousing hatred to have a platform on

punitive damages. the city issued a statementsayi reach a settlement but the family lawyer has refused to provide any information about the injuries. >> so scary to watch. so if you are an advocate for recreational pot there is good and bad news. it depends on where you live. supervisors voted to hold off on their debate over recreational sales. they will take it up after thanksgiving. different situation in san jose. the city council there voted unanimously to let 16 existing medical marijuana shops sell recreational pot in the new year. and in marin county supervisors quickly passed delivery only licensing for medical marijuana. anyone who drives or bikes along valencia street know it is can be a nightmare. how the city is now working to improve safety for everyone.

storm watch will start with live doppler 7. pockets of rain developing in the santa cruz mountains. if you look from the dumbarton bridge, sunol grade northward. better chances of wet weather now. 49 in menlo park. pretty much that's the temperature just about everywhere. so a mild morning. you can see the live rain falling on the richmond side. have the umbrella if you're out and about. a few hours if you need to get those gutters and drains clean and exercise, dodging rain drops today. 10 to 15 miles an hour but as we head to 4:00, the evening commute, you can see the 35 to 40-mile-per-hour gusts across our east/west bridges and fastest through about 8:00 and then they'll start to taper overnight through tomorrow morning's commute. more on the rain up next. here's sue. >> you mentioned rain in the santa cruz mountains, a real big

pockets elsewhere. tonight windy with rain and downpours and flooding and dangerously fast winds. we'll have another storm sunday, monday and tuesday. it looks like it may peak at a two, moderate. today's temperatures real quick. 62 at half moon bay. you can see around 60 to 63 in the north bay. up in mendocino and lake county, mid to upper 50s. the rest of us, 63 in san francisco to about 68 in san jose. tonight another mild night as we're still dealing with a lot of rain, about 49 in clover dale. 57 in palo alto and san jose. here is a look at one of our better radar returns bearing down on martinez, coming across highway 4. pleasant hill, walnut creek and concord puddles possible on 680 and 242. you can see scattered, moderate rains from cordelia, american canyon and up to napa and back on 101 from petaluma down to about san quenton. as we head throughout the morning, most of the steady rain will stay to the north and be

rather light, maybe moderate from time to time. you really see it start to move in around noon and by 4:00. we're throwing in some reds. that's heavy rain. that will cause downpours and flash flooding across the north bay. during the evening commute, that's when the rain moves into the heart of the bay, but notice what happens, it stalls and waves of energy roll through and squeezes the atmosphere with those downpours even by tomorrow's morning commute the heaviest rains just now getting to the south bay and lingering in the south bay through 9:00, and then once we get past 9:00 tomorrow morning it turns over to scattered showers. some of this will run off. an inch and a half in san jose to nearly three inches in san francisco and oakland and up in the north bay mountains. my accuweather seven-day forecast will dry out for friday and saturday. that's it. sue? we're taking a look at some slow and go traffic. your commute is getting under way in earnest now with the rain starting to come down in certain

somehow escaped from a mental health facility and flew to the north bay. police say he is psychotic and extremely dangerous. matt keller is live at san jose airport. >> reporter: good morning, natasha and reggie. a prosecutor says this man fills the criteria of a classic serial killer and is on the loose after he landed here in san jose on sunday. he is 59 years old, randall saito, 220 pounds, 6 feet. black hair and brown eyes. saito escaped from a state hospital sunday morning, took a plane. saito was committed in 1981 after being acquitted by reason of insanity for the murder of a woman who had been shot and stabbed multiple times. in 1993 a court denied saito's request for conditional release saying he continued to suffer from sexual

there was a little bit of a dry layer slowing down. you can see from clover dale right on top of some of the big burn scars. we could be moistening the ground now which is good because when you initially hit the ground with too much rain too fast it will run off. the flooding potential that is out there as we head deeper into the forecast. 3:00 tomorrow morning. it could be in the middle of the night when you're getting warned about a flash flood coming your way as rainfall rates hit half an inch an hour and that causes debris flows, mud slides. we've had some rain reach all the way down into the santa cruz mountains in the south bay. it's been very light but it is out there. didn't want to leave you out. those areas in yellow, 3:00

power outages moderate. we'll have an hour-by-hour look at the storm coming up. and from the live desk, a 25-year-old man armed himself with a rifle and fired at deputies. i want to show you that picture they just released overnight. the actual shooting happened last night in benicia on prim rose lane this is the facebook photo the department posted this morning. this happened during a probation check. hitting 25-year-old chase wiley. he is said to be in the hospital. no deputies were injured but the three involved are now on administrative leave. and also from our live desk right now we have new developments in the deadly shooting spree in rural northern california. we are getting this first image of the suspect. we're learning more about the targets.

live at the sheriff's station with more on the busy night for investigators. >> reporter: good morning, jessica. we're starting to learn more about what might have motivated this gunman to kill, but many questions still remain at his target and the locations where he shot seven different locations and how someone was able to go on a 45-minute shooting spree. a lone gunman has 43-year-old kevin janson neal killed four people and sent ten others to the hospital tuesday morning. seven different shooting locations spread throughout the town. late into the night worked the scene where the shooter was shot and killed by officers. bullet holes visible on two vehicles. he had been feuding with neighbors. one of the neighbors had placed a restraining order against him.
