and here's a look at the skies from the east bay hills. bay area is bracing for it's strongest storm of the season so far. let's get straight to meteorologist mike nico, hi mike. >> hey jessica, hey everybody. we talked about this about 24 hours ago that the storm was pushing towards a tendency for a three on the storm impact scale. sure enough, the gang last night, they upped it to a three. one to two inches in most areas from this strong storm on our storm impact scale. two to four in the hills and mountains. flooding the great concern is across the north bay and wind gusts could get up to 50 miles per hour. minor power outages possible. we're hours away from the fastest winds at 1:00 this afternoon until about 3:00 tomorrow morning. during the evening commute, those east, west bridges are going to be tough for high profile vehicles. flash flooding is starting at 4:00 this afternoon in the north bay through tomorrow at 3:00, that's where the scars, the burn scars could let go of mudslides. just scattered showers around

the san mateo bridge, heading out towards livermore. moving well up to the north for now. it's going to make a march southward, when it does, it's going to bring heavy downpours with it, we'll talk about it hour by hour coming up, jessica. >> thank you. and all that rain could be a huge problem for the north bay. where this year's massive wild fires destroyed the hillsides. there is fear right now of mudslides and sink holes, and residents are being told to be ready to evacuate at a moment's notice. abc 7 news reporter amy hollyfield is live in santa rosa with more, amy. >> reporter: officials are taking the flash flood warning up here very seriously. we just saw a crew in this area, fountain grove neighborhood checking the pipes, although it looks like most homes here have been destroyed. right across the street, there are still some homes standing here. that's what they want to protect and take care of. they don't want a sink hole to happen here. they don't want service to be interrupted. we asked the crews out and about today how it's looking so far. >> nothing's been reported yet

over the last several days. we've had several crews doing a lot of different work. >> reporter: so far so good this morning in santa rosa. city officials are worried the rains could bring mudslides in the fire-damaged areas. there are also concerned about compromised pipes. and that the rain could cause flooding if it has nowhere to go. workers are out using closed circuit cameras to monitor pipes, making sure nothing is blocking the pipes so water can flow. storm drains are covered and barricaded. so debris is caught, but water still flows. flash flood warning has been issued today for santa rosa, and city officials say they are taking this very seriously. >> we have pretty significant devastation, we've got all the vegetation that's been burned away and we have the debris. so with all of that, we're not taking any -- we're definitely remain ining cautious but put processes in place to protect our community the best that we can. >> reporter: as for the rain, we've experienced a few showers this morning.

they've been pretty light and spread out. the heaviest rain is expected later this afternoon. live from santa rosa, amy hollyfield, abc 7 news. >> amy, thank you. and santa rosa fire officials are urging residents to sign up for alerts in case you need to evacuate quickly. text your zip code to 888777 for immediate notifications from your local agency. meanwhile, developing news now, the search is on for an escaped killer from hawaii who could be somewhere here in the bay area. take a look, here this man, 59-year-old randal sato escaped. he is now on the loose after landing at the san jose airport on sunday. police say he's psychotic and dangerous. a prosecutor says he fills the criteria of the classic serial killer. >> he was committed to a hospital in 1981 after being acquitted by reason of insanity of the murder of sandra young.

she has been shot and stabbed multiple times. then in 1993 whereby a court denied his request for conditional release saying he continued to suffer from sexual sadism and neck ra feel ya. the attorney general issued a $500,000 bench warrant for his arrest. >> considering again going back to his violent past, he has had propensity to committing another violent offense, we're concerned about that. >> police in honolulu are investigating how he pulled off his escape. authorities say he is dangerous and should not be approached. call 911 immediately if you see him. and we are learning more about the victims and the gunman in a deadly shooting spree. less than an hour ago, the sheriff's office there clarified that six people, including the shooter died in corning. all of the victims killed were adults. overnight, investigators searched the gunman's home and found his wife's body. >> part of the investigation we

were looking for his wife. we couldn't find her yesterday. we located her dead body, concealed under the floor of the residence last night. we believe that's probably what started this whole event. >> the sheriff's office says there are 14 victims total, seven of those children. investigators now digging deeper into the shooter's backgrund and that's where abc news reporter maggie ruly picks up the story. >> reporter: authorities are now saying kevin neil is the man responsible for a deadly shooting spree in northern california. >> individual shooter was killing people at random. >> reporter: for more than 45 minutes, he shot at people with no rhyme or reason across seven different locations in town. his violent spree starting at 7:52 a.m. when he shot someone in a local home. police say the gunman drove while still shooting to the local elementary school where he fired at least 30 rounds.

>> one of the teachers told us there's a shooter coming. >> reporter: one five-year-old was shot but expected to be okay. authorities say the shooter's plan to get inside and kill as many students as possible. but it was thwarted by a quick-thinking principal who put the school into immediate lockdown. the gunman left and shot around town until he was finally shot and killed by authorities. police say the shooter had multiple run-ins with the law, including a domestic violence dispute. he was facing prosecution for assault with a deadly weapon after stabbing one of his neighbors in january. authorities believe a neighbor may have been his original target. and the shooter's mother told the associated press that her son called her a few days before the killings, and said, it's all over now, i'm on a cliff and there's nowhere to go. police say the shooter did not have a license to carry a gun, yet he had three of them on him at the time of the shooting. maggie ruly, abc news, new york. new develoments in an armed

robbery and shooting investigation at east ridge mall in east san jose. police have now identified the four suspects they include these men. the shooting happened back in april. the victim is okay. police say french was arrested right away, but detectives spent months identifying the other three before they were finally arrested. they believe all four were involved in other armed robberies between march and april. and they are asking victims who did not report their robbery to call police. new this midday, a protest in east palo alto over the treatment of some families who were living in their rvs and cars. the city told them yesterday they had to move out by 8:00 this morning. abc 7 news reporter matt keller explains why protesters think the city didn't give enough time to those folks. and where those homeless families are now. >> reporter: about 75 people gathered on week street in east palo alto this morning to send a

message to the city -- >> we shall not be moved. >> reporter: neighbors say 50 to 70 people live in 15 rvs along with other vehicles that are normally parked along the road. just two remain because they're incapable of moving. the others have moved, many parked around the corner. what's left behind on week street are no parking signs put up by the city. >> the police come and say you need to leave. i don't know what happened. it's not safe for us. >> reporter: adrian lived in an rv for the past few months with his wife and ten-year-old grandson and nine-year-old granddaughter. the two kids attend an elementary school in the ravenswood school district. the superintendent says 58% of her students are homeless. >> i have three jobs, my wife has two jobs. we're working hard. it's difficult. sorry. >> reporter: neighbors say week street floods when it rains, the municipal code cited on the no

new this morning, a special dedication in washington for the late san mateo congressman leo ryan. jackie spear and nancy pelosi were part of the ceremony this morning. spear was the legal aid to ryan 37 years ago when he was murdered in the jonestown massacre. spear was also shot been but survived. today's ceremony was to dedicate an honorary cloak room at the u.s. capitol. it's a joint tribute to leo and

former congress wam gabrielle giffords who survived a shooting in 2011. university of california president janet napolitano is joining the effort to protect daca. she's joining leaders in calling on congress to pass legislation to protect that particular program. the trump administration is trying to end the deferred action for childhood arrivals program. in a letter delivered yesterday to house and senate leaders, napolitano and her co-signers demanded that congress find a permanent solution to protect dreamers by december 8th. the letter states that if no agreement is reached by that date, nearly 800,000 people will be at risk of deportation early next year. it goes on to say, quote, rather than diverting resources to deport dreamers, resources should be prioritize to secure the u.s. border, deport violent criminals, and prevent terrorist attacks and cyber attacks. anyone who drives or cycles along valencia street knows it can be a nightmare.

some hours to wait and prepare for this storm. here's a look. you can see how clean the air is out there today. rain will be steady across the north bay this afternoon with pockets elsewhere. and then, the winds pick up and the moderate steady rain with downpours comes in during the evening and overnight hours. and we'll have one more storm sunday, monday, tuesday. right now the best radar returns way up there, north of lakeport, and near hopland over towards clear lake. you can see scattered showers. for the most part, it's quiet with light rain being reported at least hitting the ground in our reporting station in santa rosa. the big picture, the energy is still to the north, the moisture is over top of us, when this energy hooks up with this moisture during the hours i talked about, that's when the fireworks begin. here we are at 12:00, you can still see light rain across the north bay with the moderate yellow. still up in se mendocino, lake counties, then it's today issier by 4:00, and after 4:00, up into

7:00, mainly in the north bay. those are the downpours that develop, and then after 7:00, it starts to move into the bay. and look, it just sits there. midnight. we're still seeing the rain, right over the heart of the bay. 4:00 in the morning, it's still over the heart of the bay, but look at that line of red developing as a wave develops along the cold front. 4:00, finally moves into the south bay, moves out of the north bay, it's still in the heart of the bay. and in the south baby 9:00 tomorrow morning when we round down if you will the morning commute. then finally after the lunch hour, it turns over to scattered showers. rainfall, 4:00, mainly across the north bay, as we head to 7:00, your commute is still wet across the north bay, and then you can see, look at that, by tomorrow morning's commute, already some areas receiving two inches. and then finally the south bay gets in with an inch there and we could have some isolated areas of three inches in our hills to four inches in our mountains. the storm does retreat back to a one, light on our storm impact
