first, christian spencer. >> that storm is strong right now. live dpop pler 7 you can see the rain is covering much of the north bay. it is rather heavy. as we close in we can see the rain moving in there marine county over to napa county. the orange and red colors there, moving north of sonoma county toward the napa area, east of fairfield. it's a strong storm and it will be with us tonight and tomorrow morning producing anywhere from 1 inch to 2.5 inhes for most of the bay year area. 2 to 4 inches in the hills. heaviest of the rain will be in the north bay until midnight. moving into san francisco and oakland later tonight in the early morning hours. into the south bay between 2:00

and 8:00 a.m.a flash flood watch is in effect until 3:00 tomorrow morning for all of the north bay, especially the barn scar areas. a look at how things are shaping up tonight and tomorrow in a few minutes. dan. one month after the forth bay wildfires people are bracing for possible flooding. some suers melted during the fires blocking storm drains. the city has hired crews to senn remotes into -- >> it's either completely burned away the pipe in its field-sobrieentirety or it hasn't burned and collapsed on itself. >> a flash flood watch is in for north bay tonight. santa rosa is urging people to sign up for alert. text your zip code to 888777 for

immediate notification from authorities. laura anthony live in one neighborhood hit hard by the fires. napa civics community. >> reporter: it started raining here the last few minutes or so. napa county nonetheless has activated their emergency operation center. they did that this afternoon. they say partially and only as a precaution in case there's issues here tonight here in the fire areas. >> the fire came within 23 inches of the back steps. >> reporter: though his home was spared, he now has a new worry. a steep hillside that backs up to his back doors. it's a hill that looks unstable in dry weather, much less with heavy rains moving in. >> this is a first-time experience for us here.

the entire driveway up there, it all could come down, we don't know what's going to happen. >> reporter: throughout the entire area in napa county, preparations are jurntd way for the emergency that could follow the fires and devastated much of the area. cal trans has brought in crews like these to remove debris, burnt trees and brush from the sides of highway 121 and 128. and there's work being done in places like silverado to protect storm drains now covered with fabric and surrounded by gravelled bags to keep the ash and debris flowing from gutted homes away from local water ways. the most important -- >> the most important things is to look up and look to the sides. we want to be careful of falling trees. >> reporter: in the meantime, david has said given what he and his wife has already been

real big legos. one that weighs 400 pounds once their full. you might say these workers are fighting water with water. >> these are temporary plastic flood barriers that interlock to seal out storm water. >> reporter: lockeding to it's the public utility commissioner's response. >> what's it like when it floods here? >> it's really dangerous. you got to be very careful. >> reporter: the folks at ocean slash wind and door remember this flood years ago. it flooded laundry rooms and forced to start looking for options. >> we were one over the first in the country to roll this out. >> reporter: but the discovery -- odor of this garage insist flood stop is not a stop.

he flew commercially from san jose. yesterday saito took a yellow cab on a shopping trip. the cab owner told us the he had suspicion from saito. >> i told the dispatch this morning, i said if he calls for me i don't want nothing to do with that because that's the guy. my boss called me and he said are you sure. i said i'm 100% sure. >> reporter: saito called yellow cab for a ride to reno. >> hee not answering his radio or his phone so i assumed the worst. i called the sheriffs. zbaif him information on my cab. >> reporter: ten minutes later sheriff's deputy followed the cab at mcdonald's. police swarmed the cash as it stopped to fill up on gas.

>> they went over, pulled him out of the car, handcuffed him and put him in the back of the police car. >> reporter: saito's reaction was classic. >> when the guy was caught he said they got me. v >> reporter: vic lee, abc 7 news. >> we just got this booking photo in. it is on the page for the san waukee sheriff's county office. 43-year-old kevin janson neil had a protective order filed against him after he allegedly stabbed a woman this year. detectives believe neil constructed the rifles himself from purchased parts. today authorities found the body of a fifth victim, neil's wife

out and did storm preparations. the city of walnut creek spent the last two weeks finishing most but not all of its storm prep work. that's why this huge vacuum truck was out clearing debris. >> crews have been out cleaning out debris wrecks in all the water ways. we've been inspecting and cleaning all the inlets throughout the city. that involves pulling the breaks off making sure the pipes are clear. >> reporter: too bad greg fell son of walnut creek doesn't have a crew to deal with standing water. >> on problem like nights tonight it's three or 4 inches. >> reporter: it's part of the reason he's filling sandbags provided by the city. the smarter things would be to

abc 7 news to discuss her legislation to prevent and respond to sexual harassment in congress. under her bill a person charged with sexual misconduct will be named. >> if a member is a harassment it will be incumbent on the member to pay back the u.s. treasure. we're requiring that. >> last month, spears shared her own experience of an unwanteden counter when she was a young legislative aid. at&t may be experiencing difficulty tonight. the problems are being reported across the country and at&t says it did you know know when the problem will be resolved. we have just learned that redwood city opened their emergency operation city because of this outage and concerns that it will impact the ability of people to call 911, they reiterate at&t's recommendation, a restarting phones seems to

allow people to make emergency calls. turning our attention to this significant storm. category three. >> moving south, spencer. >> here's a look by way of of doppler 7. most of it covered by green and orange, there is moderate to heavy rainfall in many locations. the more clofrl areas here in orange and red indicate where the heaviest down pours are. over in napa and sonoma county. in napa along highway 121. highway 12, down pours on cruise vil road. pushes eastward out towards parkway and fairfield. it is stormy in the north bay and that's expanding east and southward. this is a view from emoryvil em

partly cloudy skies over san francisco. rainy and wind through tomorrow morning. scattered showers tomorrow afternoon. risk a flooding in the burn scar areas in the north bay. low 50s in the north by the way low to mid-60s every where else. this storm ranks three on the storm impact scale. most locations will see from 1-inch to 2.5 inches of rain. higher elevations we'll see 2 to 4 inches of rain. winds will be gusting at 50 miles per hour or higher. starting 9:00 tonight, north bay will be getting a drenching but the rain will be pushing southward toward golden gate into san francisco. by midnight tonight the heaviest rain will be into the central part. east by the way, peninsula, still raining in part of the north bay. by 3:00 a.m. we'll see the storm

swinging south ward. at that point the peninsula and le sant area will be getting a pounding. the intense activity will be far to the south. the morning commute will be a mess. 5:00 tomorrow morning still raining through the central part of the bay area. most of the east by the way but now pushing down into the santa cruz area. the rain will continue following from 7:30 to 9:30. we'll see the storm clearing out by midday tomorrow. there will be pocks of showers following the main body of that storm through the afternoon and evening hours. by 6:00 tomorrow evening look for rainfall totals at 1.5 2.5. san francisco and san ramon this is going to be a soaking storm and a windy storm. wind advisory in effect until 3:00 tomorrow morning for the hills and mountains of the bay

area. look for gust over 50 miles per hour. possibility of down trees and power lines. some of the storm high concern for flooding in the burn scar area. debris flows, mud slides, moderate trees. concern for creek areas and pour outages. overnight lows in the mid-50s. tomorrow's high in the low to mid-60s but cooler in the north bay. in the sierra, the storm warning in effect till 5:00 tomorrow morning. snow fall totals 2 to 5 feet. drive g is not recommended in the sierra areas. we'll have calm conditions on friday, saturday. clouds increase on sunday. another storm, a weaker one we hope will come in monday and tuesday. >> the wimpy stor

class neighborhood. pamela says the housing crises to her means fighting over street parking. >> it's not unusual for one house to have 12, 14, 20 cars associated with it. and it gets very dicey out on the street with people saving a spot in front of their house, people arguing about that. >> reporter: the housing shortage is real. from 2010 to '14, silicon valley created 183,000 jobs where only 16,000 housing units were built. >> how do we sleraccelerate som those efforts. right now from community to community it takes five to eight years from started to finish if you want to build an apartment complex.

christian with the latest. >> back to live dpop pler 7, most activity still up in the north bay, beginning to push down to golden gate in san francisco. the strongest winds across marin and napa and sonoma counties right now. the heaviest right now in the north bay along highway 37 and up into napa area. on cruise vil road, up and down highway 29, silverado trail as well. also out in air base parkway and fairfield area, heavy down pours. the storm ranks three once again. we'll see anybe from 1-inch to 2.5 inches. 2 inches in the hill. here's where we can expect the heaviest rain to fall, in the north bay through midnight down

in the san francisco, oakland area in the central part of the bay area. 9:00 a.m. through 2:00 a.m. a closer look in a few minutes. in the south bay a big effort underway to protect homes and people in an area dpef stated by flooding near coyote creek back in february. residence spent the day making sure some of the most vulnerable people were ready. >> chris wen with more. >> reporter: as the first major storm approaches the north bay. the pastor is taking heed. he checks on the homeless community. >> you can see the people want to hide along the creek bid. it will make since they want to live out of sight out of mind. >> reporter: the floods in february come to mind.
