tonight on live doppler 7. much of the bay area is getting drenched right now. it's going to cause big problems for your morning commute. and there is a more urgent concern in the north bay. flash flooding and mud slides have crews working around the clock now. good evening. i'm dan ashley, and i'm kristen sze. we are on storm watch tonight. you can see what conditions look like from some of our traffic cameras across the bay area. let's start with the bay bridgeton left there. raining, coming down pretty hard. and golden gate bridge and walnut creek. >> tonight's storm ranks a 3 on the abc 7 storm impact scale. it's the first time we've had a storm that strong all season. >> let's get to meteorologist sandhya patel. sandhya? >> this powerful storm, level 3 is hammering the north bay. let's get right to live doppler 7. and pretty much the entire north bay is covered in moderate to heavy rain right now. let's get into south santa rosa, rohnert park, stony point road. getting just slammed right now.

i want to show you some of the rainfall rates in the area. as you take a look here, you'll notice 3/4 of an inch per hour. it is heavy in napa as well. atlas peak road. this is the last thing you know. recent burn areas getting slammed frslam ed larkspur to mill valley. as we take you into san francisco, balboa street, the sunset district, tracking this batch of moisture. and it is pushing its way towards san francisco downtown, chinatown at 11:13 p.m. berkeley, emeryville, you're getting a share as well. oakland, lighter rain park boulevard. but you're going to see the rainfall intensify as well. also tracking this moisture, moving out of san pablo, richmond. it is moving towards el sobrante. this is a level 3 strong storm tonight through tomorrow morning. inch to 2 1/2 inches of rain. 2 to 4 for the hills. yes, there is a risk of

flooding. flash flood watch for the north bay until 3:00 a.m. tomorrow. debris flow, mud slides, flash flooding not out of the question. and we have a wind advisory for the hilltops until 3:00 a.m. tomorrow. trees and power lines may go down. winds and the hills right now over 35 miles an hour at mount tam. we've seen the winds close to 40 miles an hour. i'll be back with the hour-by-hour timeline, taking you into the morning commute, where i be stormy for parts. kristen and dan? >> sandhya, thanks very much. well, a big danger tonight in the north bay, mud slides and flooding in the fire zone. >> lilian kim is live in santa rosa with more on what crews are doing right now. lillian? >> reporter: there is some spot flooding where we are. this is the kind of thing crews here in santa rosa are trying to stay on top of. it was all hands on deck on schillingford place. every transportation and public works crew in santa rosa tonight to build a temporary bypass to divert water away from the burned homes on the street. >> a little bit running here.

what we want to do, we want to avoid any water going over the sidewalk and possibly going into the burned homes. that would create erosion and what not. we're trying to avoid that. >> reporter: many of fountaingrove's plastic storm pipes melted in the fire last month. work has begun to replace them with metal pipes, but not in time for this latest storm. which is why crews are staffed 24/7 until the storm is over. they're going from block to block checking on trouble spots. >> water was starting to pond, but i was there to clear the drain and get everything flowing. >> they're also inspecting the hillsides in the area along the creek. there is concern the fire-ravaged drain may be more prone to landslides. experts have been warned to be vigilant and have a plan to leave just in case turkey, the people living in there in the houses, we don't want any of them to get evacuated or take off. on the banks there. >> santa rosa officials got a briefing from the national weather service, and they were told the next several hours are what they need to keep their eye

on. especially the hours between midnight and 3:00 a.m. live in santa rosa, lilian kim, abc 7 news. >> all right, thank you so much, lilian. well, the rain has reached the east bay tonight. >> abc 7 reporter katie >> reporter: we witnessed a steady rain since 8:00 this evening. i'd say it's a little lighter at times. we had a harder downpour. the roadways are drenched. the good news is the rain held off until after the evening commute. our drive from oakland to walnut creek was not slowed by any sort of weather. it did catch some shoppers off guard. people that were not prepared for rain that kind of secured off the sidewalks here in downtown walnut creek. but those who did have umbrellas were prepared, continued their dining and shopping. but it is clear the rain is here in the east bay. this winter weather has arrived. live in walnut creek, katie

utehs, abc 7 news. >> thanks so much. people across the bay area are seeing rain come down. on the right is a live look at san francisco from our camera at the exploratorium. >> now the south bay is still waiting for the storm to hit. this is anchor and brookhaw roads in san jose. it may not be raining there right now. but you can expect a tough morning commute as the storm moves down. >> here is our camera at heavenly mountain resort. a winter storm warning is in effect there. you can see plenty of snow on the roads. there you go. the national weather service says avoid travel in the sierra if possible. but certainly take chains if you're going up. download the abc 7 news app to track live doppler 7 any time. you can see the snow in the sierra and the rain hitting us right now. sandhya will be back with the full forecast in just a few minutes. in other news now, authorities in hawaii call him a homicidal psychopath. randall saito was arrested today in stockton. on sunday he scaped from the

honolulu mental hospital where he had been held since 1981 after he was found not guilty of murder by reason of insanity. abc 7 news reporter vic lee explains how saito was recaptured. >> reporter: randall saito escaped from the state hospital near honolulu sunday. he chartered a flight to maui. saito chatted with a cabdriver as they headed to the airport. he used the alias bill. saito had a backpack and a cell phone and was vague in his answer. >> are yu going to work? >> um, kind of sort of. >> kind of sort of. are you from maui? >> reporter: his cab fare was $90. he paid in cash. from maui he flew commercially to san jose. he ended up at a motel 6 in stockton. yesterday saito took a yellow cab on a shopping trip. jill martin, owner of the company did not his his face shown. he told us the driver had suspicions her fare was saito. the driver told us she later

remembered his picture on tv. >> so i told the dispatch this morning, if he calls for me, i don't want anything to do with that. because that's the guy. and my boss called me. he's lucky are you sure? i'm 100% sure. i'm 100%. >> saito called yellow cab this morning for a ride to reno. martin tried to reach that driver. >> he is not answering his radio. he is not answering his phone. so i automatically assumed the worst. i called the sheriffs. gave them the information on my cab, which direction he was going to. >> reporter: ten minutes later, sheriff's deputies spotted the cab at mcdonald's. police swarmed the cab as it stopped next door at ernie's general store to fill up on gas. dave work there's. >> they went over there, pulled him out of the car, handcuffed him and put him in the back of the sheriff's car. >> reporter: saito's reaction was classic. just like the movies. >> when the guy was caught, he said they got me. >> reporter: the sheriff's office says they got him by surprise, the best way. vic lee, abc 7 news.

tehama county authority says the shooter in yesterday's deadly rampage illegally obtained gun parts and asemi-bleed his rifles. jansen neal was prohibited from owning guns by court order after a domestic violence incident. investigators now discovered the body of his wife. that's the fifth victim of his murder spree. she had been shot and hidden under the floorboards of their home. hundreds of people gathered in rancho tehama tonight to remember the victims. grief counselors were on hand at the community vigil as well. someone shot out a security camera at a san jose elementary school over veterans day weekend. it happened at bookson elementary in the willow glen neighborhood. a spokesperson for the unified school district said the broken camera was discovered monday, but wasn't until today that they realized somebody had fired a gun at it. parents who live near the school heard the gunfire. they're very upset. >> it went boom.

abc 7 news was at pier 45 in san francisco today as commercial fishermen unloaded their first dungeness crab catches of the season. one told us the crabs are big and full and they should be in bay area markets and restaurants by the end of the week. >> looking good. a revolutionary treatment tonight at ucsf children's hospital in the east bay. for the first ever, doctors have edited a gene inside a patient's body. it's very exciting stuff. abc 7 news reporter katie utehs explains who this treatment could help. >> reporter: imagine spending four hours or more each week at the hospital. >> i've been doing it when i was nine months. so 12 years. >> reporter: amara has a rare genetic disorder that requires weekly transfusions. >> it's part of my life. and i'm used to it. i can't hate. >> we can do something that would liberate people from the

hospital, from the clinic, that would be great. >> reporter: nurse practitioner jacqueline madden is part of a team of researchers at ucsf benioff children's hospital oakland. earlier this week, for the first time ever, doctors edited a gene within a patient's body. scientists developed the synthetic corrective gene. doctors then transfused it into 44-year-old brian medow. >> it cuts the dna at a specific point and inserts the code for the missing enzyme so that the cell itself will begin to produce that enzyme. >> reporter: the goal is for the patient's dna to be permanently corrected. meddow has hunters syndrome, a rare disease related to liver enzymes. it's debilitating, and many who have it die young. the experimental treatment is not without risk of complications. >> he is a real pioneer. >> reporter: doctors will now monitor the effectiveness of his treatment. if the method works, it could be

and especially for the morning commute, dan and kristen. let me show you doppler 7. this is a storm you want the take series. the morning commute is going to be a soaker for parts of the bay area. let's get right to where it is coming down. oranges, yellow indicating the downpours from rohnert park to petaluma. d street, sonoma, eighth street, you are getting pounded. heavy rain around marinwood, lucas valley road, woodacre, sir francis drake boulevard. as we take you in across napa, american canyon, you'll notice dry creek road. yes, it is coming down around yountville, silverado trails. the wine country is getting hammered. disneyland is a big concern for the burn scar areas. that's not the only moisture. as you take a look here just off the coast, there is still a steady stream of moisture, what we call an atmospheric river is feeding into this storm. that's why you are getting hammered in the east bay. street level radar, el sobrante, san pablo avenue, richmond, kensington, you're getting your

share. inland around concord and con card avenue, you're also starting to see the downpour there. san francisco, we're watching california street, chinatown where some of the heavier rain is falling. here is a live look from our golden gate bridge camera. and it is a rainy view. the wind is definitely howling. atlas peak in the north bay, gusts close to 50 miles an hour. 49 right now. so far rainfall totals almost an inch in santa rosa. winds are about an inch and a half. you notice fairfield it drops off. san francisco 0.0. oakland .38. it's turning to snow in the mountains. 80 and 88 requiring chains right now. and a winter storm warning is up. it will remain up until friday morning. 2 to 4 feet of snow expected at the highest elevations, but travel is not recommended. because of the gusty winds, it's going to be near zero visibility. here is preview of the morning commute. watch out the roads will be slippery. the rain will be coming down hard as the strong first of the season on our storm ill pack scale level 3 storm pushes

through between tonight and tomorrow morning. 1 to 2 inches of rain for most areas. in the hills, the totals will be higher. and of course the concern is the flood risk for the burn areas. winds gusting 40, 50 miles an hour. now when you take a look at the hour-by-hour forecast, 11:30, that storm hasn't moved much. it's still going to soak north and east bay. 2:00 a.m., you still notice it's not going very far. so this is why we're probably going to see urban and small stream flood advisories issued. street flooding is not out of the question. 4:00 a.m., it's in the east bay heading towards the peninsula. the south bay, i know you've been waiting very patiently. the storm slowed down and it's intensifying. you'll get your share in the overnight hours and heading into tomorrow morning. watch out during the commute. download the accuweather app. keep track of doppler 7. by noontime you'll notice it's starting to shift. and scattered showers will continue through the afternoon and evening, nowhere near the intensity of what we're seeing right now. mike nicco is going to be here tracking the storm. rainfall totals still look
