good morning bay area. this is abc 7 mornings. the bay area waking up to the wind and rain. look at the san mateo bridge and 6890 in walnut creek. the morning commute could be tricky for you. >> a more urgent concern in the north bay as crews are working around it is clock with the threat of flash floods. you can see the green as it's been moving in. mike, i know you've been watching this closely. what are we seeing right now? >> the drive in, that was awful, just terrible. so much standing water, rolling sideways across, so the good news right now. the flash flood wash, gone, expired at 3:00, the winter are

wind advisory gone, expired at 3:00, scaled back to a 2. this morning mainly for another half inch. that could cause localized urban flooding. some of other heavier rainfall back towards danville, alamo and san ramon, and pulling out burlingame, a nice, moderate shower there, you can see waves of wet weather still coming in in a steady nature. while the north bay is transitioning over to lighter rain. here's a look at walnut creek. you can see the water on the roads there. heaviest from rain in the south bay at 7:00, in your accuweather day planner, to mainly cloudy at 7:00. temperatures today in the low 60s. sue, that's one of the worst commutes i've had in a long time. >> yeah, we have a wind advisory

on the bay bridge, and a couple standing water areas, of course, you can see the rain coming down harder now at the toll plaza. a solo spinout in the westbound direction blocking the second lane from left. as you're leaving by the anchorage, we have a stalled vehicle there as well. standing water really the issue, with flooding and ponding, so slow those speeds down. we have a lot of accidents to cover in just a couple minutes. sue, thank you. we have crews watching the rain from the north to the south bay. >> we're going to start with matt keller. he's in the santa cruz mountains. matt? >> reporter: good morning, reggie and natasha. the rain has started here in the santa cruz mountains. in san jose it was really light, not much rain to speak of, but

it is coming. of course everybody here in the santa cruz mountains are concerned about landslides, all those roads washed out during the winter last year, and here we have our first big rainstorm of the season, already the first crash of the morning on 17, three cars involves, maybe a semitruck, so a lot of concerns about that. my photographer takes a look. there's not that much standing water here. we do have water coming into the drainage on the side of the hill here, but other than that, we are seeing a light rain. the biggest concern obviously will be highway 17. we have light wind right now as well. you've got the rain coming down, and we know once it's slick, it's hard to stop, especially if there's a crash ahead of you. obviously take it slow on the roads. we're going to follow it all morning long, so back to you in the studio. >> thank you, matt.

a big danger in the north bay is mudslides and flooding in the fire zone. >> workers began to replace them with metal pipes, but not in type for the latest storm. transportation and public works crews are being staffed 24/7ened as going block by block. >> we're starting to pond in a couple areas, but i was there to clear the drain and get everything going. >> crews are also in whiching hillsides. there is concern that the fire-ravaged terrain may be more prone to landslides. rain is also falling in the east bay. we were in downtown walnut creek last night, steady rain starting at about 8:00 p.m., and it seemed to catch some off-guard. here it is live desk, i am keeping my eyes on the

escaped from the mental hospital. police caught him in stockton yesterday. abc 7 news reporter explains. >> reporter: he escaped from the hospital, he chartered a flight to maui. he chatted with a cabdriver, as they headed to the airport. he used the alias bill. he had a back pack, cell phone and vague in his answers. >> are you going to work? >> um, kinda sorta. >> okay. >> are you from maui? >> i -- >> reporter: his cab fare was $90, he paid in cash. he flew commercially to san jose. he ended up at a motel six in stockton. he took a yellow cab on a shopping trip. the owner did not want his face shown. he told us the driver had suspicions, the driver told us she later remembered his picture

on tv. >> i told the dispatch this morning, if he calls for me, i don't want nothing to do with because that's the guy. my boss called me and he's like, are you sure? i go, i'm 100% sure. >> saito called for a cab to reno. martin tried to reach that driver. >> he's not answering his phone or radio, so i automatically assumed the worst, so i called the sheriffs. i gave information on the cab. >> reporter: ten minutes later sheriff's deputies spotted the cab at mcdonald's please swarmed the cab as it stopped next door to fill up on gas. dave kanakny works this. >> they pulled him out of the car, handcuffed him and put him in the back of the sheriff's car. >> reporter: his reaction was classic just like the movies. >> when he was caught, he says, they got me. >> reporter: these got him by surprise, the best way.

all right. let's start with live doppler 7, zoom down to the south bay, from stanford, moderate rain there. moderate rain in milpitas, and then pockets of light to moderate rain for the rest of us. the storm is not over by any means. it's just the threat has lessened a bit of flash flooding and wind damage. when you step outside, you'll notice it's milled and kind of muggy out we've got even some '660s. look at this, and 62 right now in belmont, 63 in tracy. here's a look at the south bay. you can definitely see the rain is coming down, the spray coming up from the cars, and you can see the rain drops hitting the grown. so for your commute planner, poor, because of the standing water. caution if you're taking mass transit. you have to jump some puddles, and probably want an umbrella,

also to keep you dry, and it's going to be another breezy day on the bay. small craft advisory. let's go region by region. east bay valleys, as we head towards 10:00, and then just mainly cloudy, temperatures in the mid 60s. how about the east bay? you can see rain all the way to about 10:00 and it traz sessions to mainly cloudy conditions. san francisco we have rain, rain all the way up to about 10:00, then it will transition to scattered showers, and down on the -- to 2:00, and temperatures around 63. up in the north bay, we'll clear out a bit quicker. in fact scattered showers right now. the scattered showers will pick up a bit from 10:00 to 2:00 this afternoon. hey, sue. >> good morning. standing water, solo spinout is the thing for your tuesday morning. the golden gate bridge is wet there. the traffic is light, that's the

good nuns, southbound three lanes. we do have a high wind advisories for the bay bridge and a solo spinout on the upper deck and a staal on the lower deck of the bay bridge, so heads up there. we have very light conditions, green sensors mean good, but a couple problem spots. we had an earlier accident blocking the lane northbound 17% idyllwild. that is now cleared to the light shoulder. youb contra loma, they are working to clear that out. it's early enough, but we'll check back in a few. thank you, sue. the storm certainly an inconvenience, but for the homeless a disaster. >> people living in the north bay fire zone are braced for the worst from the storm. the danger facing one neighborhood in particular.

moving in. >> this is the first-time experience for all of us here, the entire draftway it could all come down. we don't know what is going to happen. >> reporter: napa county preparations are under way for the emergency that could follow the fires that have already devastated much of the area. caltrans has brought in crews like these to remove debris, burned trees and brush from the sides of the highway 121 and 128, and there's work being done in places like silverado to protect storm drains. to keep the ash and debris flowing from gutted homes away from log wearways. dave mcnair told us he lined up some hydroseeding to stabilize that hillside. unfortunately he doesn't have that lined up until next week. in napa county, laura anthony,

abc 7 news. okay. we heard earlier that the storm has gone from a level 3 to a 2. mike, what does that mean for us this morning? >> it means the rain is tapered to moderate. the downpours are a little less likely and it is winds have dropped off and the -- has also tapered. there will be localized flooding on some roads. you notice if you're driving around this morning or last night if you're in the rainy area, the leaves did come down and they could clog some drains, so you need to be aware of that as you head out and about. there's a look at that moderate rain falling on the san mateo bridge. let's talk about your accuweather highlights. we'll have a stray shower early tonight, and then we'll have some slow clearing. that means cooler temperatures tomorrow morning. our next storm? it's starting to disappear from the forecast. i'll show you that coming up. we'll starred up in the

north bay. no yellows, no oranges, no reds, just shades of green. that is light rain the that's why the flash flood watch was allowed to expire at 3:00. you can see just north of the airport in south san francisco, moderate rain, that will head over towards alameda and san leandro. if you're going to be on 280 heading down to the south bay, you have moderate rain there. there's going to be some standing water there on 82. same thing. i want to show you the sandy cruz merchandise, just now starting to get the brunt of this weather, at it is sliding into the south bay. this will be the trend, the scattered showers in the north, the steadier rain around the bay, all the way through lunch, and then the bay and the south bay will start to transsession over to scattered showers let's talk temperatures. increasing sunshine tomorrow, a nice day saturday, high clouds

and sunshine sunday, we don't even have a storm impact scale for monday and tuesday, just a chance of showers. standing water is the big story. we have multiple solo spinouts. that's the bay bridge. we had an earlier accident eastbound, that's been cleared, by the san francisco anchorage. web we had an accident blocking the second lane from the left. that is in the clearing phases. a bit of slow traffic beginning now to the central valley. you can see the red sensors there. we have the left lane blocked with an accident there, and here in antioch, the purple is not good. all lanes are blocked with debris in other lanes, and they are looking to clear this accident out of lane, for now you cannot go ahead through that area, which is typically a slow commute anyway. we'll keep following it for you in just a few.

noon, still in the south bay, and then once we get past that, you can see by 4:00, it transitions over to scattered showers. all the way through about 4:00 tomorrow morning, and then during the commute things will start to dry out and we'll clear out. how about this morning, sue? >> it's wet. a lot of solo spinouts, and folks facing the wrong way in the right-hand shoulder. it's very slick, and some folks just aren't used to this kind of weather especially when it's dark out. we have a minor delay with a couple cars waiting to pay that are tolls tess cash tolls. we had an earlier accident blocking the second lane from the left in the westbound direction. that's been pushed off the roadway, but things are still very slick. we have standing water war on the -- extra caution this morning. we have an accident blocking the
