september about not being invited to an event with the president. and the museum of the bible opens today in washington, d.c. the private $800 million museum features artifacts collected by the family that controls the hobby lobby retail chain. it's located near the national mall. those are some of our top stories on this friday, november 17. from abc news, this is "world news now." we begin this morning this half hour with a win for republicans. the house has passed its version of the massive tax reform measure. >> gop lawmakers cheered once the vote with a announced, but now it's on to the senate where things are expected to get more difficult. some republicans in that chamber have expressed reservations about the plan. president trump is putting on the pressure to win them over. here's abc's cecelia vega. >> reporter: president trump brought his art of the deal to capitol hill making a pitch for a win he so desperately needs. at the end of his closed-door meeting with house republicans he told them, i love you, now go

vote. and they did, giving him that small victory on a bill that would add $1.4 trillion to the deficit over ten years while decreasing the number of tax brackets and deductions. but in the senate, his tax reform plan still hangs in the balance. while it could save more than $300 billion over the next decade, it could also leave 13 million more people uninsured by repealing an obamacare mandate requiring all americans to have insurance. the first republican senator to say he's a no, wisconsin's ron johnson. president trump called trying to ease his concerns. johnson said he's still a no. >> i'm just looking for a fair shake for all businesses. let's not upset that applecart and harm our economy. >> reporter: and now a new report by congress's nonpartisan tax committee raises serious questions about white house claims its tax plan benefits the middle class. it says over the next decade, americans who earn six figures will pay lower taxes but those

earning $75,000 or less will see a tax hike. opponents like oregon senator ron widen call it unfair. >> i don't know how anybody can go home now to the folks they represent and explain why it's a good idea to hike taxes. what is happening now is shameful. >> reporter: president trump is feeling confident. sources tell us on capitol hill, he told republicans he expects this senate bill to pass and that he'll be able to convert any republican nos, including ron johnson. he is already talking about what comes next, welfare reform, but this is far from a done deal. he cannot afford to lose any more votes. cecelia vega, the white house. and alabama senate candidate roy moore is showing no signs of giving up his fight against sexual misconduct accusations. moore still has the backing of his republican party, but a new poll shows his spaurt is

slipping and he's now trailing democrat doug jones by eight points. moore says the allegations by the women are an attack. and he claims the senate's republican leader is behind the effort. >> many of you have recognized that this is an effort by mitch mcconnell and his cronies to steal this election. i got a call asking me to step down from the campaign. i'm going to tell you who needs to step down. that's mitch mcconnell. >> white house press secretary sarah sanders says the president believes the allegation against moore are very troubling. the president himself has not said a word publicly about the situation. minnesota senator al franken is apologizing and saying he is, quote, disgusted with himself. this after radio host leeann tweeden accused him of forcibly kissing her back in 2006. tweeden is sharing a photo from that tour in which she calls humiliating. abc's marci gonzalez with the

that doesn't mean that this is okay. >> ellison joins most party leaders and voters in minnesota who are not calling for franken to step down. new jersey senator bob menendez will likely face an ethics investigation after his corruption trial ended with a deadlocked jury. senate majority leader mitch mcconnell reportedly called for the ethics probe shortly after the mistrial was announced. manendez was accused of accepting bribes and favors from a florida doctor in exchange for favors. he says they were part of a long friendship. and the leader of a drug company pleaded not guilty of having doctors prescribe a drug to patients who did not need it. he requested that a gps monitoring bracelet be removed. prosecutors say kapur is a flight risk, given his wealth. a nasty storm is threatening to disrupt travel pore millions

2006. >> franken is apologizing for his behavior, which also includes posing for this photo. it appears to show him pretending to grope her while shes with asleep on a plane returning from afghanistan. abc's mary bruce has the details. >> reporter: on capitol hill, no sign of al franken. the senator disappeared after that photo emerged. and the sleeping woman he's standing over spoke out. >> coming up, leeann tweeden. >> reporter: leeann tweeden breaking her story on california radio. a california radio host says she and franken were in kuwait in 2006, performing in a skit together. backstage alone, he asked to practice a kissing scene. >> i'm like, al, this is not snl. we're not really going to kiss. so we don't really have to practice. and he just kept persisting. >> reporter: she says franken came at her. >> so he mashes his lips against

my face and he stuck his tongue in my mouth so fast. and all i can remember is that his lips were really wet and it was slimy. i remember i pushed him off with my hands. and i just remember i almost punched him. >> but minutes later, they were in front of the troops when the trip was over, exhausted, tweeden fell asleep on the plane, and that's when the photo was taken. >> it was a photo of al doing his -- you know, this on my breast, like, looking at the cameras smirking and smiling like, hey, look at me. i mean, nothing like that is ever funny. is it funny if he does that to your sister or your daughter or your wife? >> reporter: he apologized, writing the first and most important thing is i'm sorry. of that picture, the senator says, there's no excuse. i look at it now and i feel disgusted with myself. it isn't funny. it's completely inappropriate. it's obviously how leeann would feel violated. but as for the alleged unwanted

kiss, franken writes, although i don't remember the are rehearsal for the skit as leeann does, it is important to listen to and believe women's experiences. now congress is going to take a good, hard look at him. >> this kind of conduct should not be tolerated by anyone and any public official. >> reporter: should he resign? >> you know, that's something i think we're going to have to wait to see how it plays out on the ethics investigation. >> reporter: should he resign? >> it needs to be looked into. >> reporter: as for tweeden -- >> people make mistakes. i'm not -- i'm mott calling for him to step down. you know, that's not my place to say that. >> reporter: senate majority leader mitch mcconnell is now calling for the ethics committee to launch a formal investigation saying harassment and assault are completely unacceptable. democrats degree. and al franken says he will completely cooperate. mary bruce, abc news, capitol hill. >> and president trump weighed in last night saying it was just recently that franken was, quote, lecturing anyone who would listen.

>> and then in a late night tweet, the president called the senator al franken-sateen. where do his hands go in pictures three, four, five, and six while she sleeps. now, mind you, the president quick to weigh in there on the franken revelation, but hasn't said a word publicly about the growing scandal involving the alabama senate candidate, roy moore. >> the state republican party is sticking by moore, despite the sexual misconduct allegations against him and falling poll numbers. that puts the alabama gop at odds with many republicans in washington. moore remains defiant saying the accusations against him are an attempt to steal the election from the people of alabama. >> and i will quit standing with when they lay me in that box and put me in the ground. >> the accusations against moore seem to be having an effect on alabama voters. a fox news poll shows moore now trailing his democratic opponent, doug jones, by eight points. a poll conducted a month ago had them tied. breaking news out of

philadelphia overnight where a massive fire has engulfed a senior living community. >> that fire erupted around midnight and quickly lit up the night sky. the images coming in are just incredible. and that fire spread very quickly throughout the building. investigators are still trying to figure out what caused this fire. but so far, they report at least 20 injuries. victims have been reportedly suffering from smoke inhalation and minor leg injuries. those people have been rushed to local hospitals. >> and dozens of others are left with nowhere to stay. many residents have been wrapped in blankets and brought to safety in the wheelchairs that you see there. overnight temperatures in philadelphia were in the 30s and these folks were brought out into the cold. many of them taken to hospital just for shelter. this is all taking place, if you're familiar with the philadelphia area, in the main line area of the suburbs of philadelphia. we're going to continue to keep an eye on this breaking news. presidential adviser and son-in-law jared kushner now has ten days to turn over e-mails

involving the russia investigation. the senate judiciary committee set that deadline amid claims that kushner is holding back documents. our senior justice correspondent pierre thomas has the latest. >> reporter: we're learning that donald trump's son-in-law, jared kushner, has not turned over all of his e-mails to senate investigators looking into russian meddling. that revelation less than a week after we learned that the president's son, donald trump jr., exchanged private messages with wikileaks at the height of the campaign, at the time wikileaks was releasing damaging information on hillary clinton. >> wikileaks, i love wikileaks. >> reporter: the senate judiciary committee demanding answers about kushner's e-mails, contacting his attorney saying they want missing e-mails. kushner forwarded about a russian back door overture and dinner invite and about wikileaks. if, as you suggest, mr. kushner

several workers have been fired from a psychiatric hospital in hawaii after an admitted killer managed to escape. >> not only did randall saito escape the facility, he managed to leave the state by boarding a flight to california. now he's speaking out from behind bars. matt keller of our san francisco station has more. >> reporter: inside the san joaquin county jail, a piece of safety glass separated me from a man the prosecutor in hawaii says fills all the criteria of a classic serial killer, 59-year-old randall saito. the bay area quickly became familiar of saito after details

of his escape became public on the tuesday. he was committed to a psychiatric hospital in a oahu in 1981 after being acquitted by reason of insanity for the murder of a woman he had shot and stabbed multiple times. in 1993, a court denied saito's request for conditional release saying he continued to suffer from sexual sadism and necrophilia, something he says he made up before his trial in an attempt to avoid prison. >> since i have been in the hospital, i have told them that i actually pan indicated that story. to get to the state hospital. >> reporter: saito says he had about $6,000 in fake drivers licenses when he escaped sunday morning. how did you get the ids? >> i can't tell you that, i'm sorry. >> reporter: through the hospital or hospital staff or someone outside? >> i can't tell you that. >> reporter: once outside the hospital, saito took a cab to

the airport in honolulu and chartered a plane to maui. he made it through tsa with a fake id and chose san jose because it was the cheapest ticket into california. saito landed sunday night and took a cab to a hotel. >> i can't believe i actually made it. it was surreal. >> reporter: after spending three nights in stockton with at least one trip to walmart the to buy a phone, he decided it was time to move on. a cabdriver agreed to drive him to reno on wednesday, but when they stopped for gas on the way out, police swooped in and arrested saito. >> police officers converged on me and i said, hey, i'm not going to fight. that's not who i am. >> reporter: the final question, why did he escape? after 37 years in the psychiatric hospital, saito says he had an exemplary record with no violence or drugs. he said this escape was his chance to prove he was not a danger to anyone and deserved a conditional release. >> i wanted more time, but it would seem i would have had all this time to do something bad.

>> reporter: my question ending the news conference. moore and his wife kayla walking out. so we followed them. are your accusers lying, judge? moore stayed silent, dodging questions by escaping into a kitchen. his allies outraged, lashing out at reporters. >> you are the fake lying news from the swamp. >> reporter: moore has tried to push past the allegations, but new ones pop up nearly every day. the latest from "the washington post." gena richardson says she was a teenage girl when roy moore approached her at the local mall where she was working. she says he introduced himself, asked where she went to school and asked for her phone number. no, she says, my dad is so strict. a few days later, richardson says she was sitting in trigonometry class when she was called to the principal's office. she said she was startled and thought maybe her dad was calling. instead, the man on the phone was roy moore. he said what are you doing? i said i'm in trig class. he asked her out but she told him she couldn't talk. a few days later at the mall, she says he asked her out again and that night they went to the movies. after, richardson says moore offered her a ride and in his car gave her what she called a forceful kiss. i've never been kissed like that, she says.

and the minute that happens, i got scared. so i said i've got to go because my curfew is now. richardson says that's the last time she spoke to roy moore. >> the alabama republican party sticking with him. and then from the white house, our cecelia vega in the briefing room. >> does the president believe roy moore's accuser and does he think that he should drop out of the race? >> the president thinks these allegations are very troubling and should be taken very seriously and he thinks the people of alabama should make the decision on who their next senator should be. >> tom llamas, abc news. meanwhile, al franken is facing criticism after a radio host came forward accusing him of sexual misconduct. leeann tweeden says he forcibly kissed her during a uso show years ago before he was elected to the senate. he also posed for this picture, showing him pretending to grope her while she's sleeping on the plane returning from afghanistan. franken is apologizing saying

he's disgusted with himself, which tweeden says is all she wanted to hear. >> i think i just wanted him to apologize to me for that and say he was sorry. and i think that second statement that he came out with and the acknowledgement of saying that it was wrong and that heartfelt and, you know, gathering his staff and saying, you know, it was wrong. and everybody needs to take a good, hard look, and i think he really came from a place of honesty there. >> president trump, though, criticized franken in a late-night tweet, calling the senator al frankenstein, but misspelling the name. and saying the picture is really bad. speaks a thousand words. where do his hands go in pictures two, three, four, five and six while she sleeps. >> i think he meant franken steen. maybe. >> who knows. >> the other one. republicans have pushed their tax reform plan through the house, but the republicans' toughest battle may be ahead for tax cuts and jobs act as it's known now was approved mostly along party lines.

although 13 republicans members voted against it. the senate plan is already facing opposition within the party. ron johnson of wisconsin says he's not going to back the measure, saying the bill is unfair to small businesses. >> i'm just looking for a fair shake for all businesses. let's not upset that applecart and harm the economy. >> a congressional analysis of the senate bill found taxes will go up for households earning under $75,000. at least five other republican senators have withheld their support for the plan. a top official has resigned after racist comments he made as a radio host came to light. reverend jamie johnson's comments targeted jews and blacks. he has been accused of laziness and promiss cuety. johnson was appointed by white house chief of staff john kelly during kelly's time as homeland security secretary. overseas, the political

crisis in zimbabwe has entered another day amid growing uncertainty. on thursday, embattled president robert mugabe held the first round of negotiations over his exit. he met with the army commander who placed him under house arrest. an emergency summit has been called. at age 93, he's the world's oldest head of state. and a decision to lift the u.s. ban on importing elephant parts from africa may not be final. the trump administration had said that it planned to lift the obama the era ban affecting sports hunters that travel to zimbabwe and zambia, but thursday, white house press secretary sarah sanders appeared to leave the door open saying there's been no official announcement, so nothing is final. ohio state university is suspending all fraternities indefinitely. the university says it has been investigating 11 of the 37 chapters since the start of the year. most of the cases do involve alcohol as well as hazing abuses. university officials say conduct by the fraternities has been a growing concern. ohio state is the latest school
