scene. let's give you a look now with sky map 7. you can see that three of the four southbound lanes are blocked. >> rescue vehicles are also blocking two northbound lanes. the road is not expected to reopen until 7:00 p.m. >> you're looking now at a traffic map showing the backups approaching the scene along hospital curve. the highway meteorologicpatrol krie drivers to take alternate routes. a man and woman are hospitalized. this attack happened on 63rd avenue in east oakland this morning. >> reporter: not only were the two people malled today, baa dog belonging to the female victim was killed by two pit bulls who apparently escaped from a neighbor's yard and attacked them. the woman was -- a man came to her assistance.

he was also malled. today we talked to the woman's daughter. this is what she had to say. >> she said my dog is dead and she said i love y'all. that's it. >> reporter: those were the words 54-year-old nicole kennedy told her daughter before they wheeled her into surgery at high land hospital. >> she was coming down to take the dog walking. >> reporter: that was at about 10:00 this morning here in the 2600 block of 63rd avenue. two pit bulls apparently escaped from the neighbor's yard and killed nicole's dog before malling hmall i -- mauling her and the man who came to help. >> i'm just waiting on the phone call. the nurse was cleaning her up while the operating people were coming in. i thought my mom was dead. >> reporter: the pit bulls are in the custody of animal control. nicole's dog was supposed to be turned over to animal control because of allegations it had

bitten someone. >> they've got to do some type of justice for my mom. she's really bad. >> reporter: so animal control currently has three pit bulls in custody belonging to the person whose dogs got out and did the mauling. they tell us they'll have to investigate what happened. so will oakland police. they will be investigating as well. but princess kennedy, the woman you just heard from there, said if she has anything to do with it, they'll be pressing charges against the owner of those pit bulls. bart says it has identified the man responsible for monday night's bigoted and belligerent attack on a fellow passenger. cell phone video captured the man seen in the long sleeved shirt there yelling racial slurs at another passengr, then slapping and punching him. bart says the man is being banned from the system. the transit agency is also

commending the victim and other passengers for not escalating this situation. they tried to keep it as west palm as possible. a man who escaped a hawaii psychiatric hospital and fled to the bay area told the judge he wants to stay here. randall saito is charged with escape in the second degree. he'll be here for the thanksgiving holiday. >> reporter: randall telling the judge he would not wave extradition. >> i really don't want to go back to hawaii. >> reporter: sunday he escaped from the psychiatric hospital by cab. before chartering a flight to maui and then hopping on a commercial flight to san jose. it was during another cab ride on his way to reno that deputies swooped in and arrested him at a gas station in stockton. he went without a fight. >> i escaped because i don't

feel safe in that hospital. >> reporter: saito said he applied for release but authorities wouldn't give him a chance. >> i decided i needed to escape and prove to them on my own that i can be out here and act appropriately. >> reporter: he was committed to the psych hospital in 1981 after being acquitted by reason of insanity for the murder of a woman he shot and stabbed multiple times. hawaiian officials have called him a homicidal psychopath. >> i'm not fearful that he'll escape from an administrative segregation unit from the county jail. >> reporter: the judge appointed saito a public defender and set his hearing for the monday after thanksgiving. he's being held without bail. we're nearly two weeks away from marking one year since the

deadly ghost ship warehouse fire in oakland. today oakland mayor and new fire chief daren white announced reforms. among the changes, hiring an outside contractor to help clear building inspection backlogs, hiring more full-time fire inspectors and changing the inspection database so that building and fire inspectors use the same system. the university of california board of regents are under fire again from two state lawmakers. today assembly members blasted the regents, saying their rebuke yesterday of uc president janet napolitano did not go far enough after an independent report found that her office interfered in a state audit last year. in a statement today, ting and mccarthy threatened to cut funding to napolitano's office.

with thanksgiving week approaching, fire victims in napa are taking stock of what they've been through and where they've headed as they navigate a very difficult time. we caught up with woman family who lost several homes and their pet cemetery business. >> reporter: dan walked me through his sprawling property, what remains of his two family homes, a cottage, a two story office, an engraving shop and a chapel that are all gone. then there are the 20 acres of green cemetery plots all untouched by the wire at bubbling well pet memorial park. 15,000 pets are buried here. he feels lucky the records were saved. >> fortunately our office manager was taken home a backup disk so that at the time of the fire she had a backup disk, which was wonderful. she also had her computer at home. >> reporter: drone view 7 captured the devastate here along atlas peak road in napa at

this family compound. a before and after picture say it all. he, his wife and 97-year-old mother were air lifted out in a chp chopper that couldn't take his dog. drake survived the inferno inside this truck. 100 urns with pet ashes in them were in essence recremated during the fire and lost. there are plans to build a memorial here. >> once we get cleared by fema and the cleanup program, we're going to make the place as safe as possible for the public and we'll think about getting a temporary trailer in here and open up for business. >> my main goal is to keep our business alive and well. but on a personal level, i've kicked the can down the road because i don't have time. i get too depressed. you've just got to carry on. each day gets better. so we are coming together for thanksgiving. >> reporter: giving thanks for survival.

people across sonoma county will redefine the concept of a garage sale tomorrow as fire survivors shop for free for items they need. an organizer of tomorrow's huge event got things ready while abc 7 caught up with her on skype today. items are on display as they would be at an ordinary garage sale but the fire survivors will pay absolutely nothing. >> i think it's a terrific idea because it's also easy for people to be able to put things out in their driveways rather than trying to pack it up and stuff it somewhere. >> tomorrow's so-called garage non non-sale will take place along 50 different streets beginning at 9:00 in the morning. find a complete list at our website. valley medical center in san jose is bursting at the seams. too many patients and not enough space. a new addition is scheduled to open in a few weeks.

it's certainly welcome news, but years later than expected. >> reporter: the latest technology is everywhere. robots locate bins of medications and dispense them. patients with traumatic brain injury will have access to devices that lift their body weight as they practice walking. the facility is large and private. >> there's much more space for patients and their families. it's a private space for them to work on things that matter to them and allow them to train in a very private way with staff. >> reporter: however, the new pavilion was supposed to open in 2014. rising costs and a dispute with the contractor, turner construction, caused delays. at one point the county locked the gates and tried to fire the contractor. they mad up, but unplanned change orders still boosted the cost by $90 million.

but the project still came in under budget at 460 million. county executive jeff smith says a lesson was learned about bidding on only part of the project and keep adding to it. >> it doesn't have a final outcome financially until you're done with all the change orders. so we're not going to do that anymore. >> reporter: the new facility did end up with enhancements not in the original plans, such as this articulating boom for medical equipment connections. it allows the bed to be moved anywhere. normally the connections are fixed to a wall. so after a three-year delay, the new pavilion will finally be open to patients in about two weeks with a formal ribbon cutting december 2nd. tech tourism is getting a boost. facebook, google and now this. people today are coming from all over the world to indulge their inner geek in the bay area. a local first, an ipo is getting a lot of attention and

people, the environment. >> reporter: in silicon valley, chris wynn. while thousands of tourists v visit san francisco to take in the sights, you might forget about the sounds and flavors as well. guide dogs for the blind staged a tour to celebrate the organizations 75th anniversary. visitors and their dogs strolled through chinatown. >> chinatown was one of the top places they wanted to come and tour. one of the things that really, i think, makes my heart sing is watching how well our dogs work and how well our teams work together in what can be a chaotic environment. >> it's the largest tour group the organization has ever brought to chinatown. earlier today mayor ed lee proclaimed this guide dog day.
