>> announcer: good morning bay area. let's get up and get going. this is "abc 7 mornings." it's saturday, november 25th. good morning and thanks so much for joining us. i'm chris nguyen. let's start with a first look at the forecast. here's meteorologist lisa averaargen. >> good morning, chris. the cloud cover has been mild over the past several days with temperatures well above average. and we'll continue that throughout the day today. here is the rain well to the north, moving in around eureka. and this will shift to the south throughout the overnight hours. it's 62 in concord, 55 in san jose. on the coast it's quite mild, in the 60s. 59 in the city. low 50s in the low bay. your forecast calls for a mild start, a mix of clouds and sun. and looking at temperatures

today once again above average. by the afternoon we'll be in the 70s around the bay and inland. even by noontime, very mild. and at the coast, 60s prevail. it will be a dry day today. and then looking at the clouds giving way to rain by late tonight in the north bay. i'll time it out for you in a few minutes, chris. >> lisa, thank you. terrifying moments off the coast of monterey county. a diver attacked by what's believed to be a great white shark yesterday in stillwater cove off pebble beach. the diver may owe his life to two first responders who happened to be in the right place at the right time. abc 7's cheryl jennings has the story. >> reporter: the diver was spear fishing with his father 80 yards off pebble beach when the shark bit his leg. >> he swam to the surface to tell his dad what he had seen when when he was at the surface, the shark actually attacked him. >> reporter: officials believed it was a great white based on the bite marks. the diver managed to get his

boat back to shore. >> you see a boat in the water, the subject to the side of her, yelling about some type of shark bite. >> saw this red zodiac boat come in, acting not right. >> reporter: at the same time, two off-duty monterey county sheriff's deputies happened to be fishing up a day of fishing at stillwater cove. deputies alerted them. one deputy applied a tourniquet. >> the wet suit was inside the z zodiac. it was pretty shredded, there was a lot of boat. >> reporter: cal fire coordinated with deputies to evacuate the cove. a cal fire jet ski helped a swimmer back to the pier. warning signs have been posted. cheryl jennings, abc 7 news. the 25-year-old victim is undergoing treatment at a salinas hospital. there have been seven known shark attacks in the area since 1966. only one was fatal.

that was an attack on a surfer in 1981 off spanish bay. abc 7 news has learned the san francisco police union has filed papers with the department of elections saying it will circle a petition for a june referendum. that referendum will determine a policy for the use of tasers. abc 7 news reporter vic lee has the story you'll see only on abc 7 news. >> we will let the citizens and the voters of this city decide this issue once and for all. >> reporter: police union president marty halloran says tasers have been debated by the police commission for eight long years. the fact that they final voted for tasers last month, halloran said, is not enough. >> what they voted on is the idea of officers carrying tasers. they did not vote on a policy. >> reporter: that's why on tuesday they filed notice with

the official of elections that they will circulate petitions for a referendum on tasers for next june's elections. this proposed ordinance lists a policy that the poa believes will protect the officers and the public. halloran says it's not much % different from a draft policy that the commission worked on in may. >> the policy that the commission put forward in may, that's almost the identical language that whether going to put forward to the voters. >> reporter: the commission hopes to have tasers in the hands of officers by december 2018 at the earliest. first, they would have to adopt a policy. commission president julius turman says that means hearing from all stakeholders including opponents. >> we need some time to look at all of those policies and come together on what the best policy would be. >> i'm afraid also that that policy will be tweaked to a point where it's no longer practical. >> reporter: if the police commission adopts a policy that's acceptable to the poa like last may's working draft policy, the group says it will

drop its call for a referendum. vic lee, abc 7 news. business is expected to pick up in santa rosa today during small business saturday. store owners saw a much-needed boom on black friday as they recover from the north bay wildfires. abc 7 news reporter katie utehs has more. >> reporter: the holiday shopping runaround doesn't have to be hard. >> all the specialists are really well-trained, and we do give each individual just the service that they need. >> reporter: fleet feet in historic downtown santa rosa is looking forward to small business saturday when consumers shop local. >> we love to support local businesses, especially in this area, after everything that we've been through. >> reporter: the last month in half have been slow at bat cape comics and toys. but sales picked up on black friday. >> business is actually really good. since the fires hit, we kind of needed it. >> reporter: while some people look forward to cyber monday,

mike holbrook says he doesn't sell on ebay or amazon. >> we like our locals to be able to see it and touch it. in the case of comic books, some people even like to smell them. >> reporter: from specialty sneakers to the toys you wish santa had brought you as a kid, it's all available locally. in santa rosa, katie utehs, abc 7 news. the start of plaid friday weekend has been declared, to encourage people to start at local businesses. mayor libby shaff tweeted this picture of herself taking parteparte. from now through this weekend, all street meters will be free on saturdays to encourage shopping. however time limits on meters will still apply. three, two, one -- [ cheering ] >> the 28th annual macy's tree

lighting ceremony, last night hundreds of people gathered to celebrate the start of the holiday season. more than 43,000 l.e.d. lights and 700 ornaments decorate the tree. the ceremony featured choice, show tunes, and a visit from santa. san jose may have one-upped san francisco. christmas in the park set a guinness world record last night. and that's not all. abc 7 news reporter katie marzullo has that story from downtown san jose. >> three, two, one -- >> reporter: with that, the 32nd annual christmas in the park was officially under way. the giant centerpiece is one of 600 decorated trees in the park. that's 75 more than last year, and more than just an impressive number. according to executive director jason minsky. >> we're actually going to set the guinness book of world right side for most illuminated christmas trees in one location. >> go san jose! that's awesome. beautiful. >> that's nice, very nice. >> reporter: the forest of

christmas trees is matched only by the crowds. >> it's going great. lots of people. everyone has a positive attitude. the energy is great. i definitely will come back next year. >> the holidays, kids having fun, nice enjoyment. >> reporter: the holiday spirit will last longer than ever this year. christmas in the park is staying open an extra week to coincide with the u.s. figure skating championships at the s.a.p. center. that means more time for fun and the famous hot chocolate. >> i love the animations, and the hot chocolate is fantastic. >> reporter: but you had to come on the first night to catch this once in a lifetime moment, a surprise christmas in the park proposal. she said yes. in san jose, katie marzullo, abc 7 news. happening today, children can have a blast sliding at san rafael's winter wonderland. abc 7 news was at the event last year when more than 40 tons of snow was being hauled into downtown. today kids can sled down on a man made hill on a street

adobe analytics reports online sales on black friday rose more than 18% to $640 million from a year ago. but for shoppers in brick and mortar stores, it's also a prime time for thieves. abc 7 news reporter lyanne melendez rode along with police and found out just how vulnerable shoppers can be. >> i'm sure we'll find something here fairly quickly. >> reporter: sergeant raw all aguilera was sure he would find a few cars with personal items and packages inside. he found more than he was expecting. the owner of this car didn't even try to hide the gifts. >> definitely have -- oh, my. this one has macy's, apple. >> reporter: christmas gifts? >> christmas gifts, boots, uggs. it wouldn't take too long,

something can use something like this to punch. this is something, you hit the window, and it will shatter immediately. >> reporter: we saw this man putting two large bags in the back seat of his car and walk away. we tried to tell him that it wasn't safe. you just left your bags in there. >> yeah. >> reporter: somebody could steal them. >> i just hide it. >> reporter: you hide it? >> yeah. >> reporter: but as we discovered, he had not hidden them at all. they were there for the taking. >> unfortunately that is very common. and that is not a very good strategy to protecting your shopping. the best thing to do would be to, you know, bring them with you. >> it's a very different world. even shopping is a very different world now. you have to be cautious all the time. that's what i try to do. i don't know how successful i am. but, you know, i've been lucky so far. >> reporter: from now through the holidays, san rafael police will have more patrols in places where people shop. >> we do spend extra patrol. we have extra officers in the area. >> reporter: we were able to

[ bell ringing ] >> reporter: forget black friday. these kids and their parents wanted none of it. instead, opting for green friday by visiting an east bay regional park, in this case tillden. >> we all decided to come out to tillden park instead of the madness of the malls. >> i wanted to be outside today, it's a beautiful day and i wanted to avoid the crowds, even though there's kind of a crowd here. >> reporter: as a gift to visitors, the east bay regional park district waived all parking fees along with those for fishing and peltz. the parki pets. the parking fee here is normally $5. >> it's such a great park, we thought it would be packed but we got free parking. >> reporter: some people told us they didn't realize the parking in the parks was free until they got to the kiosks.

>> it was pretty cool, i had the 20 ready to go even though it's five bucks to park here. >> reporter: even without the lure of free parking, some visitors told us they wouldn't be anywhere near a mall anywhere. >> we have screaming kids, it's impossible to go to the mall. i wish i weren't here but i had to get stuck in this beautiful setting. >> reporter: in oakland, laura anthony, abc 7 news. a therapy wheelchair for birds. this is roo, he's been staying with the smith family in vacaville for a while. he was seriously hurt after a fight with another rooster. roo suffered swelling to his brain. unable to function on his own, his owner found a chicken therapy chair sold in australia and knew she had to get it to help roo recuperate. her daughter functions as roo's therapist, taking him through

basic movements in hopes he'll eventually be able to move on his own one day. this holiday weekend, the parking lots on each end of the golden gate bridge are shut down to traffic. the closures affect the welcome center parking lot at the south end and the vista parking lot on the north end between 11:00 a.m. through 5:00 on sunday. officials are taking the measures to prevent traffic from backing up on the best of my knowledge. visitors are encouraged to take public transit or use a ride sharing service such as lyft or uber. happening today, the lobby of san francisco's fairmont hotel will be transformed into a winter wonderland. starting today, you can feast your eyes on a very cool gingerbread house inside the hotel. let's take a look at that. the culinary creation stands more than 25 feet high and 10 feet deep. the gingerbread house is made up of more than 10,000 homemade gingerbread bricks, 1600 pounds of candy, and 3300 pounds of icing. the display will be up until

january 1st. now that thanksgiving is behind us, it's time to decorate for the holidays. if you're looking for a christmas tree, check out the boy scouts holiday tree lot in piedmont. today is the opening day for the tree lot on miraga avenue and red rock road. the boy scouts help families pick 1500 christmas trees each year. sales support scouting activities. the lot is open until december 21st or while supplies last. good saturday morning to you. a little fog in santa rosa. everyone else, partly to mostly cloudy. you'll notice there is rain up to the north and west of ukiah. we'll get a pretty decent system come in here this time tomorrow. we'll time it out in just a few minutes. sfo right now a busy place today and tomorrow. temperatures will be looking pretty mild throughout the afternoon again today. 59 here, 57 in oakland. 55 in san jose. 63 in half moon bay.

boy, i should add, a difficult day tomorrow with flying, because the planes will probabl stack up, being delayed throughout the morning hours due to the weather. and you know how that goes, throughout the afternoon it just gets worse. the vantage point here really nice with the clear sky. upper 40s in fairfield. winds are gusting to 20 and 30 miles per hour in the upper elevations right now. low 60s in concord. so very mild in spots. but overall, we are a couple of degrees cooler, about five degrees cooler in most locations. dry and mild today. looking at light rain north of the golden gate. wet and windy for tomorrow, with more rain in the hills. and no flood watches yet, but the winds will be quite gusty. we're looking at rain to taper off by monday morning. so it's going to be a rough commute. 2 on our storm impact scale. overnight tonight we could see some rain in the north bay more likely towards dawn. anywhere from a half inch to an

inch for most areas. one to two inches in the hills with very gusty winds. this is 5:00 tomorrow morning. 24 hours from right now. you can see the heavy rain coming down from point reyes, santa rosa. 7:30 a.m. into the heart of the bay, san francisco, emeryville, finally into the south bay, not until noontime. then it pushes through. but look at this, 1:30, game time, we're looking at scattered showers over in oakland. in fact it's going to be one of those days with the on and off downpours. then we get into your monday morning, 2:00. and we've got another line of some pretty heavy rain. and the community monday morning, look for some scattered showers, probably slow going. so amounts, boy, they have beefed up since the past couple of days to over an inch in san francisco to about almost that up in the north bay, over an inch in napa. of course we have to be wary of the debris slides here with this. so far, though, the national weather service thinks this will move pretty quickly.

everyone. cloud cover is keeping us mild and we do have gusty winds in the upper elevations right now. the clouds giving way to rain this time tomorrow. right now it's 56 in napa, 51 santa rosa, 57, good morning hayward. fremont, you're at 57 as well. we're looking at a mild day today. once again, high and mid-level clouds throughout the afternoon. mid- to upper 60s bay side and inland by noontime. we're climbing through the 60s throughout the afternoon. low 70s this afternoon. and looking at a dry evening. but we are having rain coming overnight tonight. it will be a 2 on our storm impact scale tomorrow. everyone will see a good round of rain. it tapers off on monday, and possibly some rain the end of the upcoming workweek. i'll detail tomorrow's storm for you in just a few minutes, chris. >> lisa, thank you. the death toll is rising after a massacre at a mosque in egypt. at least 305 people were killed in what's being called the deadliest attack ever by

extremists on civilians on the sinai peninsula. here is abc news senior foreign correspondent ian panel with the story. >> reporter: the worshippers inside, there was almost no hope of escape. most of the aftermath too gruesome to show. rows of victims draped on the floor of the place of worship. over 200 people, including children, slaughtered. militants setting off explosi explosives, then spraying the congregation with bullets as they knelt and prayed. the attackers reportedly shot into the mosque from four off-road vehicles surrounding the building. one eyewitness tonight telling abc news, anyone who tried to flee was shot. there were reports that even ambulances that came to help the wounded were attacked. scores injured too. outside, a hospital overwhelmed as ambulances arrived with victims and distraught families gather for news.

today's massacre the deadliest attack in a region plagued by the scourge of militant groups like isis. a 2011 new year's day bombing at a coptic christian church killed more than 20. and more than 200 died in 2015 when a russian passenger plane exploded after taking off from the sinai. that attack linked to isis. president trump calling egyptian president fattah el sisi, calling the attack cowardly, later mixing domestic priorities into the tragedy, tweeting, we have to get tougher and smarter than ever before, adding, need the wall, need the ban. ian panel, abc news, london. there was mass panic in central london after a report of gunfire near a busy tube station prompted a massive police response. hundreds of frightened people ran for safety near oxford circus yesterday. the incident revealing a nervous

city on edge after a number of terror attacks. abc news reporter jennifer eccleston is in london. >> reporter: a report of shots fired near a popular subway stop also creating panic on london's busiest shopping street. transport police tweeting, officers are responding to reports of an incident at oxford circus station. [ screaming ] >> reporter: on the ground, people fleeing. this woman reporting as she runs for cover. police responding as if the incident is terrorism. transportation officials urging people to avoid the area. heavily armed police officers could be seen checking oxford circus station and nearby stores. one person transported to a trauma center. 15 others suffering minor injuries. an hour after the incident, police giving the all clear. they're now looking for these two men they say may have had an altercation that sparked the scare. there's still no word on what caused the scare.

but with four terror incidents in london this year alone, this city is on edge. jennifer eccleston, abc news, london. new details following the death of charles manson. tmz has obtained a copy of the killer's will. manson left his body and estate to a pen pal he had been in contact with since the 1990s. tmz did not name the pen pal in its report. the pen pal told tmz he first visited manson in prison in 2002, the same year the will was drafted. manson's body must be claimed ten days after his death, according to prison policy. the pen pal says he plans to do that. time now, 5:34. there are new allegations of harassment in hollywood and on capitol hill. in a fiery instagram post, actress uma thurman slammed movie producer harvey weinstein.

>> reporter: uma thurman posted this photo from "kill bill," writing, "happy thanksgiving, everyone, except you, harvey are and your wicked conspirators, i'm glad it's going slowly, you don't deserve a bullet." >> when i'm ready, i'll say what i have to say. >> reporter: meanwhile, on capitol hill, congressman john conyers is being asked to step down by fellow democratic congresswoman kathleen rice. >> congress is facing an existential question right now. how are we going to answer that question? are we going to say yes, we are just like everyone else and we should be held accountable just like everyone else or are we going to continue to say that washington operates under its own set of rules? >> reporter: this comes in the wake of a third woman accusing conyers of misconduct. >> people shrug off members' misconduct on capitol hill. the kind of abuse i suffered at

congressman conyers' hands was awful but i won't say it's unique. >> reporter: conyers vehemently denies the accusations and his lawyer says he isn't stepping down, writing in a statement, if people were required to resign over allegations, a lot of people would be out of work in this country include the pretty. up to four women have accused senator al franken of inappropriate touching. he wrote, i'm a warm person, i hug people. i crossed a line for some women and i know that any number is too many. franken says he plans to remain in the abc news, washington. shoppers headed to a craft market where they say they can find unique gifts made by local artists. abc 7 news reporter david louie looks at the trend. >> reporter: while the aisles are packed, these shoppers are not the typical black friday

crowd. they're at the san jose festival where craftspeople are showing off their work. >> you can go to the gap, all the different places and find the same things all the time. we're here now and looking at these candles that are 100% soy made. i've never seen these in the stores. >> reporter: the personal interaction between the make and her the customer creates a bond. >> it's ginger. i'm a big fan of ginger. >> i'll have that too. >> reporter: artist naomi van doren says she enjoys explaining her prints to customers which are inspired by her travels to new zealand and europe. >> my work is personal. having that one on one with the person is what i value in selling my work. >> reporter: one of the things that the craftspeople and artists have in common here with their counterparts at the mall is that they do the majority of their business in the final three months of the year. so this show is extremely important. some of the artists juggle full-time jobs and do crafts what night.

santa rosa merchants are hoping to boost holiday shopping as well as ridership on smart trains at the same time. according to "the press-democrat," shoppers will get a free ticket to ride the train after spending $25 at local businesses on december 2nd and 3rd.

good saturday morning, everyone. yesterday we reached 70 degrees in san francisco, average high is 61. right now we're just a couple of degrees shy of that. so another mild start to your day. live look outside from emeryville. looks nice and serene. this time tomorrow, the rain will be just a few hours away. so we are looking at temperatures today once again well above average. upper 50s, san francisco. 57 in oakland with low 50s mountain view and san jose. about 62 half moon bay. as we look at santa rosa, low 50s for you in napa. there is some fog in santa rosa. we're looking at 60s in concord, 50s in livermore. a live look outside. another beautiful day on the way with a mix of clouds and sun. but we are going to look at the breezy winds beginning to move in. they're already in the upper elevations. you may feel those if you're out for a hike. they also are keeping the atmosphere mixed enough that we're staying mild again. and in fact we'll look for the

southerly winds to be quite gusty this time tomorrow. we are looking at the rain well to the north of us as it's going to stay today. from our sutro tower camera, our forecast highlights dry and mild today. in fact above average with many numbers in the low 70s. so that game tonight, notice e notre dame, very mild. tomorrow, the professional games looking quite wet out there, san francisco and oakland. wet and windy tomorrow, looking for the rain to arrive early in the morning in the north bay. still a drive evening and overnight for most of us. looking at the rain tapering off on monday. it does look to be a sloppy commute back to work on monday. we're bringing in our storm impact scale, late tonight into tomorrow it's a 2. that will allow for the heaviest rain in the north bay, up to 2 inches there. anywhere from a half inch to just over an inch elsewhere. and the winds are going to be gusting to over 25 miles an hour. here is the timeline. this time tomorrow, we've got the heavy rain from santa rosa

a historic trolley returns to downtown san jose for the holidays. these photos show valley transportation authority employees decorating the polar express trolley. visitors can ride for free each friday, saturday, and sunday through the end of december. the trolley will stop at the rail lights, the light rail stations, between civic center and san jose diridon. happening today, winter walk sf returns to san francisco's union square. a two-block section on stockton street between geary and ellis turns into a holiday pop-up plaza today. there will be food trucks, beer and wine gardens and carolers. winter walk sf runs through december 31st. more than 750,000 people are expected to attend this year. next on "abc 7 mornings" at 6:00, a shark attacks a diver in monterey county. hear from a witness and details about what may have saved the victim's life. a christmas tree lighting like never before.
