from city hall. laura? >> reporter: hi, dan. this is meant to be a temporary solution. by recent estimates, about 400 people live in encampments here in oakland. by next week, the hope is that 40 of them will have four walls and a roof over their heads. they are tuff sheds, 20 of them, 10 by 12 feet each, meant to put at least a dent in oakland's exploding homeless problem. one exhibited by sprawling tent cities like this one just a few yards away. >> we have a long-term plan, a midterm plan and this is the right now plan. >> this is immediate relief. >> reporter: joe devries is in charge of the homeless outlook plan. >> we were looking at what would be positive both for the unsheltered and for the surrounding community to reduce the problems of the garbage, the blocked roadways, the rats that come with the garbage that piles up and everything else.

>> reporter: he says they hope to have the 20 tuff sheds ready to move in by next week. they would accommodate 40 people, two to a shed. it's called a low barrier shelter. drug and alcohol use won't necessarily be prohibited. >> i feel like it's a joke. >> reporter: but some aren't so sure this is the answer. janae scarborough told us her father and his dogs live in a tent just down the street. >> they're doing better in a tent with furniture and stuff like that. these sheds, this is something you put dogs in. >> anything that we try is new will have risks, but i think the greater risk is to do nothing. >> reporter: once the tuff sheds are completely occupied, city officials say they will begin to dismantle the tent camps around them. in oakland, laura anthony, abc 7 news. new at 6:00, two people are recovering from injuries after a crash on highway 4 in brentwood. the east contra costa fire

protection district posted these photos of facebook this afternoon. you can see first responders rescuing two people from a white sedan near the sand creek exit. all lanes on the highway are now fully open. just about an hour ago sheriff's deputies rummaged around homes in the search for home burglars in millbrae. the san mateo county sheriff's office took to social media to advise people to avoid linda vista and hillcrest boulevard. a man badly burned in the north bay wildfires has died. the 41-year-old passed away sunday. now 44 people have died because of the firestorm. the north bay wildfires in october destroyed nearly 9,000 homes and buildings. still no verdict in the kate steinle murder trial. she's the woman shot to death on san francisco's pier 14 two years ago reportedly by an undocumented immigrant with a stolen gun. the jury has gone through five days of deliberations.

lyanne melendez is live from the hall of justice with the latest on their progress. >> reporter: that's right, dan, five days. i would say that's a little more than 22 hours of deliberations. now, this morning we thought that there could be a verdict, but that was not the case. now the members of the jury have one more day of deliberations before they break for the weekend. remember, no court on fridays. now, once the verdict is read, all of the jurors are then polled in order to confirm the verdict. today there was no sign of the defendant's legal team, only the prosecutor entered the courtroom once or twice. that may mean that the jury is done asking questions of the attorneys and they are now really deliberating and going over the statements made by the witnesses and deciding if jose zarate should be found guilty of second-degree murder and that's what he's been charged with. but remember they have been instructed to also consider first-degree murder or

abc7news.com. police have arrested 21-year-old nicholas o'connor. they say he's the man seen on surveillance video shooting out cameras at bookson elementary school before dawn yesterday. the campus was hit with the same type of vandalism on veterans day weekend. detectives believe the shootings are related but are still investigating. happening now, a benefit event to help an injured san francisco police officer. the officer was run down by a driver trying to get away from police one month ago. he was critically injured. now he's able to breathe on his own without the help of a ventilator and has been moved out of icu into a brain injury unit so he has made considerable progress. tonight's event includes music, a silent auction, food and drinks at san francisco's bill graham civic auditorium and runs until 10:00 p.m. as thousands of visitors take in christmas in the park in san jose, there's controversy brewing over a couple of trees

taxes and permits for cannabis sales. this ensures the government will not delay manufacturing, cultivation and sales. councilmember at large rebecca kaplan says pot sales will help improve the city overall. >> the council has already cast a resolution setting aside 20% for the homeless and the council will vote how to spend the rest of the money. >> recreational marijuana sales become legal starting january 1st. caltrans is shutting down part of the manzanita park and ride lot for one week because it expects the lot to flood. high tides are expected this week. this is video from january. now, abc 7 news weather anchor spencer christian is here to talk about our active weather currents. >> we have some interesting weather-related conditions. here's a look at live doppler 7. clear skies becoming a bit

chilly. let's take a look at our beach hazard which is in effect until 9:00 tonight. wave heights are elevated significantly, up to 16 feet along some of the bay area's beaches. strong rip currents and sneaker waves are a possibility along with rough surf. just to our north wave heights are up to 20 feet or higher along the mendocino coastline. what's generating these large swells is this big storm up in the gulf of alaska that's been brewing for a couple of days now and creating rough surf. it probably won't have any effect on our actual weather conditions as the weekend approaches. meanwhile, overnight look for a big chill. this morning we had low temperatures dropping down to freezing at napa. overnight this coming night we expect lows to drop into the mid-30s in napa and santa rosa. upper 30s in the inland and east bay. also in the south bay around morgan hill right near the bay and the coastline, lows only in the low 40s so a bit chilly but

not as cold as those inland valleys. i'll give you a look at the seven-day forecast in just a few minutes. apple has released a fix for the password flaw on its operating system. the flaw allowed anyone to log on to any mac by signing in as an other user and typing the word "root" for a user name and leaving the password blank. that simple move allowed the rogue user to access everything in your computer. they could install malicious software or lock you out completely. apple unveiled high sierra in september. the security update will be automatically installed. still to come, a gas explosion blew out windows of a san francisco home monday and k did more than just damage. we'll talk devastation to the family who lived here and is now homeless. plus -- >> how do you reconcile your love for someone with the revelation that they have behaved badly? >> that is just one question of

temporary repairs cover up the damage done to a san francisco apartment, a space that can no longer be called home. a gas leak triggered an explosion inside this apartment on monday morning. no one was hurt, but a family is now homeless as a result. wayne freedman shows you what they're going through and who's helping them get through it. >> reporter: broken glass, a boarded-up apartment. there are bits and pieces of

aftermath. >> when they come back, i saw everything. >> reporter: back to this apartment you last saw on monday after an explosion tore through the garage and up through the building. the cause of this explosion, a gas leak. ostensibly from a pg&e gas line. what caused that to happen? the utility said today it's still under investigation. meantime carmen, her husband carlos and her son went to the red cross today asking for help now that they're essentially homeless. >> i never think what happened inside but my house was very bad. everything is down. >> reporter: and everything did except for a religious picture that still hung in her window. back at the red cross, caseworker paul hamilton says he's no longer surprised by anything he sees or hears. >> what we find in my years here is that the people who keep working at it, working, working, working, always succeed. >> reporter: but not without help. with that in mind, friends and

family have put up a go fund me page. pg&e says it is aiding victims as well. meantime, the red cross has given the family some walking around money and placed them in a motel at least through monday. >> i feel better now. >> reporter: in that posttraumatic dimension called aftermath, those would be baby steps. in san francisco, wayne freedman, abc 7 news. a proposed ballot initiative could make it easier for older california homeowners to buy and sell their homes. under the proposal, homeowners who are disabled or over 55 would be able to transfer their existing low tax assessments to a new home. right now only a handful of counties in california offer that benefit but the proposal aims to expand that statewide. >> what we need is for people that are living in homes larger than they need to make that voluntary decision to move out to a smaller home and open up those larger homes to younger families who have kids.

>> the proposal is backed by the california association of realtors. analysts argue the measure will cost the state millions in lost revenue. the rv industry continues to be on the rise and could reach a milestone this year. the recreation vehicle industry association believes shipments to dealers will top $500,000 this year, which would be an all-time record. this graph shows how sales have been on a continued increase the past several years, reaching 430,000 last year. back in 2009 after a drop due to the recession, sales only totaled about 165,000. a republican state lawmaker is hoping to take his fight against california's controversial gas tax to the state's highest court. travis allen from huntington beach wants the california supreme court to write the ballot language. allen says a version from state attorney general reads a repeal of revenue for transportation projects, not repeal of the tax.

allen says that's a bait and switch. >> if the attorney general can lie to the california people about what's on their ballot initiatives, where's the honesty there? this is direct democracy in california and it's being abused by a politician. >> the tax is expected to raise more than $52 billion for road improvements and transportation initiatives over the next decade. if you're planning to fly home for the holidays through american airlines, you may want a backup plan. too many pilots have time off during the holiday travel rush. a glitch with the vacation system left thousands of flights without pilots. airline officials say they expect to avoid any cancellations. they're offering pilots overtime pay to fill in and resolve this problem. italian airline may be bankrupt but won't sacrifice style. one of the fashion houses has just been commissioned to redesign the airline's uniforms.

this is the website. their current uniforms were designed last year but before that they hadn't changed in two decades. the new uniforms should be ready for the summer. the designer is not costing the airline anything. so not charging the airline at all. >> i assume the uniforms will not look quite like the high fashion we saw on the website. >> no. but maybe it would appeal to flight attendants. let's talk about the weather forecast. just gorgeous outside. >> chilly mornings, but sunny and mild afternoons. that has been the pattern all week long and will continue through friday. things will change a little bit over the weekend but no changes tonight, though. we have clear skies, a few thin, high clouds may pass through, but otherwise it's going to be bright and clear. of course it's going to be chilly once again. this is the view from sutro tower looking out over the bay. it is currently getting a little chilly in some spots. most of these locations are in the mid to upper 50s.

san francisco, oakland, mountain view, san jose, gilroy and half moon bay. not a range of temperatures, about a four-degree variation. i'll show you some chillier spots as we look out towards san francisco from emeryville. santa rosa 52, not so bad but napa is down to 48 as is novato. 45 in fairfield and we have low to mid-50s at concord and livermore. one more live view looking back at part of embarcadero center and the financial district of san francisco from our rooftop camera, these are our forecast features. clear overnight, very chilly. you might even say cold. sunny and mild the next two days. a little cooler over the weekend as clouds begin to increase just a bit. specifically tonight lows will drop down to 34 at napa, 35 at santa rosa. over in the inland east bay, 39 is the low. in morgan hill a low of 39. around the bay mainly low 40s. closer to the coastline we'll see mid-40s. looking ahead to our 12-hour

planner for tomorrow, we'll start the day at 7:00 morning with clear skies and upper 30s. by noon we'll see low 60s under sunny skies at the bay. by 4:00 p.m. upper 60s but once the sun sets, clear skies tomorrow evening and temperatures will drop rather sharply once again. that's the way it's been the last couple of days. look at 64 in san rafael, 65 santa rosa, 65 at concord, 65 at fremont, 68 at san jose. it looks like that will be our warm spot. chances of rain over the next seven days, zero. we'll have dry conditions even as the clouds move in over the weekend. now, our rain outlook for the week ahead is issued by the climate prediction center. it shows dry conditions over basically the western half of the nation, but as we travel eastward, the easternmost slice of the country and near the atlantic coast and inland just a bit will be rainy and stormy. so lots of precipitation there.

new at 6:00, the man behind the maltese falcon has a new story. he died in 1961 leaving behind a legacy of detective stories, including some set in san francisco. a physical maltese falcon still sits in john's restaurant where he recently wrote. no one knew he had written a short story. it was published in 1925. a fan found the story and posted

about it on facebook. his granddaughter saw the post and from there a literary website purchased the magazine from the fan and today posted the story online for everyone to read. in the meantime, facebook is committed to doing more to help out with charities and disaster relief. today the social media giant explained how it will do that. facebook will pledge $50 million per year to match disaster relief donations. it will also eliminate fees for nonprofits so that when people donate through facebook, charities will receive all of the money. and facebook is now going to give more data to disaster response organizations so they can see where people need help and what they need. the company announced the new features during its social good forum in new york. the forum is a gathering for nonprofits and individuals who use the site to help with various causes. well, nothing beats love, right? not on instagram where love has been the top used hash tag for

mainstay on the popular morning show for more than two decades, fired for inappropriate sexual behavior in the workplace. >> i've known matt for 15 years and i've loved him as a friend and as a colleague. >> how do you reconcile your love for someone with the revelation that they have behaved badly. >> reporter: in a memo, nbc news says in part, while it is the first complaint about his behavior in the over 20 years he's been at nbc news, we were also presented with reason to believe this may not have been an isolated incident. in a statement, the alleged victim's attorney says our impression at this point is that nbc acted quickly and responsibly, as all companies should when confronted with credible allegations about sexual misconduct in the workplace. >> i'm heartbroken for the brave colleague who came forward to tell her story, and any other women who have their own stories to tell. >> reporter: lauer joins a growing list of high-profile men in the media to be fired or

suspended for allegations of inappropriate behavior, including cbs' charlie rose, mark halperin of nbc, michael areskiz and garrison keillor. >> this reckoning that so many organizations have been going through is important. it's long overdue and it must result in workplaces where all women, all people feel safe and respected. >> reporter: i'm mary maloney reporting. now to global concerns over north korea. the north claims it successfully tested a new missile that can strike the continental united states. ambassador nikki haley told the u.n. today the latest missile test, quote, brings us closer to war. president trump says he has asked china to impose more sanctions against north korea. an expert in nonproliferation from san jose state university says americans should be concerned. >> this isn't an issue of life and death, it's an issue of the survival of ourselves and our

families. it should be taken seriously even though there are a number of other momentous events going on in washington. >> experts say it could be one to three years before north korea has a miniaturized nuclear warhead that could reach the united states mainland. calling it an incredible victory for the american people, president trump praised the gop tax plan during a rally in the midwest. mr. trump tried to win support for the bill today in st. louis. the nonpartisan congressional budget office says the tax plan would hurt the poorest americans since they lose tax credits under the affordable care mandate. while the white house says the plan will be a boon to low and middle income families and hurt the wealthy. >> it's going to cost me a fortune, believe me. believe me. this is not good for me. i have some very wealthy friends. not so happy with me. >> a senate vote on the bill is expected this week. if it passes, the senate will have to work out differences with the house version. the president hopes to have a

compromised bill on his desk by christmas. for 13 lucky people, inexpensive living spaces, at least by bay area standards, are about to open up in the east bay. drone view 7 shows you where a boat slip at the berkeley marina. to win a space you have to enter a lottery by friday and you have to own a boat. eric thomas explains the pros and cons of this alternative to an apartment. >> reporter: it's one way to beat the high cost of bay area housing and be closer to nature. owning a boat and living on the water. >> it's peaceful and inexpensive. >> it's private when you want to be private. it's like living in a debated community so you can feel secure. >> reporter: there are spaces for 1100 boats here at the berkeley marina. about 100 are set aside for people who live on their vessels. >> there's a bath with a shower. >> reporter: dave has lived here for about nine years now. he says there's a certain amount of romance in living on the water. it's also affordable. >> my boat was well under six

figures, you know, you'd be lucky to get something in seven figures around here. >> reporter: tom barr who lives on his sailboat nearby says it's a bargain compared to renting an apartment or buying a house. >> a studio apartment is about $1100 a month and a boat is less than $800 a month. >> reporter: you'll spent about 10% in upkeep. the city of berkeley warns this is not meant for the average renter. >> this really isn't a place for the general population. you really want to be somebody who's experienced on a boat, know what the risks are, know what the lifestyle is. >> reporter: but if that description fits you, boaters say there's nothing like being able to take your home on vacation. >> it's not only about living aboard, it's about using and sailing your boat. >> if it gets too expensive here, i'll just move somewhere else. >> reporter: applications can be picked up and dropped off at the berkeley marina office, but the deadline is friday and already 30 people have applied for the lottery for a shot at those 13

you won't just find tadogs the shelter, you can also find dottie here. she is a pygmy goat who showed up about two weeks ago looking as cute as cute can be. she was left there after hours with no explanation. goats are herd animals and natural grazers so officials say it would be best if dottie can be adopted by a family who has other goats and plenty of grass obviously to eat. as their house burned to the ground last month a couple from santa rosa escaped with their lives thank goodness and their two cats, but now one of those cats has gone missing. >> jonathan bloom has the story of their survival and their relentless search for packie

near their daughter's house in berkeley. >> we could just see the flames, you know, coming over the ridge. >> reporter: it was 11:30 at night. >> sonoma county sheriff's office, mandatory evacuation order. >> repored clothing and looked for their cats. >> i had been calling him and calling and he wouldn't come because it was just so windy that night. and he came in and i was so happy. >> reporter: they got out just before what was their dream home burned to the ground. >> in our superior wisdom, we decided to evacuate to the hilton in santa rosa. >> reporter: four hours later alarms went off. the hotel was on fire. >> which didn't make the kitties happy. so they hid under the bed. so i had to -- >> drag them out. it was dramatic. >> reporter: safe at their daughter's house, packie was restle restless, and a climber. >> we were sitting here and he jumped up on the fence and was walking on the 70s and then

jumped over. >> reporter: that was six weeks ago. pa packie is still missing. they put up signs with his picture. >> in the wintertime he gets really fluffy. you know, he's a distinctive looking cat and there's pele. pele misses packie. >> reporter: they think there's a good chance packie is east of san pablo avenue and directly west of the uc berkeley campus. they say he's not used to traffic so will probably stay away from busy roads and of course he loves being in nature. >> they called us one morning saying they thought they had seen him here. >> the last sighting was over there near strawberry creek. >> reporter: a creek makes sense. >> that's where he might be because there's a water source and it's quiet there. >> reporter: but still, no packie. the two only hope if nobody sees him, maybe someone will hear him. >> it's just kind of loud, meow,

minimum of 45 minutes before takeoff. or you can fly a new airline that is attempting to disrupt the industry. this past week while travelers on major airlines were going to terminals like this, then through lines like these, travelers on jet sweet x were going to a terminal like this one in oakland, then down an empty hallway, no pushing, no shoving, no waiting here. don beaumont is a super user and fan. >> what makes the service worth it? >> i save on each leg two hours and maybe three in some cases. >> it flies from private terminals in concord, oakland and san jose to burbank and las vegas. more cities will be added. here's one of the jets landing in oakland. it's smaller than what you usually fly on and getting off the plane feels pretty old school with stairs and no inside jetway to the terminal.

good evening. the jimmy g. era begins sunday for the 49ers in chicago near where he grew up. today garoppolo was asked is he ready, does he know the playbook. you'll be shocked to know he said he's taking it one game at a time. mike shumann has the rest of the story. >> definitely a different feel in the niners locker room today knowing jimmy garoppolo is going to get his first start. >> him getting out there and doing it allows him to get a better feel for it. you know, you don't truly -- even if you think you know something, you don't -- until you get in the heat of battle and everyone is going full speed and you get through the course of a game going against different coverages, you're going to go through a lot of ups an downs. >> garoppolo's hometown is a half hour from chicago where he hasn't played a game since college.
