>> announcer: good morning bay area. let's get up and get going. this is "abc 7 mornings." it's saturday, decembe 2nd. good morning and thanks so much for joining us. i'm chris nguyen. let's start with a first look at the forecast. meteorologist lisa argen is tracking live doppler 7 for us. >> good morning, chris. clouds bring visibility issues in santa rosa. that could last for a while. seven miles in petaluma, not bad. livermore, eight miles. this could get worse with time. we're also looking at very cold temperatures. 37 santa rosa, 39 napa, novato, as well as san ramon. 46 in san jose. your forecast today calls for more cloud cover to start out with 30s and 40s. it will be in the upper 50s by noontime. by the afternoon, sun setting,

we'll all see the clouds. we could see an isolated shower mainly in the north bay after sunset. we'll talk about the rest of the accuweather seven-day coming up outlook. developing news this morning, a big win for the white house. senate republicans garnererd enough votes to pass a sweeping tax bill. that bill affecting just about every american. abc's maggie rule has the details. >> the tax cut is passed. >> reporter: a victory for senate republicans. after intense back and forth negotiations all week, the party's lawmakers finally getting just enough votes to pass the gop's new tax plan without any yeas from the democrats. dubbed the tax cuts and jobs act, the plan includes a huge tax cut for big corporations. republicans say the benefits will trickle down and ultimately help the middle class. but democrats are not buying it. >> they're once again telling families to place their faith in

tired trickle down economic theories. and we have seen how that works. it doesn't. >> reporter: nonpartisan agencies say the new tax plan will give big tax cuts to those earning more than $100,000 a year. for americans earning less than $75,000, most can expect to pay more in the next ten years. >> a flurry of last-minute changes will stuff even more money into the pockets of the wealthy and the biggest corporations while raising taxes on millions in the middle class. >> reporter: independent reports say even with recent changes, the bill will add $1 trillion to america's already sizable debt. but some republicans still have faith that the bill they've created will pay off. >> i'm highly confident there will be no deficit. the growth will pay for this bill and then some. >> reporter: the tax bill still needs to get approval from the house where it most likely will face another battle. but still republicans say they're committed to getting it passed before christmas.

maggie rule, abc news, new york. democrats are furious after republicans released a revised version of the bill nearly 500 pages with significant changes handwritten in the margins. illinois senator dick durbin tweeted, they are making handwritten changes to the bill as we speak. can anyone else read this? jon tester tweeted, i was just handed a 479-page tax bill a few hours before the vote. one page literally has hand scribbled policy changes on it that can't be read. this is washington, d.c. at its worst. massachusetts senator elizabeth warren called the changes chicken scratch and complained about not having time enough -- having enough time to read it all. house minority leader nancy pelosi called on senate majority leader mitch mcconnell to have the decency to find a printer. senator kamala harris said this about the handwritten edits.

that's ridiculous. the legislation passed 51-49 mainly along party lines. time now, 5:04. today marks one year since the devastating oakland ghost ship warehouse fire that took 36 lives. abc 7 news reporter katie utehs has more on the continued calls for action. >> reporter: holly curtis honors her friends, killed in the ghost ship fire, by placing candles at the chapel of the chimes. >> it's a terrible loss for oakland and everybody. >> reporter: 36 candles, 36 roses, representing the 36 lives lost. the vigils are open to the public all weekend. >> it's been a year. people now may be taking the time to slow down and consider the impact of all of this. >> reporter: at the oakland museum of california, a moment of silence. then the victims' names are read aloud. >> every time we do this, it's hard. and it brings back memories of that day. it brings it back a year later,

it just feels the same. >> reporter: chris's ghost ship altar is on display at the museum. the artist had collaborated with alex kassan, a ghost ship victim. he was front and center on this piece of art. victims' family members wanted to be included so it's expanded to include their pictures. visitors are encouraged to write out their feelings. >> a lot more people need to be held accountable for the city of oakland. the people who own the building and of course the people already being held accountable and jail. >> reporter: messages of remembrance and continued calls for change one year after the deadly fire. in oakland, katie utehs, abc 7 news. happening today, the city of oakland will honor victims of the ghost ship fire. the public can join victims' family and friends at a memorial on 31st avenue between international boulevard and east 12th street. the tribute is from 10:30 this morning until 9:00 tonight. sky 7 was in oakland where a

collapse at a construction site sent shipping containers into the estuary. crews deployed booms near the brooklyn basin project near the embarcadero not far from jack london square as a precaution. fire department photos show the collapse. 300 feet of shoreline gave way, taking out a pier that was supposed to be demolished. firefighters do not think there is anything hazardous in the containers. the brooklyn basin project will bring new commercial, retail, and park space to the area. kate steinle's family is ready to move on and begin the healing process two years after her death. they told "the san francisco chronicle" justice was rendered but it was not served. abc 7 news reporter elissa harrington has more on how the steinle family is coping with the verdict. >> it's been tough for me because i was there. >> reporter: the toughest part of this entire trial for jim

steinle is knowing nothing will bring his daughter back. "san francisco chronicle" editor spoke with the family on the verdict. they said, no matter the outcome -- >> our family have not had a moment of anger, vengeance. we had no room in our hearts and ourselves for any of that. >> reporter: kate's brother blamed a mix of failures for her death, like the unsecured gun stolen from a federal ranger's car. and the fact that undocumented immigrant jose inez garcia zarate had been deported five times. >> the lack of accountability and change is what i find is the most disheartening and outrageous part of this entire thing. >> i think he did shoot toward them, which was very upsetting to me. but, you know, i was hoping it was just a ricochet. >> reporter: the defense team claimed the incident was a

tragic accident. the steinles also take issue with politics surrounding the case, including the debate over sanctuary cities. >> we somehow or another amazingly got caught up in immigration and trump. and we have our views on immigration, we have our views on trump. but this is the death of my daughter. >> reporter: the steinles were not in court when the not guilty verdict was read. they later told diaz they were shocked and saddened. elissa harrington, abc 7 news. the jury in the steinle case asked to pull the trigger on the gun used in her murder while it was unloaded. some experts are wondering why the judge refused their request. >> in my opinion, this was something that was perfectly permissible for the jury to do. and in fact it was the crucial issue that was tried in the case. >> it's the defense that was pushing for it. the defense must have thought if the jury started handling the weapon, it would have come out their way. why wasn't the prosecution

news" claims turner says the judge did not instruct the jurors to consider extra charges and excluded testimony that may have proved his innocence. he made headlines last year after he was sentenced to just six months for assault with intent to commit rape. he claims the sexual contact was consensual. civil rights activists will remember a man shot and killed by san francisco police today. it's been two years since mario woods' death. officers shot and killed him after reports of a stabbing. they say woods lunged at them with a knife but video of the incident raised questions about what exactly happened. today the group justice for mario woods will gather at third and armstrong at 3:30 this afternoon. they'll march to the muny stop at 3rd and fitzgerald where woods was killed.

san francisco city hall was lit in red for world aids day. former president bill clinton spoke at the national aids memorial in golden gate park yesterday. in 1996, he helped designate the national monument in honor of those who died from aids. lives lost to hiv and aids remembered. this group marched down market street yesterday, some carrying signs with the names of loved ones. abc 7 news reporter katie marzullo was at a vigil in san jose where awareness was front and center. >> the disease is no longer a death sentence for most people. >> reporter: carl vitt was diagnosed with hiv in 1989. he got very sick and even lost his sight. but on this world aids day, he's not only alive. he's healthy. >> it's a day to remember, to reflect, and to see how far we've come. >> reporter: the aids quilt and c candlelight vigil are tributes to those who died. but this event is for the

living. this doctor says people with hiv can now have the same life expectancy as people without the disease. medication to not only treat hiv but prevent it. >> so many things that are going on now, and we really hope we can get to the day where there's zero infections and zero deaths and zero stigma. >> reporter: for bob reed, it's no longer the impossible dream. >> i've lived with hiv for over 30 years. and this is the first year where really i see a light at the end of the tunnel. >> reporter: with world aids day comes a reminder to get tested. there are an estimated 320 people living with hiv in santa clara county but they don't know it. in san jose, katie marzullo, abc 7 news. something to think about as you sit down to holiday dinners with your family. one in eight people in the bay area goes hungry every night. abc 7 news was in concord as our eric thomas presented a $15,000

>> to be honest, it was a breaking points. >> reporter: this computer scientist has encountered a number of incidents, three of them on airlines. he posted a photo of a flight attendant whom he thinks doubted he was sitting in first class. he asked to see his boarding pass which was on his smartphone. there was tension when he reached for his phone. >> he basically thought that i was trying to pull something in, a weapon or something like that, even though i was passed security so there was no chance of anything like that happening. and he basically wouldn't allow me to sit in the seat. >> reporter: this is a did in the past about his immigration to america when he was 14. in august, on an international flight, he says a man shown in a photo he took and shared with us didn't want his child to sit next to him and his wife. the passenger wanted them to

move. the azhars said the child should move. >> his response to that was, i don't care about fairness, all i care about is winning and that's all i care about in my life and that's why we kill people like you. >> reporter: to avoid a flight delay, the azhars relented. azhar thinks he's reached the breaking point and will speak out now. he thinks united should give flight crews sensitivity training. united's response, quote, we're concerned to hear of our customer's experience and are in touch with him to better understand what happened. david louie, abc 7 news. san leandro turned on the downtown holiday lights last night. the it's a wonderful night holiday celebration is an annual tradition at the studio plaza featuring dancing, singing, and a visit from santa claus. happening today, the first day of the caltrain holiday train. the glittering show train has been a bay area holiday tradition for the past 15 years.

let's take a look at santa rosa in particular today. you saw those 30s. in the next couple of hours we'll climb to the low 40s, possible fog. upper 40s by 10:00. we're in the 50s by noontime. notice the cloud cover, highs in the low 60s for mostly cloudy skies. after sunset, the possibility of a shower. temperatures will be milder with the clouds around tonight. so here's our forecast animation from this morning, showing some high clouds. and you'll notice that they push into the south bay. here it is, 7:00 tonight. and ukiah, cloverdale, could see a few showers. as we continue this, by 10:00 you'll notice that a lot of the green here representing the rain begins to fall apart. but there is a chance, if you're headed out tonight, a few possible light isolated showers. then as we get towards your sunday morning, you can see some of the activity offshore. but less in the way of cloud cover. and your sunday certainly looks sunnier than your saturday. so we'll look for highs today underneath clouds. temperatures ranging from upper

50s to near 60. and this really is average for this time of year. running behind in the rainfall totals, climatologically speaking. we're only at about 70% of normal in san jose, doing better in santa rosa. but we're looking at a dry week ahead. so overnight, the full moon will be out. make sure to check that, it's called the super moon. that will appear 14% larger and 30% brighter. closest full moon of the year. so something to look out for, and definitely kind of a neat sight out there. over the lows tonight with the cloud cover a little bit milder, out of the 30s to near 40 in napa. 46 in oakland, upper 40s in san jose. most of the rainfall activity will be north of the golden gate. also will be around perhaps the coastal areas. so your accuweather seven-day forecast calls for temperatures to be right around normal today and tomorrow. sunnier skies tomorrow. download our accuweather app and

isolated shower after sunset throughout the evening hours. we do need some rain and snow. we'll talk about the probability of that when i see you next, chris. >> lisa, thank you. developing news out of north carolina. authorities have arrested a 32-year-old man in connection to a missing 3-year-old girl. investigators say earl kimrey is the live-in boyfriend of the girl's mother. he faces multiple charges in the death of maria woods. the fbi says evidence gathered during the investigation suggests mariah is dead. so far her remains have not been found. a former high ranking trump administration official will cooperate with robert mueller in the russia investigation. michael flynn pleaded guilty yesterday to lying to the fbi about his conversation with a russian diplomat. he's now the first white house official to make a deal with investigators. abc news reporter serena marshall has the latest from washington. >> reporter: once one of the

president's closest advisers, now -- >> lock him up! >> reporter: -- facing the same chant he once led against hillary clinton. >> lock her up! >> reporter: michael flynn leaving court after pleading guilty. >> how many figures have to be brought to justice because of their ties to russia before we end up connecting all these dots? >> reporter: the charge stems from his contacts with russian ambassador sergey kislyak in december 2016. the obama administration had just imposed sanctions on russia for their election meddling. the same day flynn spoke with the then-russian ambassador. flynn then consulted with a transition team official who said the trump team did not want russia to escalate the situation. flynn made that request directly to the ambassador and russian president putin did not issue retaliatory sanctions at that time. sources tell abc news that senior official was the president's son-in-law, jared kushner. >> and i think what they're looking at is, were there any conversations with the russians,

their cargo holds unless the lithium battery is removed. it has a device that allows users to track their bags using a smartphone app. the airlines are concerned it could start a fire. the company says its products are thoroughly tested. they're planning to meet with airline executives to ask for an exemplifies. the new policy takes effect on january 15th. united says it expects to announce similar restrictions soon. some medical history this morning that gives hope to women who think they may never be able to become pregnant and give birth. the baby you are looking at was born to a woman without a uterus. it took place at the baylor medical center in dallas and is the first of its kind in the united states. baylor has been working on uterus transplants and told "time" magazine there is another woman who is pregnant and using a donated uterus. the baby was delivered by c-section and is said to be in perfect health. actor chris pratt is warning female fans to be aware of an

online imposter. the guardians of the galaxy star says someone is pretending to be him on facebook. pratt says the person is targeting women, hitting on them and trying to get phone numbers or perhaps other information. it is not clear if the imposter has also set up accounts on other social media platforms. this weekend's miss california usa pageant will feature a contestant like no other. 27-year-old andrea one of 100 women vying for the title. she's the only contestant with cancer. andrea was diagnosed with stage 3 colon cancer last march. doctors gave her between six months and two years to live. >> every single day is a struggle. you have to live it day by day. it's very hard. at the end of the day, i'm just going out there wanting to just do it. you know, even if i don't win the crown, it's okay.

yes, the typical spot is in the north bay. here in san francisco, 50 degrees. it's 49 in oakland with 43 in mountain view. 39 in gilroy. and 45 at the coast. but with a little bit of a north wind it feels like it's an around freezing from santa rosa. napa is at 39 as well as novato with low 40s fairfield, concord and livermore. another chilly start. but tonight with the cloud cover, we shouldn't be as cold. and we look outside, and you can see all the lights there from the bay bridge, roof camera. we're looking at some pretty typical conditions for december temperature-wise. but a little atypical as we get towards the rainfall. in fact we should see a little bit more. we're running a bit behind. and the outlook doesn't look too great for that. but right now we'll talk about our highlights. what you can expect today and the next several days. with more clouds on the way today, there's a weak system riding to the north of us. that will allow for showers tonight, possibly. as that moves out, sunnier conditions tomorrow.

it looks dry for a number of days as we go into next week. in fact, it looks like temperatures are beginning to warm up by the end of next week. we want to talk about the high tides, the king tides that will be with us. here's the tide cycle tomorrow into monday. 10:23, we're looking over five feet here. then we get to a low tide sunday night. two high tides on monday. this one nearly seven feet. so those typical spots, man zahn eat that, mill valley, that flood, we'll see issues there with the king tides coming our way. in terms of temperatures, pretty decent with near average numbers in the east bay valleys. low 60s for your afternoon highs. you'll notice a few clouds. by 2:00 we should be at about 61 degrees. the sun setting before 5:00. boy, numbers cool quickly by 6:00 in the mid-50s. there is just an outside chance that you could see a sprinkle but most likely it's going to be towards the coast and the north

had to dodge a couple of uber or lyft vehicles double parked on the already crowded streets. the mayor has an idea to unclog the most congested areas with eight proposed loading zones for ride hailing services. they include sections of clement treet in the inner richmond, chestnut street in the marina, bay street in north beach, two sections of howard street in the financial district, as well as portions of hay street in hays valley, 24th street in noe valley and irving street in the an sunset. here's abc 7 news reporter jonathan bloom. >> reporter: stand on chestnut street for five minutes and you'll see it. >> they can't find where their pickup is or they can't find the person. so they end up double parking along the street. >> reporter: not even the mayor is immune. >> i've been stuck behind it. parking until the middle of the street, picking people up, dropping people off. >> reporter: the mayor is proposing special zones in crowded neighborhoods for uber and lyft drivers to pick up and
