>> announcer: good morning bay area. let's get up and get going. this is "abc 7 mornings." it's saturday, december 2nd. good morning and thanks so much for joining us. i'm chris nguyen. let's start with a first look at the weather. here's meteorologist lisa argen. >> hi, chris. live doppler 7 shows the visibility is an issue in some spots. we're also just a few degrees warmer, if you can believe that, even with the upper 30s out there. half mile visibility in petaluma, down to four miles by the delta. there's an incoming system to the north that will be influencing our weekend weather and even into next week. it's 42 in concord, 40 in livermore, 45 half moon bay and san mateo. 2 1/2 mile visibility in napa. your forecast today calls for thickening cloud cover with upper 50s by noontime. by the afternoon we're still dry, still in the mid- to upper 50s, coast, around the bay,

inland. we cool off quickly tonight with the clouds. but as we look at the chance of rain over the next seven days, it looks pretty dry, although you could see a few sprinkles later on tonight. i'll show you where and talk about the seven-day outlook when we see you next. >> lisa, thank you. breaking news of a deadly accident on the bay bridge. a live look at our bay bridge toll plaza camera. the chp says a pickup truck hid a pedestrian there just after 5:00 this morning. as you can see, there's a lot of congestion on the bridge right now with lanes 14 through 16 blocked. there's no word yet on when those lanes will reopen. traffic is backed up to interstate 880. developing news this morning, a big win for the white house. snate republicans garnererd enough votes to pass a sweeping tax bill. that bill affecting just about every american. abc's maggie rulli has the details. >> the tax cuts and jobs act as amended is passed.

>> reporter: a victory for senate republicans. after intense back and forth negotiations all week, the party's lawmakers finally getting just enough votes to pass the gop's new tax plan without any yeas from the democrats. dubbed the tax cuts and jobs act, the plan includes a huge tax cut for big corporations. republicans say the benefits will trickle down and ultimately help the middle class. but democrats are not buying it. >> they're once again telling families to place their faith in tired trickle down economic theories. and we have seen how that works. it doesn't. >> reporter: nonpartisan agencies say the new tax plan will give big tax cuts to those earning more than $100,000 a year. for americans earning less than $75,000, most can expect to pay more in the next ten years. >> a flurry of last-minute changes will stuff even more money into the pockets of the wealthy and the biggest corporations while raising taxes

on millions in the middle class. >> reporter: independent report the bill will add $1 trillion to america's already sizable debt. but some republicans still have faith that the bill they've created will pay off. >> i'm highly confident there will be no deficit. the growth will pay for this bill and then some. >> reporter: the tax bill still needs to get approval from the house where it most likely will face another battle. but still republicans say they're committed to getting it passed before christmas. maggie rulli, abc news, new york. democrats are furious after republicans released a revised version of the bill nearly 500 pages with significant changes handwritten in the margins. illinois senator dick durbin tweeted, they are making handwritten changes to the bill as we speak. can anyone else read this? montana senator jon tester tweeted, i was just handed a 479-page tax bill a few hours before the vote. one page literally has hand scribbled policy changes on it

that can't be read. this is washington, d.c. at its worst. massachusetts senator elizabeth warren called the changes chicken scratch and complained about not having time enough -- having enough time to read it all. house minority leader nancy pelosi called on senate majority leader mitch mcconnell to have the decency to find a printer. senator kamala harris said this about the handwritten edits. that's ridiculous. the legislation passed 51-49 mainly along party lines. today marks one year since the devastating oakland ghost ship warehouse fire that took 36 lives. abc 7 news reporter katie utehs has more on the continued calls for action and the vigils for victims. >> reporter: holly curtis honors her friends, killed in the ghost ship fire, by placing candles at the chapel of the chimes. >> it's a terrible loss for oakland and everybody.

>> reporter: 36 candles, 36 roses, representing the 36 lives lost. the vigils are open to the public all weekend. >> it's been a year. but people now may be taking the time to slow down and consider the impact of all of this. >> reporter: at the oakland museum of california, a moment of silence. then the victims' names are read aloud. >> jonathan birnbaum. >> every time we do this, it's hard. and it brings back memories of that day. it brings it back a year later, it just feels the same. >> reporter: chris's ghost ship altar is on display at the museum. the artist who created the altar piece had collaborated with alex kassan, a ghost ship victim. he was front and center on this piece of art. victims' family members wanted to be included so it's expanded to include their pictures. visitors are encouraged to write out their feelings. >> a lot more people need to be held accountable for the city of oakland. the people who own the building and of course the people already

being held accountable and jail. >> reporter: messages of remembrance and continued calls for change one year after the deadly fire. in oakland, katie utehs, abc 7 news. happening today, the city of oakland will honor victims of the ghost ship fire. the public can join victims' family and friends at a memorial on 31st avenue between international boulevard and east 12th street. the tribute is from 10:30 this morning until 9:00 tonight. sky 7 was in oakland where a collapse at a construction site sent shipping containers into the estuary. crews deployed booms near the brooklyn basin project near the embarcadero not far from jack london square as a precaution. fire department photos show the collapse. 300 feet of shoreline gave way, taking out a pier that was supposed to be demolished. firefighters do not think there is anything hazardous in the containers. the brooklyn basin project will bring new commercial, retail, and park space to the area.

kate steinle's family is ready to move on and begin the healing process two years after her death. they told "the san francisco chronicle" justice was rendered but it was not served. abc 7 news reporter elissa harrington has more on how the steinle family is coping with the verdict. >> it's been tough for me because i was there. >> reporter: the toughest part of this entire trial for jim steinle is knowing nothing will bring his daughter back. "san francisco chronicle" editor john diaz spoke with the family on the verdict. they said, no matter the outcome -- >> our family have not had a moment of anger, vengeance. we had no room in our hearts and ourselves for any of that. >> reporter: kate's brother blamed a mix of failures for her death, like the unsecured gun stolen from a federal ranger's car. and the fact that undocumented

immigrant jose inez garcia zarate had been deported five times. >> the lack of accountability and change is what i find is the most disheartening and outrageous part of this entire thing. >> i think he did shoot toward them, which was very upsetting to me. but, you know, i was hoping it was just a ricochet. >> reporter: the defense team claimed the incident was a tragic accident. the steinles also take issue with politics surrounding the case, including the debate over sanctuary cities. >> we somehow or another amazingly got caught up in immigration and trump. and we have our views on immigration, we have our views on trump. but this is the death of my daughter. >> reporter: the steinles were not in court when the not guilty verdict was read. they later told diaz they were shocked and saddened. elissa harrington, abc 7 news. the jury in the steinle case

asked to pull the trigger on the gun used in her murder while it was unloaded. some experts are wondering why the judge refused their request. >> in my opinion, this was something that was perfectly permissible for the jury to do. and in fact it was the crucial issue that was tried in the case. >> it's the defense that was pushing for it. the defense must have thought if the jury started handling the weapon, it would have come out their way. why wasn't the prosecution supporting that? maybe they thought it was going to go the defense way as well. >> professor levine says it was the defense, not the prosecution, asking for jurors to handle the gun. the judge's ruling probably wasn't a major factor. we have complete coverage of the kate steinle murder trial online. the latest breaking news alerts are always sent out through the abc 7 news app. we'll also post updates and background on the case on twitter, on facebook, and at abc7news.com. north star california resort

80. stay with abc news for more updates on this breaking news. new details in the brock turner case. our media partner "the mercury news" reports the former stanford swimmer is appealing his sexual assault conviction. a brief filed yesterday claims prosecutorial misconduct. turner says the judge did not instruct the jurors to consider extra charges and excluded testimony that may have proved his innocence. he made headlines last year after he was sentenced to just six months for assault with intent to commit rape. he claims the sexual contact was consensual. happening today, civil rights activists will remember a man shot and killed by san francisco police today. it's been two years since mario woods' death. officers shot and killed him whiling responding to reports of a stabbing. they say woods lunged at them with a knife but video of the incident raised questions about what exactly happened. today the group justice for mario woods will gather at third and armstrong at 3:30 this

afternoon. they'll march to the muny stop at 3rd and fitzgerald where woods was killed. san francisco city hall was lit in red for world aids day. former president bill clinton spoke at the national aids memorial in golden gate park yesterday. in 1996, he helped designate the national monument in honor of those who died from aids. lives lost to hiv and aids remembered. this group marched down market street yesterday, some carrying signs with the names of loved ones. abc 7 news reporter katie marzullo was at a vigil in san jose where awareness was front and center. >> the disease is no longer a death sentence for most people. >> reporter: carl vitt was diagnosed with hiv in 1989. he got very sick and even lost his sight. but on this world aids day, he's not only alive. he's healthy. >> it's a day to remember, to reflect, and to see how far we've come. >> reporter: the aids quilt and candlelight vigil are tributes

to those who died. but this event is for the living. dr. sarah lewis said people with hiv can now have the same life expectancy as people without the disease. >> we see new medications coming out every year, and they tend to be even easier to take, lower risk of side effects, and more effective. >> reporter: medication to not only treat hiv but prevent it. >> so many things that are going on now, and we really hope we can get to the day where there's zero infections and zero deaths and zero stigma. >> reporter: for bob reed, it's no longer the impossible dream. >> i've lived with hiv for over 30 years. and this is the first year where really i see a light at the end of the tunnel. >> reporter: with world aids day comes a reminder to get tested. there are an estimated 320 people living with hiv in santa clara county but they don't know it. in san jose, katie marzullo, abc 7 news. while airport security focuses on intercepting probably

weapons, verbal assaults can still happen aboard an aircraft. a south bay passenger says it has happened to him several times as a muslim american. abc 7 news reporter david louie has one man's story you'll see only on abc 7 news. >> to be honest, it was a breaking points. >> reporter: computer scientist dr. salman azhar has encountered a number of incidents, three of them on airlines. he posted a photo of a flight attendant whom he thinks doubted he was sitting in first class. he asked to see his boarding pass which was on his smartphone. there was tension when he reached for his phone. >> he basically thought that i was trying to pull something in, a weapon or something like that, even though i was passed security so there was no chance of anything like that happening. and he basically wouldn't allow me to sit in the seat. >> reporter: this is azhar in a story abc 7 news in a story following 9/11 about how he

loved raising his family in america. he emigrated from pakistan in 2014. in august, on an international flight, azhar says a man shown in a photo he took and shared with us didn't want his child to sit next to azhar and his wife. the passenger wanted them to move. the azhars said the child should move. >> his response to that was, i don't care about fairness, all i care about is winning and that's all i care about in my life and that's why we kill people like you. >> reporter: to avoid a flight delay, the azhars relented. azhar thinks he's reached the breaking point and will speak out now. he thinks united should give flight crews sensitivity training. united's response, quote, we're concerned to hear of our customer's experience and are in touch with him to better understand what happened. david louie, abc 7 news. san leandro turned on the downtown holiday lights last night.

the "it's a wonderful night" holiday celebration is an annual tradition at the studio plaza featuring dancing, singing, and a visit from santa claus. happening today, the first day of the caltrain holiday train. the glittering show train has been a bay area holiday tradition for the past 15 years. it's decorated with more than 75,000 lights. the train will visit nine caltrain stations this weekend. you can also take pictures with santa, mrs. claus, frosty the snowman and rudolph the red nosed reindeer. the event starts at 4:00 this afternoon at the station on 4th and townsend in san francisco. >> announcer: now your accuweather forecast with lisa argen. good morning to you. a typical cool start. we do have cloud cover, though. live doppler 7, we widen the perspective. and this storm system is moving to the north of us. it could spread a few inches of know in the highest elevation in the mountains and bring windy conditions into the sierra nevada. in the bay area, we get the tail

end of it and perhaps a couple of sprinkles later on tonight. three quarter mile visibility from petaluma to napa. eight miles in livermore. but a good view here from downtown where we have good visibility. it's 50 here, 44 in oakland. 45 in mountain view, san jose, and half moon bay, 38 in gilroy. from our roof camera, it looks nice. chilly numbers, typically in the north bay. 35 for you in napa. 37 in novato, with santa rosa 38. 40, livermore. good morning, concord, 42 degrees. highlights call for clouds today, possible shower late tonight. we're calling it isolated. it's not even on our storm impact scale. so most of you won't see anything at all. we'll see more cloud cover could bring up the temperatures a bit. sunnier skies tomorrow. that bodes well for the super moon sunday night. we're looking at dry and milder days next week. we're looking at the king tides, particularly tomorrow and monday, where we could see up to

seven feet. and some of those low lying areas, mill valley, manzanita, looking flooding there. several days where you could be impacted by the tide cycle. in fact that super moon, of course you may already know that it is closest, the closest moon of the year and appears brighter and larger, 30% brighter and 14% larger. check that out. as for today, we have the clouds. we'll be looking at limited sunshine in the north bay. in fact temperatures will slowly go up into the 50s by about noontime. then looking low 60s with mostly cloudy skies. after sunset, the possibility perhaps of a slight isolated shower. but most of you will only see the cloud cover. here we go with our computer animation, with your increasing clouds. 7:00 tonight, the system is well to the north. by 10:00 tonight it sort of limps across the bay area, perhaps wringing out a few sprinkles, an isolated shower by tomorrow morning, 6:00.

>> announcer: good morning north bay. let's get up and get going. this is "abc 7 mornings." >> thanks so much for waking up with us. i'm chris nguyen. we're starting this half hour with a quick look at the weather. meteorologist lisa argen is tracking conditions where you live, hi, lisa. >> hey, chris, good morning to you. it's cold out there, we have cloud cover, and another 35 minutes or so until sunrise. with that we have not only fog but windchill factor. upper 30s in the north bay, 40 in napa right now, 45 in san mateo. three quarter mile visibility in petaluma. elsewhere, not too bad, except if you're towards the delta. cloud cover this morning, 7:00, 40s and 50s. by noontime we're in the low to mid-50s for most of you, a few upper 50s by livermore. notice the clouds. they continue to thicken by 4:00. we're in the mid-50s, maybe 60

degrees in san jose. then by 7:00, temperatures drop to the low 50s. not as cold tonight with the cloud cover. but we will and could bring in a few isolated showers. i'll tell you where and take a look at our forecast for the week ahead, which cluincludes m sunshine and more mild air, chris. >> lisa, thank you. developing news out of north carolina. authorities have arrested a 32-year-old man in connection to a missing 3-year-old girl. investigators say earl kimrey is the live-in boyfriend of the girl's mother. he faces multiple charges in the death of mariah woods. the fbi says evidence gathered during the investigation suggests mariah is dead. so far her remains have not been found. a former high ranking trump administration official will cooperate with robert mueller in the russia investigation. michael flynn pleaded guilty yesterday to lying to the fbi about his conversation with a russian diplomat.

he's now the first white house official to make a deal with investigators. abc news reporter serena marshall has the latest from washington. >> reporter: once one of the president's closest advisers, now -- >> lock him up! >> reporter: -- facing the same chant he once led against hillary clinton. >> lock her up! >> reporter: michael flynn leaving court after pleading guilty and agreeing to fully cooperate with the special counsel. >> how many figures have to be brought to justice because of their ties with russia before we end up connecting all these dots? >> reporter: the charge stems from his contacts with russian ambassador sergey kislyak in december 2016. the obama administration had just imposed sanctions on russia for their election meddling. the same day flynn spoke with the then-russian ambassador. flynn then consulted with a senior transition team official who said the trump team did not want russia to escalate the situation. flynn made that request directly to the ambassador and russian president putin did not issue retaliatory sanctions at that

time. sources tell abc news that senior official was the president's son-in-law, jared kushner. >> and i think what they're looking at is, were there any conversations with the russians, not during the transition but during the campaign. >> reporter: the plea document suggests the special counsel may also be focused on president trump's firing of fbi director james comey, who testified -- >> i understood him to be saying what he wanted me to do was drop any investigation connected to flynn's account of his conversations with the russians. >> reporter: and the president's only public event friday -- >> reporter: any comment on michael flynn being indicted, sir? >> reporter: ignoring questions. in a statement, the white house sought to downplay the plea deal, writing nothing about the guilty plea or the charge implicates anyone other than mr. flynn. a confidant says flynn is prepared to testify against president trump and others in the white house if needed. serena marshall, abc news, washington. russia's ambassador to the united states is on the peninsula this morning.

earlier this week he visited the russian consulate in san francisco. staff members were kicked out in september in an escalating feud between washington, d.c. and moscow. during a speech yesterday afternoon at stanford, ambassador anatoly antonov blamed party politics for the crumbling relationship between the two countries. >> so it seems to me that russia-american relations is at hostage of internal problems between the democratic party and the republican party. it's easy to blame somebody outside of this who is responsible for this. it's very easy to choose russia. >> antonov plans to be in california through the weekend. this morning, a consumer warning about thieves at the front door. it comes at a time when many cyber monday purchases are now being delivered.

abc's eva pilgrim explains what police are now doing. >> reporter: the season of giving and taking is here. after a record breaking cyber monday, those deliveries are starting to pour in. that means it's prime time for package thefts. porch pirates, the real grinches. they follow delivery drivers, then snatch boxes. this woman now serving up to a ten-year sentence. in chicago, residents in one neighborhood catching an alleged thief in the act. >> is that your package? >> yes, ma'am. >> can i see it? excuse me, you took that off the porch. >> he actually handed over the packages. we were sort of stunned so we let him walk off. >> reporter: police discourage taking the law in your own hands. but in denver, sheriff's deputies are leaving bait packages on porches, with hidden tracking devices inside. eva pilgrim, abc news, new york.

this weekend's miss california usa pageant will feature a contestant like no other. 27-year-old andrea andrade is representing fresno county in the competition, which is tomorrow in long beach. she's one of 100 women vying for the title. she's the only contestant with cancer. andrea was diagnosed with stage iii colon cancer last march. doctors gave her between six months and two years to live. >> every single day is a struggle. you have to live it day by day. it's very hard. at the end of the day, i'm just going out there wanting to just do it. you know, even if i don't win the crown, it's okay. at least i'm able to do it and it's a once in a lifetime opportunity. >> andrea underwent the eighth of 12 rounds of chemotherapy this week. the treatments leave her weak and caused her to lose hair and muscle tone. she says it's been hard but she'll give it her all. best of luck to you, andrea. still ahead on "abc 7

good morning, everyone. back to our breaking news, a live look outside at the toll plaza this morning. two people have died after a tragic accident on the bay bridge involving a pickup truck. the northbound 880 to westbound 80 connector remains closed this morning. the estimated time of reopening is unclear. but we are working with chp to determine when that is going to happen. for now, all traffic is being diverted from northbound 880 to eastbound 80. once again, you can see here the

in parts of the north bay, from petaluma to napa, from one to two mile visibility. storm system to the north will head into the sierra nevada, allowing for light snow and gusty winds. locally it just means extra cloud cover here and isolated sprinkles, perhaps a light shower through the later evening hours. with the mostly cloudy sky today, temperatures will be where they should be for early december. and then looking at more sunshine tomorrow, as that system passes to the east of us, and dry and milder days into next week. so tides will be high. in fact the king tides for tomorrow into monday, with the highest occurring monday morning, 11:08, nearly seven feet. between now and then, we have the cycle of high tide tomorrow morning at about 5.9 feet, then a low tide, and the next high tide at 6.2 before it ends at about 7 feet. we're looking at the moon too, coinciding with that. it will be the closest full moon

of the year. maybe that's why you can't sleep, right? with temperatures on the cool side and the moon so bright, we're looking at a 30% brighter moon. and it appears 14% larger. so with the increasing clouds in the east bay valley, still have a little bit of sunshine. and that will allow temperatures to come up through the 50s from 10:00 to noontime. 61 should be the average high. and then as the sun sets at 4:50, it gets cool quickly. and you'll see cloudy skies. we are looking at the potential of maybe 1/100th for the east bay, san francisco, the north bay. this is why. with this system to the north of us by 7:00, it is going to be well after sunset as it continues to sink to the south. you can see that line of showers from i-80, vallejo, san francisco, perhaps emeryville, right along the coast. you could just see a few sprinkles out there. then through the overnight hours, the skies begin to clear. we get into some stronger north winds. that's just going to keep us cool in the days ahead. the overnight lows. but as for tonight, with the cloud cover, we'll be milder.

sections of howard street in the financial district, as well as portions of hay street in hays valley, 24th street in noe valley and irving street in the an sunset. here's abc 7 news reporter jonathan bloom. >> reporter: stand on chestnut street for five minutes and you'll see it. >> they can't find where their pickup is or they can't find the person. so they end up double parking along the street. >> reporter: not even the mayor is immune. >> i've been stuck behind it. parking in the middle of the street, picking people up, dropping people off. >> reporter: the mayor is proposing special zones in crowded neighborhoods for uber and lyft drivers to pick up and drop off passengers. >> when you see the bikes and pedestrians walking around those cars, it's dangerous. >> reporter: one vendor thinks it will bring order to the crowded streets. >> it would be a good thing. >> reporter: everything comes at a price. in this case the cost would be something that's already scarce -- parking. >> already it's a problem parking. >> reporter: some neighbors doubt it will help. >> i don't think double parking
