>> announcer: now from abc 7, live breaking news. breaking news, a toll taker is dead after an accident at the bay bridge toll plaza. good morning, i'm chris nguyen. we're taking a live look from sky 7. you can see one toll booth destroyed. officer vu williams from the chp joins us live from the scene. officer williams, good morning to you. what can you tell us about the crash? >> good morning, mr. nguyen. what i can tell you is that at 5:10 this morning, a large box truck traveling westbound, approaching the toll plaza, the bay bridge, for some reason lost control, came across several lanes, struck at least five other vehicles that were in line wait to go go through the toll plaza, and then continued after striking these vehicles and struck a toll booth inside of which was unfortunately a toll taker that was, as you mentioned, killed. >> and we're hearing that speed

may have been a factor? >> reporter: you know, right now we are in the preliminary stages of the investigation. so we are looking to determine exactly why the vehicle lost control, why that driver lost control, what the speeds were, and we're looking at all the different factors surrounding why this collision took place. >> as we take a look from sky 7, we can see here that these images of damage, just absolutely horrendous. can you tell us, lanes 14, 15, and 16 where this all took place, those lanes being impacted right now, where are they on the bridge for viewers who are just now tuning in? >> so there are approximately 18 lanes on the bridge itself. as you mentioned those numbers, this would be on the northern side of the toll plaza,

essentially next to the bus flyover. >> so close to fast track on that side, correct? >> absolutely, yes. the lanes right next to the fast track on the northern side. >> as you mentioned, the investigation is still in the preliminary stages. that backup now continuing into the macarthur maze. how many hours do you anticipate these delays and these closures happening for? >> so we are anticipating at least -- and this is a very preliminary number -- at least eight to ten hours for this to be closed. it's an obviously a major investigation involving, you know, a fatality. and as you can see from the images itself, there's quite a bit of damage as well. so there's going to be that investigation that's done, and then also the cleanup that's going to be required. so expect eight to ten hours at the very least. >> so now an update of eight to ten hours before we could see these lanes reopen to traffic. now, there are also some other closures to talk about,

including the connector as well, right, officer williams? >> correct. the connector, i guess if you want to reference that, we call it the bus only lanes or the carpool lanes on the north side of the bridge. that's all going to be closed as well pending this investigation. >> is there anything else you would like to share with viewers at home that you think would be really important to get out right now? >> just that if you're planning on coming across the bay bridge going west, you can expect significant delays, all approaches. if you could find other means of getting across the bridge, including using b.a.r.t., that would be best. >> officers vu williams with the chp. we'll continue to get updates from the chp throughout the morning. let's turn to weather now and a quick check of the accuweather forecast with meteorologist lisa argen. hi, lisa. >> hey, chris, good morning to you, hi, everyone. cloud cover, green at the top of the screen. that rain could bring sprinkles

by the end of the day. a little hazy, 50 in san francisco, 46 in san jose. you can see the clouds from our sutro camera. 37 in novato with 43 in concord. by 9:00, we're in the 40s and 50s. by 2:00, lots of clouds. 56 in oakland, 59 in livermore. dinner time, low to mid-50s. and by 9:00 tonight, we have more mild weather due to the cloud cover. but when will we see a few sprinkles? it is in the offing this saturday night. stay tuned, i'll time it out for you and talk about a good view of the super moon coming up. an earning morning victory for republicans. the senate voted to pass a massive tax bill. senate majority leader mitch mcconnell showed a rare demonstration of something approaching glee. the democrats meanwhile flooded twitter with angry messages, calling the bill a scam. abc news reporter gloria riviera is in washington with the latest.

>> the tax cuts and jobs act as amended is passed. >> reporter: after frantic negotiations down to the wire, senate republicans passed the largest change to the u.s. tax code in 30 years, revising and re-revising their tax bill late into the night. ultimately swaying critical republican holdouts including senators susan collins of maine and jeff flake of arizona. senator bob corker the sole republican to vote no. >> i still have fiscal concerns. >> reporter: changes taxpayers can expect from the new bill include elimination of the obamacare mandate, slashing the corporate tax rate from 35 to 20%, doubling standard deductions but abolishing all individual state and local income tax deductions. for americans making more than $100,000 a year, it could mean a big tax cut. but middle class americans making less than $75,000 a year could end up paying more in taxes over the next ten years. >> this is a great achievement,

something that literally will help millions and millions of young people in our society. >> reporter: with the clock ticking, a final version of the 497-page bill was not released until mere hours before voting. outrage from democrats was swift and fierce. >> this vote will not be forgotten. >> there is no reason for rushing through a tax break for millionaires and billionaires. >> you complain about process when you're losing. and that's what you heard on the floor tonight. >> reporter: overnight president trump tweeting his approval, saying "we are one step closer to delivering massive tax cuts for working families across america," and that he looks forward to signing the final bill before christmas. gloria riviera, abc news, washington. back here at home, today marks one year since the devastating oakland ghost ship warehouse fire that took 36 lives. abc 7 news reporter katie utehs has more on the continued calls for action and the vigils for victims.

>> reporter: holly curtis honors her friends, killed in the ghost ship fire, by placing candles at the chapel of the chimes. >> it's a terrible loss for oakland and to everybody. >> reporter: 36 candles, 36 roses, representing the 36 lives lost. the vigils are open to the public all weekend. >> it's been a year. but people now may be taking the time to slow down and consider the impact of all of this. >> reporter: at the oakland museum of california, a moment of silence. then the victims' names are read aloud. >> jonathan birnbaum. >> every time we do this, it's hard. and it brings back memories of that day. it brings it back a year later, it just feels the same. >> reporter: chris's ghost ship altar is on display at the museum. the artist who created the altar piece had collaborated with alex kassan, a ghost ship victim. he was front and center on this piece of art. but victims' family members wanted to be included so it's expanded to include their pictures. visitors are encouraged to write out their feelings.

>> a lot more people need to be held accountable for the city of oakland. the people who own the building and of course the people already being held accountable and jail. >> reporter: messages of remembrance and continued calls for change one year after the deadly fire. in oakland, katie utehs, abc 7 news. happening today, the city of oakland will honor victims of the ghost ship fire. the public can join victims' family and friends at a memorial on 31st avenue between international boulevard and east 12th street. the tribute is from 10:30 this morning until 9:00 tonight. sky 7 was in oakland where a collapse at a construction site sent shipping containers into the estuary. crews deployed booms near the brooklyn basin project near the embarcadero not far from jack london square as a precaution. fire department photos show the collapse. 300 feet of shoreline gave way, taking out a pier that was supposed to be demolished.

firefighters do not think there is anything hazardous in the containers. the brooklyn basin project will bring new commercial, retail, and park space to the area. kate steinle's family is ready to move on and begin the healing process two years after her death. they told "the san francisco chronicle" justice was rendered but it was not served. abc 7 news reporter elissa harrington has more on how the steinle family is coping with the verdict. >> it's been tough for me because i was there. >> reporter: the toughest part of this entire trial for jim steinle is knowing nothing will bring his daughter back. "san francisco chronicle" editor john diaz spoke with the family on the verdict. they said, no matter the outcome -- >> our family have not had a moment of anger, vengeance. we had no room in our hearts and

ourselves for any of that. >> reporter: kate's brother blamed a mix of failures for her death, like the unsecured gun stolen from a federal ranger's car. and the fact that undocumented immigrant jose inez garcia zarate had been deported five times. >> the lack of accountability and change is what i find is the most disheartening and outrageous part of this entire thing. >> i think he did shoot toward them, which was very upsetting to me. but, you know, i was hoping it was just a ricochet. >> reporter: the defense team claimed the incident was a tragic accident. the steinles also take issue with politics surrounding the case, including the debate over sanctuary cities. >> we somehow or another amazingly got caught up in immigration and trump. and we have our views on immigration, we have our views on trump. but this is the death of my daughter.

>> reporter: the steinles were not in court when the not guilty verdict was read. they later told diaz they were shocked and saddened. elissa harrington, abc 7 news. the jury in the steinle case asked to pull the trigger on the gun used in her murder while it was unloaded. some experts are wondering why the judge refused their request. >> in my opinion, this was something that was perfectly permissible for the jury to do. and in fact it was the crucial issue that was tried in the case. >> it's the defense that was pushing for it. the defense must have thought if the jury started handling the weapon, it would have come out their way. why wasn't the prosecution supporting that? maybe they thought it was going to go the defense way as well. >> professor levine says it was the defense, not the prosecution, asking for jurors toll handle -- to hahn the gun, the judge's ruling probably

good morning, everyone. we're back with breaking news. a live look at a deadly accident on sky 7. the chp says a toll taker was killed on the bay bridge this morning after a truck plowed into a toll booth. it happened at around 5:00. traffic right now is still backed up into the macarthur maze with several lanes closed. abc 7 news assignment desk manager jim huntington joining us on the phone right now. jim, you're on your way to the scene. what can you see on the interstate? >> good morning, chris, good morning, everybody. i was able to drive through the bay bridge toll plaza. i got on the bay bridge toll plaza entry by taking the grand avenue entry. and that is not closed off. but as soon as you start to get near the toll plaza, you get

steered over to the left. that is where the traffic is totally backed up. i was able to go through the toll plaza and get a good look at the damage. and it's very significant. i'm not sure if sky 7 can actually show you that white box truck with the words "monarch truck rental" written on the side, but that truck is destroyed. and it looks like it was carrying big, nice, new trucks, big, huge suitcases that looked like they would carry things like musical instruments or drums or guitars. i was not able to see exactly what was in those trunks. but that debris field is spread over two or three lanes. the actual toll plaza where the accident happened, that numbered lane, you know, is damaged. there are -- i counted at least

15 highway patrol cruisers. caltrans is there. this is not only incredibly sad, a toll taker was killed, but as you heard, we are now hearing there will be significant backups well into late this afternoon. this investigation is going to go on all day. so anybody who is trying to get into san francisco on the bay bridge will be delayed. and one thing i want to mention is that once i got through the accident scene, all you of a sua everybody is trying to make up for lost time. people are going really fast up the incline toward treasure island and ydi. people really need to be careful once they get through this accident. i'm now going back past the accident again. i am just passing it. it is on my left. i'm on the eastbound lanes of the bay bridge going by the

administrative offices. you can see a number of red flashing lights. there's the box truck, caltrans vehicles everywhere. dozens of workers in orange vests, including the highway patrol and caltrans. be careful in this area. try not to be a looky-loo. we're bringing you pictures from sky 7. we'll stay on top of this, a major story throughout the day, chris. >> and jim, of course, the chp, as you mentioned, has cleaned up and the lanes can reopen as they conduct their investigation. and we see here from these images from sky 7, just the amount of vehicles that were involved in this accident, as well as this huge backup at the toll plaza. >> yes. and right now i am now east of the toll plaza. i'm now on the 580. i'm over the maze right now. and you can see that -- i mean,

normally of course on a saturday morning, you can breeze through there. this accident is now over three hours old. and the backup, in fact i see westbound 80 all the way down to emeryville is moving, and then it just comes to an abrupt stop. also as you take 580 coming from downtown oakland into the maze, it looks like normal freeway speeds, then all of a sudden you're going to hit the brake lights. i don't think people are really used to that on a saturday morning, it's usually pretty quiet on the freeways here. just the investigation into the fatal accident, removing the box truck, look at the toll plaza booth to see if there's any structural damage there. i also want to add that on the far north, there are fast track lanes that are also used by

buses. those lanes look to me like they were all closed off. so there could be a major impact if you take a c-trcac in the carpool lane, it doesn't look like they'll have access to that right now because there are so many investigators and workers, people outside of their vehicles. it's totally, you know, unsafe to drive near the north part of the toll lane. as officer williams said, lanes 14, 15, 16, and 17 are all closed. it's all coned off. just drive through with a lot of caution, chris. >> yeah, those lanes you mentioned, 14, 15, 16, are closer to the northern side of the bridge, near that fast track and the bus lane. we want to mention for those

>> announcer: good morning south bay. let's get up and get going. this is "abc 7 mornings." good morning, everyone, i'm chris nguyen. we're starting this half hour with a quick look at the weather. here's meteorologist lisa argen, tracking the conditions where you live. hi, lisa. >> hi, chris. sfo has the clouds but we're not looking at any delays, that's the good news. we'll have more clouds today than sun. it is 50 in the city. 46 in san jose. you can see the planes taking off there, getting ready to. the golden gate bridge looking at partly sunny conditions. 38 in napa, still chilly in the north bay. 41 in livermore and finally from our sutro tower camera, pretty hazy. mid- and upper 50s, perhaps 60 degrees by noontime inland. by 4:00, we're still holding onto the cloud cover.

temperatures in the 60s. we'll look for the possibility of some sprinkles after sunset, even a few isolated showers. more details on that coming up with my accuweather seven-day forecast in a few minutes. >> lisa, thank you. breaking news, a toll worker killed on the bay bridge in a deadly accident. we've been following the story all morning long. here say live look at the bridge from sky 7. chp officials say a box truck plowed into several vehicles, hitting a toll booth, around 5:00 this morning. you can see the horrific images from sky 7. the toll taker was killed upon impact. officials say the truck driver and a passenger were ejected from their vehicle. they were taken to the hospital. other drivers were injured as well. they're expected to be okay. investigators say the truck may have been speeding through this area. it's supposed to be 25 miles per hour, that zone. traffic is backed up near the macarthur maze and several lanes on the bridge are closed.

president's closest advisers, general flynn walked into court to plead guilty of lying to thee fbi, cooperative in the russia investigation. >> how many more figures have to be brought to justice because of their advertities to russia bef end up connecting these dots? >> reporter: flynn says he lied about conversations he had with the russian ambassador, sergey kislyak, during the transition period. the court documents show flynn was acting with the knowledge of senior transition team officials. the documents say a very senior official on the transition team told flynn to contact the russian ambassador about a u.n. resolution dealing with israel. that very senior official, we are now told, was the president's son-in-law jared kushner. the president has insisted there was nothing wrong with flynn making contacts with the russian

this afternoon we should be near average, and the sky continues will be filtered with the sunshine and widespread highway cloudiness. the reason being, as this system is riding to the north of us, it's going to take most of the energy with it and live doppler 7 shows the green here. some of this will sink down into the bay area, maybe giving us a couple of 1/100ths in the sierra nevada with very strong wind. hazy shot from our east bay hills camera. sunnier skies tomorrow. and looking at this resistant, dry pattern to continue into next week. so we need the rain. we want the snow. but as we look at the hour by hour forecast, you see nothing but the cloud cover here. and then by about 8:00, maybe cloverdale gets a shower. it's 9:00 with barely anything there from sonoma county into marin county, the coast. as we go to about midnight, you

the milder afternoon highs everywhere from the coast to the bay to our inland valleys. if you need a tree, that will work out well. download our accuweather app and you can keep track of how low those temperatures go. >> yes, get that tree, it's already december. >> i know. >> lisa, thank you. if you've driven through san francisco lately you've no doubt had to dodge a couple of uber or lyft vehicles double parked on the already crowded streets. the mayor has an idea to unclog the most congested areas with eight proposed loading zones for ride hailing services. they include sections of clement street in the inner richmond, chestnut street in the marina, bay street in north beach, two sections of howard street in the financial district, as well as portions of hay street in hays valley, 24th street in noe valley and irving street in the inner sunset. here's abc 7 news reporter jonathan bloom. >> reporter: stand on chestnut street for five minutes and you'll see it. >> they can't find where their pickup is or they can't find the person. so they end up double parking along the street. >> reporter: not even the mayor is immune.

>> i've been stuck behind it. parking in the middle of the street, picking people up, dropping people off. >> reporter: the mayor is proposing special zones in crowded neighborhoods for uber and lyft drivers to pick up and drop off passengers. >> when you see the bikes and pedestrians walking around those cars, it's dangerous. >> reporter: one vendor thinks it will bring order to the crowded streets. >> they'll no where to go every single time. i think it's a good thing. >> reporter: everything comes at a price. in this case the cost would be something that's already scarce -- parking. >> already it's a problem parking. >> reporter: some neighbors doubt it will help. >> i don't think double parking can be solved. because people are always going to want to double park. >> reporter: in exchange for that valuable curb space, mayor leigh wants uber and lyft to make those zones the only spot you can request a ride on some streets. he also wants something else -- data. >> how many of the drivers are there at any given time of the day? there's got to be a maximum and a minimum. >> reporter: uber and lyft have been blamed for congestion citywide. they have lots of data on where drivers go and when but have been unwilling to share it with cities.

welcome back, everyone. breaking news on the bay bridge, a deadly accident on the toll plaza has shut down several lanes. the chp says a box truck ran into a toll booth, killing a toll worker. the crash happened at 5:00 this morning and traffic has been backed up ever since. you can see from sky 7 the horrific scene showing the vehicles as well as the debris scattered across several lanes. we're zooming out to show you some of that backup, wow, it's intense. one of our crews sent this video in. you can see a closer view of the truck involved in the accident. highway patrol says to expect lanes 14, 15, and 16 to remain closed for at least another seven to nine hours for cleanup. the lanes are on the northern side near fast track in the bus lanes. we'll of course keep you up to date online at abc7news.com as well as on social media. find us on twitte twitter @abc7newsbayarea. download the abc 7 news app and
