>> reporter: but this horse forced to fend for itself. thousands of firefighters working to get the upper hand, tough conditions expected through the end of the week. some relief for firefighters today. the winds are not expected to be as strong. tomorrow that will change. kenneth moton, abc news, washington. thick blankets of smoke are visible from space right now. a startling image from a nasa satellite showing the plumes streaming into the pacific. smoke stretches more than 150 miles out into the ocean. it's 4:30. if you're just waking up to us, hello there. here is a quick update on weather and traffic. mike nicco starts us off. thank you. the best, the most positive spin you can put on the satellite view, is the fact the smoke is blowing out over the ocean and not settling into the l.a. basin. as kenneth mentioned, the winds have calmed down a little bit but still are 25 to 30 miles an hour and look what happens at 7:00 this evening.

we're up to 40. overnight we're going to gust 45 to 50 miles per hour. that will continue through the morning hours. then it will pull back to about 40 miles per hour. so winds will be worse tomorrow. here is a look at our accuweather 12-hour planner. you can see 35 to 46 this morning. we'll be in the upper 50s at noon with clean sunshine. not a spare the air day. low 60s at 4:00. about 47 to 52 at 7:00. here's sue. all right. if you are planning on traveling to the southern california area we are monitoring i-5 over the grapevine because the fires are very close to that so keep it right here and we'll be checking on that in a few. across the san mateo bridge, no high-wind advisory today. you are in better shape than yesterday. traffic is flowing nicely, a 15 to 16 minute drive from 880 over to 101. some road work just cleared out of lanes. this is good because eastbound 380 to southbound 101 is a major route to get to sfo. fully shut down overnight. that's been picked up 30 minutes now. >> sue, thank you.

on to developing news in the east bay. oakland city workers plan to strike for a second day. >> the city council plans to meet to address the strike but has 3,000 people staying home. abc 7 news reporter amy hollyfield in oakland this morning. amy? >> reporter: hi, reggie, good morning. there could be some movement at city hall. the city council is set to meet behind closed doors. take another look and see if they can make any changes to what they call their last and best offer. meanwhile, expect to see more of this. workers on the picket line. last night they picketed in front of a fund-raiser for mayor libby schaaf's re-election campaign. while the workers say they will be at it again today, some are staying positive saying they think this will be over soon. >> we're not that far apart. we have agreed on quite a few noneconomic things and have to iron out a few more. so i am very optimistic we will get a contract.

and we would all rather be at work. >> reporter: the strike shut down city hall and all nonemergency city services. the mayor is calling the strike unlawful saying both sides are not at an impasse. the unions say she is wrong saying the strike is within the workers' rights. so do not expect any city services today except for fire, police, and 911 dispatch. all the other employees say they will not be going to work today. live in oakland, amy hollyfield, abc 7 news. police in fremont are questioning a driver about a deadly hit-and-run crash. a car hit a pedestrian in east warren avenue. police say the victim died at the scene. investigators found the vehicle involved in the accident with major front end damage parked at a nearby shopping center. that's also where they found the driver. it is not clear if drugs or alcohol were a factor. a homeowner in santa clara has a mess to clean up following this accident. you're looking at what happened when a van rammed into a house

on andrea place near war burton avenue. the fire department tweeted nobody was hurt in the crash. >> the man acquitted of killing kate steinle faces weapons charges. jose ines garcia zarate was found not guilty on murder and manslaughter charges last week. a grand jury has indicted him for being a felon in possession of a firearm. garcia zarate is an undocumented immigrant. he's back in court next week for sentencing on a gun possession charge f. he's found guilty on either federal charge could face up to ten years in prison. silicon valley investor shapar is taking a leave of absence. a bloomberg report said he groped an uber employee in 2014 and harassed other women. he's taking leave from several company boards including virgin hyper loop one and that is a company he co-founded. student activists are celebrating the resignation of a san jose state professor, disciplined for sexually

harassing his students. the group students against sexual harassment led a petition drive against him. he resigned in october. the leaders plan to remain watchful. >> we're not naive to think that's the only professor on campus that is doing sexual harassment to students. >> outrage erupted after he was allowed to resume teaching psychology following a 2015 harassment case. one last hurdle before recreational pot sales begin in san francisco. mayor ed lee is expected to sign off on the rules retailers and growers need to get state permits. last night city supervisors voted to pass the regulations. they will take effect 30 days after the mayor gives his approval. if that happens today, recreational pot could be sold in san francisco as soon as january 6th. you will notice the difference when you step outside. it is calmer. and look at this. up to 16 degrees cooler in some

neighborhoods. san francisco is up to 11 degrees cooler. 43 in sunny side. financial, bayview as warm as it gets. about 47 degrees. and on mark street it's 48 degrees. we're in the 40s, also daly city, 47. san leandro and pretty much everyone else in the 30s. look at that, santa clara, 34. getting close to frosty in pleasanton. up to walnut creek up to 35 there. a look at emeryville. you can see as we look north on 80 there, mainly calm on the water today. chilly to mild and staying dry. breezy in l.a. at 76. 65 in monterey. 60 in sacramento. 57 in yosemite. 42 and temperatures at night, they'll be making snow but another nature will not be bringing any.

it's 4:40 and this is a live look at the thomas fire burning in ventura county. it's one of four active fires burning in southern california this morning. hundreds of thousands of people are under evacuation orders. the challenge they are facing this morning, strong santa ana winds fanning the flames. we'll continue to watch that. and this just in to the abc 7 newsroom. "time" magazine revealed its person of the year. last year it was donald trump. this year the honor goes to a lot of people. they're calling them the silence breakers. it features women and there's at least one man who have come forward to speak out against inappropriate, abusive and in some cases illegal behavior. ashley judd, taylor swift is also on the cover. at 4:41 and from the live desk president trump preparing to make a seismic shift in policy.

he will recognize jerusalem as a capital. many view this as a threat to the middle east peace process. >> reporter: president trump's late night calls to arab leaders one after the other prompting new alarm and the region is bracing for trouble. recognizing jerusalem as the capital and moving the embassy could begin a new cycle of violence. egypt's president saying it could undermine peace communities. palestinian president abbas calling it unacceptable. various factions have called for three days of rage. >> israel thinks this move is 22 years overdue that all the feedback he's been getting from world leaders is overwhelmingly negative about the idea. >> no. again, he spoke with five leaders. that's hardly indicative of everybody across the globe. >> reporter: but there's no other country in the world that has its embassy in jerusalem and palestinians view east jerusalem as the capital of any future

palestinian state. president trump is apparently trying to keep it vague, officials saying he doesn't want to impact peace negotiations but palestinians don't see it that way. it's unclear why president trump is doing this right now. former negotiators and diplomats say there's a reason no u.s. administration has done this before. now, of course, he's fulfilling that campaign promise playing to his base. they'll be happy but, again, no u.s. negotiator or former diplomat i spoke with said this serves u.s. interests right now. molly hunter, abc news, jerusalem. 4:43. happening today donald trump jr. will appear for a closed door interview with the house intelligence committee, the first chance for lawmakers to question him about his june 2016 meeting in trump tower with campaign officials and a russian lawyer. democrats also have questions about e-mails between trump and wikileaks just before released e-mails from hillary clinton's chair podesta. russia is being banned from

the olympic games citing systemic doping and cheating among russian athletes. any russians who do want to compete in the winter games will ned special permission. they'll have to wear neutral uniforms, and if they win the anthem will not be played. the flag will not be flown. the record books will show russia won zero medals. colin kaepernick, meanwhile, celebrated as a civil rights icon. >> last night beyonce presented him with the "sports illustrated" muhammad ali legacy award in new york city. >> ladies and gentlemen, i'm so proud and humbled to present the muhammad ali legacy award to colin kaepernick. >> this award recognizes people for outstanding sportsmanship. kaepernick made headlines when he took a knee during the national anthem to protest social injustice. dozens of nfl players following suit. >> i accept this award not for myself but on behalf of the people because if it were not for my love for the people i would not have protested. and if it was not for the

support from the people i would not be on this stage today. >> kaepernick has not signed te the 49ers in march. he says he will continue to work for the people with or without the nfl's platform. >> thousands of families in the south bay are finally getting fluoride in their water. santa clara county is moving ahead with construction. officials say the area has a high concentration of low-income families and many don't have access to proper dental care. >> investment is critical because it's a new well. it's not something that has to be retrofitted. and that means we'll have the best opportunity we can to do this in a very effective and efficient way. >> the cdc says fluoride in water can help prevent tooth decay by 25%. >> abc news invites to you share the joy with us by donating food or your time to our seven bay area food banks. i had the honor of presenting the san francisco marin food bank with a $15,000 check on behalf of abc 7 and our parent company disney. the donation is going to help

feed the 225,000 people it serves every year. the food bank can stretch every $1 donation to $5 worth of food. something that kind of surprised me yesterday when i went to their huge warehouse is so much of the food they donate is fresh produce and they get a lot it have from the central valley. a lot of us think of canned goods but a lot of it is the fresh stuff coming off the farms. >> the healthiest stuff. >> absolutely. good morning, mike. >> that's nice to hear. usually you hear bring the nonperishable stuff. the fresh stuff is good to hear. let's talk about what's going on with the gusty breezes in the east bay hills around 22 right now. i wanted to show you that before the camera. you can see it jerking around right there. they're definitely not as fast as they have been and they continue to taper as they will today. sunshine dominates my accuweather for the next seven days. still a chance of frost possible up in the north bay and inland

east bay. look at the lack of clouds on live doppler 7 this morning. one of the reasons why it's so chilly out there. 61 at half moon bay. the coast is looking great today. 62 to about 64 around the bay. about 63 to 66 degrees inland. so not much in the way of micro climate. a light offshore breeze and that's why it will be warm everywhere. tonight freezing cold around santa rosa. we'll be in the mid-30s around concord and livermore. upper 30s in palo alto. low to mid-40s elsewhere until you get to the coast and san francisco. upper 40s there. my accuweather seven-day forecast warmer tomorrow. we may shave a couple degrees friday. probably won't even notice the minor fluctuations. warmest saturday and sunday. monday and tuesday we drop a couple degrees. that's kind of a stagnant pattern. now we don't want to see a stagnant pattern this morning, sue. what are you seeing? >> in san rafael everything is moving nicely. this is 101 southbound past the north gate mall. if your travels take you through

san rafael and into southern marin you're looking at a nice drive, a 20-minute drive all the way to the golden gate bridge which is fog free this morning. no delays southbound. they're in the process of moving those lanes for you so you'll have four southbound direction eventually after the zipper truck comes through and two in the northbound direction. still with some road work out in lanes for another few minutes from san leandro up through oakland between various lanes between marina and 23rd. be aware of the cones and that should be picked up by 5:00. governor brown honored inductees into the hall of fame in sacramento. >> the nine honorees including steven spielberg and plunkett received a spirit of california medal. >> i think that i've shown no matter what your background is, no matter what nationality, you can succeed at whatever you do. as a poor kid from san jose, i worked hard to get where i was.

today. we tied records at the oakland airport and the napa airport yesterday, and we could have more record highs moving forward in my accuweather seven-day forecast. ♪ yeah, of course there's tap dancing christmas trees. what did you expect? the opening at san francisco's civic center last night. the city unveiled a 50-foot tree lit throughout the holiday. city hall will be lit up, of course, in red and green during the entire season. very nice. very san francisco. welcome news for warriors fans. steph curry could be back in a couple of weeks. an mri shows no structural damage to his injured right ankle. he rolled it in new orleans, the same ankle he's had two surgeries on. steph will miss about six games. it's possible he could be back for the christmas show with lebron and the cavs which, by the way, you can see here on abc 7. microsoft's mountain view campus getting a major

face-lift. the company unveiling an ambitious plan to modernize 643,000 square feet of office space, its greenest project with a living roof. about 2,000 employees work at the 32-acre property. construction estimated to take about two years. >> if you're helping to ring in the new year with a new job, a new survey reveals the best places to work in 2018 and you don't have to go very far. melo-based facebook tops the list of best places to work in the u.s. glass door based its results on surveys. they say facebook is a great place to work with culture. and six other bay area companies made the top 30 list. they include google at number two, it looks like. salesforce at number 15, docusign. our parent company made the list, it's at number 98.

hi, everybody. let's talk about air quality, if we can. near record high temperatures during the winter usually means the air is stagnated and it has. the pollution buildup has been minimal because the winds had been gusting at the higher elevations. today and tomorrow we're okay. it's the north bay we'll start watching for friday and saturday for poor air quality. the possibility of wood burning bans does begin in that area friday and saturday and, of course, that means for all of us even outside of that area. sue? >> a live look outside at emeryville where we're getting busier. the stream of headlights heading in the westbound direction. an idea of where you are as you approach the mcarthur maze. traffic is moving at the limit. over to the san mateo bridge, taillights heading westbound on the causeway up to the high rise and foster city for an 18-minute drive between 880 on the hayward side to 101 on the san mateo side. green is good.
