good morning. i'm diane macedo. >> i'm kendis gibson. here are some of the top headlines we're following on "world news now." president trump is facing global criticism after declaring jerusalem the capital of israel and announcing plans to move the u.s. embassy. a step no other country has taken before. now america's allies are calling on the united nations to take up the issue. a live report from jerusalem ahead. congress is expected to avert a government shutdown for now. the house is voting today on a temporary funding bill before money runs out tomorrow night. and the president is meeting with congressional leaders from both parties to try to work out their differences. the wife of the orlando nightclub gunman will stand trial in the city of orlando itself. a federal judge turned down noor

officially recognize jerusalem as the capital of israel. some say the president has dashed hopes for peace. this morning, the uk is among eight countries calling on the u.n. security council to address the issue. abc's martha radatz has more on the controversial move. >> reporter: he had promised this day would come. but to hear these words from the white house was jaw-dropping. >> i have determined that it is time to officially recognize jerusalem as the capital of israel. while previous presidents have made this a major campaign promise, they failed to deliver. today i am delivering. >> reporter: not only signing a proclamation reversing nearly 70 years of u.s. policy but starting plans to move the embassy to jerusalem. no one else on earth has an embassy there. >> we cannot solve our problems by making the same failed assumptions and repeating the same failed strategies of the past.

>> reporter: the president who visited israel last may, calling this a long overdue step to advance the peace process. but the reaction swift. palestinian leader mahmoud abbas saying it could lead to wars that will never end. the turkish foreign minister calling it a grave mistake. britain's prime minister calling it unhelpful to the peace process. french president macron saying it was regrettable. and protests. palestinians burning the u.s. and israeli flag, declaring jerusalem their capital and saying the blood of martyrs won't be wasted. the only positive comments overseas? >> this is a historic day. >> reporter: israel's prime minister benjamin netanyahu clearly relishing the move. the president is sending the vice president to the region, but it's unclear what the new strategy to attain peace is. but it's going to be tough. secretary of state rex tillerson is traveling in vienna and

facing stern feedback from some of his european counterparts. martha ra the datz, abc news, washington. >> martha, thanks. >> and some groups are calling for three days of rage. but so far, no major flare-ups of violence. abc's molly hunter has been monitoring the situation from her post in jerusalem. she joins us now live. molly, what's the immediate reaction overnight there? >> reporter: kendis and diane, good morning. this is on the cover of every single newspaper here. u.s. trump recognizes jerusalem. and this picture, the picture of the israeli flag and american flag projected onto the walls of jerusalem's old city, and the post to that city, israel capital. as we just heard in martha's piece, prime minister netanyahu was thrilled. this is what he's been waiting for. mahmoud abbas feels betrayed and is angry and says the u.s. can no longer be an honest broker for the peace process. across the arab world, a muted

reaction. no major violence, but we're watching very closely today. the state department, for their part, has warned embassies around the world and in this region to be on high alert and warned israel to restrain their response so to tamp down and head off any anti-american sentiment across the region. diane, kendis. >> and how are the people responding there? are they worried about this at all? >> reporter: it's all anyone can talk about here in jerusalem across the west bank. today we're not sure what's going to happen. palestinian factions have called for three days of rage yesterday today and friday. today is an unknown, but tomorrow is what we should be watching. friday prayers for muslims are the biggest prayer day of the week. there will be imams preaching about this, of course. there will be large groups of muslims gathering all over the region. that's a potential flash point. we should be watching that. >> we certainly will. stay safe. molly hunter in jerusalem, thank

you. >> one more reaction from the official twitter account of tel aviv. they tweeted, congratulations. i'm so happy. not jealous at all, with the gif from "friends." >> they're taking this very seriously, clearly.>> absolutel. on to another matter here at home. breaking news from southern california. much stronger winds are now expected in the region, which, of course, is making firefighting there very difficult. >> so the largest fire is in ventura county. we've been talking about it exploding in size for more than 90,000 acres. and in los angeles, the upscale bel-air neighborhood is under siege from the latest fire to break out, known as the skirball fire. kabc's jorry rant is there. >> reporter: we just heard from firefighters within the last hour. they have stopped the forward progress of the skirball fire. that's the good news. the bad news is the wind. it has really picked up.

and what it can do is pick up embers from the fire where firefighters thought it was out and take it somewhere else. residents of bel-air waking to see this, a massive wall of fire feet away from the 405 freeway. the flames climbed and crested the hillsides above, burning their way toward homes. on moraga drive, casiano drive and linda flora drive. >> you could see it up here on casiano. a lot of people leaving. >> reporter: eric boresteen made the short drive from westwood to check on his parents. >> i didn't know what was going on here, so i raced over here just to make sure that they were awake. and they were. >> reporter: so were the jacksons at the top of moraga drive. >> they seemed pretty close. coming down the hill in the cul-de-sac. it was time to go. it was frightening. so hopefully the worst is behind us. >> oh, so scary. so scary. in fact, we saw the man, i saw ming. the house next door to them burned down. it was really scarey. >> reporter: four structures were lost. burned to the ground. 11 others damaged and tonight

the concern is heavy winds that could carry embers into unburned fuel and start the whole process over again tomorrow. >> we're attempting to prevent the fire from jumping west over the 405. and preventing it from going east, as well. >> reporter: for now,.mandatory evacuation orders remain in place. we saw one resident escorted by police back to his home the to quickly pick up medication, but others returning tonight were all turned away. the danger too great to put lives at risk. >> and you heard jory there talking about the winds. forecasters are warning that the santa ana winds will gain strength throughout the day today, hitting about 40 miles an hour near the coast and up to 80 miles an hour in the mountains. >> along with the wind, the air is unusually dry for this time of year. most areas are seeing humidity levels only hitting percentages of single digits and teens in some areas, but that's about it. those conditions are likely to last at least through today. very tough conditions for those firefighters. over in washington, senator al franken is expected to let his constituents and the country

now whether he will resign. he is expected to step down after nearly 40 fellow democrats called on him to resign, but his office insists no final decision has been made. at least eight women have accused him of sexual misconduct. the house has approved its first significant gun bill since the mass shootings in las vegas and texas. lawmakers voted along party lines to allow gun owners to legally carry concealed weapons across state lines. supporters say it makes travel between states easier. critics claim it makes the public less safe. the bill now heads to the senate. a second person will spend prison time in the volkswagen emissions skabl. oliver schmid was sentenced to seven years for covering up the fraud. he hid the fact that software fooled authorities into thinking that they met emission standards. a former volkswagen engineer received 40 months in august.

you can see the flames shooting out prosecute from under the wing of a cargo plane after it took off from l.a.x. luckily no one was hurt. a pilot is dead, however, after a fiery crash at a gas station outside st. louis. the single engine plane actually missed hitting a fuel tanker before it slammed into the parking lot. a car and a gas pump were damaged, but no one else was hurt now police say witnesses didn't hear any engine noise before the . plane went down. the ntsb is looking into the cause of that crash. >> it certainly could have been a lot worse. and the tsa has a reminder to the millions of travelers heading to the airport for the holidays. leave your weapons at home, people. check it out. >> unless you're an air marshal. >> these are some of the things the agency has put on display. they've actually confiscated all these things at airports in south florida. >> at least 135 guns have been found in carry-on bags at three airports, and they're hoping more travelers doesn't mean more problems.
