her family drove her to children's hospital where she's being treated for a wound to her arm. you can see the bullet holes in the car. no arrests made. >> no libraries, no afternoon programs, no senior centers. >> also no meter maids. we are entering day three of this impasse with city hall. amy hollyfield live for us in oakland. amy? >> reporter: good morning, reggie. there was some hope here yesterday that there would be a deal reached after the city council met behind closed doors. after a two and a half hour long meeting it wasn't to be. the mayor came out and said the city is already stretching to make this current offer and that the city just can't go any further. so you will see more of this today. people on the picket line. 3,000 workers are on strike. that means all nonemergency city services are shut down. the city council will meet again today at 1:00. >> we're trying to get to the

point where there's an agreement so we can get our employees back to work and making sure we as a city are providing the services that people in the city expect. >> after being unable to reach a decision we're disappointed to hear that but we're glad they're taking time to consider the matter until city council acts, however, we're still on the piblgt lines. >> reporter: the workers say they can't afford to live in the city anymore. the city says it can't afford to pay them what they're asking saying if they agree to what the union is asking for they would have to lay off about 188 full-time employees. we expect to see picketers here about 6:30 this morning right here in front of a closed city hall. live in observing, amy hollyfield, abc 7 news. >> thank you. normally payday is a reason to celebrate. for some employees at observing unified it's turning into quite a headache. more than 2,800 employees had their monthly paychecks accidentally pulled from their bank accounts yesterday. employees were accidentally paid double when the district tried

to reers its original mistake. workers will have to return that double payment. the district is taking the blame for the payroll error. and the embarrassing error comes as school leaders discuss a plan to slash $5.5 million from the budget. outraged parents and teachers packed a special board meeting last week to fight the cuts. the board says the money would come from the central office but the plan would also eliminate funding for school supplies. a meeting to discuss the cuts will take place at 7:00 p.m. tonight at the committee room at la escuelita elementary in oakland. right now in the middle east hundreds of palestinians are hitting the streets and cities across the west bank and the gaza strip to protest president trump's decision to recognize jerusalem as israel's capital. palestinians have called a general strike today and are preparing for more protests tomorrow. the u.n. security council takes up the issue in an emergency session tomorrow.

at the live desk we're waiting for a big announcement from senator al franken. he's expected to say whether or not he's going to re-sign amid allegations of sexual misconduct. harris and feinstein are calling for his resignation. >> the number of frankly. >> there are a number of instance instances and it's probably the right thing to do. >> you're saying he should resign? >> at least six women have accused franken of sexual misconduct. the preliminary hearing continues for two men jailed in connection with the deadly ghost ship warehouse fire. yesterday the first two witnesses took the stand for the prosecution, both were ghost ship residents. aaron marin describes musicians and deejays bringing in amplifiers and a projection tent

like structures and bouncy houses on the day of the fire. marin told atf agents the equipment blocked access to rooms that were potentially lifesaving exits. >> big bubbly screen that blocked everyone from getting out in terms of the staircase. it has nothing to do with my client or the co-defendant. that's these people who came up and placed these items there. that wasn't part of the warehouse. >> ghost ship founder derick almena and associate max harris face 36 counts of involuntary manslaught manslaughter. the house is set to vote on a plan to avert a looming government shutdown. washington runs out of money at midnight tomorrow. the house measure will keep the lights on for two more weeks while lawmakers hammer out a long-term deal. in the senate enough democrats are expected to vote in favor of the measure. >> i run out of money every two weeks. i don't know what they're doing. here is your 24-hour change.
