scene. welcome to thursday, december 7th. jessica is off today. >> sue is in for alexis. hi, everybody. we'll open the weather window on south beach looking at the western span of the bay bridge. it is clear this morning, a little breezy along our coast and in our mountains gusting to 33 in half moon bay. we'll go back to south beach and use that as the backdrop for my accuweather 12-hour day planner. winds give tremendous micro climates during the overnight. by noon, 60 to 64. 4:00, 60 to 63. 7:00, still mild under the stars. what are you seeing, sue? >> right now that shot of the bay bridge that you have behind your graphics there and it looks really good, doesn't it? on the oakland side we do have metering lights on at 5:23. we're still down toll booth number 14 with no estimated time and that is going to be accomplished. your car-poolers getting through just fine.

hercules all the way into san francisco, a moderate 45 minutes. our big problem here remains highway 84, isabel, closed in both directions between concannon and vineyard. no estimated time of reopening and of course that's a big alternate to 680. 680 not looking so good this morning on the sunol grade. prepare for the grind. >> at the live desk it is going to be a rough day for southern california firefighters. wind gusts 50 miles an hour in some areas and that's fanning the flames of multiple wild first that continue to burn out of control. the rye fire burned 7,000 acres near santa clarita. the creek fire charred more than 12,000 acres. the skirball fire burned nearly 5,000 acres. near the getty center. the thomas fire has grown more than 90,000 acres in ventura county. john gregory has the latest now from la conchita.

>> reporter: right along the 101 freeway, right along the coast and you can see homes being threatened by the fire. this is la conchita, a very small coastal community, maybe a couple hundred homes along the freeway and they're being threatened by this fire. big flames coming up along the hillside. one bit of good news we've had some wind but nothing like the intense santa anas we saw on tuesday and that's good news for firefighters and residents. this area is under a mandatory evacuation. there are some folks who are standing by and watching things. the 101 is shut down in both directions as well. there's no traffic on the freeway. they will let you evacuate but not back in. firefighters keeping a very close eye on this fire as it gets close to homes. this area has seen its share of tragedy. they had a landslide here that claim the lives of ten people so they've seen this sort of thing before and they dealt with it.

now they're dealing with these fires. but so far no homes lost. it is very close and firefighters keeping a very close eye on the situation here. that is the latest from last conchita along the 101. i'm john gregory for abc news. developing news out of the east bay, the observiakland cit council will meet behind closed doors. all nonemergency city service also remain closed. mayor libby schaaf says that could lead to job losses. building permits, libraries, head start and senior citizen programs will remain closed. a story you will only see on abc 7 this morning, new details about a carjacking suspect shot and killed by a san francisco police officer. new information is emerging about that officer. the shooting happened last friday. we've learned the suspect did not have a gun. san francisco police say they were chasing after him because

of a carjacked state lottery van. it ended near the alice griffith housing development on griffith street. >> he was running trying to get out of this gate, and the officer in his police car blew the window off with the gun. blew the window off, first shot shattered the window and hit him in the head. >> that was an eyewitness. the officer graduated just three days before the happening today pg&e will answer to san francisco supervisos and explain what caused this gas explosion on mission street. no one got hurt but as you can see the explosion ripped through an apartment building and caused major damage. that meant several families have that meant several families have been displaced. they will discuss public safety

and emergency response protocols. it's 6:04 now. there is a push by some supervisors to split up the san francisco municipal transportation agency. supervisors say the split is needed because they believe the city has mismanaged transit policies. the proposal would create two agencies. one would handle parking and the other buses and light rail trains. lack to the breaking news, a carbon monoxide incident. >> matt keller joins us live from moutrie street. >> reporter: good morning. i have lieutenant baxter with the san francisco fire department, and he's going to provide us some information. what did you find at 4:26 this morning? >> at 4:26 this morning our crews were called for reported carbon monoxide alarm going off in the upper units. our units arrived on scene. we had four subjects in the upstairs unit to this two-story residential structure.

they were all exhibiting signs of being exposed to carbon monoxide and our machines were picking up low levels in the upper floor. we were concerned that there was a lower unit. we confirmed there were two individuals who lived in the lower unit below. we were able to knock on the door. we had no answer so we gained entry. we located an elderly female near the door, she was taken out of the building and advanced life support care. she was subsequently transported to st. frances hospital which has a special hyperbaric that treats carbon monoxide exposure. we located an elderly male in the structure who was found with no pulses. he was immediately extracted in the building and, unfortuately, we were unable to return pulse to that individual. he is a fatality from this

incident. two of our firefighters did receive low c.o. readings. these are two of the firefighters who came in before we realized it was a c.o. incident. those individuals required to be oxygenated with low levels of oxygen and they're going to be completely fine. the levels they retrieved were tremendous minimal. currently we're working with city officials and pg&e with the building. we were able to let the tenants back in after airing it out. we have zero readings of c.o. pg&e and city officials are looking into the cause. >> reporter: still no determination. thank you. we'll get more information as you go back and try to figure out what exactly cause this had carbon monoxide poisoning. four treated here on the scene. one is being treated with

6:15 and happening today a former doctor to the usa gymnastics team will be sentenced. dr. larry nasar pled guilty. prosecutors are pushing for a 60-year sentence. he admitted to sexually molesting seven girls who were 15 years old and younger. accusers include u.s. olympians maroney, raisman and gabby douglas. plans for a person to be demoted or resign after he interrupted a meeting and suggested a colleague was gay. you really do have to see this video of the incident to understand how this went totally out of control.

what happened. a lot of his colleagues are saying this is part of a disturbing pattern of behavior on his part. the bay area is represented in "time" person of the year issue. they're being recognized for breaking the culture of silence surrounding sexual harassment. that lobbyist is adame iwu. she spoke about the cover. iwu says she was chosen after writing an open letter calling for an end to sexual harassment in the state capitol. >> it turns out women were really angry and i think now is a good time to be angry. it's not a momentary thing. we will continue to push for. >> the other women include ashley judd, taylor swift, susan fowler and isabel pasqual. "time" has named them and everyone else who has come forward the silence breakers. new developments with the massive uber data breach. uber paid the hacker $100,000 through a bug bounty program.

i don't pay well, honestly. i do it myself. it is clear out there. a look at what's going on with our highs today. 70s. no doubt 70s in san jose, morgan hill, santa cruz and even up here in ukiah. you see the asterisk by concord all possible record tying or setting temperatures. in the south bay start off at 42. 62 at noon. upper 60s to a few 70s back to about 60 by, say, midnight. so our lows tonight mid to upper 30s inland. low to mid-40s around the bay and upper 40s in san francisco. just a little bit milder than this morning because of the high clouds that are coming in and they're going to get thicker. we're talking low to mid-60s at the coast. mid to upper sick around the bay. upper 60s to near 70 today all the way through next wednesday. sue? we're heading to the mcarthur maze where we have slow and go and brake lights from 80

westbound making that turn in towards the metering lights which were on at 5:23 this morning. it is slow and go through the east shore freeway. we'll check on up drive times. first, a look overall green is great. out of tracy and of course out of antioch on highway 4 westbound. earlier problems on 84. a great alternate has been cleared. we had a sig alert for a while but the damage is done. it's just slow and go. look at 680. not a great alternate either at this point. accident cleared on 80 west at midway and davis. still slow and go through as you get in towards vacaville. >> thank you, sue. if you are tired of sitting in all the traffic sue talks about every day on the bay bridge, listen up. >> there is a plan to sol that have congestion and it involves building a new bridge. you see the proposal to build a new span that would cross the bay.

>> and now tracking breaking news out of san francisco. firefighters respond to go a carbon monoxide incident. they found a person dead. matt keller raced to that scene. he brings us an update now. he brings us an update now. good morning, matt. >> reporter: this tragic scene -- at about 4:26 this morning firefighters were called to the scene. they had a carbon monoxide alarm going off. and those occupants were able to get out safely. two in the lower level of the home were impacted. a woman was taken to the hospital and she's being treated in a hyperbaric chamber. she is in serious condition. an elderly male died here at the scene after firefighters tried for 45 minutes to save his life

using cpr and other lifesaving methods out here. trying to determine exactly what caused this carbon monoxide there in the home. reporting live, matt keller, abc 7 news. >> at the live desk powerful winds are bringing extreme fire danger in southern florida. ucla has canceled classes because the wildfires are burning so close to campus. you can see traffic and how thick the smoke is on the hillside. the fire is still going. it has green to 90,000 acres, it has green to 90,000 acres, just 5% contained. thousands of people are affected. veronica miracle from our sister station in los angeles has the latest from ojai. >> reporter: overnight conditions procving to be treacherous. at one point we were completely

surrounded by a wall of flames. that were reaching hundreds of feet into the air. explosions from trees bursting into flames as firefighters work to protect homes in the area. even as the fire rages around them, we were concerned about high wind tonight, we haven't seen extreme gusts, but the winds are certainly pushing the fire in almost every single direction. it's an extremely precarious situation here. at one point we had to run to get away from the ember that is were falling from the sky and even as conditions remain terrible for these firefighters they're staying put this morning. i'm veronica miracle in ojai for abc news. news helicopters getting dramatic images. take a look. an explosion lighting up the sky near the thomas fire in ventura

further. 3,000 are on strike. that means all nonemergency city services are shut down. >> we're trying to get to the point where there's an agreement so we can get our employees back to work and making sure we as a city are providing the services people expect. >> after being unable to reach a decision, we're disappointed to hear that but we're glad they're taking time to consider the matter until city council, we're still on the picket lines. >> reporter: the workers say they can't afford to live in the city anymore. the city can't afford to pay them what they want saying if they agreed to what the union is asking they would have to lay off 188 full-time employees. so here we go again. picketers will be here. they're just starting to arrive right now here in the plaza right in front of city hall. picketing in front today which

will be locked and closed. reporting live in oakland, amy hollyfield, abc 7 news. normally payday is a reason to celebrate. for some at oakland unified it's turning into a real headache. more than 2,800 employees had their paychecks pulled from their bank accounts. some employees were accidentally paid twice when the district tried to reverse the original mistake. work letters have to return the double payment. the district is taking blame for that mistake. the error comes as school leaders are discussing a plan to slash $5.5 million from the budget. outraged parents and teachers packed a school board meeting to fight the cuts. the board says the money would come from the central office but the plan would eliminate funding for school supplies. a meeting to discuss the cuts will take place at 7:00 p.m. at the committee room on 2nd avenue in oakland. this morning the preliminary hearing continues for two men jailed in connection with the deadly ghost ship warehouse fire. the first two witnesses took the

stand for the prosecution. both were ghost ship residents. aaron marin said musicians and deejays brought in amplifiers and a projection screen. that equipment may have blocked access to rooms that were potentially lifesaving exits. >> big, bubbly screens which blocked everyone from getting out in terms of the staircase. that has nothing to do with my client or the co-defendant. that's the people who came up and placed these items there. that wasn't part of the warehouse. >> dpoes ship founder derick almena and associate max harris face 36 counts of involuntary manslaughter. 6:38. the verdict in the kate steinle murder trial has caused a lot of outrage after an undocumented immigrant was acquitted. one of the alternates is speaking to abc 7 news in defense of those who deliberated behind closed doors. phil van stockum said they made

the right decision of acquitting based on the evidence the prosecution presented. why did the jury not settle for involuntary manslaughter instead. the reason, the prosecution had to prove zarate was brandishing, meaning waving, a weapon. >> it wasn't just a ricochet, it was a bad ricochet. if he intended to make that shot he was a terrible shot and got really lucky. >> he acknowledges it was not easy to see the steinle family in court. take a trip down south and show you what our folks and friends are dealing with in southern california. nearly 8.7 million people affected by the fire danger through san diego, l.a., all the way up and that will continue through at least saturday. winds were really high. they did calm down during the overnight hours. they will pick up once the sun comes up 35 miles an hour. they could reach 40 to 45 during

the afternoon hours. and overnight through friday morning 40-mile-per-hour gusts and possibly 45 by 8:00 friday morning. so you can see it's the overnight hours when the hill tops get the breeziest and some that have translates into the valleys during the day. breezes kept our temperatures in some areas up to 14 degrees warmer. 47 in sunny side, glenn park, mission and castro 49. everybody else in the 50s until you get to the financial district at 62. and looking around we're from 32 to 59 in richmond. a quick look at your commute planner and just worry about those breezes on the water north of the bay bridge. sue? we have a lot of red popping up. give yourself plenty of time. westbound 580 at hacienda, an accident just cleared out of lanes. traffic is stacking up back to livermore. we have an accident in the american canyon area westbound before westbound 12 before highway 29.

violent. news crews just happened to be in the right time to capture this. the drivers out of their cars guns raised and they started firing at each other in broad daylight. people nearby instead of running were filming the whole thing with their phones. a woman passing by was hurt as well as one of the drivers. police arrested both of the men. san francisco transportation leaders are looking at a proposal to cut late night cable car service. the sf mta wants to end runs of the california line at 11:45 p.m. it operates until 1:00 a.m. the line runs, the transit agency says fewer people are riding it and depend on the cable car loins to get to and from late night jobs. the fight for net neutrality hits verizon stores today. people will protest the plan to roll back regulations. verizon opposes what the fcc is doing but protesters chose to

has things about 1:10 from hercules into the city. number seven, tune in tonight to see some who will day cheer. curry is co-hosting the great american baking show with former san francisco 49ers anthony spice adams. that airs tonight at 9:00 here on abc 7. we'll continue to follow this breaking news out of oakland. let's take another look from sky 7. it is over a fire burning just above the b.a.r.t. tracks north of the 880 and 980 interchange near 7th street. we have seen b.a.r.t. trains move over that fire and we don't know yet, of course, if b.a.r.t. service will be affected. this is very close. and there's another train coming by. a lot of smoke being produced. i don't see any fire apparatus there just yet so we'll continue to watch this. we'll be back every 25 minutes for the next two hours to give you updates on the situation. >> you can see a lot of debris, potentially a homeless encampment. they will be investigating it as soon as the fire is out.
