temporarily close all lanes. that's recovering now. still not a bad drive as we zoom out. a few stretches and once you get to the east shore freeway to berkeley things do pick up. improvement. we'll check back. firefighters are facing another difficult day in southern california with six explosive wildfires burning out of control. a live look at one of the largest of the fires. this is the 115,000-acre thomas fire burning in ventura and santa barbara counties. that fire just 5% contained. flames crackled off highway 101 in santa barbara county. ash fell from the sky blanketing streets and cars. it prompted some homeowners to douse their homes with water in case embers started to fall. >> it's scary, emotion al and i all surreal. when it happens it gets into the emotional state where you're

sunday. the winds in southern california trapping pollutants here and creating poor air quality in the bay area. they told "the mercury news" it will result from local smoke, dust, car and factory emissions unable to disperse. there's a chance some of the smoke from the fire in southern california seen in the photos may drift into the bay area. it looks like our air quality will improve by monday. reporting live, matt keller, abc 7 news. >> let's talk about the impact the smoke will have. the clockwise flow and the way it steered the smoke up to us, the gray on the map the more definitive gray with edges are the high clouds we're going to see.

right now everybody is healthy. even the healthiest in the south central bay. wood burning is banned all 24 wood burning is banned all 24 hours of those three days. workers planning on striking for another day. mayor libby schaaf released details of the city's final offer to the 3,000 workers. it includes an immediate 4% raise retroactive to july, another in january and potentially a second 1% raise. the city will declare an impasse if they reject this. the strike has left the city with no services like street cleaning, parking meter enforcement, libraries or child care. new this morning an $11 million arrest warrant has been issued for a man wanted in a menlo park shooting. police are looking for 24-year-old who goes by the name

gustavo torres, the prime suspect in the shooting of a man the night before thanksgiving. the victim was shot at a homeless camp near the dumbarton bridge. police say the victim remains in the hospital. >> 23-year-old blaine hopper of san jose was booked into the santa clara county jail. a five-month investigation unveiled hopper and the victim knew each other and began a relationship over social media. hopper is charged with sending pictures of himself. both felonies. developing news in the east bay, a key vote is set as the oakland unified school district deals with a huge budget crisis and there is concern administrators will make cuts in the classroom. abc 7 news was there as they packed a special meeting last night. the district is desperately trying to avoid state receivership and may cut up to

westbound at san pablo. another at el centro. they cleared that out. it was only about two minutes or so but the damage is done. you can see traffic stacking up down into richmond and el cerri cerrito. it looks good into the mcarthur maze and, boom, metering lights on and delays, about 17 minute getting past the tolls into san francisco. at the live desk right now firefighters battling six wildfires burning out of control in southern california. this is a live look at the thomas fire in ventura county as it gets lighter down there. in the last 15 minutes officials updated us on this fire. it has grown to 132,000 acres. containment has grown. it is at 10%. more than 4% structures have burned in the thomas fire. an explosive wildfire has burned at least 4,100 acres, zero percent containment on that. officials say they've called more than 100,000 phone numbers to issue evacuation orders and

warnings. wildfires also burning near santa clarita, los angeles and riverside counties. >> the ball is in the union's court this morning as a strike by 3,000 oakland city workers enters day four. city leaders have made their last best offer and are waiting for union negotiators to respond. amy hollyfield is live outside oakland city hall. amy? >> reporter: they have responded. i just talked to the union. this doesn't sound good. the union says this latest offer doesn't address some key issues and they have sent a counterproposal. the mayor said last night if this offer is rejected, this is it. she would call in for mediation. here's a look at the offer. a 4% salary increase dating back to july. that was already on the table. but this is new. a 1% raise in a year, january 2019, and then another raise up to 1% a year two. half a million dollars to

convert part-time library workers to full time. the union says this isn't enough. it doesn't address some workers' issues and the mayor said this is the final and best offer. >> it's fair to our workers. it increases the cost of living. as equally important it is fair to our residents who are waiting to see their city services returned. >> reporter: workers will still be on strike today. the mayor said last night that if this offer is rejected the city will request that a mediator is brought in. she will declare an impasse. we will see if that still stands today now that the union has made a counteroffer, so we'll continue to follow this but city residents of oakland just know that no city services will be available today. this strike will continue. amy hollyfield, abc 7 news.

>> we appreciate the new information. a psychiatric patient is back in the hospital after leading authorities on a wild chase that involved a carjacking and a biting attack. the man escaped in san leandro. deputies say he fought with a teenager inside a vehicle before crashing it. the teen has minor injuries. the patient then tried to carjack someone else, even biting that driver in the process. the car hit the man when he tried to run across the interstate. he stayed on his feet and kept running. deputies finally captured him. emotions ran high at a town hall meeting in the bayview district. police showed body cam footage from the rookie officer who shot and killed a suspect a week ago. they say o'neill stole a van. >> mr. o'neill began to run towards the direction of the marked vehicle. >> now here is the body cam video that got people upset.

it appears he was looking away from the police cruiser at the time he was shot. o'neill was released from prison after serving a 15-year sentence. the officer has been placed on administrative leave. 6:35 now and happening today a memorial service will be held for si si han, the bay bridge toll collector killed in a horrific crash when a truck driver plowed into her booth. han leaves behind a husband and a young daughter. the memorial is scheduled for 10:00 at duggan's serra mortuary and the public is welcome. kate steinle's family has launched a fund-raiser hoping to raise $3,500 to fund a grant for a foundation that supports people with physical challenges. steinle was shot and killed at pier 14 in 2015. last week a san francisco jury acquitted the man charged with her death. if you would like to donate we have a link on our website, abc7news.com. the preliminary hearing for

the two men facing criminal charges for the ghost ship warehouse fire resumes on monday. yesterday another emotional day in court. that is leah danielle vega. she was on the witness stand most of the day. she was a ghost ship resident and described the ghost ship as a stone hut saying the building was not intended for humans. vega broke down and sobbed after calling it a living, breathng hive of dreams with no clear cut leadership. >> i don't know why the prosecution has to ask her about people who have been deceased. it's irrelevant and it was terribly tragic to see her weeping in court. >> the preliminary hearing will determine if derick almena and associate max harris should go to trial on 36 counts of involuntary manslaughter and bear criminal responsibility for the ghost ship fire. 6:36. more developing news this time in morgan hill where police believe there may be more victims of a man arrested for inappropriately touching young performers.

36-year-old kevin cole is a familiar face to people in the dance community in morgan hill. he worked backstage during dance and stage productions. he was taken into custody friday during a production of "the nutcracker." police say cole worked as a technician for four other dance companies including music in motion. >> i'm surprised and i'm saddened. i don't ever want to have kids have to experience that. >> cole used to work at the morgan hill unified district as a substitute technician. he was recommended as an independent contractor. one of america's top anti-tobacco crusaders face as lawsuit. it claims he sexually harass add colleague. dr. glantz studied the effects of second-hand smoke and teen tobacco for decades. neely claims glantz made her and other women uncomfortable with how he looked at them and what he said to them.

>> the trent franks announced he'll step aside as he faces an ethics investigation and blake farenthold also under scrutiny. the house ethics committee looking into allegations he harassed a former staffer. the legislature is about to make history. democrats say state senator toni atkins is their choice to replace kevin deleon when he leaves the post next month. if approved atkins would be the first woman and first lesbian to hold that leadership position. the 55-year-old lawmaker served as assembly speaker from 2014 to 2016 and says she is humbled by the selection. >> this heated battle now on the peninsula over a plan to put up cell towers. homeowners pushed back against the proposal. some of the towers would be new. others would be an extension on existing poles.

that's the good news. you get these beautiful sun rises. of course the bad news it makes it tough to breathe for a lot of people. today is a spare the air alert and more are coming. the spare the air alerts last all weekend through sunday. blame it on the high pressure system in southern california trapping pollutants and creating poor air quality in the bay area. bay area air quality district told our media partner "the mercury news" it will result from local smoke, dust, car, and factory emissions. we're seeing the smoke from the southern california wildfires seen here from photos from nasa. some has drifted hundreds of miles to our area. it will obviously impact us. fog like the smoky skies we saw during the north bay fires back in october. it is beautiful this mornin outside, but a reminder it is cold. a lot of people are thinking about lighting the wood in their fireplace. that is banned during the spare the air alert.

matt keller, abc 7 news. >> thank you, matt. mike is tracking what's happening with the air and our temperatures this weekend. air quality is fine right now. there is the potential in the north bay and the next three days for it to become unhealthy. just because it's in north bay doesn't mean the ban on wood burning is just in the north bay. it's for all of us today and tomorrow and sunday. look at the beautiful colors that smoke and the high clouds are creating. you can see it reflecting off the bay this morning. it gives you an idea how calm our winds are that you get that reflection off the bay. mostly sunny, spare the air today. stay inside if you need to. still need the heater. 30s and 40s and above average highs and dry all next week. we may not get rain until christmas eve the way it's looking right now. this high pressure is sinking air, clockwise flow. look at the roadblock, how it draws a line in the ocean, if you will, and that's where the clouds are now. some of the high clouds will come over us. mostly sunny today. you'll need the sunglasses. 69 in santa cruz and ukiah.

the warm spots on the other end. a lot of us around 63 to 66 degrees. now if you're heading out at 9:00 still in the 40s and 50s in most neighborhoods. the micro climate is getting smaller. the same thing at 2:00 hanging around the 62 degree mark. at 6:00 we're back in the low to mid-50s for most neighborhoods and then at 9:00 grab a heavier coat. we'll be in the upper 40s to low 50s. in fact we'll be in the 30s again tonight. inland we'll be in the 40 to 46 degree range and upper 40s along the coast and san francisco. the 2017 holiday lighted boat parade in petaluma on the river tomorrow. what a gorgeous sight that will be. 53 dropping down to 47. it starts at 6:00. accuweather seven-day forecast, do you like the weather, sue, because it's going to stay the same. >> i don't know what kind of choice i have so i'll take it. to the san mateo bridge. reports of an accident near the toll plaza involving a motorcycle and a car before our

live shot. you can see traffic is moving along, a little bit of a sluggish pace along the causeway and up to the high rise for about a 22-minute drive from 880 on the hayward side. red is slow. we have a couple spots coming off of the altamont pass, your nimitz freeway and east shore has been a grind all day. a couple of separate problems. this accident just now clearing out of lanes westbound 80 at san pablo. a quick look at the backup here and about a 60-minute drive from highway 4 into san francisco via the bay bridge. >> thank you, sue. the new express lanes on 680 getting mixed reviews from commuters. the most common complaint are the empty lanes. it's a minimum 50 cents to use the express lane depending on traffic. it is never free, though, even in the middle of the day when it's packed. no one abc 7 news spoke with said their commute has gotten any better.
