garbage piling up from the homeless encampment, no city workers available to haul it away. people's home garbage service should continue. an outside contractor handles that. this is a look at downtown streets. this is day seven. expect to see picketers on the picket line doing the protests starting at 7:00 this morning. live in oakland, amy hollyfield, abc 7 news. >> amy, thank you. a man arrested in the kidnapping of a peninsula girl 22 years ago is scheduled to make his first court appearance this morning. abc 7 news was at sfo early sunday morning as 68-year-old kevin lin arrived in police custody arrested in southern california. lin is under arrest for the 1995 kidnapping of kristine chiu. the 9-year-old was walking home from school when lin and two other men pulled her into a van. the kidnappers tried to extort money from her father but dropped the plan when they learned her parents were actually in taiwan.

most of the damage is to the garage, but firefighters say the family will need to stay some place else today. no one was hurt, and the cause of the fire is under investigation. also from our live desk this morning, we are watching those fires in southern california, and the 230,000-acre thomas fire in ventura county, now the fifth largest wildfire in california history. and to put things into perspective that is larger than the size of new york city. 5,000 people in santa barbara county near carpinteria evacuated and an additional 30,000 more told to prepare to leave. >> this fire has acted in an up predictable manner. it has been very rapidly moving, and it's going to be a multiday event. so please do what you can now to prepare to evacuate. >> and let me get you the newest numbers this morning in total. the five major fires have burned 260,000 acres over 1,000 structures have been destroyed.

on another note this morning officials at uc santa barbara canceled final exams until next year. natasha? >> jessica, thank you. this morning firefighters from san mateo county are helping crews fight the fire in ventura county. the menlo park fire protection district says three teams have been in the area the last week now battling the creek fire. after get that go fire mostly under control, they're being redeployed to ventura to fight the thomas fire. residents whose homes suffered damage in napa, sonoma, mendocino, nevada, orange, and uba counties may be up for grants that do not have to be repaid. go to abc7news.com for information on how to register. just one day remains until an election in alabama that is getting nationwide attention. >> gop candidate roy moore is banking on voters ignoring the sexual harassment charges

golden gate bridge looks great. to the south bay, snaking through san jose and up to cupertino about an eight-minute drive to get from san jose up towards wolf road in cupertino. our traffic maps are looking good. we do have slow traffic out of tracy that is typical. a 40-minute drive into dublin/pleasanton. a ten-minute b.a.r.t. delay in millbrae recovering from mechanical issues. no problems with ace train. a heads-up for the schedule change for the larkspur ferry december 18th. i want to show you something i'm watching here in new york city. reports of an explosion in times square. the nypd is responding to reports of an explosion of unknown origin at 42nd street and 8th avenue in manhattan. some of the subway lines in new york city being evacuated right

around tahoe, only 7% of where we should be. the only thing saving us is the central and southern sections of the sierra keeping us at 40% of average. so we're missing 60% of our snowpack. we had some record highs yesterday in san jose and redwood city. more record highs today. >> all right, mike, thank you. the u.s. is a leader in the sciences but an american -- we're going to go to a special report now. an explosion here in new york just about a half mile here from times square. you see the scene right there. police reporting an explosion believed to be, according to police sources from a pipe bomb. a suspect reported to be in custody. we will go on the scene at the port authority bus terminal. >> reporter: george, right now we're seeing lots of ambulances, lots and lots of police for blocks going here. the port authority is the major bus terminal here in new york city. it goes on for blocks and blocks. and right now police say they are responding to reports of this pipe bomb.

we're told that it was a possible pipe bomb detonated below ground over the port authority. that's where all of these buses tend to leave from. we don't know if this was in a bus or near these buses. we would assume so because it's below ground, the port authority. one person is in custody according to police sources. only a few injuries right now but police have video. they are confident this is contained right now. as you know this just happened. we're just learning about this and all of these situations are always so fluid. >> no question about that. meantime subways have been diverted away from the terminal? >> that's right. and you can see this is obviously a heavily trafficked area this time of the morning where you have people going to work, all of these commuters rely on the port authority. so police are doing their best to try to get people away from the area just to make sure they have this all contained. >> that is a live look at the scene here in new york city. reports of an explosion earlier
