alyssa, any signed of a resolution. >> reporter: well, dan, union leaders say they are stuck on some issues but they have made progress. they've been in talks for more than eight hours and say they won't back down until their workers get what they deserve. there is still to deal between oakland unions an the city. but philippy chapter president said they are making progress. >> we have made some progress and i find that promising and we're going to try to keep going, we've gotten a little bit of traction. >> he said the union negotiators are in one negotiators in another. and the workers enter day seven of the strike as they say, cautiously optimistic. >> workers set up picket lines outside of city hall. this woman who worked at the library for seven years is disappointed the mayor has not offered them a fair contract. they are at odds over pay and

labor practices. >> they created a budget that did not staff the city and refusing to listen to workers compress our concerns for the safety and health of co-workers and people of oakland. >> the local 21 is in the middle of its own negotiations. that union, which represents about 1,000 members in oakland is on a sympathy strike. and it is really important for us to be out here on sympathy strike because when the city gives an offer, we expect the same one to come to us. so it is not like the city is going to give them something unequitable and turn around and get us something better. >> we never thought the city would put us in aposition to be out of work for seven straight days without pay. >> talks are expected to last into the night. abc 7 news. a deadly police shooting in the bay view district. the department released the name of the officer involved. christopher sammioa. you are watching footage of the chase that ended up in a

shooting. the suspect yupped ott avenue ran and running past the police officer and when the shot kim and the officer just graduated from the police academy three days earlier. and i -- a young woman found at world mark resort in windsor. a sheriff said the 24-year-old was staying in a room with her boyfriend and at least four other people. the group had been at the emerald cup cannabis event over the weekend. investigators say there is no clear cause of death but also no signs of foul play. today is day three of the preliminary hearing in the criminal trial against ghost ship founder derek ick almena a his associate max harris. they face 36 counts of in voluntary manslaughter for last year's fire. laura anthony is live from oakland with the story of what happened in court today. >> reporter: well, hi, dan. today we heard from several

people in the warehouse in the months and years before the fire and they didn't like what they saw. but only one of them, a map who did some construction inside of the building testifies that he actually reported what he saw to the local fire station. rodney griffin, hired to do construction work at ghost ship warehouse three years before the dead lie fire testified in an oakland courtroom that he thought it was a death trap. with its maze of makeshift studies and cluttered living spaces and dozens of piano and art work. a former resident car mean brito described what it was like to get out of the warehouse the night of the fire. how she awok to find her first floor studio engulfed in smoke and the flames had reached eight feet in height. the lights were still on and the music was still playing and i don't think anyone on the second floor could hear us shouting.

before that she described it as the most beautiful place i've ever lived. quote, it was fun. it was vibrant. and i felt safe there. nobody ever thinks they're home is going to be the one that burns down. brito described the defendant max harris's action that night as heroic. saying he ran toward the flames shouting fire. and personally helped least a dozen people escape out the front door. >> showing exactly what we've been seeing for the past six or seven months doing the investigation into discovery that there is nothing here to indicate the allegations that are being made against mr. harris. >> reporter: he and derick almena are charged with 36 counts of in voluntary manslaughter. p abc 7 news. a suspect in a decade's old kidnapping makes a first court hearing. they capted kevin lynn in los angeles on friday and brought him back to the bay area to face justice early yesterday. lynn faces charges of abducting 9-year-old christine chew and

holding her for ransom back in 1995. police found lynn after getting a tip that he applied for a u.s. passport. >> we're assisted by the fbi and lapd who played a big role in helping with this arrest and he took him into custody without incident. >> chew was found unharmed nine hours after being abducted. tey abandoned the plot after learning her parents were in taiwan exactly 22 years ago. a preliminary hearing began for two former alameda county sheriffs accused of excessive force. surveillance video showing former deputies striking stan sn petrov after a high-speed chase in the mission district in november of 2015. neither works for the sheriff's office following an internal affairs investigation. petrov is in jail on gun and drug charges and was a --

awarded $5.5 million in a settlement. sunnyvale are trying to figure out how a google engineer was found located in the water behind moffett field runways. jeannine has latest on the investigation. >> reporter: 23-year-old chuchu ma had her whole life ahead of her. fresh out of college, working as a software engineer at google for the last year and a half. her life was cut short last thursday, her naked body was found flowing in the water near the bay trail in sunnyvale. >> i'm surprised to find that kind of thing here. it is very sad, terrible to of that -- to have that happen anywhe anywhere. >> reporter: police say several hours after her body was recovered her boyfriend filed a police report. >> the boyfriend is here visiting since the thanksgiving holiday. but that is all that we're going

to release right now because that is part of the investigation. >> reporter: it is unclear how ma's body end up the water. police are trying to determine if foul play was involved. investigators are looking into all possibilities. police are waiting for the medical examiner to determine cause of death and leaving fellow employees what happened and many were shocked to lear the news and google said chuchu ma was a extent software engineer in our developer product team and we are devastated to learn of her passing and our deepest condolences are with her family and friends. >> we're talking to friends and family and acquaintances and getting a picture of what was occurring up to that point and beforehand. >> ma's death is mystery and the results from the autopsy could take several weeks. abc 7 news. happening now, you are taking a live look at the continued fight against the southern california wildfires. this is the thomas fire in

ventura county. as you could see it is still a real problem there. but at least winds have died down some and that is really helping firefighters. now of the five burning four are almost contained but the biggest, the thomas fire is still growing. just 15% contained and has burned 230,000 acres of land. 794 structures have been destroyed. it ranks as the fifth largest fire in california history. right now some of our bay area firefighters are helping out on the front lines and abc 7 news reporter daniel backous shows you what it is like there. >> reporter: for a week the thom fire has burned ferociously and continues to show no signs of letting up. now the fifth largest wildfire in california history. charring more than 350 square miles, an area larger than new york city. >> my neighbor across the street pounded on my door at 3:00 in

the morning, debbie get out. pack your stuff. >> reporter: the fire pushing into santa barbara, prompting evacuations for many, including actor rob low. >> i hope everyone is getting out safe like we are. >> reporter: a plume of spoke rising over ventura and santa barbara in 30 minutes. nearly 800 structures there have been destroyed. with 18,000 still at risk. some residents returning home to find nothing is left. >> oh, my -- my -- my -- >> reporter: monday there is now some hope for the rest of southern california. crews have gained the upper hand on the other fires, but as the smoke clears, the devastation remains. >> i'm heart broken. but we're thankful that we're alive. and that is the most important thing. >> reporter: the reason it has been so tough to fight the thomas fire is because officials say it is burning in areas that have never burned in recorded

history. the state has spent more than $34 million to suppress that fire. abc news, los angeles. now because of smoke from the southern california wildfires, tomorrow will be the fifth spare the air day in a row in the bay area. a reminder, wood burning isn't allowed during the spare the air day in the winter, this means you cannot build a fire in the fireplace. well, of course, abc 7 news anchor -- spencer christian joining us with the details and we could use the rain, not to mention also maybe some other conditions as well. >> that is true. and indeed, we could use a shift in the wind flow as well. a look at live doppler 7. hazy conditions, and thin high clouds continue to cover the bay area. and of course smoke from the southern california fires mixed in with the high clouds and then producing the haze we've been seeing for several days. this is the pattern that is causing the smoke to come up in our direction.

the smoke is carrie carried wes out to sea from the southern california fires and then it turns northward and flows hundreds of miles up into the bay area. the result is smoke in hour sky and hazy conditions and a decline in air quality and as deon mentions, tomorrow is the fifth consecutive spare the air day. the the poorest air quality in the north bay and the coast and central bay, and moderate air quality will be elsewhere. i'll give you a look at the unchanging forecast in just a few minutes. well next we visit the north bay wildfires zone because today is a milestone in the recovery process for thousands of fire survivors. and at 6:30, see how bart is keeping commuters safe in the bay area as new yorkers deal with a terror attack in the south bay. potato pancakes and jelly donuts. i'm jonathan bloom with the secrets behind delicious

there is some breaking news on the oakland city worker strike just coming into the newsroom. alyssa harrington is there live with a late update. >> reporter: well, dan, we learned the strike has been suspended. city works with seiu local 1021 will be back on the job tomorrow. there is no deal tonight but union leaders say that negotiators have changed their tune and that they have been more flexible in mediation today. so what that means is that the strike could continue into the future. but it has been suspended for now. the sympathy strike is on hold as well. there will be a press conference in front of oakland city hall at

6:30 tonight. we'll get a little bit more information. live in oakland, alyssa harrington, abc 7 news. >> very good. and in napa county, a milestone. the county office for fire victims seeking help from fema or administration and the small business administration is closing. as wayne freedman found out, it is not nearly as busy as it was just a few weeks ago and that is very good news. >> reporter: this qualifies as the calm after the fire storm. the napa county local assistant center where helpers finally outnumbered victims and idle hands signal a time of transition. >> recovery means that people could get back on their feet. >> reporter: representatives of some 12,000 people from 4,000 burned homes passed there these doors in recent weeks. they received roughly $13 million in aid from both fema and the small business administration. tonight the office closes but for victims that is still plenty of work to do.

of that smoke will move out of the bay area. >> feeling unseasonable, spencer. >> it is. very, very warm in the day time. but very chilly at night. and we'll have another chilly night this night. here is a look at live doppler 7. a few high clouds. smoke from the southern california fires has been moving up into the bay area mixing with the high clouds producing hazy conditions but generally pretty clear out there under the high haze. here is the view from the abc 7 exploratorium camera at -- well right across the embarcadero from abc 7. and this is the view looking back at the skyline. it is 59 degrees here in san francisco. and we have mid to upper 50s in oakland, mountain view, san jose, 62 at gilroy and 64 at half moon bay. mild around much of the bay area. this is the view from emeryville over the bay. we have a couple of chilly spots already. santa rosa has a temperature of only 49. down to 44 at fairfield, but we have low to mid-50s in napa, novato and concord and

livermore. and one live view over the bay. and these are the forecast features. it is cold in the inland valley again overnight. we'll have poor air quality tomorrow again. fifth consecutive spare the air day and the dry mild pattern is with us into early next week. now overnight, again, this is a spare the air night. so wood burning is unlawful on the spare the air alerts. chilly in the north bay valley and in the inland east bay valley where low temperatures will drop into the low to mid 70 30s overnight. but near the bay and the coast we'll see lows only in the mid to upper 40s. so speaking of mild, high temperatures in the mid to upper 60s on the coast. upper 60s around the bay. upper 60s to near 70 inland and once again we'll have the haze tomorrow. and this is another view from sutro tower over the city as we remind you, it is a spare the air day tomorrow. the poorest air quality is expected in the north bay and along the coast and over the central bay. moderate air quality will prevail in other regions of the

bay area. our expected rainfall over the next seven days is zero. but as we look ahead to mid-week next week, it looks like another rain-maker will be coming in here and we expect the rain to start in the morning next wednesday, december 20th and through the day into the evening. and snow in the sierra, those are the indications right now on the forecast models an the rain may be followed by showers on thursday. so it could be a two-day event for rainfall here and for snow in the sierra. we'll watch carefully and hope for the best. here is the accuweather seven-day forecast. showing very little change over the next seven days. and in temperature range we'll see upper 60s to near 70 inland and mid to upper 60s around the bay for the next seven days. mid-60s or higher on the coast. now the haze will be with us for a couple more days. and it could stay even longer depending on the flow of smoke from the southern california fires. but we're hoping for a shift in wind direction, which might bring us some improvement in air quality. >> that would be nice. >> couldn't come soon enough.

in oakland, melanie woodrow, abc 7 news. back now to the breaking news in oakland. the city workers union just announced in the last 30 minutes or so that the seven day strike is being suspended as negotiations continue. we'll go live to a union news conference outside of city hall. listen in for a moment. >> in light of that we are going to send people back to work and we are again cautiously optimistic that in mediation they could reach a deal. >> the bottom line is of a warning of the strike is not over, it is just suspended for now. could you elaborate on that and if progress stops will this be back on the picket lines. >> we weren't in a hurry to go on strike in the first place and we have a one year deal and we are not in a hurry to go back out on strike again but we need to see if the new tone the city took today will continue through mediation and as long as that is the case, we'll be working this out in mediation and not on the picket lines. >> you have accomplished what you hoped to by going on strike. >> yeah. because we've accomplished the

parties getting back to the table and modifying positions and trying to reach a compromise. because the city bargained in bad faith and then did so again by prematurely declaring impasse and refusing to compromise. now that we're speaking again, i'm optimistic we'll be able to reach a deal. >> what were the major sticking points of the numbers that you like in er-- in terms of what t city threw at you. >> i'm not sure what your question refers to. >> [ inaudible question ]. >> so again i can't reveal what goes on in mediation. there is a privilege so the parties can work together in an environment that is free of fear of conceding anything. what i can say is that prior to the strike our issues again were over work safety, particularly around emergency dispatchers and the issues of the illegal dumping, the workers clearing homeless encampments and those are the problems before the strike and i'm hopeful mediation could resolve them. >> will you continue negotiating

into the night or when is the next scheduled negotiation? >> mediation is set to resume next monday but in the meantime we'll be working. >> why the delay and why wait a week? if you are making progress. you said you were making progress and why wait a week to resume. >> there is no hurry at this point. stage of any kind of procedure would begin. which could be fact finding. so we made headway today. people are exhausted after last week on strike. people want to get back to work. so we want to get people back to work and then we think monday is soon enough to get more progress. >> should people be prepared to see another strike should things go wrong. >> i guess most people should be prepared for anything. but again, we didn't want to go out on strike before. we're not looking to do it again. and i really am optimistic we'll be able to reach a deal. >> what is the next -- what is the next step? let's say you get back in three days later either the city decides to impose and they figure they are not moving and
