video just in to the abc 7 newsroom. you can see heavily armed police in the area in south san we're told all of this was the end of a 16-hour-long standoff with san jose police. you see those officers in the neighborhood. they surround a home there and at one point even used tear gas. then in this video, i watched it very closely, you actually see some officers clearly make their way into the home, even see a k-9 unit. unclear what prompted all of this. right now we're working to get more information from san jose police. at least one person was taken into custody. i will let you know as soon as we get any additional details. >> supporters of net neutrality say you'll see a whole lot more of this. if the fcc votes to repeal the regulation this morning. no matter what you think about the issue this will impact just about everybody. >> matt keller live at the santa

clara government center in san jose where a news conference is already planned for after the vote. good morning, matt. >> reporter: protests are planned across the u.s. and in the bay area. later this morning santa clara county leaders will be speaking out about the expected repeal. so what does it mean to you? net neutrality, all content is treated equally. the consumer, you, can load every video equally regardless of where the content is hosted. for example, an isp may not charge more for sites that stream movies or promote a specific agenda. this is also referred to as the open internet. today the fcc is expected to repeal net neutrality which would mean companies like at&t and comcast will be allowed to block or slow internet traffic. >> if you want to access facebook, we'll charge you extra

hall. it is also open to the public. as the city heals from the sudden loss of mayor lee we are learning about june's special election and who may be his successor. >> acting mayor london breed says her focus is to keep the city running as smoothly as possibly. she did not say whether she would run for mayor next year. only one candidate has emerged. >> i was planning on another two years of campaigning. now it will be a near six months. all of the work i've been doing the past year i think is even more beneficial. >> other potential candidates include david chu, supervisor jane kim, who ran for state senate but lost, city attorney dennis herrera and mark farrell. >> the california state senate released records of its sexual harassment investigation at the capitol. records reveal 13 cases over the past ten years. six accusers were removed from

residence. all that have starts at 7:00 a.m. here on abc 7. >> looking forward to that. the oakland a's have reportedly agreed to acquire an outfielder from the cardinals. a big reason behind the trade is unusual and it's pretty incredible. so the a's traded for steven piscoti, a bay area guy who grew up in pleasanton, went to stanford. the cardinals accommodated his request to return to the bay because his mom is suffering from als. so for him, of course, being home was a priority. they made this happen. and it seems like a classy move on everyone's part. it's 5:15 now. uber is linked to a reduction in ambulance usage across the country. according to "the mercury news" the drop anywhere between 7% and 15%. these numbers were compiled from data more than 700 cities in 2013 and 2015.

fire that badly damaged five homes this week. the city says a one block stretch will be closed because of damage done to it during monday night's fire. repair crews say they need more time to evaluate the damage and fix the pavement. it will impact residents near armor drive. access to homes isn't blocked but some residents may need to take a detour. sausalito man was arrested at a small alabama airfield when police found $150,000 worth of marijuana in a single engine plane he was piloting. yevgeny faktorovich was into custody. this is what police found. 38 pounds of pot. police were tipped off by the department of homeland security. there was something suspicious about the plane. the sausalito resident is being held on $100,000 bail. in today's "gma first look" an estimated 26 million people have fallen victim to this -- packages being stolen right from the front of their door. now some people fighting back. here is gio benitez. >> reporter: in this morning's

turnout. the gym was packed in oakland, and the crowd booed when the board voted 6-1 for the cuts. most of the mid-year budget cuts will be at the central office. they'll shave $5.2 million there. but $3.8 million will come from schools and that has the parents really angry. principals will be tasked with making the cuts. >> this is the second round of cuts, mid-year cuts, and they've asked for $62,000 from our budget. that means the second coach and the only coach we have left will probably be gone. and it's absurd because if you look at the administration costs it's appalling. >> reporter: officials have not said how this will be divided up among the schools or what they're going to cut at the schools. those decisions will come from the principal. the school district has dealt with budget problems for years including a state bailout in 2003. one student said last night she

early to say if she would run for mayor but believes her knowledge of what the city needs makes her uniquely qualified and prepared to step into the job. this morning a blockbuster media deal is official. disney is acquiring a huge piece of the 21st century fox in a $52.4 billion deal, and those who are close to the situation think this will help disney's ambition and streaming media. the acquisition does not include fox television, fox news or fox sports. disney ceo bob iger was on "good morning america" this morning and spoke about the deal. take a listen. >> $52.4 billion according to the press release. that is a huge bet. why are you making it? >> we're making it because it gives us the ability to marry the content of fox with the great content of disney. it gives us a much larger

international footprint and it enables us to use cutting edge technology to reach consumers in far more compelling ways. we know how important that is in today's world. >> and as part of the deal bob iger will continue as chairman and ceo of the walt disney company through the year 2021. disney is the parent company of abc 7. reggie? >> thank you, jessica. contract talks between the city of oakland and its two largest labor unions are set to resume monday. city leaders announced the deal and neither of these unions was involved in the seven-day strike that ended monday. the cmea accepted the same wage proposal offered to the striking workers that includes a 4% raise for the current year and a 1% raise in 2019 that could be doubled depending on city revenues. 5:35 now. this morning the state utilities commission will consider new fire safety rules that could force pg&e and other utility companies to change how they install equipment. the proposal would affect the locations of lines and poles, how often they need to be

inspected. leaders became concerned after wildfires in the north bay and other parts of our state. bottom line, this might cost you. they say it will be expensive and will allow utilities to raise rates to make up the money. you could soon be seeing a lot of this soon. the federal communications commission expected to repeal net neutrality today. >> it's a big deal. the move will allow internet providers to control the speed of that impacts pretty much everything from how fast movies would be streamed to how much companies will charge for online services. opponents say cable and phone companies will be able to control what we see and do online and they are vowing legal challenges. senate and house republican leaders have unveiled a compromised tax bill and are rushing to get it to the presidents. democrats are calling on republicans to delay the vote. gloria riviera is live in washington with more details for

us. gloria? >> reporter: here in washington there is a sense of momentum on the republican side. gop lawmakers think they will get this done. while the irs is not making any guarantees president trump is making big promises. >> if congress sends me a bill before christmas, the irs has just confirmed that americans will see lower taxes and bigger paychecks beginning in february. >> reporter: president trump touting his tax plan at the white house as congressional republicans announce they are not there yet but much closer to a deal. here is what the house and senate have agreed to so far. drop the corporate tax rate from 35% to 21%. cap the mortgage interest deduction at $750,000, a middle ground between the senate and house versions. repeal the obamacare individual mandate that requires all americans to have insurance.

allegations of sexual misconduct is the reason the great american baking show was pulled after one episode. celebrity judge accused of inappropriately touching and groping four women when they worked for him at a manhattan restaurant. he's denied some of the accusations. curry and former 49ers anthony spice adams co-hosted the "great american baking show." senator dianne feinstein is asking i.c.e. to investigate the conditions for detainees at a jail in richmond. "the chronicle" reports several federal detainees complained they're not allowed to use the bathrooms. more than 200 immigrants are held in the detention facility. feinstein wrote a letter to i.c.e. and said, quote, it has been reported the conditions are so deplorable that detainees are requesting deportation over pursuing claims in immigration court. firefighters have a ring around one of the stubborn wildfires in southern california, the rye fire is completely contained. that leaves four active fires

crews are still battling to control. the biggest, the thomas fire burning in ventura and santa barbara counties scorching 238,000 acres is 38% contained. firefighters are trying to get ahead of the flames by taking advantage of relatively calm winds. the fire has destroyed more than 700 homes. the thomas fire is threatening the largest avocado producer in the country. a statement from the company says 14 farm worker housing units have burned and there was a brief power outage at the packing house. the company does not expect the fire and wind damage to have a significant impact on its operations. a movie about the three heroes is set to premiere in the new year. new year. the trailer just made its debut. that's a look at the 1517 to paris. it was directed by clint eastwood and follows the heroic 2015 saga of airman spencer
